1.1. Introduction of Junior Chamber International Hong Kong (English
Version)
With more than 1,300 members from all walks of life in Hong Kong, the
Junior Chamber International Hong Kong (JCIHK) is a non-profit making
organization dedicated to developing leadership potentials among young
people. Junior Chamber International Hong Kong represents a network of
highly-motivated and forward-looking young people between the ages of 18
and 40 who come together to under a common mission: " to contribute to the
advancement of the global community by providing the opportunity for
young people to develop the leadership skills, social responsibility,
entrepreneurship and fellowship necessary to create positive change".
Since its establishment in 1950, the Junior Chamber International Hong Kong
has proactively responded to challenges in the community, helping to
generate awareness on important social and economic issues which have an
impact on our daily lives. The organization’s objectives are carried out
through the “four areas of opportunity”, namely individual; community;
international; and business.
Individual
Through various leadership training programs, members develop valuable
skills such as goal setting, time-management, public speaking, parliamentary
procedures, protocol, etc., thereby equipping them with necessary techniques
to become future leaders of the community.
Community
Through various community development programs, members identify social
needs and issues, and develop projects to improve the well-being of the
community. Awareness and sensitivity on community problems are thus
enhanced.
International
Through a network of JC members in more than 110 countries around the
world, members gain valuable international exposure, develop international
friendship, and derive awareness on cross-border, cross-culture issues.
Business
Members can pursue personal business interests through the National
Business Network as well as worldwide international networking activities.
Each year, various business seminars and contact sessions are organized by
the National Business Network.

國際青年商會香港總會簡介
國際青年商會香港總會為一非牟利之國際性領導才能訓練青年組織,隸
屬於國際青年商會,本會之宗旨是為年青人提供發展領導才能,培育社
會責任感,提供商務發展及增進友誼之機會,冀能藉此締創建設性之改
進,為全球社會發展作出貢獻。自一九五零年成立後,至今會員人數已
達一千三百人,年齡均介乎十八至四十之間,分佈於十八個分會。本會
依循四大發展機會 – 個人發展,社會發展,國際關係及商務發展等各
方面,無間斷地推出各類型之工作計劃。秉乖〔訓練自己. 服務社會〕,
以達到本會的口號〔Be Better〕的宗旨。
個人發展
個人發展機會目的是為會員提供一系列訓練計劃,例如目標確立、時間
管理、演講技巧等,藉以訓練其領袖才能,作為訓練青年領袖的基石。
更可從工作小組的會議程序中,使各組員深切體會應有的權利與義務,
加強做良好公民的意識。
社會發展工作訓練
社會發展工作訓練機會目的是一方面鼓勵會員組織創新而有意義於香港
社會發展的工作計劃,透過參與策劃過程,促進會員個人成長,提供領
袖發展機會,發揚青商信條之「服務人群是人生最祟高的工作」的精
神。
國際關係發展
國際關係發展機會目的是促進國際友誼,增加國際間的認識及文化交
流,攜手合作,締造國際友誼,世界和平及美好明天,由於青年商會本
身是一個國際性組織,會員國多達 110 個, 6000 個分會遍佈全球, 全球會
員人數多達 20 萬之多。所以,能夠擴闊會員的國際視野,以及促進與
各地分會締結姊妹盟的機會,更可從參加每年的亞太區及世界大會,會
員可與不同國家的青商作經驗和意見交流。
商務發展
商務發展機會目的是透過會員間互相參與、實踐而加深了解,進而能在
商務合作中事半功倍,另外亦藉此機會加強國際間的商務交流,從而使
自己的商務經驗及眼界得以擴闊,進一步建立合作關係。

1.3.1. Flashback 1950’s – Practical Idealists pioneered the Jaycee
Movement in Hong Kong
In late 1940’s Hong Kong was recovering from the Second World War.
There were urgent need and great opportunity for local community
leaders to contribute to its social and economic development. The
Jaycees thus found their role in the making of Hong Kong.
A group of dynamic young men, of various nationalities and
background, were inspired by Junior Chamber International to form the
Hong Kong Junior Chamber (Jaycees).
With unbounded enthusiasm and tireless efforts, those pioneer Jaycees
worked hard in different community projects and training program, and
participated in a series of international meetings. It opened also its
first office in the then Hong Kong Bank building.
Assessing the needs of the society then, these young men put ideas into
action. Projects were put in hand which aroused civic consciousness
among young people here. A novel project was the timely setting up
of more than 30 children’s libraries, including portable and mobile van
libraries. This was a most prominent achievement much appreciated
by the public.
The first children’s library was established in 1952, and repeated the
project elsewhere until the territory stepped up its official presence at
numerous trade and industrial exhibitions in the years that followed.
In a move to broaden their vision and widen their horizon, pioneer
Jaycees were also active in attending various Conferences and
Congresses, not only Jaycees but other such occasions as well.
The experience gained led to the success of hosting the first and the
fourth JCI Regional Conferences in Hong Kong in 1951 and 1954
which won community plaudits and put the Chamber in the forefront
of Jaycees in the continent.
The participation in, and the hosting of, international conference,
added a new dimension to the members and at the same time uplifting
the regional exposure for Hong Kong. Hong Kong Jaycees quickly
attained high international office. From 2 Regional Presidents for Asia
to JCI President in 1956 and Vice President for Commissions in 1957.
With wholehearted participation and genuine contribution by the
Jaycee members, Hong Kong Jaycees earned wide international
recognition in a few years. Jaycee activities were seldom out of the

press and were extensively reported. And so, Hong Kong Junior
Chamber had an accepted place in the community here.
At the same time, with the rapid development of Hong Kong in the 50s,
it became apparent that facilities for the training of future executives
were almost non-existent. Hong Kong Junior Chamber shown
foresight and initiative in promoting institutional development. It
particular, it took pride in it contribution to the formation of the Hong
Kong Management Association.
Jaycees was therefore called ‘catalysts’ and ‘pacesetters’ locally. They
were described by the then Governor Sir Alexander Grantham as
‘Practical Idealists’ – young men with high ideals put into practice by
concrete projects for community betterment.
Undoubtedly, Jaycees in the 1950s laid down a solid foundation for the
Hong Kong Junior Chamber to go forward with more growth and
development while it won wide prestige in the community and high
recognition in the Jaycee world.
The members still had the cherished ambition of bidding for a World
Congress, a daunting task then without proper facilities and adequate
funding. Plans were laid carefully soon afterwards as the new City
Hall was being built. The bid won in a contest and so Jaycees had the
unusual challenge of holding here the first worldwide meeting. The
successful response was sound organization with total membership
involvement.
1.3.2. Flashback 1960’s – Growth and Development
In the continuation of the relay, Hong Kong Junior Chamber stepped
into its further developing stage.
Applying the experiences gained and together with the endeavor of the
Jaycees, the 17th World Congress of Junior Chamber International was,
for the first time, held in Hong Kong in 1962. It was a grand and
memorable event, widely covered by the media. The use of the whole
new City Hall became the talk of the town. The success of which not
reaffirmed the social status of Jaycees in the community, but also was
a confidence booster for each Jaycee member.
The handsome surplus from the Congress also led to the formation of
the Trust Fund. If gave the Chamber a sound foundation which
enabled the Jaycees to carry out many projects for community
development with the confidence and helped it eventually to buy an
office.

With the continual injection of new blood, Hong Kong Junior Chamber
was restructured into a core National Organization Member (NOM)
and 2 affiliated chapters of Victoria and Kowloon Jaycees in 1965.
JCI Regional Conference was hosted in Hong Kong again in 1966.
To spread the Jaycee spirit, Jaycee Week program was also launched in
the 60’s to promote Jaycees to the public. The first Chinese speaking
chapter (Peninsula Jaycees) and the first all lady chapter (Hong Kong
Jayceettes) were then formed in 1969.
The coming together of members from various backgrounds provided
the impetus for a diversification of community projects.
The Annual Dragon Seed Races shared our concern for the boat people
in the Kowloon typhoon shelters.
The Miss International Goodwill Contest, and the later Miss Hong
Kong Contest in the 60’s were first initiated by the Jaycees and became
an international friendship program, which promoted the international
goodwill and enhanced cultural exchange of Hong Kong.
The addition of more members and more projects, called for better
communication, co-operation and administration. The introduction of
management course and projects such as Anniversary Ball played an
important role in answering to the needs.
Through such projects in 1960s, Hong Kong Junior Chamber became
more concerned with membership development and began to strive for
more opportunities in leadership training and to step up work for
betterment of the community.
1.3.3. Flashback 1970’s – Many First and Meaningful Projects
Stepping into the decade of the 70’s and after the celebration of the
Silver Jubilee Anniversary, it marked the beginning of an expansion in
chapters and rapid increase in international awareness of their high
standard of administration activities.
It was a memorable period that had many encouraging rewards and
meaningful projects carried out. Five more chapters were formed. JCI
Asia Pacific Conferences were again hosted in Hong Kong in 1972 &
1979.
In 1974, during the World Congress held in Auckland, Hong Kong
Junior Chamber won the first Local Organization Member (LOM)
Award and the JCI Presidential Award and the JCI Presidential Award
of Excellence in NOM management.

Three years later, Hong Kong Junior Chamber was awarded the JCI
Presidential Award of Excellence for Outstanding Achievement in
Chapter Extension with an increase of 25%, and the JCI Presidential
Award of Excellence for Outstanding Achievement in Growth with an
increase of over 50% in membership in the year of 1979.
The Jaycees owned Chamber Office was opened in the year 1977 with
the help of the Trust Fund, which further enhanced the sense of
belonging of members in the Jaycee family.
Many well-known projects were initiated and received wide publicity.
To name a few:
The first ‘Outstanding Young Men Award’ was launched (forerunner
of the ‘Ten Outstanding Young Persons Selection’ (TOYP) program
which received increasing support and commendation from the public
until now).
 The ‘Exchange program’ in 1971 was the first Youth Voyage,
which deepened the cultural exchange and understanding between
Hong Kong and Japan.
 The first ‘Solar Heating System’ installed in Wu Kai Sha Youth
Camp received the first LOM award in JCI World Congress.
 The much acclaimed ‘Earth Population Awareness Program’ which
propagandized the slogan: ‘One is cute; Two is ideal; Three is too
much for the bill, Four breaks the family quilt’ was adopted by The
Family Planning Association as a slogan for family planning
education program.
 The “Pop Folk” Concert in those days was the only outdoor concert
attracted the youths in Hong Kong.
 The ‘Eye Care Campaign’ and ‘Kidney Donation Campaign’ etc.
projected the importance of health.
1.3.4. Flashback 1980’s – Challenging Decade
The Jaycee movement in the80’s was confronted with many challenges
but at the same time opened up many new and exciting opportunities.
More LOMs were added to the Jaycees’ family in the 80’s, increasing
the total membership to over 1,300 and 19 chapters, in which two
chapters – Macau Jaycees and Hou Kong Jaycees in Macau – formed
the Macau Jaycees and affiliated with JCI as an independent National
Organization Member at the end of 1988.
With more energetic young persons joining the Jaycees, many
meaningful and innovative projects were held, such as ‘Young
Scientists Awards’, ‘The International Children Drawing Competition
& Exhibition’, ‘Chunk – Click and Go’, ‘Spread the Lights’, ‘Good
Children Awards’, ’Courtesy Campaign’, ‘N.T. Regional Outstanding
Student Selection’ and ‘Road Safety Campaign’ etc.

There were also honorable and glamorous moments for Hong Kong
Junior Chamber in the 80’s. Senator Jennifer Yu was elected as the
first Lady World President for 1988. Four TOYP awardees of Hong
Kong were separately honored as recipients of the Outstanding Young
Person of the World Award during the JCI World Congresses in the
years 1983, 1984, 1985 and 1988. Furthermore, three lady National
Presidents were elected, and led the Hong Kong Junior Chamber of
Commerce in 1983, 1987 and 1989 respectively.
Approaching the end of 1980’s, Hong Kong Junior Chamber was faced
with many public issues, as did the community at large. Even so, the
Hong Kong Junior Chamber still pressed on with the mission of
community involvement and played an important role as training
organization for young people.
Hong Kong Junior Chamber had the honor to be invited to participate
in the first ‘Youth Rally’ of the ‘Youth Festival’ in December 1989.
Relationship with outside youth organizations and Government was
further strengthened and the image of Jaycees in the eyes of the public
was also kept up.
1.3.5. Flashback 1990’s – Scaling New Heights
Entering the nineties – a decade of change and transition – the Hong
Kong Junior Chamber continued to uphold its mission of advocating
social responsibility among young people. In the first-ever direct
election in Hong Kong in 1991, the “One Plus One – Support Direct
Election” campaign was organized by all 17 local chapters, once again
marking the Jaycees’ active participation in civic affairs.
In 1993, the Hong Kong Junior Chamber hosted the JCI World
Congress, an event that attracted more than 6,000 delegates from over
100 countries around the world. 30 years had elapsed since the Hong
Kong Jaycees last hosted the World Congress in 1962 with wide
acclaim.
The decade of the nineties also witnessed a series of improvement
programs within the organization. With funding support from the
Hong Kong Junior Chamber Trust Fund a new office in Sheung Wan
was acquired in 1990 to provide a more spacious training and meeting
facility for the Junior Chamber’s 1,500 strong membership. The
“National Business Network” (NBN) and the “Training and
Development Committee” (TDC) were subsequently established to
offer a wider scope of networking and development opportunities for
the members.
Since 1996, the Hong Kong Junior Chamber has been actively
involved in the “Right Decisions Program”. The project, originated by

JCI and executed on a worldwide level, promulgates the importance of
youngsters in making the right choice for their actions. The “Right
Decisions Program” has been implemented in primary and secondary
schools since 1998.
1.3.6. Flashback 2000’s – Now and The Future
In celebrating the 50th Anniversary, Hong Kong Junior Chamber
renewed our pledge of traditional commitment to work for community
betterment and for the happiness and prosperity of the territory.
Year 2001
 National President Senator Michelle Tang was elected as APDC
Chairman for the year 2002 at JCI Daegu Conference.
 National President Senator Michelle Tang was appointed as the
member of 2002 JCI Growth and Development Commission for the
year 2002 at the JCI Barcelona Congress.
 National President Senator Michelle Tang was appointed to
represent JCI Area B to attend the JCI Membership Strategy Forum
in JCI Headquarters, Miami, USA.
 Past National President Senator Sonny Yu was elected as the
Chairman of the JCI Foundation.
 Senator Shirley M.K. Chan was elected as the Director of JCI
ASPAC Senate Board for 2001-2002 at JCI Daegu Conference.
 Senator Ellen Tsang was appointed as 2002 Special Assistant to
World President for Sponsorship in Area B for the year 2002.
 Hon. Life President Senator A De O Sales, GBM, J.P. received
Doctorate (Hon.) in Social Science of HK Baptist University.
 2000 TOYP Awardee Dr. Lo Yuk Ming, Dennis was awarded
TOYP of the World Honoree during the JCI Barcelona Congress.
 Senator Paul Chan and JC Joseph Ho were granted JCI
International Graduates of JCI Training Institute.
 Hong Kong Junior Chamber won 5 NOM Awards and 4 LOM
Awards at JCI Daegu Conference.
 Hong Kong Junior Chamber won 2 NOM Award and 3 LOM
Awards at JCI Barcelona Congress
 In addition, Hong Kong Junior Chamber launched the Hong Kong
Junior Chamber co-branded card with Shanghai Commercial Bank.
Year 2002
 Guinness World Records confirmed the recognition of “the world’s
largest mosaic made of paper flowers” in 2002, which was made by
the awardees of 2001 TOYP Selection together with hundreds of
members of HKJC, disabled persons, students and volunteers
participated in creating a giant paper flower sculpture.
 Past National President Senator Sonny Yu was appointed as the
Chairman of the JCI Foundation.
 Senator Margaret Wu was elected as the Director of JCI ASPAC
Senate Board for 2002-2003at JCI Sendai Conference.
 Senator Ellen Tsang was appointed as 2003 Special Assistant to

 Senator Rose Mao was granted JCI International Graduates of JCI

 1998 TOYP Awardee Mr. Wong Ying Ho was awarded TOYP of

2. Corporate Image
2.1. The “One Name, One Logo” Concept and Its Implementation
As a worldwide directive towards unifying the corporate image of all JCs
around the world, Junior Chamber International (JCI) has recommended that
National Member Organizations (NOM) and Local Member Organizations
(LOM) universally adopt the name “Junior Chamber”, replacing previous
versions of “Jaycees”, “Junior Chamber of Commerce” and other names. In
addition, JCI also recommended the use of one JC logo across the nations.
In response to this general directive from JCI, an ad hoc committee on
corporate image was set up in 1994 to study the issue and make
recommendations on how best to facilitate the transition and to ensure that the
objectives of a unified corporate image can be achieved. The ad hoc
committee presented its preliminary report to the Opening General Assembly
of the 1994 National Convention. Subsequently, a series of meetings
involving national officers and chapter presidents were held in early 1995 to
follow up on the recommendations made in the report.
At the April Joint Board Meeting in 1995, the issue on the change of name
was further discussed with the following conclusions made:
 LOMs should proceed with the change of name from “Jaycees” to
“Junior Chamber”. Necessary actions should be taken to facilitate such
process. This would include finalizing the accounts of previous years,
consulting with the respective LOM’s legal and accounting consultants

to approve the change of name.
 All LOMs shall adopt the JCI logo.
 The Chinese name of the organization will remain unchanged.
 The wordings “Affiliated with Junior Chamber International Hong
Kong” and will be included in letterheads and name cards to clarify, and
distinguish, the relationship between NOM and LOM.
Subsequently on April 20, 1996, an EGM was held when a resolution was
passed to adopt the use of the new emblem for NOM, which is identical with
the one currently used by Junior Chamber International Inc.
The name of “Hong Kong Junior Chamber of Commerce” was changed to
“Hong Kong Junior Chamber” with effective from April 16, 1997.
In line with the adoption of JCI Corporate Identity Program in 2003
Copenhagen Congress, Hong Kong Junior Chamber changed its name to
Junior Chamber International Hong Kong in 2004
Corporate Brand Guidelines ensure that the visual design elements of JCI are
applied correctly in every application in which JCI is identified. Published
guidelines are essential for providing consistency in a large, diverse
organization like JCI. These guidelines should be followed to give JCI a
global uniform corporate identity, greater visibility and powerful marketing

The senatorship is an internal recognition awarded by JCI to
individual member who has contributed substantially to the
organization. This title is an internal one and should never be

common for some members to print the title “Senator” as well as
the “Senator number” on their name cards. IT IS NOT
RECOMMENDED. Similarly, the titles “Mr.”, “Mrs.” and

2.2.4. Use of Colors
2.2.4.1. Internal Circulars
For many years, NOM has been using a jade green colour for issuing
internal circulars for NOM activities. LOMs are advised to refrain
from using this same colour for your functions to avoid causing
unnecessary confusion.
2.2.4.2. Corporate Colours
The corporate colour for the JCI logo, Junior Chamber International
and 國際青年商會 is Pantone Colour <2925>. The orange colour of
Hong Kong and 香港總會 is Pantone Colour <1665>. We strongly
recommend that you adopt the same corporate colour for your name
cards, letterheads, posters, etc. in order to present a uniform image to
the public.

3. External Publicity
3.1. Importance of Public Relations and Vehicles for Achieving It
A well-managed organization pays careful attention to goodwill, which has
considerable value. If you are familiar with accounting practices, you will
recall that “goodwill”, though intangible is put under the “asset” side of the
corporate balance sheet. Your organization can accumulate these intangible
assets by generating goodwill through effective public relations.
There are many approaches to generate publicity and effective public
relations for an organization. In JC, it is not always feasible to spend a lot of
money to buy advertising space or air time in the media to promote our
projects and services. Indeed, there are various vehicles to achieve the same
objectives without spending money. Here are just a few common approaches
to think about:

Press conferences

Press releases and press supplements

Media interviews

Inviting VIPs and Guest of Honor

Other PR tools, e.g. newsletter, brochures, souvenir programs, etc.
In this section of the Handbook, we will share with you some insights on
managing public relations through some of these common approaches.
3.2. General Guidelines for Organizing Press Conferences
3.2.1. What are the objectives for holding press conferences?
The objective of holding a press conference is obvious to disseminate
information on a specific topic that will be of interest to the general
public. By holding a press conference, you want to achieve the
following results:
 Attendance by reporters
 Coverage of your event in the media
 Interest generated from the public on your topic
 To achieve all the above objectives, it is important to understand
that a press conference must be newsworthy in itself in the first
place. If it is not newsworthy, we will generally encounter
disappointment with the lack of interest or low attendance rate
from the press. Worse still, you will be committing the act of
wasting journalists’ time that may affect their interest or
willingness to attend your future events. Therefore, before
organizing a press conference, ask yourself the following questions:
 Is the press conference really necessary?
 Is the topic, which we want to discuss newsworthy?
 If not, can we try to add a “news angle” to our topic?
3.2.2. What to do if we decide to hold a press conference?
While there is no textbook formula on how to hold a press conference,

Preparation (P)
i)
Select the date, time, and venue for your press conference. A
morning press conference around 10:00 am to 11:00 am is
preferable, since it allows the reporters enough time to file their
stories.
ii)
Ensure that you have sufficient manpower to plan and organize
the press conference.
iii) Decide who will speak during the conference. Usually, the
speakers’ list will include the President, the National President (if
available), and the Project Chairman and / or special guests
relevant to the topic of the press conference.
iv) Make sure the contents of the speakers do not overlap too much.
The speakers should each have different and interesting things to
say.
v)
Obtain an up-to-date media contact list.
vi) Prepare an invitation letter and fax it to the press about two or
three days before the press conference.
vii) Call the press up one or two days before the press conference to
follow-up and to remind them about the event. Make sure that the
person who is making the call is familiar with the purpose and
program content of the press conference. Very often, reporters
will use this opportunity to screen whether or not to attend your
event.
viii) Prepare a press kit and its contents for distribution at the press
conference. The press kit typically contains the following:

Name card of the Project Chairman or of other key posts
Please remember to give plenty of advance notice if you wish to
get a copy of the speech from the different speakers.
ix) Plan your budget carefully as this will ultimately reflect in your
project financial statement.

conference

xi) Assign roles and responsibility to all OC members. In particular,
make sure everyone understands what to do with press enquiries.
A "line-to-take" questions and answers could be prepared for this
purpose. Usually, these enquiries should be directed to the
President or the Project Chairman.
xii) It may be useful for some organizing committee members to think
up some questions to ask during the "Question and Answer"
session to avoid "awkward silence".
xiii) Assign one or more organizing committee members to clip the
newspapers the following day. (If there is an evening paper
among the reporters who show up, make sure you clip the evening
paper on the event day).
Don’t (D)
Since a press conference is externally oriented and not an exercise on
internal JC protocol, there is NO need to include "Recital of JCI
Creed" in the program. Besides, the "Recognition of Guests" should
be restricted to VIPs and key officers.
Follow-ups (F)
Normally, not every media organization will attend the press
conference. For those that have not been present, it will be useful to
fax or email them the press releases immediately after the press
conference. The press actually prefers to receive emails with press
release and photos since it would facilitate their editing work.
Furthermore, keep your web site updated during the conference,
releasing the text of announcement as soon as the rest of press gets it.
Post pictures (sound and video if feasible) with the text.
The purpose of doing this is to take advantage of every possible
opportunity to promote your project. Even though a newspaper may
not have sent a reporter to your press conference, they may eventually
find the content to be interesting enough to include in their coverage
the following day. NOM and many chapters have this experience
before. It is always worth it to take just that one extra step.

3.3. General Guidelines on Writing Effective Press Releases
A press release is information that you wish to release to the press to generate
publicity on your project or your organization. As this is a written document
that represents the Chapter and its corporate image, it is essential that
attention be given to ensure its accuracy and professional presentation.
In organizing a typical JC function, there are a few documents that you may
find yourself having to compose:
i) A press invitation to invite media attendance either at a press
conference or on the event day of a function;
ii) A press release on the event day of the function to report on details of
the project;
iii) A press kit, either for distribution at a press conference or at a function.
3.3.1. Press Invitations
This is a straightforward piece of document to announce a particular
event, which welcomes press attendance. We suggest that the
following information be included:
i) Date, time and venue of the event;
ii) What VIPs will present? This is very important and should be
included in the first paragraph;
iii) A brief description on the project;
iv) A brief description about the organization;
v) Name and phone number of contact person.
A press invitation should be sent by fax about two or three days before
the event, to be followed up by a phone call one or two days prior to
the event.
As the Chinese press constitutes the majority of the local media, it is
recommended that you invest your time in writing a good press
invitation in Chinese first. Naturally, you should write both Chinese
and English version. However, if you have to choose to use your
precious time in a cost-effective manner, your priority will be on
writing the Chinese press invitation first and translate that version into
English for the English-language press.
When you call the newspapers to follow-up, remember that editors and
reporters in the dailies work an evening shift; therefore, the best time
to call them will be in the evening. For the evening papers, television
and radio stations, you can make your follow-up calls during the day.
Besides inviting press to the press conference, you may also invite
guests for the event. (Please refer to Appendix 6.6 for Sample Guess
Invitation Letter)
3.3.2. Press Releases
A press release is a more-detailed document than a press invitation,
and requires certain techniques. Typically, the style of a press release

is that of a straight news story. The author of the press release should
try his or her best to imitate the style and format of journalistic
language.
A press release should begin with a lead, expand on the lead, and
proceed to present information in decreasing order of importance (i.e.,
most important thing first). There is a certain format, which most
public relations professionals use in writing press releases:
Format
 Press releases are typically written on company letterhead.
 The date should always be specified.
 Always put a headline (title) in a press release. The title should be
in all caps, centered and underlined.
 The press release should always include the name and phone
number of the contact person.
Contents
i) Always try to use journalistic style and language.
ii) A press release is pre-written and uses past tense because it is
trying to report an event as if it has already taken place.
iii) Always start off immediately with the substance.
For example:
Correct
The Junior Chamber International Hong Kong,
organizer of the annual Ten Outstanding Young Persons Selection since
1970, announced the awardees of this year’s selection at a press
conference today.
Incorrect
The annual Ten Outstanding Young Persons Selection,
organized by the Junior Chamber International Hong Kong, is one of
the most prestigious awards that recognize outstanding achievements in
Hong Kong’s youngsters. After months of hard work and a meticulous
selection process, ten awardees have been chosen as the 1998
outstanding young persons.
Why?
 The first example imitates journalistic language. The second one
does not.
 The first example follows the rule of presenting most important
information first. The second one does not.
 The first example is straightforward and presents an effective
“lead” to the rest of the press release. The second one tries to give
too much details and makes the mistakes of using unnecessary
adjectives such as “hard work”, “meticulous”, “prestigious” etc.
which is not journalistic language in an objective sense.

3.4. General Guidelines on Inviting Guest of Honor to our Functions
An invitation to an outside guest is not something to be taken light-heartedly.
Proper protocol must be followed.
Invitations and Follow-ups

Once you have identified your potential Guest of Honor, make an
initial contact by the telephone first to check on the availability. Very
often, you will be asked to send a letter and related materials first.

Your invitations must be put on corporate letterheads and wordings
should be precise and arranged in an appropriate manner.

It is recommended that invitations to a Guest of Honor be sent three
months prior to the event.

About a week after the invitation has been sent out, follow-up by
telephone to make sure that your invitation has been received.

Enquire, or confirm the availability of the invited guest on the day of
the function. Should there be a conflict in schedule, you should
immediately consider whether to invite another guest of honor or
whether you wish to change the date of your function to accommodate
the schedule of your guest.

A formal written confirmation should be sent subsequent to a verbal
commitment. In addition to being a gesture of politeness, it will also
give you the opportunity to confirm once again in writing the date, place
and time of your event and any other requests such as messages,
speeches, bio data etc. that you may need. If situation requires, reference
materials about the Jaycees and your particular event should also be
forwarded to the Guest of Honor so that he or she may have the relevant
materials to compose a message or speech for your event.

Always request a copy of the Guest of Honor’s bio data beforehand.
Depending on the medium of language of the function, request the bio
data in the appropriate language to avoid last-minute translation. This is
especially troublesome when a lot of proper nouns such as names and
titles have to be translated. The introduction of your Guest of Honor
should be brief and include only relevant information. Very often, the
introduction tends include information that are either unimportant or
causes embarrassment to the Guest. ( e.g. birth dates of the Guest )

On the event day, the President must greet the Guest of Honor at the
main entrance of the venue, e.g. the hotel lobby, before the scheduled
time of his or her arrival.

The Guest of Honor should be identified by a special corsage
different from those worn by other guests, and be escorted throughout
the event by either the President or the Chairman.

A written note of appreciation should be sent to the Guest of Honor
within a couple of days after the event, with photos taken during the
event enclosed. (Please refer to Appendix 6.7 for Sample Appreciation
Note)

Seating Arrangements

For functions such as anniversary balls, the Guest of Honor should
be seated at the center of the head table facing the stage / dance floor.
The President should be seated on the left-hand side of the Guest of
Honor.

If relevant, the head table guest should be seated alternatively male /
female according to positions.

Chairman of the function should be seated at the opposite end of the
table facing the Guest of Honor.

Name stands and place cards should be prepared once seating
arrangements have been confirmed.

5. Government advisory and statutory bodies
The HKSAR Government encourages members of the public to take up
community service participation in Government advisory and statutory bodies.
The Government attaches great importance to encouraging public participation in
community service and in the Government formulationprocess. There are at
present over 5,600 advisory and statutory bodies dealing with important issues
ranging from those relating to people's livelihood to highly specialized issues.
The Home Affairs Bureau (HAB) is responsible for overseeing the operation of
the system of Advisory and Statutory Bodies (ASBs) and has maintained a central
personality index which contains membership records of non-official members
serving on ASBs as well as the personal data of those interested individuals. This
database serves as a useful reference for Government Bureaux/Departments when
appointing members to ASBs under their purview. The Home Affairs Bureau has
posted more information about the functions and composition of ASBs on the
webpage at http://www.hab.gov.hk/en/related_departments_organizations/asb.htm
Interested individuals can indicate their interests by simply downloading the
proforma from the internet, and subsequently mailing the duly completed form
back to the Home Affairs Bureau for processing.

6.1. Facts on Junior Chamber International Hong Kong (English Version)
The JC Movement reached Hong Kong in November 1949 with the arrival of
a Philippine JC John Ng who was the Special Liaison Officer of the Junior
Chamber International 5th Congress charged with the mission of converting
Hong Kong to Jayceeism. Through the introduction of his cousin, Mr. Alex
Ng, a JC Senator still, Mr. John Ng was presented to Rev. E. Bourke, former
Director of Wah Yan College, Hong Kong. A meeting was then arranged for
him to meet a group of young businessmen. During the meeting, Mr. John
Ng’s explanation of the aim and purpose of the JC movement succeeded in
firing the imagination of his audience. Eight days later, a sponsor group of
Hong Kong Junior Chamber of Commerce was formed and Mr. Paul Lim was
elected as convener of the Organizing Committee. Mr. Austin Coates from
Hong Kong Government, the Assistant Colonial Secretary of Hong Kong,
was assigned to serve as Advisor of the Organizing Committee.
The tempo of laying the foundation of the Chamber was further accelerated
up when Mr. Ramon V. Del Rosario, the JCI Vice President for Asia, offered
to recommend prompt recognition for the Hong Kong’s JC membership status.
He also invited the Organizing Committee to send observers to Manila. The
account of their vivid experience gave Hong Kong observers a deeper insight
into Jaycee movement. A week later the Provisional Constitution that had
been in the making during the previous three months was adopted on April 6,
1950. The Inaugural General Meeting of the Hong Kong Junior Chamber of
Commerce was held and the first Board of Directors was elected on May 6,
1950. The Hong Kong Junior Chamber of Commerce was inaugurated by Mr.
Roberto Vilanueva, the JCI Vice President for Asia.
1950 — 1st JCI Regional Conference for Asia was held in Hong Kong. The
Governor of Hong Kong officiated the Opening Ceremony.
1952 — Senator J.S. Lee was elected as Vice President of Junior Chamber
International for Asia.
1954 — 4th JCI Regional Conference for Asia was held in Hong Kong.
1956 — Senator A de O. Sales was elected as JCI World President.
1957 — Senator Francis J. Chen was elected as JCI Vice President for
Commissions.
1962 — The 17th World Congress of Junior Chamber International was
hosted by Hong Kong JCs. (The surplus of the Congress was put
into investment under the management of the Board of Trustees).
1965 — Kowloon Junior Chamber of Commerce was founded and was
inaugurated by JCI President John Rundle.
— There were two Junior Chamber of Commerce (Chapters) in Hong
Kong

— Hong Kong Junior Chamber of Commerce organized the “Miss
Hong Kong - 1965” contest as a major effort to raise funds for the
year’s projects. Miss Joy Drake was selected.
1966 — JCI Regional Conference was again held in Hong Kong.
— An EGM of the Hong Kong Junior Chamber of Commerce was held
to change their name to Victoria Junior Chamber of Commerce. A
national organization using the original name of Hong Kong Junior
Chamber of Commerce was formed. Senator Jim Silva (KJC) was
elected the first National President.
— The 3rd chapter, Island Junior Chamber of Commerce was
established and affiliated with Hong Kong Junior Chamber of
Commerce.
— Senator Bahar Ramchandani was elected JCI Vice President for
Operations.
1967 — “HARBOUR LIGHTS”, the official magazine of the Hong Kong
Junior Chamber of Commerce was given the “Best NOM
Publication” Award at the JCI World Congress in Toronto, Canada.
1969 — Peninsula Jaycees, the first Chinese speaking chapter and Hong
Kong Jayceettes, the first all lady chapter were formed and affiliated
in the same year.
1970 — The Hong Kong Junior Chamber of Commerce celebrated its 20th
year with His Excellency, the Governor Sir David Trench as Guest
of Honor.
— The 1st Outstanding Young Men Award was launched (forerunner
of the Ten Outstanding Young Persons Award) with His Excellency,
the Governor Sir David Trench as the Patron with a special message.
The Hon Sir Albert Rodrigues CBE, ED, JP was Guest of Honor to
officiate the ceremony.
1971 — Lion Rock Jaycees, another Chinese speaking chapter was formed
and affiliated.
1972 — The Hong Kong Junior Chamber of Commerce host the JCI
Regional Conference for the fourth time.
1974 — Proposed by the Hong Kong Junior Chamber of Commerce, an Asia
Pacific Development Council (APDC) was established at the JCI
Tai Chung Conference. Senator Alex Tzang, then National President
of the Hong Kong Junior Chamber of Commerce, was elected as
Chairman of the Council.
— The Hong Kong Junior Chamber of Commerce won the first LOM
Award, a best CD project Award and a JCI Presidential Award of
Excellence in NOM management in the JCI Auckland World
Congress.

1975 — The Hong Kong Junior Chamber of Commerce celebrated its Silver
Jubilee with His Excellency, the Governor as Guest of Honor.
— Senator Alex Tzang was elected as JCI Vice President and
appointed as Chairman of the Jamaica JCI Regional Conference.
1976 — Senator Paul Yin was appointed as APDC Councillor.
1977 — Senator Jennifer Yu was elected as APDC Councillor.
— Two more Chinese-speaking chapters, Harbour Jaycees and Yuen
Long Jaycees were formed and affiliated to the Hong Kong Junior
Chamber of Commerce.
— The Hong Kong Junior Chamber of Commerce was awarded
Jaycees International Presidential Award of Excellence for
Outstanding Achievement in Chapter Extension with an increase of
25%.
— Hong Kong Jayceettes won “ Assistance to Handicapped” Award at
the JCI Johannesburg World Congress.
1978 — JCI NOM Officers Training School hosted by Harbour Jaycees was
held in Hong Kong.
— Tai Ping Shan Jaycees, the 9th chapter in Hong Kong, was formed
and affiliated.
— The Hong Kong Junior Chamber of Commerce won 3 LOM Awards
and 1 Certificate of Merit at the JCI Manila World Congress.
1979 — Senator Peter Tsang was elected as JCI Vice President.
— Senator Major Tang was elected as APDC Councillor.
— JCI Asia Pacific Conference hosted by Hong Kong Jayceettes was
successfully held in Hong Kong with over 1,700 delegates attending.
— The Hong Kong Junior Chamber of Commerce was awarded JCI
Presidential Award of Excellence for Outstanding Achievement in
Growth with an increase of over 50% in membership at the JCI
Gothenburg World Congress.
1980 — Senator John Lo was elected as JCI Vice President.
— The Hong Kong Junior Chamber of Commerce celebrated its 30th
Anniversary.
— Bauhinia Jaycees, the first all lady Chinese-speaking chapter
sponsored by Peninsula Jaycees, was affiliated as the 10th chapter.

6.9.1. 稱謂語
xxx 先生台/鈞鑑:
與 敬啟者:
注意:
 台鑑與敬啟者不能共用
 若使用「敬啓者」需加上 「此致 xxx 先生」
 如是回覆信件,請用「敬覆者」及「此覆」
 如果是給內地機構,習慣都會用「尊敬的 xxx 先生大鑒」
 加上「親愛的/ 敬愛的」為歐化句,這是錯誤的用法,最好勿
用(內地機構除外)。
 較尊敬的用法是「鈞鑒」
 記著稱謂語是用「:」,不是「,」

Our theme this year is “Making Life Colorful”. It is a milestone towards 35 anniversay. Junior
Chamber International International Hong Kong(JCIHK) is pleased to announce that HKSAR
Financail Secretary Mr. John Tsang Chun JP would be Guest of Honor to officate the banquet.
During the banquet, the awardees share their appealing and interesting story towards the youth.
Their perfomrance act as role model and encourage the youth to seek further advancement in
personal achievement as well as public services. It just like the rainbow to paint the life colorful in
terms of depth, breath and magnitude.

The Ten Outstanding Young Persons(TOYP) Selection is organized by the Junior Chamber
International Hong Kong with the objectives of :
‧ giving formal recognition to the young people who excel in professional endeavors and
commitment to the community; and
‧ promoting prominent roles played by the aspiring young people in shaping a better future for
society; and
‧ providing an incentive to all the promising young people who seek further advancement in
personal achievement as well as public services
This year, the Sole Sponsor of the event is Hui Kai Securities LTd. Deloitte Touche Tohmatsu is
appointed as the Selection Consultant. The Panel of Judges is comprised of Dr. Raymond K.F. Ch’ien,

6.11. Tips for putting JCIHK tie and scarf in a neat way
By wearing the JCIHK tie and scarf would show the team spirit as well as
showing our identy in local and overseas JC functions and events. However,
it shows professionalism when you wear it right and neat. Here are some
tips:
 The tip of the tie should be touching the bottom edge of your belt
when you stand right up, but not when you are putting on with your
head tilt down (try check out in front of the mirror).

6.12. The Use of the National Flag
6.12.1. Priority of the National Flag
When the national flag is displayed, it shall be placed in a prominent
position.
The national flag, when raised or carried in a procession with another
flag or flags, shall be in front of the other flag or flags.
The national flag, when displayed with another flag or flags, shall be
either at the centre, above the other flag or flags, or in a position of
prominence.
When the national flags of two or more nations are displayed in foreign
affairs activities, relevant provisions of the Ministry of Foreign Affairs
or the international practice shall be followed.
6.12.2. Prohibition on Certain use of the flags and emblems
National and regional flags or emblems which are damaged, defiled,
faded or substandard must not be displayed or used.
The national and regional flags or emblems must be manufactured in
accordance with their specifications set out in law.
The national and regional flags or emblems or their designs must not
be displayed or used in trademarks or advertisements. In addition, the
national flag or its design must not be used in private funeral activities,
and the national emblem or its design must not be used in furnishings
or ornaments in everyday life, or private activities of celebration or
condolence. It is an offence to use the flags or emblems contrary to
these prohibitions.
The national and regional flags or emblems or their designs must not
be used in connection with any trade, calling or profession, or the logo,
seal or badge of any non-governmental organization, except with the
prior approval of the Director of Administration. Prior application to
the Director of Administration on the use of the national and regional
flags or emblems or their designs should be made in writing to the
