County of Nevada, CA September, 2007 HIV PREVENTION COORDINATOR DEFINITION Under direction, develops and coordinates all phases of the HIV Prevention Program, including oversight of HIV education and testing budget, contracts and grants; may plan, direct and supervise the work of any student interns, volunteers or temporary workers engaged in HIV educational and/or testing activities; and performs related work as required. CLASS CHARACTERISTICS This is a journey level classification and incumbent's work is unsupervised and unstructured. Incumbent plans, organizes, conducts and coordinates HIV/AIDS educational and testing program efforts in Nevada County. EXAMPLES OF DUTIES (Illustrative Only) Essential: Coordinates HIV/AIDS education program activities with outside agencies Identifies and maintains community resources useful in implementing program activities Supervises the implementation of program activities and provides technical guidance to staff, other agencies and service providers as necessary to assure compliance with HIV/AIDS program policy and procedures Supervise and evaluate work of assigned staff and provide/coordinate training of same Establishes service provider networks and makes presentations before community groups to promote the HIV/Aids health promotion program Researches HIV/AIDS information and prepares copy for bulletins, periodic reports, and educational materials Develop and/or review curriculum and educational material Prepares news releases and special features on HIV/AIDS topics Plans and/or participates in workshops, institutes, forums, and discussion groups to promote HIV/AIDS education Coordinates with State officials regarding HIV/AIDS program requirements and provides feedback Performs various technical tasks related to the HIV/AIDS program such as conducting educational presentations, conducting statistical surveys, developing specific health education plans, and preparing reports and correspondence Monitors and evaluates grant programs, and organizes community groups to participate in grant activities QUALIFICATIONS Knowledge of: Principles, methods and materials used in HIV/AIDS education, including motivation, group work and relationships of cultural patterns to human behavior Facilities, media, methods and techniques of disseminating educational information to the public Functions of community health/HIV/AIDS agencies HIV Prevention Coordinator - Page 2 Principles, methods and materials of health education and various mass communication media channels for public information; principles of educational psychology Principles of management, supervision and training Community organizations and agencies and community sociological and economic characteristics affecting HIV/AIDS Principles of conducting and assessing statistical surveys Techniques involved in preparing and displaying posters, exhibits, and other educational visual aids Funding sources and grant writing procedures; principles of contract management Environmental health, preventive medicine and epidemiology and the basic principles of the biology and health related aspects of HIV/AIDS Personal computer software applications for word processing and spread sheets Correct English grammar and usage Skill in: Presenting ideas accurately, effectively, and concisely, both verbally and in writing Demonstrating resourcefulness in gathering data and composing articles and speeches on HIV/AIDS topics and to using these effectively Organizing, promoting, and conducting public meetings Gaining public support and cooperation of public officials, medical organizations, practitioners and lay groups in furthering well-rounded community HIV/AIDS programs Preparing and editing effective copy for public and staff information Developing goals, objectives, and strategies for the full scope of duties Establishing and maintaining cooperative working relationships with those contacted in the course of work Thinking creatively; developing new procedures, methods or approaches to achieve program goals Exercising initiative, ingenuity and sound judgment in identifying and solving difficult administrative problems Education and Experience: Equivalent to Bachelor's degree from an accredited college or university in public or community health education or equivalent AND one year of experience directing or providing staff support to an HIV/AIDS prevention program. A Masters degree from an accredited college or university in health education or public health is preferred. Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire. Physical Demands and Working Conditions: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. Manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); mobility and strength to occasionally lift, carry and position supplies weighing up to 30 pounds; vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
