Classification: Employment Category: DESERT SANDS UNIFIED SCHOOL DISTRICT Personnel Commission PAYROLL SPECIALIST Salary Range: 83 Classified Bargaining Unit FLSA Designation: Non-Exempt Job Summary: Under direction, initiate, prepare, process and complete a diverse range of complex payroll transactions for the personnel of a school district; prepare and maintain a variety of complex and specialized payroll related records, files and reports. Essential Job Functions: Conducts orientation and training programs for the purpose of communicating established district, county and state policies, procedures and regulations as it relates to payroll. Develops and Generates two payrolls each month (ie: salaried employees and hourly employees): reviews and inputs timecards manually into payroll software, ensuring appropriate financial accounts are charged. Maintains specialized and complex payroll records and files. Read, Interpret, Apply and Explain rules, regulations, policies (ie: Education Code, Bargaining Unit Contracts, Retirement Regulations) and procedures for the purpose of receiving, advising and conveying payroll information to district and site personnel. Coordinate, Organize and complete multiple projects with many interruptions, meeting established payroll deadlines. Monitors payroll records for the purpose of ensuring entries are accurate, related activity is posted, expenses are within authorized amounts and/or fiscal controls are followed. Analyze, Prepare and Process payroll information and reports with speed and accuracy to process the District payroll in accordance with established procedures and ensuring compliance and adherence to district policies and all other governmental regulations. Reconciles payroll records for the purpose of maintaining accurate records and complying with related policies, practices and/or regulations. Research and Resolve payroll issues as they relate to employee payroll records (ie: timesheets, authorizations, leave activity, retirement buyback) in accordance with governmental regulations. Performs a variety of technical duties without detailed supervision and exercises initiative and independent judgment in applying established practices and procedures to specific cases. Other Job Functions: Assists other department and site personnel for the purpose of supporting them in the completion of their work activities. Attends meetings as required for the purpose of maintaining skills and gathering and/or conveying required information. Responds to inquiries for the purpose of providing information and/or direction as may be required. Skill in maintaining accurate and auditable financial records and applying complex accounting practices. Skill to provide guidance and direction to personnel. Skill in working with a diverse group of individuals and handling situations with tact, diplomacy and discretion. Knowledge of fiscal and accounting rules and regulations, policies, and procedures. Ability to establish priorities, work independently and accurately, problem solve, think logically with attention to detail. Physical Requirements: Employees in this classification stand, walk, sit, use fingers repetitively, use wrists or hands repetitively in a twisting motion or while applying pressure, use both hands simultaneously, have rapid mental/muscular coordination, lift moderately heavy objects; good speaking and hearing abilities; bending at the waist, kneeling and crouching; reaching overhead, above the shoulders and horizontally; stooping; ascending and descending stairs; sitting for long periods at a desk and in front of a computer. Work Environment: Employees in this classification work inside with exposure to minor contagious illnesses (colds, flu, etc.) in direct contact with the public and other District staff, without direct guidance from supervisor, with a high volume of work and tight deadlines, continuous changing priorities and interruptions. May require exposure to extreme weather conditions for moderate periods of time. Other atmospheric conditions include Fumes/Odors: Copier and copier products; paper dust generated from the use of paper goods, dust, etc. Education and Training Required: Associate of Arts Degree or equivalent in Accounting or related field plus four (4) years of increasingly responsible experience in payroll, financial or statistical record-keeping, or six (6) years of increasingly responsible experience in payroll, financial or statistical record-keeping.
