The Residential Weatherization/insulation program is a program built to help residential customers
install insulation.
The Residential Weatherization is a program whose target is to provide financial incentive to residential
customers to improve living conditions and reduce energy costs by providing building envelop
insulation. This program is used to help reduce primary barriers that customers have when coming to
home insulation. The two major barriers involve lack of knowledge of this type of home improvement,
as well as, insufficient funding required to pursue these kinds of improvements.
The Utility will provide local program management and customer marketing of the program to break
common barriers involved with this energy efficiency option for customers. IAMU will be able to provide
implementation assistance, technical support, and development of general marketing materials needed
to implement this program. Below are some recommended rebate levels and insulation requirements
for the program.

Utilities should have some requirements for customers to meet before any type of incentive is provided.

To be eligible for rebates, applicants must be a current customer with the utility.

Insulation must provide energy savings that effect the type of energy the utility provides.

Evaluation of weatherization need should be made to ensure that insulation installed will have a
meaningful impact when installed.
Program Administration:
Utilities should take several steps into implementing this program.

Relations with home remodelers and realtors should be built to help inform customers. This
along with insulation contractors and news/media sources will be used to promote this
program.

Education and promotional material should be designed to provide and inform customers about
the benefits and availability of residential weatherization.

Energy evaluations should be administered to ensure installation is an effective option.

Rebate should be awarded after evaluation of cost effectiveness is complete and the insulation
is installed.
