In March, we launched Pre-K Today – a broad-based statewide non-partisan campaign to
secure dedicated funding in the 2007-2008 state budget for voluntary, high-quality prekindergarten programs. Pre-K Today supports the Governor’s $75 million proposal to create
Pre-K Counts as a means to assure that Pennsylvania’s children enter school ready to learn
and prepared to succeed.
Strong support for state investments in pre-K exists in every community in Pennsylvania. Since
March, Pre-K Today supporters logged over 600 visits with members of the Pennsylvania
House and Senate to respectfully urge support for dedicated pre-K funds in the 2007-2008 state
budget. No doubt, you have heard from and met with one or more constituents on this important
issue.
Pre-K Today supporters have held over two dozen local legislative briefing events across the
Commonwealth. Many state legislators participated in these events and heard first-hand from
community leaders, business leaders, teachers, parents and child care providers about the
many benefits of pre-K for children, their families and their communities. An example of one of
these leaders is Jim Rohr, Chairman and CEO of PNC Financial Services Group. Mr. Rohr and
his corporation are strong supporters of high-quality pre-K as both an education and economic
development strategy.
Research overwhelmingly backs public investments in high-quality pre-K – investments that can
yield short-term education savings ranging from $0.78 to $1.16 for every $1 invested, and longterm public savings as high as $17 for every $1 invested. Pre-K Today shared weekly emails to
members of the General Assembly highlighting the research that backs this important
investment.
Since March, newspapers across the state have editorialized in favor of investing state dollars in
high-quality pre-K. After examining the research base, the strong support across varied
constituencies, newspapers are calling for the General Assembly to fund Pre-K Counts.

This year the state Legislature has a chance to extend its vision across generations, by
embracing a substantial expansion in pre-kindergarten education with a $75 million

The state Legislature should show its recognition of the importance of pre-K with full

Support for Pre-K is present everywhere in Pennsylvania – in the media, among community and
business leaders, and in the early care and education arenas. The support is backed up by a
strong research base. Now, it is time for the General Assembly to take action. As members of
Pre-K Today, we respectfully urge you to support the proposal to invest $75 million in the state
budget to provide approximately 11,000 3- and 4-year-olds with voluntary, high-quality pre-K
delivered through a mixed service delivery system in which all providers comply with State
Board of Education pre-K regulations and the state’s early learning standards.
We understand that this is a very difficult budget season. The Commonwealth must prioritize its
investments and spend taxpayers’ dollars wisely. We are confident that when the benefits to
students, communities and the Commonwealth as a whole are taken into consideration,
investing in high-quality pre-K should be at the top of the list of priorities for the 2007-2008
budget.
Let’s not wait another day to move forward with investments that have been unequivocally
proven to secure a better future for our students, our schools, our communities and the
Commonwealth as a whole.
