Shri Parminder Singh Dhindsa, Hon’ble Minister for Finance, Punjab was the Chief Guest. Shri K V Brahmaji Rao, Executive Director of Punjab National Bank presided over the meeting. The list of participants is as per Annexure. Shri Harpal Singh, Field General Manager, PNB & Convener, SLBC extended a warm & hearty welcome to Shri Parminder Singh Dhindsa, Hon’ble Minister for Finance, Punjab, Shri K V Brahmaji Rao, Executive Director, Punjab National Bank and Chairman of the meeting, Shri Jaspal Singh, IAS, Secretary (Expenditure) Government of Punjab, Shri Parveen Kumar Thind, IAS, Director, I&FB,Government of Punjab. Shri Sudhir Shyam, Director Banking operations, Department of Financial Services, MoF, GoI,Madam Rashmi Fauzdar, Regional Director, RBI, Chandigarh and Dr P M Ghole, CGM, NABARD Regional Office, Punjab. Shri Harpal Singh, Field General Manager, PNB & Convener, SLBC also extended a warm & hearty welcome to Senior Officers from State Government, Banks, Financial Institutions, various Corporations members from press & media and representatives from LIC , GIC, Oil marketing companies, Department of Telecommunication . Shri Harpal Singh in his welcome address, thanked Shri Parminder Singh Dhindsa Hon’ble Finance Minister Punjab for his benign presence in the meeting. Shri Singh informed the august house that Shri Dhindsa is the youngest finance minister of Punjab. He is a great visionary and has always been contributing to keep the state on the fore front at National level under various sectors. Minutes 133rd SLBC Meeting of Punjab 2 Shri Singh further apprised the house that Punjab State has not only taken a lead in implementing all the schemes of Govt. of India i.e. PMJDY, PMSBY, PMJJY & APY but also implemented dream project of Electronic Benefit Transfer for Government Schemes of Hon’ble Chief Minister Punjab. With the active support and guidance of the State Government, Banks have been able to make payment to 92% beneficiaries under social security schemes under EBT. Briefing the house about the seeding of Aadhaar number, Shri Singh informed that Punjab State is at number one position in seeding of Aadhaar in MNREGA and 2nd in PMJDY amongst all the States in India. Shri Singh conveyed on behalf of himself and all member banks his sincere thanks to the State Govt. for their active support and guidance for implementation of the EBT programme in the State and Madam Keshni Anand Arora, IAS, Deputy Director General, UIDAI, and his team for support and guidance by which Punjab State has been able to be at number one position in Aadhaar seeding. Shri Singh requested all the member banks to keep this momentum and ensure not only to maintain these mile stones but to surpass it. Shri Singh further appraised the house that during the meeting, the performance of banks in the State of Punjab under key parameters for the period ended June 2015 would be reviewed besides other important issues listed in the agenda. He further mentioned that timely submission of correct SLBC data by stakeholders is a pre-requisite for adhering to the schedule of meetings. He requested that SLBC data duly checked/compared with previous data be made available to SLBC Secretariat by 15th of the close of each quarter. Shri Singh thanked the bankers and LDMs and urged upon them to continue with the same spirit in future as well. Minutes 133rd SLBC Meeting of Punjab 3 Madam Rashmi Fauzdar, Regional Director, RBI in her address congratulated all the member banks for achieving National Goals under all the parameters. She appreciated the performance of banks in Aadhaar seeding as well as issuing of Rupay cards. In respect of performance of banks in coverage of villages having population below 2000, she mentioned that there are still 475 villages which are to be covered by March 2015 are still uncovered. She advised the banks to cover these villages immediately. Touching upon the importance of MSME in the economy, she informed that this component generates 48% of exports. She further briefed the house that RBI is conducting capacity building programme on MSME in order to boost this sector. Madam Fauzdar further mentioned that on the study of revival of sick units by RBI, it has been observed that Branch Manager of many banks are not aware of the guidelines for declaring any unit as sick and how to revive it. She desired that staff should be properly sensitized about all the guidelines relating to sick units. She further mentioned that RSETIs are not functioning in 5 districts which is depriving the youths in these districts the facility of training. She requested the State Administration for immediate allotment of land in 6 districts and make arrangement for providing rent free accommodation so that RSETIs can be made functional in these districts. Shri K V Brahmaji Rao, Executive Director, Punjab National Bank and Chairman of the meeting in his address apprised the house of following initiatives taken by RBI On 4th August, 2015 in the third BiMonthly Monetary Policy Statement 2015-2016, RBI announced the following; keep the policy repo rate under the liquidity adjustment facility (LAF) unchanged at 7.25 per cent; keep the cash reserve ratio (CRR) of scheduled banks unchanged at 4.0 per cent of net demand and time liability (NDTL); continue to provide liquidity under overnight repos at 0.25 per cent of bank-wise NDTL at the LAF repo rate and liquidity under 14-day Minutes 133rd SLBC Meeting of Punjab 4 term repos as well as longer term repos of up to 0.75 per cent of NDTL of the banking system through auctions; and Continue with daily variable rate repos and reverse repos to smooth liquidity. Consequently, the reverse repo rate under the LAF will remain unchanged at 6.25 per cent, and the marginal standing facility (MSF) rate and the Bank Rate at 8.25 per cent. Shri Rao further apprised the house the background of the financial Inclusion and congratulated the Banking Fraternity for creating history as “ Most bank accounts opened in one week as part of the Financial Inclusion Campaign is 18,096,130 from 23rd to 29th August 2014. This achievement has found its way in Guinness Book of World records. Shri Rao further informed that PMJDY was successfully implemented in the State of Punjab with the active support of State Govt. and Punjab became 3rd State in the country to be declared as fully saturated. Shri Rao on behalf of himself and all member banks conveyed his sincere thanks to the State Govt. for their active support and guidance for implementation of the Prime Minister Jan Dhan Yojana. Touching upon the announcement of the two insurance schemes pertaining to the insurance sector namely Pradhan Mantri Suraksha Bima Yojana(PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Shri Rao apprised that these schemes were launched for creating a universal social security system for all Indians especially the poor and the under-privileged. Shri Rao further informed that though a large number of persons have enrolled yet a large pool of eligible bank account holders remain untapped due to inadequate awareness and outreach. He urged that systematic and sustained efforts be made to reach out to such persons for bridging the gap between current enrollment and the vast untapped potential. Shri Brahmaji Rao further informed the house that the back drop of Raksha Bandhan, falling later on 29th August 2015 would be a good occasion to focus our efforts in facilitating enrolment of a large number of Minutes 133rd SLBC Meeting of Punjab 5 eligible people under PMSBY, PMJJBY and APY in the month of August to September 2015. He requested all the banks, Insurance Companies and government officials to mobilize their staff in the state to achieve this objective. Shri Brahmaji Rao further briefed the house about the basic ingredients of Atal Pension Yojna and MUDRA schemes of Govt. of India and requested the member banks to ensure meticulous compliance of the instructions of Ministry of Finance for successful implementation of these schemes. Shri Rao, while presenting the report card of performance of banks, expressed satisfaction over the achievements of banking system in the State of Punjab and assured the State Government, Ministry of Finance, Govt. of India, RBI and other stakeholders, of full cooperation on behalf of Bankers towards strengthening and uplifting the socio-economic conditions of the people of the State. Shri Parminder Singh Dhindsa, Hon’ble Minister for Finance, Punjab in his address mentioned that he was privileged to be present in this meeting and thanked all the Bankers for their contribution in the growth of the economy of the state. He informed that driver of growth of any economy is Banking Sector and revival of economy depends on the banking sector. Shri Dhindsa appreciated the role of SLBC and apprised that uniformity in decision making is possible through this forum. He expressed satisfaction on the performance of banking sector in the State, however he desired that CD ratio of the State should be raised to 100%. Shri Dhindsa showed his concern for increase in NPA level of the banking sector. He stated that increase in NPA should not be a hindrance and suggested that sanctioning fresh loan cases should be on merits. Touching upon the important initiative taken, Shri Dhindsa apprised that state government has formulated “Punjab Protection of Interest of Depositors Act” .This act will protect the interests of the depositors resulting in channelization of more funds in the banking sector. Thereafter agenda for the meeting was taken for discussion and following Action points emerged:- Minutes 133rd SLBC Meeting of Punjab 6 Item No.1 Confirmation of minutes of 132nd Meeting of State Level Bankers' Committee (Punjab) held on 14.05.2015. The House confirmed the e-mailed/circulated minutes of above said meeting. Item No. 2 Pradhan Mantri Jan Dhan Yojana- Progress in opening of accounts, Issuance of Rupay Card Appointment of Bank Mitras & Aadhaar Seeding. The progress in opening of accounts under PMJDY and issue of Rupay card was reviewed and found to be satisfactory. However while reviewing the progress in appointment of Bank Mitras, the representative of Allahabad Bank, UCo Bank & Andhara Bank assured the house the pending Bank Mitras will be appointed within this month. Shri K V Brahmaji Rao, Executive Director, Punjab National Bank and Chairman apprised the house that the success of all the schemes will depend on appointment of Bank Mitras and requested the representatives of the banks who have not yet appointed the Bank Mitras to appoint the same immediately. Action: Concerned Banks. Item No. 2(i) Pradhan Mantri Jan-Dhan Yojna - Over Draft up to Rs.5,000/- in PMJDY Accounts The guidelines for providing overdraft in PMJDY accounts were apprised to the house and member banks were advised to allow overdraft as per the guidelines of Ministry of Finance. Item No. 3 Launch of Pradhan Mantri Suraksha Bima Yojana(PMSBY)and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY) The house was apprised of the basic ingredients of the schemes and how the awareness is being created across the state through town hall meetings. Member banks were requested to give more publicity to the scheme so that more people can get the benefit of these social security schemes. Action: Member Bank. Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY). While deliberating on the issue the house was apprised that many banks have not submitted the targets of MUDRA scheme. As a result house could not review the performance under the scheme during the meeting. The chairman of the meeting advised the defaulting banks to submit the the same within a week to the convener Bank. Action: Concerned Banks. Minutes 133rd SLBC Meeting of Punjab 8 Item No. 4(i) Campaign for social security schemes with a focus on APY and PMMY. The house was apprised of the town hall meetings being conducted for the above two schemes. No action point emerged. Item No. 5 Pradhan (PMKVY) Mantri Kaushal Vikas Yojana The house was apprised of the basic ingredients of the scheme and member banks were advised to sensitize the field functionaries for successful implementation of the scheme of Govt. of India. Action: Member banks. Item No. 6 Opening of accounts of Unorganized workers. Lead District Managers/banks were requested to coordinate with the Labour department for opening of accounts of unorganized workers. LDMs were also requested to get in touch with the District Labour officer for opening of accounts of unorganized workers. Action: LDMs. Minutes 133rd SLBC Meeting of Punjab 9 Item No. 7 Opening of accounts of Sugar Mills- Payment to farmers through bank accounts The house was apprised of the instructions of Ministry of Finance for opening of accounts of farmers so that the payment from Sugar Mills can go directly in the accounts of the farmers. Member banks were requested to open the account of those farmers who do not have account to facilitate direct payment in the account of the farmers. Action: Member banks. . Item No. 8 Telephone Connectivity- Issues faced by Banks/ Bank Mitras. The house was apprised of the regular meetings being held with DOT and TSPs of Punjab for resolving the issues of connectivity if any. Member banks/LDMs were requested to send the connectivity problem if any to the Convener Bank for resolving the same. Action: Member Banks/LDMs. Item No. 9 Issues of Unique Identification Authority of India (UIDAI) Minutes 133rd SLBC Meeting of Punjab 10 The house was apprised of the recent decision of the Hon’ble supreme court regarding Aadhaar seeding, however member banks were advised to continue seeding of Aadhaar number of the people who are interested in seeding of Aadhaar for successful implementation of all the schemes. The bankwise/ districtwise pendency in PMJDY, DBT in scholarship scheme, MGNEREGA as well as State Pension scheme was reviewed and member banks were advised to clear the pendency in seeding of Aadhaar number immediately. Action: Member Banks. Shri Jaspal Singh, IAS, Secretary Expenditure, Govt. of Punjab, desired that banks should provide the details of those EBT beneficiaries where Aadhaar seeding has been done but department has no bank detail. Shri Singh further desired that whenever any file of beneficiaries is received from the department bank should immediately seed it through bulk seeding. Shri Harpal Singh, Field General Manager and Convener SLBC advised the member banks that in EBT the seeding should be 100% and there should not be any gap in seeding of Aadhaar number in EBT. Action: Member Banks. In respect of problem of authenticity of files being sent to the different banks it has been decided that department will send the files to SLBC and Convener Bank will send the files to the concerned bank for seeding the same. Action: Concerned Department/ Convener Bank. Shri Harpal Singh, Field General Manager and Convener SLBC apprised the house that PNB is paying Rs.5/- as additional amount to Bank Mitras for seeding of Aaadhar number per account. He requested member banks to consider giving extra incentive to Bank Mitras for increasing Aadhaar seeding in accounts. Minutes 133rd SLBC Meeting of Punjab 11 Action: Member Banks. Item No. 10 Status report of issues flagged in the 132nd meeting of SLBC held on 14.05.2015 Issues raised & latest Status Item No. 10(i) Roadmap-Provision of banking Services in Villages having Population below 2000 The position was reviewed and found to be satisfactory. During the deliberation in the 2nd steering committee meeting to SLBC, banks which have not covered the villages were advised by GM, RBI for coverage of the same by 15.08.2015. Member banks are again advised to ensure coverage of the remaining villages. Action: Concerned banks. Item No. 11 Progress Report of Financial Literacy Centres (FLCs) The progress was reviewed and found to be satisfactory. No action point emerged. Item No.11(i) Minutes 133rd SLBC Meeting of Punjab Opening of Financial Literacy Centres (FLCs) at block level. 12 While reviewing the progress in opening of FLC at block level, the following decisions taken in the Sub-Committee meeting on opening of FLCs at block level held on 03.07.2015 were placed before the house for approval of the same: At centres where Coop. Bank/RRB have opened the FLCs and which have already been allocated by SLBC to different banks be allocated to Coop Bank/RRB. Matter regarding providing of space at each block be taken up with the concerned department of the State Govt. Minimum remuneration of Rs.10000/- + Rs.500/-per on location workshop in addition to the workshop expenses be paid to the FLC counselors as convenyance and other petty expenses with the condition that minimum on location workshop should be four. After detailed deliberations with all the major banks it was resolved that: Minimum remuneration of Rs.15000/- on all locations to the counselor + Rs.200/-per on location workshop in addition to the workshop expenses be paid to the FLC counselors as conveyance and other petty expenses with the condition that minimum on location workshop should be eight. Lead District Managers to review the progress of Financial Literacy Centers in each DCC meeting as a regular Agenda item. All Banks ensure to open the FLCs at the centers allocated to them by 30th Sept.2015. Action: Member Banks. Shri Jaspal Singh,IAS, (Secretary Expenditure), Govt. of Punjab, apprised the house that Punjab Government has recently notified the pension payment scheme by which life certificate of Punjab government pensioners can be submitted digitally through website jeevanparman.gov.in. He requested that the this scheme of the Punjab Government should be popularized through Financial Literacy Centers and network of branches of all the banks so that people can get benefit of this facility. Action: Member Banks. Minutes 133rd SLBC Meeting of Punjab 13 Setting up of Rural Self Employment Training Institutes (RSETIs) Item No. 13 While reviewing the progress of RSETIs, the house was informed that land has not been allotted in 6 districts. After detailed deliberations with the concerned LDMs and department of rural development, Shri Jaspal Singh, IAS, Secretary Expenditure, Govt. of Punjab expressed his displeasure over issue which has lingered on and advised that Rural Development department should identify the land and offer it to the bank for which a committee should be formed in 6 districts with the BDPO, LDM and BDO of the district as it members. He further advised that this process of allotment of land should be finalized by this committee within one month as this is a long pending issue. Action: Rural Dev. Deptt. Shri K V Brahmaji Rao, Executive Director of Punjab National Bank, and chairman of the meeting expressed concern for low credit linkage of RSETI trainees. It was resolved that director RSETIs and LDMs should ensure that the credit linkage should be minimum 70% of the trainees. Action: Director RSETIs/LSDMs Item No. 14 Electronic Benefit Transfer (EBT) for Government Schemes While deliberating on the pending issues of UIADI, it was desired that in EBT every bank should ensure that 100% seeding is done. Member banks are again requested to ensure 100% seeding of EBT beneficiaries. Action: Member Banks. Minutes 133rd SLBC Meeting of Punjab 14 Item No.15 Guidance on the orders received from Police Authorities. While deliberating on the issue, the GM RBI apprised the house that as per law only Magistrate can issue such orders but in the present case the orders are issued by Police Authorities and it has to be seen at the local level whether Magistrate has delegated powers to issue such orders, if yes than the same has to be complied otherwise matter should be taken up legally. Shri K V Brahmaji Rao, Executive Director of Punjab National Bank and chairman of meeting desired that once the communication from RBI in this respect is received the matter should be taken up by the Convener Bank with the local authorities for resolving the issue amicably. Action: RBI/ Convener Bank. Item No. 16 Reimbursement of Excess pension paid to the dependents of deceased pensioners - Pending issue of Sub-Committee meeting. While deliberating on the issue the representative of Dy. Director Institutional Finance and Banking informed the house that the amount can be reimbursed if it is not later than the year 2010. He requested the convener bank to provide the complete details for resolving the issue. Action: Convener Bank/Deptt. of IF&B. Item No.17 Minutes 133rd SLBC Meeting of Punjab Non issuance of NEC for 12 years. 15 While deliberating on the issue the representative of revenue department informed the house that they have again taken up the matter with the DC Gurdaspur and matter will be resolved shortly. Action: Revenue Department. Item No. 18 Measures to computerized Land Records by State Government. The house was apprised of the discussions in the 2nd Steering Committee meeting where it was informed that the State Government is implementing e-governance to take care of all the issues of computerization of land record. CGM NABARD informed the house the state should adopt Bhoomi project of Karnatka Government which is already under consideration of the State Government. Shri K V Brahmaji Rao, Executive Director of Punjab National Bank and chairman of meeting observed that concerned department should expedite the matter in adopting Karnataka Bhomi Project. Action: Revenue Department/ Deptt. of IF&B. Item No.19 Progress under Debt Swap Scheme. It was observed that the performance under scheme was not satisfactory and it was desired that banks should lend liberally under the scheme to achieve the allocated targets. The performance of Pvt. Sector Banks and Cooperative Banks needs improvement. Member banks were advised to lend liberally under the scheme. Minutes 133rd SLBC Meeting of Punjab 16 Action: All Banks / Convener Bank/Pvt. Sector Banks. Item No. 20 Review of Performance of Banks (excluding Coop. Banks) in key areas relating to Deposits, Advances & Priority Sector Advances. The performance under key parameters was reviewed and found to be satisfactory. No action point emerged. Item No.20.(iv) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio The revised roadmap for achieving the level of 60% submitted by Lead District Managers of all these four districts as proposed in the Special SubCommittee meeting have placed before the house and the house approved the same. LDMs of these districts were advised to continue with their efforts to increase their CD Ratios. Action: LDM Jalandhar /Concerned LDMs. Item No. 20 iv (i) Overall CD Ratio Lead District Managers/Banks were requested to take steps for further improvement of overall CD ratio as also of branches in rural and semiurban areas. Action: LDMs/Banks. Minutes 133rd SLBC Meeting of Punjab 17 Item (ix) No. 20 DRI Advances The progress was found not up to the mark by the house and it was desired that banks should lend liberally under DRI Scheme. Performance of Private Sector banks was not satisfactory. Private Sector banks were requested to apprise the reason for low progress. Member banks were advised to lend liberally under the scheme. However it was resolved that the item may not be reviewed form the next meeting as the same is not being monitored by RBI. Action: Member Banks/Convener SLBC. Item No. 21 Review of National Goals The Chairman of the meeting advised all the Member Banks to ensure not only achieving the national goals but to surpass them convincingly. Shri Rakesh Gupta, GM, PNB, HO, apprised the house that as per RBI revised guidelines on priority sector, Small and Marginal farmers to be reviewed in National Goals. Action: Convener Bank. Minutes 133rd SLBC Meeting of Punjab 18 Item No 22,22(i) Education Loan Scheme targets& Monthly progress of education loans. The performance under education loan scheme was reviewed and Shri K V Brahmaji Rao,Executive Director Chairman of the meeting advised banks to hold camps for achieving the targets allocated by Ministry of Finance. He further advised member banks to lend liberally under the scheme so that no student is deprived of the education for want of finances. Action: All Banks. Item No. 22(ii) , (iii)&(iv) -Education Loan achievements. -Progress of Education loans to Women Students. -Collateral Free Education Loans & Position of NPA. The progress was reviewed and no action point emerged. Item No. 23 Advances to Minority Communities. The performance under the parameter was observed and found to be satisfactory. Minutes 133rd SLBC Meeting of Punjab 19 Item 23(ii) No. Advances to SC Beneficiaries The position was reviewed and found to be satisfactory. No action point emerged. REVIEW OF GOVT. SPONSORED SCHEMES & PROGRAMMES Item No.24 Review of Govt. Sponsored Schemes & Programmes Item No.24(i) National Rural Livelihood Mission (NRLM)Implementation in the State of Punjab The performance under the scheme was reviewed and found to be satisfactory. The representative of the department informed the house that they are implementing the scheme in two more block of Bathinda and Muktsar District . No action point emerged. Item No.24(ii) Margin Money Target allocation for the year 2015-16 under PMEGP Scheme. The house approved the targets allocated by the department. Convener Bank has already district wise targets to LDMs with a request to allocate the same to the banks in the respective district. LDMs are again requested to allocate the same to banks and send the same to convener bank. Action: LDMs Item No.24(iii) Prime Minister Employment Programme (PMEGP). Minutes 133rd SLBC Meeting of Punjab 20 Generation The performance under the parameter was reviewed and no action point emerged. Item No.24 (iv) National (NULM) Urban Livelihoods Mission The house was informed that the present SJSRY scheme will be replaced by National Livelihood Mission (NULM) scheme. The representative of SUDA informed that they have formed 206 self help groups and now the bank accounts of the groups will be opened. He requested the member banks to facilitate in opening accounts of self help groups. He further requested the Urban local bodies department to arrange for FLCs camps in urban area so that more groups under the scheme can be formed. Action: Deptt. of IF&B/ Member Banks. Sudhir Shyam, Director Banking operations, Department of Financial Services, MoF, GoI, in his address mentioned, that the progress under two Suraksha Schemes i.e. PMSBY,PMJJY is satisfactory, however he expressed his concern for low performance in Atal pension Yojana. He advised the member banks to sensitize the staff working in the branches about the scheme for successful implementation of the same. Touching upon the Progress in PMJDY and its implementation Shri Sudhir Shyam express satisfaction, however he expressed his concern for zero balance accounts. He advised the member banks to start mapping the zero balance accounts area/region wise and the progress of these accounts be monitored at senior level of banks so that the same can be made operational accounts. Shri Shyam expressed satisfaction about the performance in Aadhaar seeding however he advised banks not to loose focus in view of the decision of Hon’ble Supreme Court and continue to seed the Aadhaar number in accounts. He further advised banks to publicize the conducting of Town hall meetings so that minimum 500 persons should attend the meeting. The representative of various organizations be invited for the Town hall meetings and people are made aware of the schemes through Audio/Video presentations. Minutes 133rd SLBC Meeting of Punjab 21 The issue of lack of awareness about the Suraksha Bandhan Scheme even at the Lead District Manager level was discussed and Shri Harpal Singh, Field General Manager and Convener SLBC expressed concern for lack of awareness about the scheme even at the LDM level. Shri K V Brahmaji Rao,Executive Director Chairman of the meeting advised LDMs to go through the scheme carefully and publicize the same for successful implementation of the same. Action: Member Banks/LDMs Item No.25 Micro Financing – Self Help Groups The representative of NABARD apprised the house that 10569 SHGs are not credit linked. He requested that LDMs should allocate bank wise targets for credit linkage of SHG groups. Action: Lead District Managers. Item No.25(i) Joint Liability Groups- Financing of Joint Farming Groups of ‘Bhoomi Heen Kissan’. The progress under the scheme was reviewed and no action point emerged. Item No. 26(ii) Annual Credit Plan 2015-16 Achievements up to 30.06.2015 Shri K V Brahmaji Rao,Executive Director Chairman of the meeting observed that the progress in Housing and education is not up to the potential available in the State. He requested the member banks to increase the share of advances in these sectors also in order to keep the State on forefront in all sectors. Action: Banks/LDMs. Dr P M Ghole, CGM, NABARD Regional Office, Punjab apprise the house the issues of NABARD through power point presentation and following action points are required to be taken by the member banks/LDMs: In total Agriculture the share of Term Loan is very less which need s to be enhanced. Income of less than 5000 per household in the prosperous state like Punjab is 57% and that is on account of inadequate capital formation in Agriculture. Sensitizations of staff at branch level for increasing the level of Term loan. Further Shri Ghole, CGM, NABARD, desired that data for term loan is not available and from the next meeting data of Term loan be provided. Shri Ghole further informed that area specific schemes are being launched by NABARD like in 5 Districts i.e. Amritsar, Jalandhar, Ludhiana, Hoshiarpur & Roop Nagar the scheme of dairy financing is launched. Item No. 29.i (b) Collateral Free Loans to MSME The performance of the banks was reviewed and the banks i.e SBOP, U-Co Bank, where the collateral free advances is not 100% were advised to analyze reasons for the same and all the member banks were advised to provide the collateral free advances as per RBI guidelines. Item No. 29.i (c) Position of NPA in MSME advances The position was reviewed and Chairman of the meeting desired that recovery efforts to be put in place and steps should be taken by the member banks to reduce the NPA level in collateral free advances made to MSME Action: Banks Item No. 29.i (d) Review of Growth in MSE Accounts The progress was reviewed and no action point emerged. The progress was reviewed and the house observed that there are 109units where decision about viability is yet to be taken. House advised all the concerned banks to take decision within the time frame as per the RBI guidelines. Action: Banks Item No. 29.i (f) Credit Guarantee Fund Scheme for Micro & Small Enterprises Progress was placed before the house and the same was found satisfactory, no action point emerged during discussions. Item No. 30 Recovery of Banks' Dues- Pending Recovery Certificates under State Recovery Act. The Controlling Heads/LDMs were requested to use the mechanism of BRICS for effecting recovery under the certificates filed under State recovery Acts. The State Government was also requested to issue instructions to Sponsoring Agencies/Revenue Department to help bankers in recovering their dues. Action: Member banks/LDMs/ Revenue Deptt. Item No. 31 Delay in taking possession of assets by Chief Metropolitan Magistrates/District Magistrates under section 14 of SARFAESI Act, 2002. Minutes 133rd SLBC Meeting of Punjab 26 The house resolved that the full details of the cases where the bankers feel any problem in taking the permission from DC for cases filed under SARFAESI be sent to Convener Bank immediately for taking up the matter with the Govt. Action: Member Banks. Item No. 32 Financing of Tenant Farmers/Oral Lessees and Share Croppers. Deliberating on the issue, it was informed that the issue is pending at Financial Commissioner Revenue, Govt. of Punjab. The representative of revenue department assured the house that they will look into the matter for early implementation of the Act in the State. Action: Revenue Department. Item No 33. Yearly Calendar of holding SLBC Meetings. The house was informed that the next meeting is fixed for 17th November 2015. All the stake holders were requested for submission of the data in time and ensure to compare the same with the previous quarter department before submission of the same. The representative of CERSAI informed the house that there is lot of improvement in providing timely information to the CERSAI after the training programme of Banks at Ludhaiana. He conveyed his thanks to the Convener Bank for conducting such trraining programme. He requested the convener bank to review the performance of CERSAI in the SLBC meeting as an regular Agenda item from the next meeting and the performa for collecting information from banks will be sent to the Convener bank.
