The International HIV/AIDS Alliance in Ukraine is an international charitable foundation, which supports communities and community activities and plays a valuable and effective role in the systematic response to the HIV/AIDS epidemic. The International HIV/AIDS Alliance in Ukraine prioritizes community support to reduce HIV infection among the population groups most vulnerable to HIV, develops community support for HIV-positive people and those close to them, reduces the stigmatisation of, and improves services for people living with HIV and those groups most vulnerable to HIV, and identifies, shares and replicates best practices used for the most effective public response to the epidemic. Background information Previous experience of holding of informational and musical events and analysis of their effectiveness proves that such events are one of the best ways to provide the youth with information that changes behavioral models and practices. With the goal to increase HIV/AIDS awareness and tolerant attitude towards people living with HIV/AIDS among youth the International HIV/AIDS Alliance in Ukraine intends to support the organization and holding of the informational and musical event dedicated to HIV/AIDS issues. Tender objectives: The subject of the tender is a tender project proposal. Its form and content must meet the requirements stated in this announcement. Organisations experienced in preparation and holding of gala-concerts are invited to submit their proposals in compliance with the following requirements: The tender proposals are to be submitted by 6 p.m June 1, 2005; Please include evidence of previous experience in similar work, familiarity with the subject of the project; list of previously implemented social projects in this sphere as well as product samples and mass media comments; Prove capability to carry out relevant activities in collaboration with partners and provide evidence of relations with the corresponding government and business institutions, NGOs, experts etc.; Develop an efficient work plan which will meet the tender objectives; Develop a transparent budget based on realistic costs; Demonstrate conformity of the work plan with the budget; Applying associations or consortiums of organizations should attach agreements on cooperation and understanding; Describe expected project results and its effect on public opinion; Attach minimum two letters of recommendation from partnership organizations or from the social project beneficiaries; Describe the possibility to use additional resources for the project activity implementation. Tender proposals should include the following activities: 1) Involvement of a wide range of partners in organizing and holding of a gala-concert on July 24, 2005 on European Square in Kyiv (the date may be changed upon Kyiv City Administration permission); 2) Obtaining necessary documents and permissions from Kyiv City Administration and other governmental and municipal offices to hold the event; 3) Writing script of the event and preparing scene plan in terms set in the work plan; (implementing organization must submit the schedule of events to approval of the working group of the Alliance); 4) Involvement of the popular Ukrainian music bands/singers and young musicians and singers; 5) Producing and placing advertisement of the gala-concert on radio and TV channels (2 radio clips and 1 video spot; a list of channels will be agreed separately); 6) Producing T-shirts (1000 items) and information booklets (15 000 items) carrying event symbolic; 7) Organizing and holding of a press conference not later than 3 days prior the event; 8) Showing video spots on HIV/AIDS prevention during the event on a public screen (to be agreed with the Alliance); 9) Providing security for participants of the event; 10) Organizing VIP zone and activities for special guests; 11) Organizing gala-concert broadcast on leading music channels of the country (М-1, OTV); 12) Organizing sociological survey on assessment the event’s impact on knowledge, attitude and behavior towards HIV/AIDS and people leaving with HIV/AIDS; 13) Submitting the following documents about the event to the Alliance at the end of the project: descriptive report on PR campaign, five-minute video report on gala-concert (VHS), professional photographs of the press conference and concert (*.jpg format) and video materials about the concert (BTC SP and VHS formats). Only project proposals which entirely meet the tender objectives and requirements will be considered. The tender organizer will decide whether the project proposal conforms to the requirements or not. Tender participants agree that materials presented at any stage of the tender will not be returned by the tender organizer unless a special written request from a participant is sent to the tender organizer. If no claims are made by a participant concerning the return of sent materials and documents in one month after the day of the tender announcement, the tender organizer is considered to have the right of possession for these materials. Decision on tender winner and award: The tender winner will be named by the Expert Committee upon the assessment of project proposals. The Expert Committee will select the most effective, relevant and realistic projects in regard with the subject and goal of the tender and criteria stated above. The Committee makes assessment of project proposals at its own discretion, on the basis of its understanding of the goals and tasks of the tender. Expert Committee may determine the successful project proposal under condition that the Committee introduces its recommendations to the proposal. The award for the tender winner is a completed agreement with the tender organizer on the organisation and holding of the gala-concert on HIV/AIDS issues, taking into account the conditions stated in the project proposal and the Committee recommendations. Maximum tender amount constitutes $100,000. The liability of the tender organizer does not exceed the remuneration amount, stipulated by the tender conditions.
