Scoping project
In September 2010, Innovation and Business Skills Australia (IBSA) released the final report of the
Scoping Review of BSB07 occupational health and safety qualifications and units of competency
(Scoping Report). Qualifications addressed during this scoping project are part of the BSB07 Business
Services Training Package and are as follows:

BSB30707 Certificate III in Occupational Health and Safety

BSB41407 Certificate IV in Occupational Health and Safety

BSB51307 Diploma of Occupational Health and Safety

BSB60607 Advanced Diploma of Occupational Health and Safety.
BSB07 Business Services Training Package and harmonisation of work health
and safety laws
The imperative to review the BSB07 Business Services Training Package occupational health and
safety (OHS) material is the harmonisation of commonwealth, state and territory work health and
safety (WHS) laws, which will require each jurisdiction to enact laws that reflect the model WHS
laws by the end of December 2011, for commencement on 1 January 2012.
This imperative fits well with one of the findings of the IBSA Scoping Report, which determined
that there was a need to review the level of technical detail in the OHS qualifications to ensure
they continue to meet the needs of workers and industries, which has been picked up in the draft
WHS units.
Please note:
This Discussion Paper seeks to move forward with the model WHS legislation and refer to WHS
rather than OHS – any further reference to OHS will only be in relation to the current endorsed
OHS material in the BSB07 Business Services Training Package.
Cross-industry nature of work health and safety
In broad terms, WHS can be defined as an occupational area as it is concerned with protecting
workers and others against harm to their health, safety and welfare. This applies where a person
carries out work in any capacity and as such affects a wide range of activities across all industries.
The goal is to improve WHS performance in Australian workplaces
The significant improvements in WHS in Australian workplaces since the 1980s have been due to
many factors. The contributions of governments, workers, employers, unions, industry groups and
the community in general have been critical to achieving these improvements and are well
recognised.
Many people work in the WHS area and provide WHS advice and services to workplaces as inhouse WHS representatives, contractors, consultants, government WHS inspectors, union WHS
officers and others. These people (WHS personnel) have made, and continue to make, a major
contribution to improving health and safety in Australian workplaces.
The number of people making WHS their career has steadily increased since the 1980s in line with
increasing recognition of the importance of WHS and the demand for well trained and competent
WHS personnel. (For the purposes of this Discussion Paper only, persons making WHS their career
will be referred to as WHS practitioners.)
This increasing recognition of and demand for WHS practitioners is reflected in the development
of vocational education and training (VET) WHS qualifications, the number and diversity of

Registered Training Organisations (RTOs) delivering these qualifications and the number of
enrolments in these qualifications.
In addition, there is a broad range of undergraduate and postgraduate higher education programs
in WHS and WHS specialist areas such as occupational hygiene, ergonomics as applied to WHS and
occupational medicine. There is also an increasing number of memberships within WHS
professional associations.
For the purposes of this review, the WHS ‘industry’ has been viewed in its widest sense to
encompass all those with a direct or indirect interest in the application of WHS skills and
knowledge – including employers, managers, supervisors, workers, professional bodies, employer
and industry associations, unions, business owners (both WHS consultancies and those employing
WHS staff or using WHS services), in-house WHS representatives , consultants, contractors,
practitioners/professionals and WHS regulators.
Changing operating environment
A range of internal and external influences impact on the way Australian workplaces and WHS
practitioners operate on a day-to-day basis. Currently the most significant influence central to this
changing operating environment is the commencement of nationally harmonised WHS Laws.
Developed as a result of the 2008 Council of Australian Governments (COAG) agreement to the
Intergovernmental Agreement for regulatory and operational reform in OHS (IGA), these
harmonised WHS laws will be implemented in each jurisdiction by 1 January 2012.
Nationally uniform WHS laws will ensure all workers in Australia have the same standard of health
and safety protection, regardless of where they work or for whom they work. They will also mean
greater clarity of duties for business, particularly those operating across state/territory borders.
Nationally uniform WHS laws will inform and guide approaches taken by senior management and
WHS practitioners, in the management of WHS practices in the workplace; the nationally
harmonised WHS laws will have a significant influence on Australian workplaces and WHS
practitioners.
Other important influences include:

an increasing complexity, range and depth of WHS issues and related responsibilities – with
a growing awareness of the importance of environmental issues (such as environmental
sustainability, environmental audits, groundwater contamination, climate change), more
complex technological issues (such as those associated with nanotechnology) and the
increasing prominence of WHS issues such as stress, bullying, harassment, fatigue, general
worker health and wellbeing, drugs and alcohol

changing work patterns and practices (such as casualisation, part-time work, working hours
and patterns of work, increased use of labour hire, and the use of independent contractors )
and allied risks

more proactive regulatory approaches – with an increasing focus on education and
compliance support initiatives

increased client expectations – with WHS requirements being increasingly built into tender
processes and contractual specifications, especially by large corporate and government
clients

growing awareness on the part of many businesses and industries, particularly in high-risk
industries such as the resources industry, of the high costs of neglecting WHS responsibilities
and duties (coupled with significantly higher penalties under the new WHS laws).

The impact of these changes is flowing through to both WHS practitioners and other members of
the workforce.
For WHS practitioners this has meant:

increased demand for WHS practitioners within larger businesses to set up WHS
management systems that mesh with company policies and procedures, and that also meet
regulatory, tender and external accreditation requirements

increasing consolidation of the WHS role and that of allied areas such as workers’
compensation, rehabilitation/return-to-work, quality, human resources management and
training and, increasingly, environment and security

greater specialisation of the WHS practitioner role, particularly in larger organisations, as
well as an increased reliance on WHS consultants, particularly among medium-sized
organisations

an increasing requirement for WHS practitioners to understand how WHS can contribute to
the overall business strategy and to build related communication/change management skills.
The role of the worker has also changed, with many participating directly in the WHS process, such
as through involvement in workplace health and safety committees and other systems, processes
and practices to achieve collaboration, participation and consultation on WHS matters.
Work health and safety vocational roles and skill requirements
In Australia there is no agreed role segmentation for those providing WHS advice and services, and
there is considerable variance in the form and content of WHS roles, job descriptions, functions,
responsibilities, titles and reporting lines.
Currently there are active national discussions and initiatives around these issues and the
education, training and other requirements for WHS practitioners. The situation is similar in other
countries.
The lack of a clear definition of WHS practitioner roles partly reflects the wide variation in
practices across industries and workplaces, past differences in WHS legislation across jurisdictions,
the differing ways in which WHS advice is provided across different types and sizes of enterprise,
and the very broad range of backgrounds, training, qualifications and professional affiliations that
exist among WHS practitioners.
Some specific WHS vocational roles are well defined, and widely recognised and accepted. The
necessary training, educational and skill requirements are clearly specified along with
requirements for certification and maintenance of certification.
A majority of WHS practitioners are likely to fall outside these specific vocational areas. There is
no clear specification of, nor broad agreement about, the skill requirements for them to perform
their roles and functions.
With regard to the nationally harmonised WHS legislation, there are very few statutory
requirements regarding WHS skills. Existing statutory requirements generally cover very specific
areas, such as the training of asbestos removal or high risk work such as rigging or crane
operation.

In addition to WHS practitioners, WHS skills are utilised in a wide range of other vocations including:

those combining a WHS role with one or more other vocational roles (including human
resources and workers’ compensation/rehabilitation, quality/quality auditing, compliance
management, risk management, security and procurement, and more recently
environmental sustainability)

others assigned specific WHS responsibilities in addition to their existing substantive job
roles (including lower-middle managers such as production, office or other frontline
managers or administrative staff for whom WHS responsibilities have been added to their
normal roles) – often found in, but not restricted to, small to medium sized businesses
where WHS management systems may not be as developed or specialised as in larger
businesses.

The following BSB07 Business Services Training Package qualifications are under review:


Issues raised about the BSB07 occupational health and safety qualifications
In relation to the BSB07 OHS qualifications, the IBSA Scoping Report outlines comments raised
about:

total number of units required to attain each qualification

packaging of units into qualifications – balance of core and elective units plus flexibility to
accommodate the diverse requirements of the qualifications in the workplace

emerging demand to expand career pathways via qualifications.
These comments are being explored in the review process.

In the list above, there are four BSB07 generic OHS units of competency:

BSBOHS407A Monitor a safe workplace

BSBOHS509A Ensure a safe workplace.
These generic OHS units were designed to be imported into other BSB07 Business Services
Training Package qualifications and other industry Training Package qualifications.
These units will undergo a comprehensive review when the existing Safe Work Australia Guideline
Units are reviewed.
Issues raised about the BSB07 occupational health and safety units of competency
The IBSA Scoping Report outlines concerns raised about the BSB07 OHS units of competency, such
as:

lack of technical depth making the units too generic

cross-industry nature of the units lacking advice/direction in terms of industry specificity

repetition and duplication among units

level of detail provided in the Required Skills and Knowledge, Range Statements and
Evidence Guides

new units required to address current and emerging skill needs – communications, change
management, promoting a workplace safety culture/organisational behaviour, developing a
business case for investment in OHS improvement programs, managing rehabilitation,
workers compensation or return-to-work programs, environmental sustainability.
These concerns, among others, are being explored in the review process.

Progress of the review
An initial review of the existing BSB07 OHS qualifications and units of competency has now been
completed. A summary of the proposed changes to the consultation draft qualifications is
provided at Appendix A; a summary of the proposed changes to the consultation draft units of
competency is provided at Appendix B.

all units have been re-coded (from OHS to WHS) to reflect the National Harmonisation of
OHS Legislation, Regulations and Codes due to be implemented 1 January 2012

final code numbers may change, depending on the final outcome of the consultation and
validation processes – draft codes have been provided to enable ease of reference

the generic WHS units are designed to be imported into other qualifications (within the
BSB07 Business Services Training Package and other industry Training Packages) where
particular units of competency in WHS are necessary or desirable

other WHS units of competency are packaged in draft WHS qualifications, where WHS work
is a specific, specialist role.
The four generic WHS units of competency (for packaging in other non-WHS qualifications) are:

Australian Qualifications Framework
The following aspects of the Department of Education, Employment and Workplace Relations
(DEEWR) qualification policy in relation to alignment with the Australian Qualifications Framework
(AQF) have been inserted as they are relevant to discussion about packaging rules.
‘Training Package developers must ensure that, when grouping units of competency:

units are grouped and packaged into meaningful workplace combinations reflecting
complete and recognisable job roles

combinations of units are flexible to enable qualifications to be used by a diverse
range of small, medium and large enterprises.’
‘Qualifications included in the Training Package, and the qualification structure, must be
clearly set out including the overall requirements to achieve the qualification with core
and elective requirements clearly stated.’
Qualification packaging rules
The following aspects of the DEEWR qualification packaging flexibility policy have been inserted as
they are relevant to discussion about packaging rules.
‘Training Package developers must ensure that units of competency are packaged so that
the resulting qualifications include a range of relevant competencies that industry agrees
are sufficient for a broad range of typical jobs in that industry.’
‘The proportion of elective choice in all qualifications must be one third or more of total
units required to gain a qualification, rounded up or down to the nearest whole unit (see
notes under next point).’
‘The proportion of electives in all qualifications that can be sourced from other
qualifications within the host Training Package, another Training Package, or from
accredited courses, must be one sixth or more of the total units required to gain a
qualification, rounded up or down to the nearest whole unit.
Note 1: Developers can not increase the size of qualifications in order to comply with the
elective requirements.
Note 2: The National Quality Council may consider and grant exemptions from the elective
requirements in response to a compelling business case within a Case for Endorsement.’
Please note:

Training Package qualifications are national, which means that WHS qualifications in the
BSB07 Business Services Training Package need to be packaged so they can be used in all
states and territories, by all industries and be relevant to work undertaken in small, medium
and large enterprises.

Certificate III in Work Health and Safety
The draft Certificate III in WHS has the following packaging rules:

6 core units + 5 elective units = 11 units.
The BSB30707 Certificate III in Occupational Health and Safety has the following packaging rules:

7 core units + 5 elective units = 12 units.
The changes from BSB30707 to the draft Certificate III in WHS are:

one core unit has been removed – BSBOHS307B Participate in OHS investigations

this reduces the core units from 7 in the BSBOHS30707 to 6 in the draft Certificate III in WHS
and the total number of units from 12 in the BSBOHS30707 to 11 in the draft Certificate III in
WHS

the work covered in BSBOHS307B is now covered in BSBWHS407A Assist with responding to
accidents and incidents, which is a core unit in the draft Certificate IV in WHS as this work is
considered to be a core aspect for people working at this level (please note, where workers
do undertake this work as part of Certificate III work then BSBWHS407A can be used as an
elective unit in the Certificate III)

BSBOHS306B Contribute to implementing emergency prevention activities and response
procedures has been replaced with PUAWER001B Identify, prevent and report potential
workplace emergency situations because the focus of the work is emergency response

one additional unit has been added to the elective units list.

Certificate IV in Work Health and Safety
The draft Certificate IV in WHS has the following packaging rules:

5 core units + 3 Group A elective units + 2 Group A or Group B elective units = 10 units.
The BSB41407 Certificate IV in Occupational Health and Safety has the following packaging rules:

9 elective units (6 Group A electives + 3 Group A or Group B electives) = 9 units.
As you can see, the structure of the two qualifications is very different. The draft Certificate IV in
WHS uses a core plus elective packaging model, which is totally different to BSB41407, which uses
an elective only model. Consequently, comparing the two qualifications is not straight forward.
The changes from BSB41707 to the draft Certificate IV in WHS are:

the draft Certificate IV in WHS complies with current DEEWR policy because it uses a core
plus elective model – as an elective only qualification, BSB41407 does not reflect current
DEEWR policy

the total number of units required has increased from 10 in BSB41707 to 11 in the draft
Certificate IV in WHS

the 5 core units in the draft Certificate IV in WHS have been chosen because the work these
units cover is considered to be relevant to all people working at this level

4 of the 5 core units in the draft Certificate IV in WHS were previously listed in BSB41407 as

The draft Diploma of WHS has the following packaging rules:

The BSB51307 Diploma of Occupational Health and Safety has the following packaging rules:

8 elective units (5 Group A elective units + 3 Group A or Group B elective units) = 8 units.
As you can see, the structure of the two qualifications is very different. The draft Diploma of WHS
uses a core plus elective packaging model, which is totally different to BSB51307, which uses an
elective only model. Consequently, comparing the two qualifications is not straight forward.
The changes from BSB51307 to the draft Diploma of WHS are:

the draft Diploma of WHS complies with current DEEWR policy because it uses a core plus

Given this, it needs to be considered if the competencies in these units are those
usually possessed by Professional Auditors certified by bodies such as RABSQA
(Registrar Accreditation Board and The Quality Society of Australasia International) or
IRCA (International Register of Certificated Auditors).
There needs to be further consideration given to what auditing competencies
should/could be delivered within an Advanced Diploma and what competencies are
best pursued through other training and certification opitons.

Appendix C: Customised AQF guidelines

Certificate III
The Certificate III qualifies individuals who apply a broad range of knowledge and skills in varied
contexts to undertake skilled work and as a pathway for further learning.
Graduates of a Certificate III will have factual, technical, procedural and theoretical knowledge in
an area of work and learning.
Graduates of a Certificate III will be able to:

interpret and act on available general safety related information

alert colleagues regarding potential breaches of work health and safety legislation

apply and communicate basic known solutions to a variety of predictable problems and to
deal with unforseen contingencies using known solutions

provide basic technical information to a variety of specialist and non-specialist audiences

undertake routine and some non-routine tasks in a range of skilled operations involving
hazard inspection and detection, and consultation around risk elimination/reduction.
Graduates of a Certificate III will demonstrate the application of knowledge and skills:

with discretion and judgement in the selection of equipment, services or contingency
measures

to adapt and transfer skills and knowledge within known routines, methods, procedures and
time constraints

Certificate IV
The Certificate IV qualifies individuals who apply a broad range of specialised knowledge and skills

specialised field of work and learning.
Graduates of a Certificate IV will be able to:
