1. INTRODUCTION
The loss of life and property and the challenges that were faced in the aftermath of October
2005 earthquake affecting Azad Jammu and Kashmir and the NWFP province exhibited the need for establishing appropriate policy and institutional arrangements to reduce losses from disasters in future.
The need for strong institutional and policy arrangements was fulfilled with the passing of the National Disaster Management Ordinance, 2006, the establishment of the National
Disaster Management Commission (NDMC) as well as the National Disaster Management
Authority (NDMA) and its subsidiary organizations at provincial and district levels.
This annual report intends to provide brief update on the activities undertaken by the
National Disaster Management Authority (NDMA) during the first year of its establishment. As the focal point for coordinating and facilitating the implementation of strategies and programmes on disaster risk reduction, response and recovery, NDMA was also tasked to steer the establishment of Disaster Management Authorities at provincial, regional, district and municipal levels.
An important role of NDMA is to provide technical guidance to national and provincial stakeholders about formulation of plans, strategies and programmes for disaster risk management. NDMA also has the responsibility for capacity building and institutional development at national, provincial and local levels in collaboration with other stake holders. In this regard during year 2007, NDMA initiated and implemented following key interventions.
2. POLICY, LEGAL AND INSTITUTIONAL ARRANGEMENTS:
NDMA paid special attention to the areas of policy, institutional and legal arrangements in order to form the essential institutions for disaster risk management.
The key interventions were following:
2.1 National Disaster Risk Management Framework:
The Framework was developed through an extensive consultation with all key stakeholders. Nine priority areas have been identified in the framework for capacity development. The Framework was approved by the National Disaster
Management Commission on 5 March 2007. The Nine priorities identified in the
Framework for national capacity development are as following. i) Institutional and legal arrangements for DRM ii) Hazard and vulnerability assessment, iii) Training, education and awareness, iv) Disaster risk management planning, v) Community and local level programming,

Annual Progress Report 2007 vi) Multi-hazard early warning system, vii) Mainstreaming disaster risk reduction into development viii) Emergency response system, and ix) Capacity development for post disaster recovery.
2.2 National Disaster Management Commission:
First ever meeting of the NDMC was chaired by the Prime Minister. Most of the other members attended the meeting. The commission made following important decisions. i) ii)
Approval of the National Disaster Risk Management Framework
Approval of the Service Rules of NDMA iii) Approval of the National Disaster Management Fund iv) Approval of the NDMA Organogram and its staff v) vi)
Approval of 8 th October as the National Disaster Awareness Day
Approval of the notification for Provincial and District disaster management authorities and commissions
2.3 National Disaster Management Fund:
Establishment of this Fund was approved by the National Disaster Management
Commission (NDMC) in March 2007. However, to make it operational, the development of rules for management of the fund was an important requirement.
The task of development of the Fund’s Rules was accomplished during this year.
The scope of the Fund covers the areas of mitigation, preparedness, response and recovery as indicated in the National Disaster Management Ordinance, 2006. NDMA is also working with the provincial authorities to encourage them to establish such funds at provincial level.
2.4 National Institute of Disaster Management (NIDM):
Project document of the NIDM has been prepared. In this regard the Government of
Pakistan has allocated Rupees 100 million. The NIDM will be the national focal point to provide training and organize research on various aspects of disaster risk management. Training services will be intended mainly for entrance level as well as in-service civil servants. It is expected that civil servants equipped with basic knowledge and skills of disaster risk management will be better able to integrate disaster risk reduction concerns into sectoral development policy, planning and implementation in their respective departments and ministries. This would also enable them to organize emergency response more effectively. The training services at NIDM will also be provided to other stakeholders; e.g. media, NGOs, volunteers, professionals.

2.5 National Capacity Building for disaster risk Management Programme:
This is an umbrella programme under which interventions are being developed against all nine priority areas of the national framework. This programme has been signed between the UNDP and the Economic Affairs Division and is being implemented with support from a number of other agencies. The total size of the programme is USD 46.5 million. UNDP has allocated USD 2.5 million from its core resources, while about 5.8 is coming through parallel contributions. Another 0.76 million included as cost sharing contribution sponsored by BCPR under the SAARC programme. It is a five years programme.
3. SUPPORT TO ESTABLISHMENT OF PDMAs
Establishment and strengthening of disaster management authorities at provincial and district levels remained an area of priority during 2007. This involved development and approval of institutional and legal requirements; e.g. issuance of notifications, development of service rules, acquiring of staff. The notifications for the establishment of District Disaster Management Authorities were issued. The
Authorities have been approved in Balochistan and Sindh Provinces.
4. SUPPORT TO DRM PLANNING
4.1.
Provincial Disaster Risk Management Plans
NDMA provided technical assistance to provincial governments for the development of provincial DRM plans. Provincial plans of Balochistan,
NWPF, Punjab, Sindh and AJK and NA have been drafted and consultations are under way. After their finalization these will be published and widely disseminated for public information and benefit. The plans will also be published at NDMA and respective PDMA web sites in due course.
4.2.
District Disaster Risk Management Plans
NDMA has also provided technical assistance for the development of district
DRM plans. After formulation of technical guidelines for district plans these were published on NDMA website. Guidelines were sent to all District
Coordination Officers and Deputy Commissioners in AJK and NA.
NDMA is now providing support for the preparation of plans to the districts of Badin, Thatta, Gwadar and Sialkot.

5. HUMAN RESOURCE DEVELOPMENT
NDMA believes that the development of human resources of the concerned government departments and other stakeholders is crucial in order to promote disaster risk management in development practices. During the year, NDMA implemented a number of initiatives on human resource development at national, provincial and local levels.
5.1 Curriculum for Training of District Officers and Communities
In order to promote common approaches for disaster risk management, NDMA has developed the curriculum for training of district/municipal disaster management authorities and that of the communities in Urdu and English languages. The curriculum has been distributed to all District Coordination
Officers, Deputy Commissioners, selected National NGOs, Provincial Disaster
Management Authorities and other selected stakeholders. This curriculum will be made available on NDMA website. Other activities implemented in this regard are as below.
5.2 Two Day Training on Provincial DRM Planning (28-29) May 2007,
Islamabad.
About thirty-five (35) Relief Commissioners and selected DCOs from all four provinces and AJ&K and Northern Areas were provided orientation in a two day national workshop on Provincial Disaster Risk Management Planning. The purpose was to mobilize their support for effective planning process at the provincial level.
5.3 District Disaster Risk Management Training Workshop (5-10) Nov 2007,
Karachi.
Nineteen (19) Government officials of the line departments and nominees from various NGOs of the four districts of Badin, Thatta, Quetta and Gwadar were trained on Disaster Risk Management from 5 th to 10 th of Nov 2007.
5.4 International Disaster Management Course (12-22) Nov, Islamabad.
Ten (10) days international Disaster Risk Management training course was organized in Islamabad from 12-22 Nov 2007. About 41 participants from all over the country from various government departments and line agencies along with the NGOs working in the DRR Sector were trained by the international experts. The purpose of training was to strengthen technical capabilities of national and provincial disaster management authorities and other concerned stakeholders, particularly at the provincial level.

5.5 ECO International Conference on Disaster Risk Management (8-10) Oct
2007, Islamabad.
Twenty-seven (27) delegates from nine ECO Countries together with representatives from 24 Pakistani organizations participated in this conference to commemorate the Pakistan’s First National Disaster Awareness Day. Ideas and strategies on regional cooperation and information sharing amongst ECO member countries were discussed. Delegates also agreed to mutually benefit from each other’s experiences.
6. EMERGENCY RESPONSE CAPACITY BUILDING
Developing national capacity for emergency response is an important priority for
NDMA in the first few years. In this regard NDMA has launched the Program for
Enhancement of Emergency Response (PEER) and the programme for establishment of three Urban Search and Rescue teams in Pakistan.
6.1 Programme for Enhancement of Emergency Response (PEER)
The objective of PEER programme is the institutionalization of PEER in Punjab
Emergency Services, the Army and the fire services. It envisages the development of about one-hundred and twenty (120) instructors, twenty-four
(24) master instructors, besides training of more than two hundred and fifty
(250) end users. Capacity building and nationalization of this programme is also another important objective. The program beneficiary agencies include
Pakistan Army, Punjab Emergency Service, Ministry of Health, Pakistan Red
Crescent Society and Civil Defence. To date eighty-one (81) graduates and thirty-five (35) potential master instructors have been trained in 9 PEER courses under the first round. The second round under partial funding is planned from November 2007 to March 2009. A total of twenty- three (23) MFR
& CSSR and twelve (12) HOPE courses including instructional workshops are planned in the Military College of Engineering. The programme will be completed by March 2009. Financial support for the PEER program is provided by the OFDA/USAID.
6.2 Development of Urban Search and Rescue (USAR) Capacity in Pakistan
Most of the urban centers in the country housing sub-standard construction, experience frequent incidents of building collapse due to disasters like earthquakes, rains, flooding and cyclones etc. Fire hazard also occur in residential, commercial and industrial areas frequently.
Therefore NDMA initiated the Urban Search and Rescue Project (USAR) to strengthen and improve the national emergency response capacity. USAR project entails creation of 3 USAR teams in 2 years for cities of Islamabad,
Lahore and Karachi. The broad division of responsibilities require the

Annual Progress Report 2007 international partners (International: DFID, SRSA, SDC & UNDP) to provide USAR equipment and training, while the respective city governments are to provide quality human resources and provide venue for training. NDMA is the overall implementation agency. In the wider perspective, project will also help build the training infrastructure and an expertise base for subsequent creation of need based provincial and local USAR / SAR capacities.
NDMA is likely to conclude agreement with the international partners notably
SRSA Sweden in January 2008. The training of master trainers of Islamabad
USAR team is likely to commence in Islamabad in February. This will be followed by training of Lahore and Karachi teams from August to December
2008. Experts from SRSA will provide training and operational equipment and prepare rubble fields for Islamabad, Karachi and Lahore before commencement of USAR training.
To organize the canine search component of the USAR teams, NDMA through
Ministry of Defence has seconded Army’s trained dog handlers; 16 each for
Islamabad and Karachi and 8 for Lahore, The dogs will also be purchased by the national partners and canine training will follow various stages from February
2008.The canine component of USAR project is likely to last till mid – 2010.
7. KNOWLEDGE DEVELOPMENT AND MANAGEMENT
NDMA published the National Disaster Risk Management Framework, which provides strategic direction and technical guidelines for involvement of all stakeholders in disaster risk management. The Framework has been widely disseminated to all stakeholders at different levels. Framework is available on NDMA website.
In order to document the lessons learnt from earthquake response by the Federal
Relief Commissioner, NDMA has produced and published the book, Earthquake 8/10:
Lessons Learning from Pakistan’s Experience. The book documents the approaches adopted for management of relief and response. It has been shared with large number of stakeholders. NDMA is going to publish this book on its website.
8. FLOOD RESOPNSE
In its naissance stage NDMA was challenged by the Cyclone and flood disaster that hit
Balochistan and Sindh provinces in June-July 2007. About 19 districts from the two provinces were affected by the disaster. Over 400 people lost their lives while about two million were estimated to be affected. NWFP province also experienced the flooding in a couple of districts.
NDMA organized a Disaster Coordination Committee, which was comprised upon government departments, PRCS, and representatives of NGOs. Representatives from
UN system and donors organizations participated in the Committee meetings from time to time. The Committee was set up on 27 th of June and it remained functional till September 2007.

NDMA has set up direct communication lines down to the district levels through the
PDMAs. Through these channels NDMA received the information on a daily basis on the relief and response requirements. From departmental reps, NDMA received information about the resources deployed and further actions needs. From MoFA, UN and NGO reps it received information on any support offers/resources, which were then deployed based upon requirements from the field. All participating government departments made available their resources to NDMA for deployment in support of response effort.
In collaboration with the UN system and NGOs, NDMA organized a rapid damage and needs assessment mission. Based upon the findings of this mission, NDMA organized the response operations. NDMA also organized a damage and needs assessment for recovery and reconstruction of the affected people and areas with the help of Asian
Development Bank and the World Bank. The report of this assessment is published.
The requirements for the recovery and reconstruction as indicated in the report are about 650 USD.

9. RESOURCE MOBILIZATION
NDMA has undertaken consultations with the donors; World Bank (WB) is going to provide about US $4 million for national risk assessment and establishment of emergency response system. NDMA has successfully negotiated with the SIDA to allocate about US $ 1.8 million for establishment of three national Search and Rescue teams in Islamabad, Karachi and Lahore. DFID and SDC are also providing valuable financial and technical support to the USAR project. AusAid has recently offered support to establishment of DDMAs and local level mitigation programmes.
10. CONCLUSION
During 2007, NDMA was still in its naissance stage and therefore it had to focus on a number immediate institutional challenges and priorities. The Cyclone and Flood demands further undermined the newly established institution. Therefore, its outreach remained relatively smaller in scale. As the Authority is now in much better position with some staff on board and other aspects stabilised, during this year NDMA will focus on reaching to much larger groups of stakeholders for capacity development initiatives with interventions in many important priority areas.
