Rev. 11/14 WICAP JOB DESCRIPTION TITLE: Bookkeeper PROGRAM: Indirect RESPONSIBLE TO: Chief Financial Officer POSITION SUMMARY: Perform all job responsibilities in a safe manner. Assist the Chief Financial Officer in planning, coordinating, and implementing State and Federal performance standards and program objectives. Ability to problem solve. Be a team player. PHYSICAL/MENTAL ABILITIES AND PROCESSES: Ability to accurately comprehend assignments, prioritize, organize, problem solve and effectively handle multiple tasks. Strong computer literacy, keyboard skills in Windows, Microsoft Office Word Processing, and spreadsheet, Internet and e-mail. Ability to quickly learn specialized accounting software. Use of effective communication skills, written, verbal, listening, and the ability to transcribe notes. Ability to communicate effectively and professionally with staff, volunteers, and public, often involving confidential information. Understand, interpret and implement policies and procedures. Regular repetitive motion with hands, computer keyboarding, phone and filing. Occasional lifting of 25 lbs as needed. Regular kneeling, stooping, and bending. Sitting at computer workstation for extended periods. Frequent standing to meet office requirements. QUALIFICATIONS: 1. High school graduate or GED plus training in accounting and payroll tax procedures. 2. Experience on computer and preparation of payroll and applicable reports. Experience in governmental and/or non-profit organization accounting is helpful. 3. Experience in general clerical work and filing, including operation of computers, 10-key calculator, and typewriter. 4. Experience in purchase order based accounts payable management, including invoice proofing and control. 5. Ability to maintain all employee and payroll records, including sick leave, vacation pay, and benefit accounting. 6. Must be detail oriented. 7. Basic understanding of HIPAA Laws. Ensure safety is a priority in performing all job responsibilities. Provide safety training and ensure the safety policy is adhered to. 2. Receive all monies and prepare cash receipts, coding each receipt for accountability. 3. Prepare all vouchers generated that do not require purchase orders. 4. Review semi-monthly time sheets for accuracy and approval. 5. Perform data input of employee time into payroll accounting software. 6. Review and maintain employee status in payroll system. 7. Print and, after signing, prepare distribution of payroll checks. 8. Prepare payroll and 941 direct deposit. 9. Prepare payroll reports and tax deposits. 10. Keep staff advised of current benefit rules, i.e. insurance changes and/or questions, annual leave, and sick leave. 11. Notify employees of any received garnishments. 12. Prepare W-2s. 13. Assure that a positive image of WICAP is portrayed at all times. 14. Perform any other duties as assigned by the Chief Financial Officer. HOURS: 40 hours per week. 52 weeks per year May include nights and weekends. SALARY RANGE: Entry Rate: $12.62. ENTRY SALARY: New Employees start at the entry-level salary.
