Accomplishments
Education
As Director of Public Works/Chief Engineer for the County of Orange, I was responsible for an
annual budget of approximately $250 million and directed 6 divisions with a staff of over 500
personnel. The divisions under my direct report included Construction, Flood Control, Geomatics
& Land Information Systems, Operations & Maintenance, Project Management and Road. I was
responsible for the design, construction and maintenance of road, flood control, drainage and
recreation facilities for the County (population of 3 million); the County Surveyor activities; and
served as the Chief Engineer for the Orange County Flood Control District. During my tenure
the Public Works Department provided maintenance, construction management, and surveying
services to many of the 34 cities in Orange County. The County’s Integrated Waste
Management Department also received services.
I served the County of Orange for 36 years. During that time I held positions as a Design
Engineer, Project Manager, Engineering Manager and the Director Public Works/Chief Engineer.
Major projects accomplished during my tenure with the County of Orange are listed below.

Santa Ana River Mainstem Project: Local sponsor for the $1.7 billion project, a flood control
and water resources project in cooperation with the U.S. Army Corps of Engineers, Riverside
County, and San Bernardino County. Recently completed the Seven Oaks Dam project
($400 million) and the Prado Dam modification project ($500 million) is underway.

Transportation Corridors: Initial planning, design and formulation of two major toll
highways in Orange County that are now in operation, which are the Foothill-Eastern
Transportation Corridor and the San Joaquin Hills Transportation Corridor.

Project Management: Formulation and construction of a major highway construction and
road fee program called the Foothill Circulation Phasing Plan with local developers ($100
million).

Low Flow Water Quality Diversion: Design and construction management of low flow water
quality diversion from flood control channels into a sewer treatment plant utilizing inflatable
rubber dams. ($5 million).

Water Conservation: Planning and implementation of water conservation in flood control
channels and large dams resulting in providing residences and businesses in Orange County
receiving thousands of acre feet of storm water for the groundwater aquifer.

Groundwater Management: Planning and coordination with the Orange County Water
District for future use of tertiary treated sewage from the Orange County Sanitation District
for replenishment of the groundwater aquifer in Orange County.

Multi Use Facilities: Planning and project management of several multi-use facilities that
combine flood control, habitat restoration, water quality and recreational uses as the
Natural Treatment System proposed in flood control channels by the Irvine Ranch Water
District.

Legislation: Securing federal and state funding, along with legislation, for projects such as
the Santa Ana River Mainstem Project through collaboration with Orange County’s
congressional delegation, state representatives and senior management in the U.S. Army
Corps of Engineers.

