2 Objective
In conjunction with the E-cert BRS document, the purpose of this document is to provide a standard
framework for the exchange of information for traded agricultural products between government
regulators involved in cross border trade, where export certification is required to facilitate the entry of
product into a country.
This document transforms the government to government (G2G) electronic certification business
requirements elaborated in the associated BRS document into a technical requirement specification for
the exchange of sanitary and phytosanitary export certification data.
The model provides an XML based message structure and associated data components suitable for use
by developers in the building of eCert compatible systems. It does not aim to specify the component
model, system design, or presentation standards as these will vary and are incidental to the transmitted
message and data processing functions.
This standard uses published UN/CEFACT core components.

Agricultural Commodity
Subset: Agricultural Products
An agricultural article of trade that can be processed and resold. This
includes animals, unprocessed animal material, plants, processed and
unprocessed animal and plant material.
Processed material is commonly referred to as agricultural product.
In the sanitary and phytosanitary context only agricultural commodities
are of interest for which a food safety, animal, or plan health concern
exists.
AQIS
Australian Quarantine and Inspection Service
Border Control Authority
The official authority charged by a government with the control and
clearance of agricultural commodities upon import.
CODEX Alimentarius
Commission
The Codex Alimentarius Commission was created in 1963 by FAO and
WHO to develop food standards, guidelines and related texts such as
codes of practice under the Joint FAO/WHO Food Standards
Programme. The main purposes of this Programme are protecting
health of the consumers and ensuring fair trade practices in the food
trade, and promoting coordination of all food standards work

Consignment
A separately identifiable collection of goods items to be transported or
available to be transported from one consignor to one consignee via
one or more modes of transport where each consignment is the subject
of one single transport contract.
Cross Border
Where a consignment moves from one jurisdiction, i.e. territorial range
of authority or control, to another.
eCert
The system developed by NZFSA and AQIS to exchange export
certificates electronically between trading partners for agricultural
commodities.
Export Certificate
A certificate issued by an Export Regulator to verify the eligibility of
goods for a particular market.
Export Regulator
The government authority responsible for the inspection and/or
certification of agricultural goods for export.
FAO
United Nations Food and Agriculture Organization
Import Regulator
The government authority responsible for the inspection and/or
clearance of agricultural goods for import.
IPPC
International Plant Protection Convention is an international treaty to
secure action to prevent the spread and introduction of pests of plants
and plant products, and to promote appropriate measures for their
control. It is governed by the Commission on Phytosanitary Measures
(CPM) which adopts International Standards for Phytosanitary
Measures (ISPMs). The CPM has confirmed the IPP as the preferred
forum for national IPPC reporting and the exchange of more general
information among the phytosanitary community. The IPPC Secretariat
coordinates the activities of the Convention and is provided by the

NZFSA
New Zealand Food Safety Authority
OIE
The need to fight animal diseases at global level led to the creation of
the Office International des Epizooties, OIE, through the international
Agreement signed on January 25th 1924. In May 2003 the Office
became the World Organisation for Animal Health but kept its historical
acronym OIE.
The Office of International Epizooties, OIE, is the intergovernmental
organisation responsible for improving animal health worldwide.
It is recognised as a reference organisation by the World Trade
Organization (WTO) and as of January 2008, had a total of 172
Member Countries and Territories. The OIE maintains permanent
relations with 36 other international and regional organisations and has

The World Customs Organization (WCO) is the only intergovernmental
organisation exclusively focused on Customs matters. With its
worldwide membership, the WCO is now recognised as the voice of
the global Customs community. It is particularly noted for its work in
areas covering the development of global standards, the simplification
and harmonisation of Customs procedures, trade supply chain security,
the facilitation of international trade, the enhancement of Customs
enforcement and compliance activities, anti-counterfeiting and piracy
initiatives, public-private partnerships, integrity promotion, and
sustainable global Customs capacity building programmes. The WCO
also maintains the international Harmonized System goods
nomenclature, and administers the technical aspects of the WTO

WHO
The World Health Organization is the directing and coordinating
authority for health within the United Nations system. It is responsible
for providing leadership on global health matters, shaping the health
research agenda, setting norms and standards, articulating evidencebased policy options, providing technical support to countries and

between nations at a global or near-global level.

5 Target Technology Solution(s)
The eCert solution requires a UN/CEFACT XML standard schema.
The eCert solution will not be implemented as a UN/EDIFACT standard message.
6 Information payload to be implemented
The trade of agricultural products is highly regulated by government to protect human, animal and plant
health. The importing authority (import agency) sets standards for product crossing their border and
requires certificates issued by the recognised competent export authority of the exporting country (export
agency) to verify compliance to agreed requirements.
Certification is subject to international trade principles as set by heads of authority including WTO, SPS,
Codex and IPPC, as well as considering specific border protection issues (via Inter-Government
Certification above).
Bilateral arrangements (between export and import agencies) are also a key component in determining
the product and certification requirements of a particular country. Certification arrangements are
dependent on agreed market access conditions and may change in response to disease outbreak,
environmental issues and consumer driven concerns.
Certification information is transmitted for the purpose of clearing product for import by the quarantine
and/or food inspection agencies of the importing country.

6.1 Conceptual Data Model
The eCert conceptual data model below describes the structure of eCert components that are required to
verify compliance with agreed requirements.

Certificate Header
The Certificate Header comprises base information relating to the whole consignment. The certificate
header section is primarily used for identification, traceability and authentication. It describes the
following attributes:

A separate certificate is issued for each consignment and these attributes are unique to each certificate.
Multiple authorising, supporting or corresponding documents may be referenced to facilitate border
clearance.

The Certificate Transport details identify the main carriage for this consignment, including routing details:

Country/s through which the consignment transits

Border crossing points through which the consignment transits

Locations at which the consignment may be stored while in transit

Name and address of customs agent

References to the voyage, journey, or conveyance, including the mode of transport

The carrier on the main carriage

Identifiers of the used transport equipment, such as shipping containers, seals applied by the
competent authority, and controlled transport temperature settings, where applicable

Certificate Product
The Certificate Product details identify individual agricultural commodity items included in this
consignment. This information will determine the type of certificate provided. It may also state the
handling processes that were applied to the product, such as sterilization or packaging. It may be used
by the border control authority to determine the level of inspection required at the point of entry. It
describes the following attributes:

Descriptions, including common and scientific names for the agricultural commodities

Commodity codes governed by various national and international classification systems

The intended use of the agricultural commodities
