Panel of Stipendiary Stewards: Mr Soo Lai Kwok, Mr Louis Lawrence, Mr Lee Seng He, Mr David Keyte & Mr Errol Lang. RACE 1 (R339) KAIKAIXINXIN which was up 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. Trainer C Robert was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to submit a gear change form to use blinkers on BEST QUALITY within the stipulated time. Whilst being loaded into the barrier, BEST QUALITY became very fractious and reared, dislodging Jockey SH Lee. Acting on veterinary advice that BEST QUALITY was unfit to race, the gelding was withdrawn by order of the Stewards at 1:17pm. The gelding will be required to pass a test (starting stall) before being entered to race again. SKY GLORY hesitated at the start and was slow to begin. SMILES ALL ROUND shifted out at the start and bumped RUSSELL. Approaching the 1200M, VENETIAN GREG had to steady when tightened between RUSSELL and SMILES ALL ROUND which shifted out when racing keen. When the pace steadied near the 800M, CAYENNE steadied off the heels of KNIGHT GREY which shifted in resulting in AGGRESSIVE having to steady. THAT’S ME and KNIGHT GREG both raced keen in the early and middle stages. SUPER FAST dipped turning into the home straight at about the 400M. Approaching the 200M, KAIKAIXINXIN shifted in from the whip, bumping SMILES ALL ROUND in onto VENETIAN GREG. RAPID CRUSHING which raced poorly, will be required to pass a test (1000M/vet) before being entered to race again. Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 1 Jockey C Goon, the rider of REMY, reported that his horse was not striding out freely. A post-race veterinary examination of REMY revealed no obvious abnormality. The gelding which raced poorly, will be required to pass a test (1000M/vet) before being entered to race again. Post-race veterinary examinations of THAT’S ME and SMILES ALL ROUND revealed no obvious abnormality. SMILES ALL ROUND was impounded. The Club Veterinary Surgeon reported that VAN VICTORY returned having cast its off fore plate. RACE 2 (R340) INNER SANCTUM which was down 16kgs in body weight and IPOH HARRIER which was down 24kgs in body weight since their last runs, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start. Acting on a report from the official analyst that BIG SNAIL had failed its pre-race analysis, the Stewards ordered the withdrawal of the gelding at 1:40pm. BIG SNAIL was impounded. THE SPECIAL ONE was slow to begin. STAR OF THE PARK jumped awkwardly, brushing the inside gate and shortly after the start, rolled out and made contact with JENNICARDO. IPOH HARRIER raced keen in the early and middle stages. ACE AGUERO had a tendency to lay out at the back straight and on the turn. SPEED HAPPY had a tendency to lay out in the home straight and approaching the 150M, had to steady off the heels of INNER SANCTUM which rolled out. Jockey M Zaidi, the rider of AMAZING GRACE, reported that his horse was not striding out freely. A post-race veterinary examination of AMAZING GRACE revealed no obvious abnormality. An Inquiry into the running and handling of AMAZING GRACE will be held at a date to be fixed. App S Ruzaini, the rider of ACE AGUERO, reported that his horse was not striding out freely. A post-race veterinary examination of ACE AGUERO revealed no obvious abnormality. The gelding which raced poorly, will be required to pass a test (1000M/vet) before being entered to race again. A post-race veterinary examination of NOTHING TO SAY revealed no obvious abnormality. The gelding was impounded. Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 2 RACE 3 (R341) MARVELLOUS PRESENT which was down 19kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. STAR DAZZLE was a little slow to begin. D’MIGHTY BULL was slow into stride. ROYAL BEAUTY jumped awkwardly outwards, bumping ESSENTIALLY COOL. FLASH OF LIGHT dipped at about the 1000M. FABULOUS GEM raced keen in the early and middle stages. FOND MEMORY had a tendency to lay out in the back straight. At about the 200M, ESSENTIALLY COOL shifted in from the whip, clipped the heels of MAN WITH HONOUR and stumbled, unbalancing its rider. ROYAL BEAUTY commenced to shift in from the whip at about the 150M, carrying FOND MEMORY inwards. App HK Cheng, the rider of ROYAL BEAUTY, was shown the video of the incident and warned that he would be expected to make greater attempt to keep his horses on a straight course in future, especially when using the whip. App HK Cheng was further warned that his whip use on ROYAL BEAUTY was bordering on excessive and that a repetition in future may lead to a penalty being imposed. Jockey S Anandan, the rider of FORWARD, reported that his horse was not striding out freely. A post-race veterinary examination of FORWARD revealed no obvious abnormality. The gelding which raced poorly, will be required to pass a test (1000M/vet) before being entered to race again. Jockey S Sandana, the rider of STAR DAZZLE, reported that his horse was not striding out freely. A post-race veterinary examination of STAR DAZZLE revealed no obvious abnormality. Post-race veterinary examinations of EASTERN SUN and FLASH OF LIGHT revealed no obvious abnormality. RACE 4 (R342) Trainer C Robert was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to submit a gear change form to use blinkers on BEST TARGET within the stipulated time. Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 3 The Stewards permitted App H Mohd to replace App S Mutaza on CITY FIGHTER as the latter was stood down by the Club Medical Officer. Acting on veterinary advice that BEST TARGET had sustained an injury to its near hind leg after being kicked by another runner whilst parading behind the barrier, the gelding was withdrawn by order of the Stewards at 2:46pm. BEST TARGET will be required to undergo a veterinary examination before being declared to race again. WISEMAN which was restless in the barrier, was slow to begin. TIGER STAR jumped awkwardly outwards. WILL POWER jumped awkwardly and brushed MAGIC MELANG. TIGER STAR commenced to lay out from about the 900M and approaching the 800M, bumped CITY OF HOPE outwards. CITY FIGHTER, MAGIC MELANG and CORAL ISLAND which all raced poorly, will each be required to pass a test (1000M/vet) before being entered to race again. Post-race veterinary examinations of SHALL WE TALK and HARMONIZE revealed no obvious abnormality. HARMONIZE was impounded. RACE 5 (R343) Trainer Dr SH Tan was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to submit a gear change form to use winkers on TURNINGOLD within the stipulated time. DAN BARON which was down 30kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. DAN BARON which was restless in the barrier, jumped awkwardly inwards and was slow to begin. RELEASE was a little slow to begin. Shortly after the start, DAN BARON had to steady off the heels of WELL BEYOND which in turn was taken in by MAN POWER which drifted in. Approaching the 1000M, TURNINGOLD shifted in when not quite clear, carrying SPEED ULTRAMAN in onto SUPREME STAR which had to steady. Passing the 900M, YOURS TRULY had to steady off TURNINGOLD which rolled in. Near the 500M, YOURS TRULY which was laying out, had to steady off the heels of TURNINGOLD. Stipendiary Stewards’ Report 4 PNTC, 1st Day, Saturday, 13th March 2010 WELL BEYOND shifted in from the whip at about the 300M and had to be straightened. In the last 100M, TURNINGOLD was held up when unable to improve between YOURS TRULY and LEGENDARY BEAUTY. When questioned regarding his ride on YOURS TRULY from the 900M, Jockey R Burnett stated that he received pressure from TURNINGOLD at that stage of the race and anticipated that the filly was shifting to cross him, and as such elected to steady his mount. After reviewing the film, the Stewards were of the opinion that Jockey R Burnett had sufficient room to maintain his position on the inside of TURNINGOLD and had erred in allowing the filly to cross him at that stage. He was warned against the practice of relinquishing his position as it was established from the video that at all material times he had the opportunity to maintain his position on the rails. The whip of Jockey R Burnett, the rider of YOURS TRULY, broke during running. He reported that his horse was not striding out freely. A post-race veterinary examination of YOURS TRULY revealed that it was lame off fore and as such will be required to pass a test (1000M/vet) before being entered to race again. A post-race veterinary examination of DAN BARON revealed that the gelding returned exhibiting signs of heat stress and as such will be required to undergo a veterinary examination before being declared to race again. Post-race veterinary examinations of TURNINGOLD and LEGENDARY BEAUTY revealed no obvious abnormality. The Club Veterinary Surgeon reported that MAN POWER returned having cast its off hind plate. RACE 6 (R344) Trainer V Nathan will be fined RM500/- for negligence under MRA Rule 152(5)(a) for presenting KEEP D'LIMIT with a raised heal plate on the near fore hoof, which was not approved or declared. Acting on the advice from the Farrier and Veterinary Surgeon, KEEP D'LIMIT was reshod with standard racing plates. RAMSES was a little slow to begin. ETERNAL LUCK raced keen in the early and middle stages. Approaching the 500M, MEXBOROUGH LADD ran up to and steadied off the heels of RAMSES and thereafter switched in over its heels to obtain a clear run. RAMSES which raced poorly, will be required to pass a test (1000M/vet) before being entered to race again. Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 5 Jockey S Sani, the rider of ETERNAL LUCK, reported that his horse was not striding out freely. A post-race veterinary examination of ETERNAL LUCK revealed that it was lame off fore and as such will be required to pass a test (1000M/vet) before being entered to race again. Jockey BN Shahrul, the rider of BAMBAAZON, reported that his horse was not striding out freely. the rider of BAMBAAZON, reported that his horse was not striding out freely. Post-race veterinary examinations of SUNNY GRAY and IT’S ALL FATED revealed no obvious abnormality. SUNNY GRAY was impounded. RACE 7 (R345) LUCKY SKY which was down 27kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. This race was run in steady rain. MAGICAL KINGDOM was a little slow to begin. Approaching the 100M, BRILLIANT TYCOON shifted out under pressure resulting in ROCKET ELITE having to steady of its heels. Jockey L Sofhan, the rider of BRILLIANT TYCOON, was shown the video of the incident and warned to exercise more care when shifting ground in future. The whip of Jockey J Shankar, the rider of UNIMAGINABLE, broke and his saddle slipped backwards during running. All riders returned to scale an average of 1/2kg overweight due to the adverse weather conditions. The State of Track was downgraded to “Soft” after the running of this race. Jockey A Austin, the rider of LUCKY SKY, reported that his horse showed no interest in the race. A post-race veterinary examination of LUCKY SKY revealed no obvious abnormality. The Club Veterinary Surgeon reported that MAGICAL KINGDOM returned with a cut to its near hind leg. Post-race veterinary examinations of GOOD PLANNING and GOLDEN FIRE HEART revealed no obvious abnormality. GOLDEN FIRE HEART was impounded. When questioned regarding the apparent improved performance of WAI KOR, Trainer J Tan advised the Stewards that the shorter distance and the weak field today had Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 6 contributed to the improved performance of the horse. His explanation was noted and his attention was drawn to the Rules regarding in and out running. RACE 8 (R346) TRUMP PLAYER which was up 24kgs in body weight and GOVERNOR ZANNER which was up 19kgs in body weight since their last runs, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start. This race was run in steady rain. BIG BEAU jumped awkwardly outwards, making contact with DUMAR. TRUMP PLAYER laid inwards under pressure from the 200M. DLEWIS and GOVERNOR ZANNER which both raced poorly, will each be required to pass a test (1000M/vet) before being entered to race again. Post-race veterinary examinations of TRUMP PLAYER, DUMAR and SHADOW KING revealed no obvious abnormality. DUMAR was impounded. Trainer V Nathan who was not on course, will be questioned regarding the apparent improved performance of BAJA KING at a date to be fixed. RACE 9 (R347) PENANG LEGEND, a course scratching as it was found to have a bacterial infection, will be required to undergo a veterinary examination before being declared to race again. The Stewards permitted App YS Lim to replace App S Mutaza on GIRIVALLAM. Trainer S Cook was fined RM100/- under MRA Rule 65(5)(b) for failing to produce the declared colours on GIRIVALLAM. Jockey R Woodworth, the rider of BLACK SUPREME, was warned for failing to place his horse in the correct order in the parade ring. HARD TO SAY was restless in the barrier and reared before the gates were opened. GIRIVALLAM which was restless in the barrier, jumped awkwardly and brushed D’MIGHTY ONE. KIM CROSS lugged inwards at the start. SPEED HORSE jumped awkwardly inwards and was slow to begin. INQUIRY INTO THE CIRCUMSTANCES SURROUNDING THE MISTREATMENT OF HORSE “TERMINATOR ATTACK” BY SENIOR TRACK RIDER MOHD RASHID BIN ROSLAN ON 4TH MARCH 2010 DURING MORNING TRACKWORK AT THE SELANGOR TURF CLUB On 12th March 2010 at the Penang Turf Club, the Stewards concluded an Inquiry into the above matter. Evidence was taken from Senior Track Rider Mohd Rashid Bin Roslan (STR 73) and his employer, Trainer Tony Yeoh. Senior Track Rider Mohd Rashid pleaded guilty to a charge under MRA Rule 41 (6) in that on 4th March 2010 whilst riding TERMINATOR ATTACK during morning trackwork at the Selangor Turf Club, he unnecessarily struck the horse on the eye with his whip resulting in it sustaining an injury to its left eye which subsequently developed into ulcer in its cornea. He was fined RM1000/- and was advised of his Right of Appeal (1:25pm). ……………………....... INQUIRY CONCERNING URINE SAMPLE CODED “J-2132” TAKEN ON 14TH FEBRUARY 2010 AT THE SELANGOR FEBRUARY MEETING 2010 AND RETURNED POSITIVE TO PSEUDOEPHEDRINE & METABOLITE”, WHICH ARE SUBSTANCES IN TERMS OF MRA RULES WHICH WAS TURF CLUB “EPHEDRINE, PROHIBITED The Stewards on Friday, 12th March 2010 at the Penang Turf Club, concluded the above Inquiry. After taking evidence from Senior Track Rider SS Vanan and Trainer T Yeoh and after deliberation, the Stewards decided to proceed no further with the matter. In deciding on this course of action, the Stewards took into account that Mr SS Vanan was, in fact, unlicensed at the time his urine sample was taken on 14th February 2010 and his declaration that he did not ride any trackwork after he consumed medication to suppress his cough on 13th February 2010, the day before the date of testing. The Stewards also took cognizance to the fact that Mr SS Vanan did declare the use of Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 9 Synflex and Flu Medicine before being urine tested and as such had no intention of deceiving the Stewards over his medical condition. The Stewards, however, issued Mr SS Vanan with a severe warning regarding the prescription and consumption of medication or “self-medication” under MRA Rule 136(5)(a) and that he is in future, required to make full disclosure to the Stipendiary Stewards of such prescription or administering of any pharmacological agent together with the details of such medical purposes and of such prescription or administering. ……………………....... INQUIRY INTO THE CIRCUMSTANCES SURROUNDING MR SS VANAN BEING ALLOWED TO DO TRACKWORK, TRIALS AND TESTS BY TRAINER TONY YEOH AT THE SELANGOR TURF CLUB WHEN HE WAS NOT IN POSSESSION OF A VALID MRA LICENSE The Stewards on Friday, 12th March 2010 at the Penang Turf Club, concluded the above Inquiry. Evidence was taken from Senior Track Rider SS Vanan and Trainer Tony Yeoh. Trainer Tony Yeoh pleaded guilty to a charge of negligence under MRA Rule 152(5)(a) in that he failed to ensure that Mr SS Vanan was in possession of a valid MRA license from 1st January 2010 to 8th March 2010 and in fact, allowed him to do trackwork, trials and tests during that period. He was fined RM2000/- and was advised of his Right of Appeal (2:30pm). ……………………....... INQUIRY INTO THE CIRCUMSTANCES SURROUNDING MR MOHAMAD DINI BIN SHOOAIDI BEING ASSAULTED BY STABLE SUPERVISOR SHAREE KIM HAMILTON (SS 46) AT THE SADDLING ENCLOSURE OF THE PENANG TURF CLUB ON 27TH FEBRUARY 2010 On 12th March 2010 at the Penang Turf Club, the Stewards concluded an Inquiry into the above matter. Evidence was taken from Mr Mohamad Dini Bin Shooaidi, Stable Supervisor Sharee Kim Hamilton (SS 46), Assistant Trainer Bonny Ng and Syce Arunasalam a/l Periannan. Stable Supervisor Sharee Kim Hamilton pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) in that at about the 8:30am on 27th February 2010, she struck Mr Mohamad Dini Bin Shooaidi at the saddling enclosure of the Penang Turf Club with her whip on a number of occasions, kicked and uttered obscenities to him which in the opinion of the Stipendiary Stewards, was unbecoming of a Stable Supervisor. In deciding on penalty, the Stewards took into account the facts of this case, Ms Hamilton’s previous record and points of mitigation including the fact that she had personally apologized to Mr Mohamad Dini after the incident to which the apology was accepted. She was fined RM3000/- and was advised of his Right of Appeal (3:50pm). ……………………....... Stipendiary Stewards’ Report PNTC, 1st Day, Saturday, 13th March 2010 10 RACE 3 (R282), 3RD DAY, SATURDAY, 27TH FEBRUARY 2010, PERAK TURF CLUB FEBRUARY MEETING 2010 On 12th March 2010 at the Penang Turf Club, the Stewards concluded an Inquiry into the running and handling of MELLIBOND (App Alex Chew) in the above race. After taking evidence from App Alex Chew, the rider of MELLIBOND, in the presence of his Master, Trainer Evelyn Seet and Trainer Peter Lee, and after reviewing the video, the Stewards informed App Alex Chew that they have decided to take no further action against him other than to warn him that in future he would be expected to ride all his horses in such a manner so as to leave no room for query. App Alex Chew was also instructed the he would not be able to accept the ride on this horse again without obtaining the Stewards’ prior permission. ……………………....... POST RACE URINE: 27TH – 28TH FEBRUARY 2010 PERAK TURF CLUB FEBRUARY MEETING 2010 The report dated 11th March 2010 (V10/15.1) from the Chief Analyst of Veterinary Forensic Laboratory stated that 62 coded urine and 66 sets of coded blood samples from the above mentioned race meeting were received on 1st March 2010, for analysis under the MRA Rules and Regulations. No prohibited substances were detected. ……………………....... JOCKEY URINE SAMPLES: 6TH MARCH 2010 SELANGOR TURF CLUB NOVELTY RACE MEETING 2010 The report dated 11th March 2010 (V10/18) from the Chief Analyst of Veterinary Forensic Laboratory stated that 4 coded urine samples from the above mentioned race meeting were received on 8th March 2010, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-2138” which indicates the presence of “Furosemide, Methamphetamine & metabolite.” Upon decoding, it was established that the abovementioned sample belonged to Syce Meo Abdul Razak bin Meo Ahmad (S1230). Syce Meo Abdul Razak was stood down from working with immediate effect. An Inquiry into this matter will be held on a date to be fixed.
