The OVERVIEW County Business Patterns County Business Patterns provides data covering most of the economic divisions of the economy; i.e., agricultural services, mining, construction, manufacturing, transportation, public utilities, wholesale trade, retail trade, finance, insurance, real estate, and services. Summary data are provided on number of employees for the mid-March pay period, first quarter total payroll, total annual payroll, number of establishments, and the number of establishments by employment-size class. Data are tabulated by detailed kinds of businesses based on the 1972 edition of the Standard Industrial Classification (SIC) manual, including the 1977 supplement. Geographic areas tabulated are the United States, the 50 States, the District of Columbia, Puerto Rico, and counties. Prior to 1978, data in this program represented the following types of employment covered by Federal Insurance Contributions Act (FICA): (a) all covered wage and salary employment of private nonfarm employers and of nonprofit membership organizations under compulsory coverage, and (b) all employment of charitable, educational, and other nonprofit organizations covered under the elective provisions of the FICA.1 The employment data obtained from administrative records of the Internal Revenue Service since 1978 differ somewhat from previously published employment data, in that all persons employed by an establishment filing a Treasury Form 941 are included in the County Business Patterns program. Although Form 941 is used only by employers covered (at least partially) by FICA, the data also include individual employees of the same establishment who are themselves not covered by FICA. In past years, employees of this type were not included. The difference in employment coverage will affect only certain types of activities, notably those where retirement systems other than Social Security are provided, or where part-time employees are prevalent. Examples would include hospitals and educational institutions. Administrative data for employees of establishments totally exempt from FlCA are excluded as are data for self-employed persons.2 ____________________ 1. Exception being the multilocation firm electing exemption status for all or part of its establishments but reporting data in the Annual Organization Survey. 2. Starting January 1, 1984 FICA coverage became mandatory for employees of most non-profit organizations. Only churches or church-controlled organizations can elect not to be covered. Source of Data Data for County Business Patterns are extracted from the Bureau of the Census Standard Statistical Estab-lishment List (SSEL). The SSEL is updated annually by the Bureau of the Census and consists of results from the following data files: 1. Bureau of the Census Economic Censuses and Annual Company Organization Survey, which provide multiestablishment employer employment and firstquarter and annual payroll data for each establishment. 2. Bureau of the Census Annual Survey of Manufactures and current business survey information which provide data for both single unit and multiestablishment companies. 3. Internal Revenue Service quarterly payroll file. These data are primarily used to obtain payroll data for single-establishment employers. Quarterly payroll estimates have been included for those firms known to be in business, but delinquent at the time of closeout. Reports received after the tabulation cutoff date are not included. Comparability With Other Data Data in County Business Patterns Since 1974 The County Business Patterns data since 1974 are comparable except in the assignment of SIC codes. The data for SIC Code 5063, Electrical Apparatus and Equipment; SIC Code 1730, Electrical Work; administrative and auxiliary data for SIC Code 3600, Electric and Electronic Equipment; and SIC Code 4800, Communi-cation, are not comparable to that published in prior years. There have been no significant changes in the FICA coverage of workers between 1974 and 1982. Data in County Business Patterns Prior to 1974 Employment Data. The first quarter statistics on employment prior to the 1974 edition of County Business Patterns are basically comparable for major SIC groups (two-digit). However, due to changes in the 1972 Standard Industrial Classification Manual, data for some three- and four-digit SIC's may not be comparable, (See 1972 Standard Industrial Classification Manual, Appendix C, ``Relation of 1972 to 1967 SIC Industries Showing Only Changes from 1967.'') There have been no significant changes in the FICA coverage of workers from 1959 to 1973. In addition, comparability of County Business Patterns prior to 1974 may be affected by the definition of a reporting unit as opposed to the establishment definition used in the current County Business Patterns series. These differences are mostly confined to geographic area statistics in construction, oil and gas field services, off-shore drilling, and wholesale trade. Nonestablish-ment employment (employees of an establishment who do not work in the county in which the establishment is located) for multiestablishment employers are often reported in the Census Bureau's Annual Company Organization Survey at the address of the location from which they are paid. The ``reporting unit'' concept used prior to 1974 attempts to place employees in the geographic area in which the employee worked. Payroll Data. The current County Business Patterns provides data on total first-quarter payroll and total annual payroll. County Business Patterns prior to 1974 provide data on FICA taxable first-quarter payroll. The annual FICA payroll data are not available. First-quarter FICA taxable payroll is estimated to be within one percent of total first-quarter payroll. However, the difference between FICA taxable and total payrolls varies by economic industry. Reporting Unit Data. The current year County Business Patterns data are tabulated in terms of establishments. (See ``Glossary of Data Items.'') County Business Patterns data prior to 1974 are tabulated in terms of reporting units. The reporting unit as used for manufacturing industries differs from that for nonmanufacturing industries. Each manufacturing location of a company is counted as a separate reporting unit. In manufacturing industries, reporting units are, therefore, conceptually the same as ``establishments'' in Census Bureau terminology. In nonmanufacturing industries, multilocation employers (i.e. separate legal entities) are counted once in each county for each industry in which they operate, regardless of establishments operated. Therefore, for nonmanufacturing industries, the reporting unit counts are not comparable to the establishment counts. Employment and Payroll Data in the Economic Censuses Comparability of employment and payroll data between County Business Patterns and the Economic Censuses (taken in the years ending in 2 and 7) is affected by the following: 1. In general, the Economic Censuses represent reported data for individual establishments, whereas the County Business Patterns are based primarily on administrative record data for the same establishment units. Every effort is made to resolve significant differences for the same firm, but statistical differences are known to exist. Also, Economic Censuses data represent revised industrial classification codes based on reported detail products or services. The County Business Patterns include all known industrial classification revisions at the time of publication. Final 1977 Economic Censuses industrial classification codes have been incorporated since the 1978 County Business Patterns. Final industry classification codes derived from the 1982 Economic Censuses processing have been incorporated into the 1983 and subsequent County Business Patterns program. In addition, the Economic Censuses program includes small firms with no paid employees (i.e., the owners are the employees). These firms are excluded from the County Business Patterns program. 2. The County Business Patterns employment count represents the number of employees for the pay period including March 12. For the Economic Censuses, employment data for retail trade, wholesale trade, selected service trade (in scope of the census), and public warehouses represent counts for the pay period including March 12; manufacturing and mineral industries employment data represent an average of all production workers on the payroll during the pay periods including the 12th of March, May, August, and November, plus all other employees on the payroll during the pay period including March 12; the construction industry data represents estimates of the average number of employees on the payroll for the pay periods including the 12th of March, May, August, and November. 3. The Census of Retail Trade classifies employees of leased departments located within retail establishments as employees of the main establishment. In County Business Patterns, these employees were classified in the industry of the leased department that was tabulated as a separate establishment with its own industry classification. For example, the employees of a leased shoe department located in a department store were classified in the census as employees of the department store, but in County Business Patterns as employees of a shoe store. Employment and Payroll Data Under the State Unemployment Insurance Program Employment and payroll data, similar in a number of respects to the statistics in this file, are compiled for each of the unemployment insurance agencies of the 50 States, the District of Columbia, and for Puerto Rico, and are published each quarter by the Bureau of Labor Statistics (and, prior to 1972, by the Employment and Training Administration of the Department of Labor). These State data and related county or other local-area data are derived from the quarterly reports submitted to the State employment security agencies by employers subject to the State unemployment insurance laws and are compiled by each State under uniform definitions and minimum standards maintained by the Bureau of Labor Statistics. The SIC system is employed for industry classification purposes. Major differences between County Business Patterns and unemployment insurance data are attributable to several factors. These include differences in industrial classifications that arise because of differences between the concept of an establishment and of the reporting unit that is to be classified; differences in coverage of small nonprofit organizations, churches, religious organizations, and private schools; and other factors, such as differences in reports submitted by employers to Federal and State agencies and differences in methods of processing and adjusting data. Bureau of Labor Statistics Employment and Labor Force Estimates Employment Estimates. In cooperation with the Bureau of Labor Statistics (BLS), agencies in each State and the District of Columbia, including 47 employment security agencies affiliated with the Employment and Training Administration, prepare current monthly employment estimates by industry, both statewide and for 230 selected areas. These estimates are based on employment data reported each month by a sample of employers in each industry, and are periodically adjusted to levels indicated by social insurance statistics, primarily State unemployment insurance data. The annual March estimates of these series for comparable industry groups, which are published both by BLS in Employment and Earnings and by the State agencies in their monthly news releases, may differ from the corresponding County Business Patterns figures for a number of reasons. There may be differences in level within national and State figures because BLS estimates are adjusted to levels described above, which may differ from those shown by data in this file. There are also other differences, such as: (a) the two sets of data differ in overall scope (e.g., County Business Patterns excludes interstate railroads and government); (b) the County Business Patterns establishment may differ from the BLS reporting unit; and (c) the industry classifications assigned to the same entity may also differ. Labor Force Estimates. National estimates of the number of employed and unemployed persons in the labor force and data on their characteristics are currently published in the BLS monthly report, Employment and Earnings. This information is obtained for one calendar week each month from a sample of households throughout the country. Sub-national data from the same survey are published only on an annual average basis. Separate estimates of civilian labor force, employment, and unemployment are published for all 50 States, the District of Columbia, the 30 largest SMSA's, and 10 central cities. Data are published in the Bureau of Labor Statistics report, Geographic Profile of Employment and Unemployment, (year). These labor force statistics, compiled from household interviews, differ in definition, concepts, and methods of measurement from data based on business payroll records. They serve different purposes and differ from the County Business Patterns data for a number of reasons. For the household survey, workers are counted according to their place of residence, whereas for County Business Patterns, they are counted according to their place of work. The statistics from the household survey count each employed person only once according to major activity during the survey period; persons ``with a job but not at work'' and in a nonpaying status are classified as employed. In the County Business Patterns data, an employee who worked for more than one employer during the mid-March pay period may be counted more than once. In addition, there are various reasons for differences in the two series of data because of the reporting systems used; differences in the time period to which the reports refer; sampling variations in the figures based on the sample survey; and differences in industrial classification. These differences result from the fact that the survey information is obtained from respondents in workers' households, while the County Business Patterns industrial classification is based upon information provided by the employer. Reliability of Data These data have been tabulated from universe files and, therefore, are not subject to sampling errors. However, the data are subject to nonsampling errors. Nonsampling errors can be attributed to many sources: inability to obtain information about all cases in the universe, definitional and classification difficulties, differences in the interpretation of questions, errors in recording or coding the data obtained, and other errors of collection, response, coverage, and estimation for missing data. The accuracy of these tabulated data is determined by the joint effects of the various nonsampling errors. No direct measurement of these effects has been obtained; however, precautionary steps were taken in all phases of the collection, processing, and tabulation of the data in an effort to minimize the effects of nonsampling errors. Estimating techniques have been used for data records which have failed computer edits, had incomplete reporting on data items, or for data records of employers who failed to report in sufficient time to be included in the tabulations. The current imputation methodology is identical to the methodology used since 1978. Please refer to the 1978 U.S. Summary publication for a description of the methodologies used as well as estimates of the levels of imputation for the various data items. Inquiries on the effect of imputed data on published data should be directed to: Chief, Economic Surveys Division, Bureau of the Census, Washington, D.C. 20233. Details may not add to totals because some establishment records are not classified to the most detailed kind of business level but are tabulated to a broader kind-ofbusiness group. Detailed payroll figures may not add to totals because of independent rounding. Confidentiality In accordance with Federal Law, Title 13, Section 9, data that may disclose the operations of an individual employer are not published. However, the number of establishments in a kind of business and their distribution by employment-size class are not considered a disclosure, and these items may appear in instances where other items of information, such as employment and payrolls, are withheld. GLOSSARY OF DATA ITEMS County Business Patterns Establishment. An establishment is a single physical location where business is conducted or where services or Industrial operations are performed. A central administrative office is an establishment primarily engaged in management and general administrative functions performed centrally for other establishments of the same company rather than for the general public or for other business firms. Each legal entity (corporation, partnership, single pro- prietorship, etc.) having paid employees is required to file a separate Employer's Quarterly Federal Tax Return, Treasury Form 941, identified by an Employer Identification Number. For those legal entities comprised of more than one location (multiestablishment), data are obtained on an individual establishment basis from the Bureau of the Census Annual Company Organization Survey. The data in County Business Patterns for such legal entities are represented by reported establishment data by county and industry, on the basis of the annual report. The distribution for nonrespondents is based on the last previous Annual Company Organization Survey or Economic Censuses report. Establishment size designations are measured by paid employment in the mid-March pay period. The size group ``1 to 4'' also includes establishments that did not have any paid employees in the mid-March pay period but paid wages to at least one employee at some time during the year. Establishment counts are based on a determination of active status as of anytime during the year. Locations for both single and multilocation firms determined to be active anytime during the year (presence of payroll in any quarter) are counted as an establishment. In years prior to 1983, establishment counts were based on the determination of active status in the fourth quarter. This change in definition was necessary to reduce differences in the published number of establishments between the County Business Patterns and the other economic data programs. Payroll. Total annual payroll includes all forms of compensation which are subject to income tax withholding such as salaries, wages, commissions, bonuses, vacation allowances, sick leave pay, and the value of payments in kind (such as free meals and lodgings) paid during the year to all employees. Employees' tips and gratuities reported to employers are included. For corporations, annual payroll includes amounts paid to officers and executives which are subject to income tax withholding; for unincorporated business, it does not include profit or other compensation of proprietors or partners. Payroll is reported before deductions for social security, income tax, insurance, union dues, etc. For single establishment firms, annual payroll is the sum of the four quarters of the Internal Revenue Service Form 941 data for total compensation subject to withholding. For multiestablishment firms, annual payroll data is that reported in the Annual Company Organization Survey. First quarter total payroll consists of payroll, as defined above, paid to persons employed at any time during the January to March quarter. Estimating techniques based on the reporting patterns of eight quarters of payroll, were used to obtain payroll for those few employers determined to be delinquent. Mid-March Employment. Mid-March pay period employment is the count of employees during the pay period that includes March 12, as reported on Treasury Form 941 or as corrected by estimates in those cases where it was incompletely or improperly reported. Employment of establishments of multiestablishment employers is obtained from the Annual Company Organization Survey or is estimated for those establishments which did not report employment. Industry and County Classifications. Initially, all employers are assIgned industry classifications by the Social Security Administration on the basis of their nature of business and location information supplied on their applications for employer identification numbers (Treasury Form SS-4). County classification codes are assigned by the Geography Division of the Bureau of the Census based on address information from the Business Master Files and the Internal Revenue Service. The Bureau of the Census also assigned or updated industry and county classifications for a substantial number of establishments canvassed in the Economic Censuses, Annual Survey of Manufactures, Annual Company Organization Survey, and Annual Business Surveys. These changes were based on information on actual physical location and major activity, as determined by nature of business, type of operation, and commodities handled or services rendered. All currently available industry and county codes assigned to establishments in the Economic Censuses were used to update the industry classifications and county codes in the County Business Patterns. Industry Classification. Industry classifications are based on the 1972 edition of the Standard Industrial Classification (SIC) Manual including the 1977 supplement. Additional information on industry classification is furnished in various appendixes that appear in the U.S. Summary report. In a few instances, the most detailed industrial classifications for which data are presented represent combinations of more detailed SIC industries. ``Unclassified establishments'' include establishments typically new businesses that could not be classified in any major industry group because of insufficient information. The administrative and auxiliary establishment classification in this file represents central administrative offices and auxiliary establishments such as warehouses, research laboratories, and maintenance locations. Such data are shown separately by industry division for each county and by major industry group for each State and for the United States. Industry classification of an establishment is based on the primary activity which is determined by its principal product or group of products produced or distributed, or by services rendered. For activities such as construction, transportation, communications, electric, gas, sanitary services, dispersed sales activities, and similar physically dispersed operations, establishments are represented by those relatively permanent main or branch offices, terminals, stations, etc., which are either (1) directly responsible for supervising such activities or (2) the base from which personnel operate to carry out these activities. Hence, the individual sites, projects, fields, networks, lines, or systems of such dispersed activities are not ordinarily considered to be establishments. As an example, a construction establishment is defined as a relatively permanent office, or other place of business, at which or from which the usual business activities related to construction are conducted. Employees engaged in force-account construction (construction work performed for its own account and used by an establishment primarily engaged in some business other than construction) are classified in the principal nonconstruction activity that is being performed or will be performed at the site. Establishments that are selling and installing or erecting such products as structural steel buildings and bridges, elevators and escalators, sprinkler systems, central air-conditioning systems, automatic temperature controls, prefabricated metal room dividers, and others where the installation or erection cost are a major part of the total costs are classified as contract construction. County Classification. Establishments are assigned county classifications on the basis of the physical location. The independent cities in Virginia and the independent cities of Baltimore, Maryland, Carson City, Nevada, St Louis, Missouri, and others are treated as separate counties. These records have ``999'' as the county code. This incomplete county detail causes only slight understatement of county employment in most major industry groups. HOW TO USE THE DATA DICTIONARIES The dictionary documents the data contents and the record layout of each file. The first record of each data item gives the field number, field name, data type, size/width of the field, decimal position (if any), and the variable description. Following these items, on subsequent lines, are any applicable notes and value codes. Below is a brief description of the information provided for each data item. 1. Field Number.
