BRIEF NOTE ON DEVELOPMENTAL WORKS
1) WIDENING OF MAIN ROAD (NH 216) :

Proposal of widening and development of Subash Road (main road)
with Center Lighting Foot Paths, Center Dividers drains etc., from II Twon Police
Station Junction to Jagannaickpur old bridge with an estimate cost of Rs.
891.00 lakhs i.e., 521.00 lakhs from BPS /LRS funds and Rs. 373.00 lakhs from
Municipal General Funds. Work has been completed with
an amount of
Rs.521.00 lakhs i.e., from II two police station junction to masjid centre and the
Government have permitted Kakinada Municipal Corporation to avil Rs. 373.00
lakhs work with general funds for in Phase II work i.e., from Majid Centre to
Jaganaickpur Old Bridge.

6. Master Plan :
At present the Building approvals are being accorded as per the Master Plan
approved in G.O. M.S. No. 389 M.A. Dt. 10-9-75.
But 35 years of time was passed after sanctioning of Master Plan. During this period,
Industrial, Educational and Commercial Scenario of the city was entirely changed due to inmigration of population into city due to educational facilities available and for employment.
Under section 8 (1) of Andhra Pradesh Town Planning Act.1920 it is responsibility of the
Municipal council to prepare, publish and submit to State Government for the sanction of a

General Town Planning Scheme (Master Plan) in respect of all the lands within the Municipality
and in its vicinity. Further as per rule 23 of Rules made under Andhra Pradesh Town Planning
Act.1920, the preparation of a General Town Planning Scheme under section 8 shall be taken in
consultation with the Director of Town & Country Planning, Andhra Pradesh, Hyderabad.

The least bidder M/s Aarvee Associates, Hyderabad entrusted with the work of preparation
of Master Plan for the Kakinada City with a Vicinity area of 5 kms around the City (37
Villages) with an amount of Rs. 21,50,000/- in the year 2012.

Consultant submitted inspection report in four volumes and physical work completed.

Introductory meeting is conducted on 23-02-2012 with all Government Officials in 5 km of
this Corporation are by the agency at Municipal Corporation meeting hall.

Consultant has submitted study area base map on 12-06-2013.

As per the instruction of the Hon’ble District Collector and Special Officer three consecutive
meetings were held on 16th , and 21st July-2014 and 17th September – 2014 with all stake
holders on revised Master Plan to take action for finalization on draft Master Plan.

Consultant has submitted existing land use plan on 31-12-2014.

Draft Master Plan under preparation it will be completed on 1st week of March-2015.
7. Master Plan Road Widening:
Master Plan of the Kakinada city was sanctioned in the year 1975 vide
G.O.M.s.No. 389 M.A. dt. 10.9.75. In recent time, some of the roads rapidly developed with
commercial activity and became much congested with vehicular traffic which emerged the need of
widening of some such important roads. In view of the above, the following important Master
Plan roads were proposed to widen immediately in co-ordination with R & B Department.
1] Main Road from II Town Police Station to Jagannaickpur old Bridge
(NH216) Existing 60’-0” wide road to be widened to 80’-0” wide road.
2] Jagannadhapuram Bridge to Munsif Junction (Main Road)
3] From Fire Station ( Salipeta Girls High School) Center at Salipeta to
Municipal Office Center. Existing road to be widened to 50’-0” wide road.
4] Cinema Road from Gandhi Statue at Y.S.R. Flyover to Ananda Bharathi
Grounds (R & B Road).
5] Ramasomayajulu Street between Jawahar Street and Vallabhai Street
(Cinima Road) to a width of 40’-0”
6] Road from Cinema Road to Jawahar Street (Krishna Murthy Street) to a

width of 40’-0”
7] Road behind JNTU stadium to a width of 80’-0”
Survey work was already completed and property wise statement is also prepared.
A meeting with all the effected site/building owners was conducted to extend their
cooperation for widening of above said roads.
The details of the above said roads are as follows. :-
1.Main road from II Town Police Station to Jagannaickpur Bridge :A detailed survey was conducted on widening of road as per Master Plan. The
length of the said road is 2.6 km. Number of properties effecting in road widening is 436,
Among 436 properties, 143 members were already surrendered the effected portions to
the Municipal Corporation on free of cost at the time of sanction of building permissions. A
meeting was conducted with all the building owners to extend their co - operation is
widening of road. Some of the property owners already given their written consent. The
Regional Deputy Director of Town & Country Planning, Rajahmundry has approved road
development plan vide RDP No. 3/12/R for Phase – I to a length of 1.35 km. As per the
approved RD Plan the Corporation has widened the road in Phase – I.The Remaining Road
widening work under progress in phase-II i.e., from Masjid Junction to Jagannaickpur
Bridge.

2. Jagannaickpur old Bridge to Karnamgari Junction
It is a old builtup area and part of NH216 and heavy traffic passing through this
road. Therefore there is a need to widen the said road. As per sanctioned Master Plan of
Kakinada city the road is proposed to widen to a width of 50’-0” a road development plan
was also approved by the Director of Town & Country Planning, Andhra Pradesh,
Hyderabad in Road Development Plan no. 5/02/R. There are 161 no. of properties
effecting in the said road widening. The existing width of the above road is 30’-0” to 35’0”.
Survey work also completed for widening of the said road. Marking was done as
per approved Road Development Plan. But as per approved Road Development Plan some
of properties effecting to a larger extent to some other properties due to fixation of better
alignment but the owner of such properties requesting to fix alignment in such a manner
to widened road equally on both side. At the stage the widening work was temporarily
stopped to take a decision for change of alignment as requested by the owner and to get

Planning, Andhra Pradesh, Rajahmundry.
3. Road from Municipal Corporation office to Salipeta Municipal Girls High
School (Ungarala vari street) :It is an important connection road between Cinema road and Jawahar Street, since
a Flyover Constructed over the Sambamuthy Nagar Railway level crossing, heavy traffic
passes through the road. The existing width of the road is 33’-0” to 40’-0”. As per Master
Plan it is to be widen to 50’-0” the length of the road is 0.350km. There are 19 properties
effecting in the widening of said road. Already 5 property holders handed over affected
portions to the Municipal Corporation on free of cost at the time of building approvals. A
detailed survey was already conducted. A road development plan was approved by the
Regional Deputy Director of Town & Country Planning, Rajahmundry vide RDP No. 1/2012
/R which revises the RDP No. 7/87,
previously approved by the Director of Town &

Country Planning, Andhra Pradesh, Hyderabad. A detailed discursions were done with the
property owners by the Kakinada Municipal Corporation, since the road was under the
control of this Corporation. Some of the property owners removed them selves the
structures effected in road widening.
3. Road behind JNTU Stadium :It is in Ramanayyapeta area with a length of 0.600km. While constructing the drain
along the said road by the Engineering Section of this corporation, the then District
Collector & Special Officer of this corporation instructed to construct the drain after
widening the said road as per the Master Plan.
The existing width of the road is varied from 30’-0” to 60’-0”. The proposed width
of the road as per Master Plan is 80’-0”. The detailed survey was conducted and particular
of properties were listed out. There are 37 properties effecting in the said road widening.
A meeting was conducted with all the property owners and widening will be commenced.
4.Road from Anandhabharathi Ground to Gandhi Statue at YSR
Flyover:The Y.S.R. Flyover was recently constructed and major stretch of the road was
widened while constructing the said Flyover. But the above said stretch from
Anandhabharathi Ground to Gandhi Statue at YSR Flyover was not taken up at that time.
Because of its importance in Traffic Point of view and all the inward R.T.C. buses to the
city passes through this road, there is a necessity to widen the said road to 80’-0” wide as
per Master Plan. The existing width of road is 55’-0” and length is 220’-0” and having 35
properties on both sides to the proposed road for widening.
The detailed Survey will be conducted shortly for widening of the said road .
5. Widening of Ramasomayajulu Street between jawahar Street and Vallabhai
Street (Cinima Road)
It is important connection between jawahar street and vallabhai street in traffic
point of view and due its importance in commercial activity and also approach to the
corporation office. As per the sanctioned master plan of the city, the width of the said
road is 40’-0”. But as on ground the stretch between main road and cinema road is to a

width of 40’-0” and the stretch between main road and jawahar street is only 32’-0” wide.
The Total length of the said road is 0.31 km. The road is under control of the Municipal
Corporation. Survey work was already completed. There are 32 properties in this road and
5 property holders already handed over the road widening portion to this corporation. The
detailed sketches were prepared to submit it to the Regional Deputy Director of Town &
Country Planning, Rajahmundry for approval of road development plan.
6.Road from Cinema Road to Jawahar Street (Krishna Murthy Street) :It is an important connection road between Cinema road and Jawahar Street, since
a Flyover Constructed over the Sambamuthy Nagar Railway level crossing, heavy traffic
passes, through the Krishna Murthy road. The existing width of the road is 26’-0” to 33’0”. As per Master Plan it is to be widen to 40’-0” the length of the road is 0.325 km.
There are 37 properties effecting in the widening of said road. The road was under the
control of Kakinada Municipal Corporation. A meeting was already conducted with all the
property owners in the road. The Regional Deputy Director of Town & Country Planning,
Rajahmundry has approved Road Development Plan vide RDP No. 1/2012/R
The details of the properties are collecting and schedule of properties affected in
road widening are prepared. Widening of said road under progress. Most of the owners of
the properties effected in road widening were came forward to give their written consent
to handover to Kakinada Municipal Corporation on free of cost and some were already
handed over with a condition to issue TDR certificate as per G.O.M.s.No. 168 dt. 07-042012.
8. Layout Open spaces :
There are 177 approved Layouts in the City. Among the said layouts in some of the layout
open spaces previously constructed School buildings and some other buildings such as
Community Halls, Dispensaries, etc., Details of the Layout open spaces are as follows. In addition
to above layouts, there are 20 EWS layouts were in the city.

iv) Not to throw any solid waste in the neighbor hood, on the streets, open
spaces, into the drains or water bodies.
Ban on Plastic Carry Bags :
Inspections at Market Places and Rythu Bazar, Hotels and street
vendors to ban plastic less than 40 microns thickens and collected Rs. 45,000/as penalties
SCIENTIFIC DISPOASAL OF WET GARBAGE :
In Kakinada Municipal Corporation initiated one organic compost plant
which is situated in revenue colony, Sambamurthynagar. Regularly one Tata Ace
use to be collect wet garbage (organic) from Hotels, Rythu Bazars. This collected
garbage made it into tiny particles through pulverize then we add saw dust and
put into plastic trays. There is an automatic sprinkler system to wet the product
periodically. Then we transfer this organic material into coir lined compartments.
With in Two weeks we are getting quality organic compost. Presently we are
using this compost in our Municipal Parks. Nearly 10 tons of organic compost is
ready to sale for horticulturists and interested Citizens @ 5/- per K.g.

IKP –URBAN (MEPMA)
Government
have established a Mission called Mission for Elimination of
Poverty in Municipal Areas(MEPMA). The activities takeup under the above
programme are called INDIRA KRANTHI PADHAM (IKP-URBAN). It is for
implementation of social mobilization activities in all the municipal areas in the
state. It is a project for implementing poverty elevated programmes for urban
poor by forming self help groups to women and other venerable people in the
urban slums.
The following activities are taken by the Kakinada Municipal
Corporation :
FORMATION OF SHGS
In Kakinada Municipal Corporation 101 slums area identified in which
6144 Groups have been formed by the urban poor women up to 31-03-2015.
It is stated that all the concerned Cos were instructed to take action for forming
Self Help Groups in the slums with 100 % coverage of Urban Poor under proactive reforms for the year15-16.
During the financial year 2014-15 Target for forming Self Help Groups
fixed for Kakinada Municipal Corporation is 97 as against 148 Self help groups
were formed up the end of March,2015.
SHG BANK LINKAGE :
In the financial year 2014-15 , out of 6144 SHGS, 1481 SHG have been
benefited financial assistance of Rs6014.77 lakhs
by achieving 100 %
target..During the present financial year 2014-15.

VADDILENI RUNALU :
The Government of Andhra Pradesh introduced Vaddi Leni
Runalu
Scheme from 01.01.2012 to reduce entire interest burden to Self Help
Groups.The Kakinada Municipal Corporation taken steps and collecting entire
data of Vaddi leni Runalu for eligible groups and preparing proposals so as to
submit consolidated report to Mission Director, MEPMA,A.P.Hyderabad for
release of Vaddileni runalu.
