CALL FOR PROPOSAL
Protection of the human rights in Ukraine
Valid till July 2010

INTRODUCTION
Civil Society Development programme and __________________________ announce a grant
competition “Protection of the human rights in Ukraine” for Ukrainian Civil Society
Organizations.
CSOs form seven regions of Ukraine, Donetska, Kirovogradska, Lvivska, Luganska,
Khersonska, Khmelnytska and Chernigivska oblasts, are invited to participate in the
competition. The projects can be carried out at the territory of one or several from these oblasts.
This document is intended to provide eligible Ukrainian civil society organizations (CSOs) with
information about the UNDP Civil Society Development Programme and to guide applicants through
the current Call for Project Proposals. It describes the eligibility criteria, application procedure and
selection process as well as the evaluation and monitoring requirements for the implementation of
the selected project.
1. UNDP CIVIL SOCIETY DEVELOPMENT PROGRAMME
The Civil Society Development Programme (CSDP or Programme) aims at a strengthened civil
society promoting democratic governance. This programme promotes an open and democratic
society founded on the rule of law and based on human rights and governance transparency and
accountability both nationally and regionally. The project ensures that civil society organizations
(CSOs) can become stronger, diminish their dependency on the donor community, and enhance
citizen participation in policy processes by developing the capacity of CSOs at the regional and local
level to effectively address citizens' needs. CSDP is funded by the Danish Ministry of Foreign Affairs
and implemented by the UNDP Ukraine during 2009-2012.
The Programme includes two main components: 1) the small grants scheme for CSOs in seven
regions (oblasts) to support activities aimed at improving the rights and situation of vulnerable
groups, and promoting transparency and accountability of regional and local governments; and 2)
support to the development of a more favorable legal framework for the civil society in Ukraine in
accordance with recommendations of the Council of Europe. The UNDP implements this Programme
through competitively selected partners that carry out specific components of the CSDP.
___________________is an implementing partner of the grant competition “Protection of the
human rights in Ukraine”. Besides conduction of the grant competition ______________will develop
capacity of CSOs by providing trainings, assisting the Programme with study tour organization,
networking and partnership among CSOs.
2. GRANT COMPETITION
The goal of this grant competition is to contribute to the protection and realization of the human
rights and freedoms in Ukraine and strengthen human rights organizations.
With this Call for Proposals the UNDP invites to participate in the competition human rights
organizations from Donetska, Kirovogradska, Lvivska, Luganska, Khersonska, Khmelnytska and
Chernigivska oblasts.
UNDP and _______________seek to competitively select qualified civil society
organizations in the mentioned regions (Grantee) that will receive a grant from UNDP to
conduct human rights activities on the one of the following topics:
 Protection rights of persons in custody such as suspects, accused, and prison inmates
 Opposition of any discrimination (based on race, sex, gender, language, religion, political or
other views, national or social origins, property…. )
 Right to the fair justice and access to justice
 Freedom of speech and expressions
 Access to the information in the government authorities
The CSOs can propose in their projects to implement the following activities:
 Representing of interests and protection of human rights in courts
 Conducting monitoring and analyses of the human rights protection by the government
authorities, including law enforcement agencies and penitentiary system
 Assisting to human rights realization by using administrative mechanisms
 Conducting advocacy campaigns
 Raising public knowledge on the human rights and freedoms and ways to protect them
 Enhancing competency of the state officials in the area of human rights

Other
Any project in frames of this grant competition should reach the following results:
 Protect human rights and have concrete results
 Enhance responsibility and openness of the state bodies
 Enhance CSOs capacity – project executors
The current CFP opens on _______________and closes _________________________. UNDP will
select up to 20 CSO ? and award them with grant to support a project described by the selected
CSO in an application submitted in response to this CFP.
3. GRANT AMOUNT AND DURATION OF THE PROJECT
The total amount of the grant pool is ____________UAH. UNDP and ______________ have the
right to not to spend all grant amount.
The amount of the grant for the concrete projects varies from 50,000 UAH to 160 000 UAH.
The duration of the project will be from 9 up to 12 months. The project implementation shall
start not earlier that September 2010.
4. PARTNERSHIPS
The applicant organization may create partnerships with other CSOs in order to implement the
grant project. The applicant organization will lead the partnership and make decisions on its behalf.
The organization selected by the Grant Appraisal Committee as a winner of this CFP will represent
the partnership in the agreement with the UNDP.
If partnerships are formed, the applicant organization must include in its application package letters
signed by partners, and describing the subject of partnership, partners' roles and responsibilities.
The organization that will not provide letters about partnership will not be further considered.
5. ELIGIBILITY CRITERIA
In order to be reviewed and evaluated, applications must be submitted by eligible organizations and
include eligible projects proposals and costs.
5.1.
ELIGIBLE ORGANIZATIONS
Organizations eligible to receive funding through this Call for Proposals must meet the following
criteria:
1) registered in Ukraine as a not-for profit public or charitable organization;
2) have not-for-profitability code #0005 (for charitable) or #0006 (for public organizations);
3) be registered at the territory of one of the following regions: Donetska, Kirovogradska,
Lvivska, Luganska, Khersonska, Khmelnytska and Chernigivska oblasts;
4) proven experience in human rights field.
Projects from organization that do not pass the eligibility criteria will not be further considered.
5.2.
ELIGIBLE COSTS
Eligible costs must:
 be necessary for carrying out the project activities;
 have actually been incurred by the applicant during the implementation period;
 comply with the principles of sound financial management, in particular value for money and
cost-effectiveness;
 be properly recorded, identifiable and verifiable, and be backed by original supporting
documents.
UNDP grant may only be used to cover the following costs:
 staff salaries and expert fees;
 communication and information services;
 travel;
 services associated with project events;

purchase of equipment (new or used) if the amount of such equipment do not exceed 15%
of the total budget of the project;
printing and copying;
consumables and supplies (telephone and internet fees, equipment support and other).
The following costs are ineligible:
 costs of project proposal preparation;
 international travel;
 debts;
 purchase of immobile property
 costs that were already financed in frames of other projects of organization
6. APPLICATION PROCESS

Project proposals must be developed in Ukrainian and printed according to this CFP and the
Application Form (Please, see attachment 1). It can be downloaded from the above-mentioned web

Project proposal includes:
 Application form (first and second parts)
 Attachments
First part of the application form (description of the project and organization) should not exceed 14
pages. (Please, see attachment 1.1)
Second part of the application form is a budget that should be developed in accordance with the
proposed form (Please, see attachment 1.2)
Three hard copies of the application form (first and second part) must be submitted.
Requested attachments to the project proposal are the following:
1) Copy of the certificate on the state registration of the organization
2) Copy of the certificate on the state registration as a legal entity (issued by the state
registration office)
3) Copy of the decree on non-profit status
4) Two recommendation letters from other regional CSOs or from the target groups
5) Partnership agreement (requested for organizations that will implement the proposed
project in partnership)
6) Letters of support from the local state authorities (requested for organizations that will
implement the project in cooperation with local authorities)
7) Electronic version of the application form
Only one copy of all requested attachments must be submitted.

Attention: PROPOSAL on the grant competition “Protection of
the human rights”
Applications sent by e-mail or fax will not be considered. Applications received later than the
mentioned date will not be further considered.
Administrative partner of the project will conduct in each region the informational session and
consultations on project development. These information sessions will be advertized via the site
__________________ and www.csdp.org.ua.
7. EVALUATION PROCESS
The project propositions will be reviewed in three stages.
First stage. Technical criteria evaluation
The project proposals will be evaluated by the administrative partner of the project against the
technical criteria: availability of the all requested documents and attachments, region of the project
activity.
Second stage. Project proposal evaluation
To ensure full transparency and equity of the process, UNDP forms a Grant Appraisal Committee.
The Grant Appraisal Committee is an authorized body in charge of the review, selection and
approval of submitted grant project proposals.
The project proposal will be evaluated by the members of the Grant Appraisal Committee against
the criteria, indicated in the evaluation form such as:
1) Timeliness and
2) Methodology of the project
3) Expected result
4) Short and long term impact
5) Organizational capacity of the applicant

Third stage. Selection of the winners
The Grant Appraisal Committee recommend for funding the initial list of winning projects based
upon the received highest average total score in each region.?
The UNDP staff or administrative partner ________________may visit proposed for finding
organizations to evaluate the capacity of such organizations to conduct the proposed project. Upon
results of the visits the Grant Appraisal Committee makes final decision about winners of the grant
competition.
Each applicant organization will receive the written notification about results of the competition
(recommended or not recommended for funding) till _________________The UNDP intends to announce the winner of this CFP by ____________ 2010.

8. GRANT GIVING PROCEDURE

The UNDP Ukraine will conclude an agreement with the winning organization whose project will be
recommended for funding by the Grant Appraisal Committee. Funding will be provided in several
instalments according to the payment schedule included in the grant agreement between the UNDP
and the Grantee, subject to successful project implementation and reporting by the Grantee: first
tranche (45% from the sum of the grant), second tranche 45% from the sup of the grant, final
tranche (10% from the sum of the grant). The administrative partner of the CSDP programme will
be responsible for administration of the project, approval of the financial and program reports.
UNDP will transfer mentioned tranches only after approval of the program and financial reports by
the administrative partner.
