Cecil Scott Burgess
1870 - 1971
Cecil Scott Burgess was born in Bombay in 1870, where his father was Director of the
Archeological Survey of India. The family returned to Edinburgh the following year. Cecil
studied architecture as an articled pupil to Sir George Washington Browne from 1887 to
1891. During this time he took technical courses at Heriot Watt College and decoration at
the Edinburgh School of Art (Art portfolios in 71-213-191 and 192). In the summer of
1938 he took a course in town planning at the Massachusetts Institute of Technology. He
worked as an assistant to architects in Edinburgh, London, York and Liverpool. He
travelled widely in Britain and continental Europe, sketching houses, churches,
monuments, etc.
He emigrated to Canada in 1930, settling first in Montreal, where he carried on a practice
and was a part-time instructor at McGill under Prof. Percy E. Nobbs, who was the first
architect for the University of Alberta. while in Montreal burgess served on the board of
the Boys' Farm at Shawbridge, Québec, and designed the original buildings there (71213-5).
Burgess was appointed Professor of Architecture in 1913 by President Tory to be the
superintending architect of the university buildings and also to teach. His immediate task
was to design Pembina Hall and six staff residences. He was the supervising architect for
the Arts building (1915), designed the south wing of the University Hospital, University
Farm buildings and cottages, was the associate architect for the Natural Resources
Building (now the Bowker Building) for the Provincial Government, designed the Birks
Building and some private houses.
He jointed the army and served overseas from 1916 to 1919, when he returned to the
University of Alberta he taught Architecture courses, town planning to civil engineering
students, History courses and an architecture option for senior arts students. He also
taught for the Department of Extension, gave radio talks, wrote articles for a local
newspaper, and lectured to a variety of groups in the city. He was a member of the
Edmonton Town Planning Commission for 20 years, and fostered the policy of reserving
a percentage of land in new developments for parks and school sites.
Professor Burgess retired from the University in 1940 at the age of 70. He then began a
small private practice, designing small hospitals in Alberta towns and giving town planning
advice to various centres in the provinces.
