Standard Operating Procedures
1.
Purpose : To establish safety procedures for Army Lodging operations.
2.
Scope: All lodging staff members.
3.
Authority Responsibility: The lodging manager and lodging safety officer
4.
Procedures: a.
The lodging manager will ensure safety officer responsibilities re incorporated into the job description and performance standards of the individual appointed to perform these functions within the Lodging operation. Training for the Lodging Safety Officer responsibility should be coordinated with the Installation Safety Officer. b.
Lodging safety officer, in conjunction with the Installation Safety Officer will normally:
1) Interpret safety policies and procedures for applicability within the Lodging operation.
2) Determine the need for promotional and educational safety materials, arrange their procurement and distribute them where they are needed.
3) Conduct monthly inspections of safety records and lodging facilities.
4) Monitor and conduct inspections of accident prevention program and activities with the lodging facilities.
5. Provide information for safety classes for lodging personnel. Maintain the lodging safety bulletin board and post Occupational Safety and Health (OSHA)
Protection Program posters.
6) Report all accident or injuries to the lodging manager immediately. Screen accident report for correct format and information and forward to the appropriate office
(S).
7) Ensure that all personnel handling or working with Hazardous materials are properly trained prior to using them.

8) Ensure that direct supervision is provided for highly hazardous operations and activities.
9) Supervisor(s) will prepare a list of basic safety rules for their work areas and post these in a conspicuous place. They will take needed steps to ensure their personnel read and comply with them.
10) Ensure that adequate protective clothing and equipment is provided and worn when the requirements exists.
11) Conduct or coordinate with Installation Safety Officer for safety training for all new employees in a timely manner.
12) Maintain the Job Safety Analysis (JSA) worksheets and assist in completing them as required. Ensure that one is completed for the operators of each piece of equipment. The JSA work sheet should be verified to provide safety training for each employee.
12) Ensure that all work areas and projects sites include appropriate safety notices to include appropriate guest emergency information in gues room information books.

1) All newly assigned personnel must be instructed in the Installation’s Safety
Program
2) All personnel assigned safety responsibilities will attend an orientation course conducted by the Installation safety office.
3) Supervisors will record safety training and attendance for their employees. d. Lodging Managers will insure lodging staff training includes instruction on procedures to:
1) Comply with all rules, regulations and SOP’s on safety policies and procedures.
2) Correct or report all unsafe acts to their supervisor at the first opportunity.
3) Report all accidents or injuries to their supervisor as soon as is practical.

4) Use safety protective items as required when performing assigned tasks.
5) Warn other personnel (employees, guests of visitors) if they are observed disregarding established safety policies or procedures. e. Safety Inspections:
1) The lodging safety officer will ensure that inspections are designed and conducted to delete and eliminate unsafe conditions and unsafe acts before accidents occur. The installation safety officer and occupational health office should be informed of and asked to participate in inspections at least annually.
2) The lodging safety officer will conduct monthly safety inspections and record the results local safety office forms and keep the inspections report on file until the completion of the annual command organization inspect ions program or for at least one year. f. Accident Investigation and reporting:
1) Accidents will be investigated and reported in a accurate and clear manner as soon as possible after the accident, but no later than four working days after the accident.
Lost time accidents (over one day) require a DA Form 285 regardless of the severity.
2) Accidents or injuries to employees will be reported in accordance with local guidance and AR 215-1. The lodging safety officer will maintain one copy of all accident reports until the annual command inspection or as required by the local, state or federal regulations. g. Documentation: The lodging office will have as part of their safety book copy(s) of the following – Local and MWR Safety and HAZCOM SOP(s); AR(s-385-10, 385-40,
600-55; Unit safety inspection record(s); Appointment memo for Safety Officer; and all completed DA Form 285, accident report from previous year.
5. Local Supplement: a. Safety inspection guidelines in compliance with installation established policies and for efficiency, use locally available, base safety office, checklists or forms. b. Schedule for initial and recurring Safety classes for lodging personnel. c. Local accident reporting procedures.
d. List of safety gear/clothing appropriate to lodging operation. e. Specific procedures for accident investigation as coordinated with the Installation
Safety Officer.
