Randy Frazier called the meeting to order at 9:50 a.m.

Approval of Agenda:
Mr. Frazier called for approval of the agenda, stating he would like us to add “Affiliate Reports”
under Miscellaneous.
John Pope made a motion, seconded by Laurie Black, to approve the
November 19, 2009, KAB Commission Meeting Agenda, as amended.

Approval of Minutes:
Mr. Frazier called for corrections or additions to the September 17, 2009, KAB Commission
Meeting Minutes. Mr. Pope requested a change to his report on page 8 under “Cigarette litter
update, 3)” to read:
Met with the Policy Advisor at the direction of the Chief of Staff of the
Lt. Governor to request support . . ..
Thurston Lamb made a motion, seconded by John Pope, to approve the
September 17, 2009, KAB Commission Meeting Minutes, as amended.
The motion passed.
Financial Report:
Mr. Phelps reviewed the printed KAB Financial Report for the period ending October 31, 2009,
reflecting $169,608 expended, 24% of the fiscal year budget to date, with $538,326 remaining.
Mr. Phelps noted the State has cut back $100 million, the second year in a row the budget has
been reduced due to economic conditions, with ADPT requested to reduce its budget by
$452,701. KAB is not mandated to cut its budget but will continue to receive an ongoing
projection of our 1% share of the 1/8 cent Conservation Tax, the last projection reflecting a
reduction of $20,000. The Governor has alerted everyone to his conservative agenda.
Mr. Phelps noted we always finish the year under budget and does not see this affecting our
operations or programs in 2010. However, this may change the plan for future budget requests,
particularly in the area of grants assistance for our KAB Affiliates, stating he had hoped to
provide at least a 50/50 match instead of a 2/1 match for their projects and programs as well as
lending more support for their professional training. Mr. Phelps stated he has recently approved
$500 grants to five KAB Affiliates in support of America Recycles Day programs and events.
Mr. Frazier called for approval of the October financial report:
Greg Morris made a motion, seconded by John Pope, approving the
KAB Financial Report, as presented, for the period ending
October 31, 2009. The motion passed.

Executive Director’s Report:
Robert Phelps referred to his printed report, elaborating as follows:

Keep America Beautiful State Leaders Council:
1) Mr. Phelps serves as the current Chairman and will lead the December meeting in
Washington, D.C.;

2) He will nominate Adam Roberts as an Affiliate member representative to serve on
the KAB Board of Directors;
3) Keep Arkansas Beautiful does have the ability to influence at the KAB national level.
2009 Great Arkansas Cleanup campaign concluded at the end of October: Sarah Wruck
and Alexis Sims will report.
2009 Great Arkansas Cleanup Report:
Sarah Wruck stated the program is more than a litter cleanup, it is bringing public awareness to
litter prevention. She noted the campaign had been very successful, predicting the numbers to
double when all reports are received, and expressed appreciation to the volunteers.
Alexis Sims, State Coordinator, distributed her printed report, reflecting totals of GAC wrap-up
reports received as of the middle of November:

Regional meetings: More than 50 coordinators attended the three regional meetings for
resource information, received their cleanup supplies and registered for free advertising.
 Supplies were distributed. Wrap-up report summary to date with 41 local coordinators
reporting:
1) 10,721 volunteers with the expectation that this number will increase considerably
when all wrap-up reports are received;
2) 68 events;
3) 1,215,319 pounds of trash collected;
4) 612.5 miles of roadway cleaned;
5) 206 miles of shoreline cleaned;
6) 112 parks and community areas cleaned;
7) 4,278 tires collected.
 Volunteer information: 13 of the coordinators have provided contact information to be
added to the database for future communication with volunteers.
Mr. Phelps stated that drop cloths were provided this year for boat and party barge owners during
lake cleanups at the suggestion of the Army Corps of Engineers. Ms. Black passed along a
proposal from the AR Game & Fish Commission that Keep Arkansas Beautiful partner with them
financially on the reprinting of mesh river bags.
Due to heavy rains, numerous cleanups had to be canceled or rescheduled, one being the Keep
Little Rock Beautiful cleanup of Fourche Creek that has been set for March 2010 during the Great
American Cleanup. Ms. Wruck reported that Keep Arkansas Beautiful and other state Affiliates
have already registered for the spring cleanup with Keep America Beautiful, and we will begin
that campaign in January.
Executive Director’s Report, contd:
Mr. Phelps continued his report, as follows:
 SHINE Awards receptions for six communities were completed in September.

 Recycling:






1) November is recycling education month centered around America Recycles Day;
2) Mr. Phelps introduced the event at the Arkansas Recycling Coalition Conference in
September at Eureka Springs;
3) Keep America Beautiful has promoted the event by providing items, including
posters and pencils, which we have distributed to state Affiliates for local recycling
events and programs, plus our own “Recycling/Litter Prevention” bookmarks that
have also been sent to schools and libraries;
4) Keep Arkansas Beautiful is promoting and advocating recycling ideas within our fall
media placement schedule;
5) Recycling grants have been awarded to KAB Affiliates in Sherwood, Pine Bluff, Hot
Springs and Little Rock; Keep Little Rock Beautiful and Keep Jacksonville Beautiful
have filed requests;
6) Ms. Wruck will report on all the Affiliate events at the January meeting.
Keep America Beautiful National Conference in December:
1) Mr. Phelps, Ms. Wruck, Mr. Frazier, Mr. Pope and Kim Williams, new Chairman of
Keep Faulkner County Beautiful, will represent Arkansas;
2) Adam Roberts of Hot Springs/Garland County Beautification Commission and John
Pope of Keep Van Buren Beautiful will receive national awards, including cash
prizes; additionally, they will both make presentations;
3) Keep Arkansas Beautiful will receive two second-place Rogers Awards in radio and
television, plus the fifth consecutive Gold Level State Affiliate Award (submission
included for review);
4) Eight Arkansas KAB Affiliates will be awarded the President’s Circle designation.
The City of Ozark began their KAB Affiliate certification process on November 5,
conducted by Cecile Carson of KAB; Mr. Phelps and Ms. Wruck participated with
Mr. Pope attending; the projected certification is March, 2010, when they will become
the state’s 10th KAB Affiliate.
Litter-Free Zone program continues to roll:
1) Three development programs have been completed and is projected to complete the
first phase of additional LFZ campuses by the calendar year ending 2009.
2) November 4: Certification ceremonies were conducted by Mr. Singleton and
Mr. Phelps at East End Elementary and East End Intermediate Schools in the
Sheridan School District and awarded completion grants of $1,250 and $1,500
respectively;
3) Walmart Foundation: The KAB Foundation has received a grant in the amount of
$82,000 from their “State Giving Program” to continue the Litter-Free Zone program
in 2010.
“Report Littering” 866 hotline:
1) Littered tobacco products continue to be the highest reported item at 62% during the
week ending October 31;
2) Adam Roberts of HSGCBC has implemented a process to more effectively qualify
and quantify “cigarette litter”; MHP will report on this at a later date.
NCSA: Second quarter, May – July, 2009, reflects a benefit ratio of $18.29 benefit for
every $1 expended; the year-to-date ratio is $20.37/$1.00.

Mangan Holcomb Partners:
Chip Culpepper, Creative Director of Mangan Holcomb Partners, presented a history of the
“Shine” campaign that was begun a little over a year ago. Mr. Culpepper stated all employees
were involved in the selection process, and it is now in its second phase. He showed the new
“Shine” TV spot that will play on NCSA.
Julie Robbins reviewed media advertising:

New “Shine” spots and awareness, as follows:
1) NCSA – TV and radio;
2) ARSN – radio;
3) Sponsor of Roby Brock’s “Talk Business, Clean & Green” segment;
4) You-Tube;
5) Facebook debut November 1;
6) Print ads reviewed at the September meeting have been placed in numerous
newspapers and magazines, including “Arkansas Times”, “Rural Arkansas”, “Good
Roads”, “Front Porch”, “County Lines” and several college publications;
7) Outdoor boards – 30 plus with the various “Shine” messages, including nine new
boards with the Shine “cigarette litter” message that went up November 16.
Executive Director’s Report, contd.:
Mr. Phelps concluded his report, as follows:


Ginny Hartnett of Scott County was presented a certificate (approved at the
September 17 meeting) and recognized for her volunteer leadership at the City of
Waldron’s “Shine Awards” reception on September 29.
“Going paperless”: All materials for the current meeting were sent electronically to
reduce paper waste. Mr. Phelps asked for Commissioners comments, stating anyone
can receive a printed copy if they request it.
Ms. Black requested that she be mailed a printed copy of Commissioners’ material. She praised
the ad agency for its ingenious “canceled” stamp of KAB “Celebrating 20 years” on much of our
promotional material.
Mangan Holcomb Partners, contd.:
Julie Robbins presented a review of keeparkansasbeautiful.com website upgrades to make
management of the site more efficient and use of the site more dynamic and interactive:

In development stage with completion set for 2010:
1) Calendar widget addition;
2) Calendar of events upgrade to include a call-out box by topic;
3) Photo galleries;
4) RSS Feed or “Really Simple Syndication” for new and updated online content,
delivered to users immediately that is downloadable.

Completed upgrades:
1) Text links to and from all interior pages have been added;
2) Social networking toolbar added for “sharing”, i.e., Facebook and Twitter;
3) Facebook/YouTube toolbar added for e-newsletter readers’ easy accessibility;
4) E-newsletter signup button added to all pages to subscribe easier;
5) Archiving of all past printed and electronic e-Keepsakes (complete end of 2009);
6) Earth 911 recycling widget of recycling centers for specific materials;
7) Content management system (FileSage) – three professionals at MHP are trained to
make minor revisions to all pages of the website without engaging Aristotle;
8) Additional admin pages have been made available for upgrade, i.e., graphics and
posting in a timely manner updated information for the two cleanup campaigns.
Keep Arkansas Beautiful Foundation: Web page has been established, content including
Board members, overview, sponsored programs and events, partners and links, plus an
opportunity to support – “donate now.”
Ms. Robbins concluded her report by announcing Keep Arkansas Beautiful as a 2009 Prism
Award Winner in the Public Service category for the 2008 Great Arkansas Cleanup. The trophy
was presented to the Commission and Mr. Phelps.
Volunteer Services Coordinator’s Report:
Sarah Wruck distributed photos of the Carroll County GAC event sent by Georgette Garner. She
also distributed copies of “Tips from Keep America Beautiful for the Holiday Season.” She
elaborated on items of her printed report, as follows:






Shine Awards receptions were completed September 29 with the event in Waldron,
recognizing Ginny Hartnett as the “force behind the recycling and environmental
education programs in Scott County.”
Whole Foods event September 19: Suzanne Hirrel and Ms. Wruck demonstrated paper
recycling as part of an environmental education program.
AR Recycling Coalition Annual Conference in September was most valuable regarding
updates of the recycling industry in Arkansas.
E-Waste Stakeholders meeting on October 6 focused on coordinating the state’s
electronic waste; these meetings are ongoing.
Attended Sherwood Business Expo on October 22: Extended appreciation to Betty
Barnhardt for her hard work on behalf of Keep Sherwood Beautiful.
Keep Faulkner County Beautiful: Mr. Phelps and Ms. Wruck met recently with Charlotte
Nabholz and new Chairman, Kim Williams. Charlotte Nabholz, former Chairman, and
Angie Howard, former Executive Director, will continue to serve on the board.
Ms. Wruck concluded her report by encouraging everyone to promote recycling during
November. She also urged Commissioners to attend Keep Ozark Beautiful’s certification
celebration next year.
KAB Affiliate Reports:
Keep Little Rock Beautiful:
Melinda Glasgow, Executive Director of Keep Little Rock Beautiful presented an update on
activities of the KLRB Affiliate, as follows:

KLRB has established a fund of $4,000, noting $1,000 was recently raised at their
recycling awareness event, sponsored in part by Diamond Bear Brewery.
The Recycling Committee is diligently working to improve the cardboard recycling
initiative in the River Market area downtown.
New location at 1423 S. Main Street is working well.
KLRB website and event promotions appreciated:
1) Thanks to KAB and Julie Robbins for promoting recent recycling fundraiser in the
e-Keepsake;
2) Julie Robbins instrumental in developing new KLRB website, noting the KAB
website widget will be most beneficial;
3) Suzanne Hirrel continues to offer her expertise by serving as a board member and
volunteering at the KLRB office and assisting with the website.
Landscaped area behind LR City Hall named for KLRB Chairman and longtime “clean
city” advocate, Nash Abrams.
Mesh river bags have been donated by AGFC and their Stream Team for KLRB’s
Fourche Creek cleanup that has been postponed until next spring.
Cigarette litter prevention program targeted for 2010 in the River Market Area with
KLRB hoping to receive grant money from KAB to assist in the effort.
Unfinished Business:
Mr. Phelps reported:



Plan to contact the AR Truckers’ Association to solicit their support: Mr. Phelps reported
that he and Mr. Pope had discussed this and hope to have something to report in January.
“Bottle Bill”: In response to Mr. Lamb’s question, Mr. Phelps reported the bill never got
out of committee last session.
Distributed two document templates for recognizing individuals and organizations in
support of the KAB mission. The certificate of appreciation was read by Mr. Phelps with
Mr. Pope stating either document would require Commission approval before actual
presentation to the recipient/s.
Thurston Lamb made a motion, seconded by John Pope, that we accept the
document formats, as presented. The motion passed.

Election of 2010 KAB Commission officers: Mr. Frazier announced that John Pope was
nominated for Chairman and Thurston Lamb as Vice-Chairman during the September
meeting. He called for nominations from the floor. There being none, a motion was
made:
Carroll Prewett made a motion, seconded by Laurie Black, that we accept, by
acclamation, John Pope as Chairman and Thurston Lamb as Vice-Chairman
of the Keep Arkansas Beautiful Commission in 2010. The motion passed.
Thurston Lamb expressed his profound appreciation to the outgoing Chairman for his
outstanding leadership during the past two years.

New Business:
KAB Commissioner Reports:
Congressional District 3 – John Pope:
John Pope referred to his printed report, as follows:








Met with Emily Cox, Policy Director, regarding the State placing cigarette urns at all
state buildings.
AR Municipal League: Met with Gary Campbell, President, on October 22 regarding
introduction of a resolution for city officials to place cigarette urns at government sites,
also to advocate that local merchants to do the same;
Association of Arkansas Counties: Met with Judge Mike Jacobs regarding placement of
cigarette urns in front of county facilities, also encouraging placement in front of
businesses; requested they take action in January.
Mr. Pope will meet again with city and county officials, as well as state officials
regarding reduction of cigarette litter. He will meet with state officials at the middle of
the next legislative session regarding implementation of Act 1500, House Bill #1172, that
passed during the spring session and the allocated $300,000 budget.
KVBB recently awarded a cigarette urn to a local business at a Chamber of Commerce
event (press clippings distributed);
Keep America Beautiful Conference: Mr. Pope will receive a national award plus $2,500
cash on behalf of KVBB at the annual conference in December.
2010 KAB Commission Meeting Agenda: Questioned if we plan to have a retreat.
January agenda item: Setting goals of the KAB Commission for 2010 and how we plan
to accomplish those goals.
New Business, contd.:
Mr. Phelps reported:
 2010 Meeting Schedule to be voted on at the January 2010 meeting:
1) The plan is to alternate every other year between a retreat and symposium. Next
year, we plan to have a symposium, probably on law enforcement; Mr. Pope and
Mr. Phelps will discuss;
2) Meeting locations added to original schedule per Commissioners and Affiliate
Directors:
a) March 25 – Sherwood Forest hosted by Keep Sherwood Beautiful;
b) May 27 – Van Buren hosted by Keep Van Buren Beautiful;
c) November 18 – Little Rock hosted by Mangan Holcomb Partners;
d) Laurie Black will collaborate with Georgette Garner regarding a meeting to be
held in North Arkansas.
 “The Case for the Keep Arkansas Beautiful Foundation”, a piece prepared by
Ms. Robbins of MHP was distributed and discussed:
1) Introduction piece to acquaint others to the KAB Foundation, its supporting role of
the KAB mission, its programs and activities, and soliciting both involvement and
financial support;
2) KAB Foundation future plans include expansion and becoming more self-sustaining.

KAB Commissioner Reports, contd.:
Congressional District 4 – Laurie Black:
Ms. Black reported on the following:
 AR Federation of Garden Clubs: Attended the Southeast District meeting in Pine Bluff
and was impressed with Jefferson County’s “Recycling Roberta” robot.
 Complimented the improved recycling efforts at Reynolds Razorback Stadium this
season.
Congressional District 3 – Georgette Garner:
Report was submitted by e-mail for distribution. Information included the following:

Great Arkansas Cleanup activities coordinated in western Carroll County:
1) “Load Up Your Pickup Event” was a very successful three-day event for the fifth
consecutive year;
2) Ms. Garner attended the Grassy Knob cleanup as well.
KAB Affiliate Reports:
Keep Sherwood Beautiful:
Betty Barnhardt, Executive Director, reported on the following:





Great Arkansas Cleanup event was successful.
KSB files have been restored and archived on file.
“Sherwood Fest” business expo experienced lower attendance this year due to weather;
KSB booth carried out the theme of the event with “Yes, we’re going……. to recycle.”
Mayor appointed Ms. Barnhardt to the Metroplan “Green Task Force.”
America Recycles Day celebrated with a very successful paper shredding event on
November 13-14:
1) Thanks to Keep America Beautiful for posters;
2) Appreciation to Keep Arkansas Beautiful for $500 grants to help defray costs.
Hot Springs/Garland County Beautification Commission:
Adam Roberts, Executive Director, reported on the following (printed report submitted):



America Recycles Day E-waste collection and information event on November 15:
1) Distribution of free recycling information and items thanks to the KAB grant and
other local sponsors; Best Buy provided the location and an additional $1,000;
2) Signed up folks for the City Curbside Recycling program;
3) Collected three large trailers and a pickup full of E-waste.
HSGCBC was a 2009 Shine Award recipient for a second consecutive year.
Cleanups:
1) Lake Ouachita cleanup involved 202 volunteers collecting 40,000 pounds of litter;
2) “Trash Bash”, September 12, 2009, was a huge success with 325 volunteers.

2010 Cigarette Litter Prevention program plans are in progress with results in 2009:
1) Data collection worked better this year, documenting a 69% reduction of cigarette
litter where signs had been placed;
2) Heavy rains result in 85% of cigarette litter into the drain systems; no city in
Arkansas has a filtration system to prevent litter from going into the waterways;
3) Educational program/study planned for bypasses and ring roads, as exits off bypasses
are some of the worst places for cigarette litter;
4) The Executive Director continues his work with the national advisory board for this
year’s cigarette litter reduction program with 11 programs under his supervision in
the US and Canada.
Hot Springs/Garland County Beautification Commission continues to be part of the City
of Hot Springs budget.
Adopt-A-City, County Road or Shoreline was re-launched in the fall, noting the city has
five full-size billboards with the “Knock out Litter” motto and contact information.
Earth Day event, e-Day 2009, held in the spring was more successful than ever with more
than 3,000 attendees from all over the state.
“Do Not Litter Cigarette Butts” signs have been erected at 42 of the 220 sites that data
has been collected as part of the cigarette litter study.
Mr. Roberts stated that HSGCBC sponsored educational programs continue for youth and adults
in Garland County, also complimenting Keep Arkansas Beautiful for all we do in that arena. He
concluded by noting he has been appointed the Ukraine historian for the United States.
Mr. Phelps complimented Mr. Roberts on the fine work he is doing, noting he will be accepting a
first place KAB Innovation Award for HSGCBC “Cigarette Litter Prevention Program” at the
national conference.
Keep Van Buren Beautiful:
John Pope reported on the following:








“Make a Difference Day”: Four different groups, including FBLA members of
Butterfield Junior High School, picked up litter from downtown Van Buren and the city
park on October 24.
“Litter-Free Zone” initiative at Tate Elementary School: Impressed with Mr. Singleton’s
teaching skills with children.
CLPP expanded program: First place designation by KAB with award to be presented at
the annual conference.
Passage of cigarette urn legislation in the spring was a milestone; Mr. Pope stated, to the
best of his knowledge, this is the first tax incentive for “prevention” of cigarette litter in
the country.
America Recycles Day was promoted thru 13 schools posting “November is Recycling
Month” on their school marquee; photo was included in KAB’s e-Keepsake.
Recycling by the City of Van Buren is 10% - 15% with supporters hoping it will improve
by pointing out the outstanding success of the school district.
AR Recycles Day: University of the Ozarks did an excellent job of promoting, but no
event was held.
City of Ozark: Looks forward to their completion of KAB Affiliate Certification.

Cigarette litter statistics: In the time it took to hold our KAB Commission meeting, 8,700
cigarette butts were littered in Arkansas.
Miscellaneous:
Chairman Randy Frazier concluded the meeting by distributing a piece entitled “Senior execs
have the #3 toughest job”, after firefighters and surgeons.
There being no further business, the following motion was made:
Laurie Black made a motion, seconded by Carroll Prewett, to adjourn
the meeting at 1:45 p.m. The motion passed.
The next meeting of the Keep Arkansas Beautiful Commission will be January 28, 2010, at
Arkansas Department of Parks & Tourism, 1 Capitol Mall, Little Rock, Arkansas.
