NASSAU COUNTY DJJ COUNCIL MEETING
Minutes
June 11, 2013
Present: Starting Point Behavioral Health, Woody Schuldt; Starting Point Behavioral Health,
Mary Ruth Murray; City of Fernandina Beach: Police Chief, James Hurley; City Commissioner,
Ed Broner; Department of Juvenile Justice: Donna Webb, Ann McKinnon; Teen Court, Charles
Griffin; Family Support Services, Kristin Symons
The meeting was called to order by Mary Ruth Murray at 11:13AM.
Mary Ruth Murray is covering for Marian O’Neal. Minutes from 5/14/2013 were discussed;
Donna Webb provided email (donna.webb@djj.state.fl.us) are forwarded to her; minutes were
approved.
Mary stated that at the last meeting it was discussed if 2 members would be nominated for circuit
board that are not statutory and it was decided to wait until the August meeting because so few
were present today. The first circuit board meeting will not be until September.
Treasury Report: $506.75
REPORTS:
DJJ - Donna reported that Patti broke her shoulder and they were down to three probation
officers and the case loads were averaging 90 each.
Nassau County School Board – No one present to report.
Starting Point: Mary Ruth reported that $17,000 was cut from county so they are not filling one
school counseling position and Maureen is working on a plan to address this. There were no cuts
from Mental Health or Substance Abuse. 15 children are needed before starting in home
counseling; Donna inquired what the qualifications are and Mary shared that that child must have
no violence allegations; dangerous drugs; and there is no limit on length of services. Mary also
reported that they are in the process of switching to electronic health records and this should be in
effect on July 1, 2013.
Teen Court – Charles Griffin stated the cases are flatline for summer and holding for June.
State Attorney – Carlene Emanuel was not present to report.
Family Support Services – Kristin Symons shared that FSS was holding their Breakfast Series
on the fourth Tuesday of each month and the next one would be held on June 25, 2013. Kristin
also shared that Nassau would be one of the lead counties in implementing Transformation and
she and the other supervisor in Nassau have been trained on the Florida Safety Decision Making
Model. Kristin shared that the model should have a very positive effect throughout child welfare
and encouraged the community to take on the positive outlook as this change takes place.
Law Enforcement – Chief Hurley stated there have been minor juvenile offenses, but his larger
concern is the Country Rocks the Beach show upcoming on June 21st and 22nd; it has been
publicized that this is a fund raiser and golf tournament. The concern is about all the alcohol that

will be at the event and he is hopeful there will be enough staff on duty, will bring in county, city,
state and 35 plus civilian security. They are expecting 8000 people. Donna Webb shared about
an event fifteen years ago that turned into a riot and fifteen jurisdictions had to come in to contain
it. It was asked if they would have access to Mayport if necessary and Chief Hurley reported JSO
would be called on first if needed. Commissioner Broner asked if there was liability protection
and Chief Hurley reported yes there was.
NACDAC – No one present to report, but Ms. McKinnon shared that Kerri Albert was in the
paper along with Kristin Symons for graduating from Leadership Nassau Program. It was stated
that the next NACDAC meeting would be held on June 18, 2013 in the Scotts and Sons Jewelers
at 4PM.
New Business – Commissioner Broner stated that he observed people a the Fernandina Beach
High School at night and Chief Hurley clarified that it was the senior prank and no harm was
done. More discussion took place on the Country Rocks the Beach show as Commissioner
Broner expressed concern about it as well and stated that they had to consider who they are
marketing to. Chief Hurley agreed and stated the event was going to be at the practice soccer
field. Donna Webb asked if they ever relax open container laws like it is done at the FL/GA
game in Jacksonville and Chief Hurley stated they do not.
Old Business –
1. Mary requested that membership forms be turned in when Marian O’Neal is present.
2. Charles Griffin reported that he and Ms. O’Neal have made attempts to get together to
close out bank account, but have not yet; however nothing has been deducted from the
old balance.
The meeting adjourned at 12:05 p.m.
The next meeting is scheduled for August 13, 2013 at 11AM.
