impacts of land-based activities. UNEP was tasked to lead the
coordination effort and to establish a GPA Coordination Office.
WHO is the United Nations specialized Agency for Health,
governed by 192 Member States through the World Health
Assembly which is composed of representatives from WHO's

implementation of the LBS Protocol and the SAP.

The Convention on Biological Diversity, commonly referred to
as the Biodiversity Treaty, was one of two major treaties
opened for signature at the United Nations Conference on
Environment and Development (UNCED) in 1992. Parties to
the Biodiversity Treaty affirm sovereign rights over the
biological resources found within their countries, while
accepting responsibility for conserving biological diversity and
using biological resources in a sustainable manner.
CMS is the only global (and UN-based) intergovernmental
organization, which is established exclusively for the
conservation and management of migratory species. Many are
not dealt with adequately by other global conventions
concerned with wildlife conservation, due to limitations in their
scope or taxonomic coverage. Moreover, the obligations of
CMS are more direct than some other multilateral instruments.
CMS has legally binding provisions that impact directly on
harvesting of endangered species within a country. Regional
agreements concluded under the auspices of CMS to a certain
extent overlap some global or regional conventions. For this
reason, the CMS Secretariat has developed instruments to
communicate and co-operate effectively with the Secretariats of
other international conventions.
CITES is an international agreement between Governments. Its
aim is to ensure that international trade in specimens of wild
animals and plants does not threaten their survival.
The UNCCD is the internationally legally binding framework
set up to address the problem of desertification. The Convention
is based on the principles of participation, partnership and
decentralization. It now has more than 180 country Parties to
the Convention. National Action Programmes are at the heart of
the Convention and constitute the conceptual and legal
framework for implementing it at the national and local levels.
Their purpose is to identify the factors contributing to
desertification and the practical measures necessary to combat
desertification and mitigate the effects of drought.
The Basel Convention is devoted to setting up a framework for
controlling the transboundary movements of hazardous wastes.
It has also developed the criteria for “environmentally sound
management”. A Control System, based on prior written
notification, has also been put into place. The other area of
focus is the minimization of hazardous waste generation.
The Stockholm Convention is a global treaty to protect human
health and the environment from persistent organic pollutants
(POPs).

Mediterranean and for the better implementation of the
CBD programme on the conservation and sustainable use

Set up by the World Bank, with UNEP and UNDP, the Global
Environment Facility (GEF) provides grant and concessional
funds to eligible countries for projects and activities that aim to
protect the global environment.
Cooperation and financial support for the implementation
of the MAP Strategic Action Programme to address
pollution from land based activities through the MED GEF
Project “Determination of priority actions for the further
elaboration and implementation of the Strategic Action
Programme for the Mediterranean Sea”.
METAP is an innovative partnership that brings together
countries in the Mediterranean region and multilateral donors to
assist beneficiary countries in project preparation and strengthen
their capacity in regional environmental management. The 15
member beneficiary countries of METAP are Albania, Algeria,
Bosnia-Herzegovina, Croatia, Cyprus, Egypt, Jordan, Lebanon,
Libya, Morocco, Syria, Slovenia, Tunisia, Turkey, and West
Bank and Gaza. The Six METAP Partners that oversee METAP
activities include the EC, the EIB, UNDP and the World Bank.

The League of Arab States is a voluntary association of
independent countries whose peoples are mainly Arabic
speaking. Its stated purposes are to strengthen ties among the
member states, coordinate their policies, and promote their
common interests. The Arab League is involved in political,
economic, cultural, and social programmes designed to promote
the interests of member states.

ICAMAS/CIHEAM, was founded under the aegis of the OECD
and the European Council to provide additional, both economic
and technical, education and to promote the spirit of
international co-operation between supervisors in the area of
agriculture and rural development in the Mediterranean
countries. Currently, the Centre numbers thirteen member
countries: Albania, Algeria, Egypt, Spain, France, Greece, Italy,
Lebanon, Malta, Morocco, Portugal, Tunisia and Turkey.
CIHEAM has four Mediterranean Agronomic Institutes, where
Mediterranean agriculture supervisors are trained: Bari MAI
(Italy), Chania MAI (Greece), Montpellier MAI (France) –
Saragoza MAI (Spain)
The mission of the IUCN is to influence, encourage and assist
societies throughout the world to conserve the integrity and
diversity of nature and to ensure that any use of natural
resources is equitable and ecologically sustainable. It is mainly
involved in promoting the conservation of biodiversity and the
sustainable use of natural resources. The IUCN Mediterranean
Programme focuses on: Islands; use of natural resources
(forests, fisheries etc.,); conservation of biodiversity and
landscapes; hydrological resources; arid lands, transition areas
and desertification.

countries. It is promoting coastal conservation by bridging the
gap between scientists, environmentalists, site managers,

RAMSAR provides the framework for national action and
international cooperation for the conservation and wise use of
wetlands and their resources.
Memorandum of Cooperation signed in 2001 between
MEDU of MAP and the Bureau of the RAMSAR
Convention to reinforce the conservation and integrated
management of the Mediterranean wetlands; exchange
information and ensure the participation of their respective
representatives in technical meetings of common interest;
ensure the coordination and complimentarily of technical
tools and modules prepared by MedWet and the RAC/SPA
for the survey of sites and training on subjects related to
wetlands, as well as on other subjects of common interest
developed by other regional centres of activity; cooperate
to establish guidelines for the sustainable use of wetlands
in the region; establish joint biannual operational plans for
the two Conventions.

The RAMOGE Agreement signed in 1976 is the instrument
adopted by the Governments of France, Monaco and Italy to
ensure that the coastal areas of the Provence-Alpes-Côte d'Azur
Region, the Principality of Monaco and the Ligurian Region
should constitute a pilot zone for preventing and combating
pollution of the marine environment.

The purpose of the ACCOBAMS Agreement is to reduce the

An important instrument for the protection of wildlife and
natural habitats, the Convention has today 45 Contracting
Parties, including 39 Council of Europe Member States, the
European Community, Monaco and four African States. It
includes help for implementation (technical assistance on legal
and scientific issues) and the setting-up of the Emerald Network
- a Network of Areas of Special Conservation Interest created in
1998 and compatible with the EU network Natura 2000 - as
well as work on monitoring and control of threatened species.

WWF focus primarily on the conservation and sustainable
management of the forests, freshwater and marine ecosystems.
A tourism initiative was recently created to protect nature from
the negative impacts of mass tourism. Its work transcends manmade boundaries building partnerships with NGOs,
governments, foundations, businesses, and other organisations
Since 1986, Greenpeace ships have sailed the Mediterranean
researching environmental problems, meeting the public and
local authorities, raising awareness and carrying out direct
actions on selected targets.
The Friends of the Earth Mediterranean Programme was
established in 1992. Its objectives are to: promote sustainable
development in the region and increase awareness of the need to
protect the environment; strengthen the environmental
movement and promote NGOs cooperation within and between
Southern, Eastern and Northern Mediterranean countries;
monitor important political issues for the Mediterranean
environment particularly regarding the Euro-Mediterranean
Partnership, the Barcelona Convention and other relevant
international fora.
The EEB is a federation of NGOs with many members in the
Mediterranean countries of the EU. The EEB can play a role in
this in various ways (ensuring that the Mediterranean dimension
is properly present, including specific Mediterranean aspects in
the regular work of its Working Groups; giving special
emphasis to discussions and awareness raising with decisionmakers and opinion leaders from the region or organising
specific activities to strengthen the capacity of the members)
MEDCOAST, an NGOs network of Euro-Mediterranean
academic institutions, aims to contribute to coastal and marine
conservation in the Mediterranean and the Black Sea, through
improved coastal management practices.
The IAMF, the aim of which is to encourage the exchange of
information, particularly as regards Mediterranean natural and
forest spaces, has been working for six years in the
Mediterranean basin. The objective is the exchange of
experiences and knowledge between on-the-spot workers.

MEDASSET - the Mediterranean Association to Save the Sea
Turtles, is an International Non-Governmental Organization
(NGO) founded in 1988, working exclusively on the
conservation of sea turtles and their habitats through scientific
research programmes, environmental education, political
liaison, publicity and public awareness throughout the
Mediterranean.
MED Forum is an «umbrella» organization created in Barcelona
in 1995. The aim of MEDFORUM is to promote the protection
of the environment within a framework of sustainable
development in the Mediterranean region. MED Forum
promotes intercultural dialogue and cooperation for sustainable
development between North and South.
MIO-ECSDE is a Federation of Mediterranean NGOs for
Environment and Development. MIO-ECSDE acts as a political
and technical platform for the formulation and presentation of
views and interventions of NGOs in the Mediterranean scene. In
co-operation with Governments, Intergovernmental and
International Organisations, universities, scientific institutes and
other socio-economic partners, MIO-ECSDE plays an active
role in the development of policies for the protection of the
environment and the promotion of the sustainable development
of the Mediterranean region and its countries.
RAED is a network of more than 200 Arab NGOs with the
objective to coordinate the exchange of skills, experiences and
information between regional community organizations and to
encourage community participation in government programmes
to achieve sustainable development.
Medcities is a network of Mediterranean coastal cities created in
Barcelona in November 1991 at the initiative of the
Mediterranean Technical Assistance Programme (METAP). A
Medcities objective is the promotion of the role of sustainable
