Abstract: IN THIS digital age, it is all too easy to be overtaken by technology and never again catch
up. But a group of mothers in Cardiff’s western suburb of Ely – statistically the capital’s most
deprived – refused to accept second best. Loreine Hawkins set up Gat six years ago to provide
courses for parents lacking basic computer skills to help them support their children.

Who’s in the Queue? A Demographic Analysis of Public Access Computer Users and
Uses in U.S. Public Libraries

Abstract: The demographic analysis in this brief dispels some myths about the beneficiaries of public
access computer services in U.S. public libraries. Public access computer users largely resemble the
general public in terms of age, education, and even in the overall level of home computer and
Internet access. Substantive uses of public access computers mirror the needs people have at
different stages of the life course. Young people identify education activities as their main use,
people between the ages of 25 and 54 identifying employment activities as their top use, and people
55 and older reporting health and wellness research as the main public access computer use.

Abstract: The National Broadband Plan, released by the Federal Communications Commission in
March 2010, noted that “absent action, the individual and societal costs of digital exclusion would
continue to grow.” The Plan’s recommendations included a call to the Institute of Museum and
Library Services to provide leadership to libraries and community-based organizations as they
improve digital adoption and use. The Proposed Framework for Digitally Inclusive Communities is
IMLS’s initial response to that request.

Abstract: A secure cyberspace is critical to our prosperity. We use the Internet and other online
environments to increase our productivity, as a platform for innovation, and as a venue in which to
create new businesses. “Our digital infrastructure, therefore, is a strategic national asset, and
protecting it—while safeguarding privacy and civil liberties—is a national security priority” and an
economic necessity. By addressing threats in this environment, we will help individuals protect
themselves in cyberspace and enable both the private sector and government to offer more services
online. As a Nation, we are addressing many of the technical and policy shortcomings that have led
to insecurity in cyberspace. Among these shortcomings is the online authentication of people and
devices: the President’s Cyberspace Policy Review established trusted identities as a cornerstone of
improved cybersecurity.
