Improving Performance in Primary Schools
The revised performance management arrangements for teachers and
headteachers emphasise that a school's performance management
framework should be a central and integral part of whole-school
improvement.
Schools should be able to demonstrate clearly the links between
performance management procedures, professional
dialogue/development and its improvement focus/strategies. Good
practice should demonstrate a consistent approach towards all staff
within a positive and constructive framework.
Bureaucracy and extra workload should be kept to a minimum despite
the extra considerations/responsibilities brought about by the new
regulations. There should also be a key focus on raising the standards of
teaching and learning. Meanwhile the school should continue with robust
self-evaluation in order to ensure a continuous cycle of improvement.
Although Improving Performance In Primary Schools
was published ahead of the revised arrangements
for performance management, it appears to have
been tailor-made for such an initiative.
Head teachers have been thrilled at the amount of
time and energy saved simply by adopting this
bureaucracy-busting package.
It provides clear signposting for all senior staff
responsible for appraising colleagues and literally
ticks all the boxes regarding the implementation of
the new regulations.

About the Author
Kevin Bullock is both a successful primary headteacher and a national
consultant leader. He acknowledges that his pack has been a key factor
in achieving consecutive outstanding Ofsted reports (latest inspection Nov 06). He is regularly deployed by both educational and commercial
organisations as a management consultant.
The pack was designed to cut bureaucracy, streamline communication,
clarify key issues and focus directly on teaching/learning and teacher
performance. Kevin's school has been praised by Her Majesty's chief
inspector and he was invited to meet the Prime Minister for his innovative
approach to school management.
In 2006 his school won a prestigious business award (sponsored by
Newmarket Business Association) for employee development; once again,
his performance pack played a significant role in the school's success.

How Improving Performance in Primary
Schools will help you
Ofsted believes that schools are best placed to recognise their own strengths and
weaknesses. This is why we are introducing a new inspection system which puts more
onus on a school to be proactive and demonstrate to inspectors that it can not only
diagnose where its strengths and weaknesses are, but more crucially, do something
about improving and developing them.
Improving Performance in Primary Schools encourages self-evaluation - at all levels. It
will allow you to:




Focus on the important aspects of leadership.
Support staff in self-assessment and further development.
Save valuable time by providing proformas that cover all areas of
teaching and learning.
Enhance joined-up thinking by advising on teamwork and how
to include people at all levels.
Author Kevin Bullock was recently congratulated by HM Chief Inspector of
Schools for receiving an outstanding inspection report from Ofsted - he says
that this pack was a key factor in his school's success.

Receive 24 ready-to-use templates
The 24 proformas cover a variety of activities/tasks - some cover basic
information while others are more complex. To a lesser or greater degree
they are all interrelated, yet can be used in isolation when appropriate.
They cover all aspects of school improvement work, in a simple and
straightforward format.
By using this self-evaluation scheme, school improvement becomes a
dynamic and powerful process spreading out in all directions as key
players are empowered to make a real difference. The proformas cover
four key areas:
1. Teaching and learning
2. The role of the subject coordinator
3. Whole-school development planning
4. Performance management

What benefits will my school gain from
using this pack?
Every stakeholder in your school will feel they have a voice through
completing one or more versions of the central school development
proforma, number 20. This identifies school priorities for improvement and you will gain a broad view of what your school needs to focus on. If
all proformas are given out and returned quickly, you will have a
framework for a comprehensive school development plan within just a
week.
Improving Performance in Primary Schools provides a framework that
penetrates to the core of teaching and learning - enabling the
headteacher, school management team and teachers to focus clearly on
the pertinent issues.
