The meeting began at 9.15am
The Acting President, Cik Lilywati Arshad thanked all members for their attendance.
Members were asked to review the minutes of the last Annual General Meeting held on 12th March 2013. Since
there was a quorum and no objections raised , the minutes of the Annual General Meeting held on 12th March
2013 were proposed to be adopted by Mr Lim of Beauty Specialist Distributors Sdn Bhd and seconded by Ms Keh
Ee Lyn of L’Oreal Malaysia Sdn Bhd.
President’s Report 2013
The Acting President and the rest of the committee gave an overview of the activities done for year 2013 – 2014.
The committee reports shall be attached to these minutes for your information and also be uploaded to the
CTFA website. See Appendix 1.
Treasurer’s Report 2013
The Treasurer, Enc Khairul Izlan Ismail gave a report of the accounts closing of year 2013. A copy of the audited
accounts was emailed to all members 14days prior to this AGM meet.
There being no further query raised, the accounts of 2013 was proposed for adoption by Ms Nor Hana Hamzah
of Colgate Palmolive (M) Sdn Bhd and seconded by Enc Abdul Aziz Arshad of Simplysiti Sdn Bhd.

Other Business
The Board had reviewed the Constitution of the Association and has unanimously agreed to reinstate the points
of objectives into Article 3. “Objectives”. The following resolution was passed and adopted during the AGM
meeting.
“Resolution to Vote for Amendment on Part of Constitution of The Cosmetic, Toiletry And Fragrance Association
of Malaysia”
Resolution to vote on the amendment of Article 3:3. OBJECTIVES
This will be reflected in the CTFA Handbook.
Propose to amend Article 3 to read as:
3. OBJECTIVES
1. To be a leading and dynamic cosmetic association in Malaysia that provides significant value to the
members, stakeholders and consumers.
2. To promote trust, mutual cooperation and goodwill amongst the members.
3. To represent members in building network with vital stakeholders and key opinion leaders.
4. To proactively advocate for a fair and progressive regulatory environment by engaging in relevant
forums with the stakeholders at both local and international level.
5. To be an authoritative advisor to the members and stakeholders whilst promoting a conducive
environment that protects consumers.
There being no further query raised, the above Resolution was proposed for adoption by Ms Habibah Tajulaarus
of Reckitt Benckiser (Malaysia) Sdn Bhd and seconded by Mr Ong Kah Keong of Hawley & Hazel Marketing
(Malaysia) Sdn Bhd.
Other Matters
1. There were no other matters and the AGM meeting ended at 9.45am.

Business of the Election:1.
Ms Nor Hana Hamzah of Colgate Palmolive (M) Sdn Bhd conducted the Election of Committee Members
whose tenure will be for 2 years – 2014 to 2016.

Ground rules of Election (was projected for members viewing)
The following Articles of CTFA’s Constitution pertaining to Election were presented to the members present as
the Ground rules for Election:Article 7. MEMBER’S REPRESENTATION
c) Only one representative from each member company are allowed to be elected in the
committee.
Article 11. Proceedings at General Meetings
c)
Voting – Every Member present, shall be entitled to one vote upon each motion before the
meeting, and each motion shall be decided by a show of hands, and in case of an equality of votes the
chairman of the meeting shall have a second or casting vote. No proxies are allowed.
Articile 12. The Committee
ii)
All members of the Committee and every officer performing executive functions
in the
Association shall be Malaysian citizens. No members shall be eligible to stand for election to the
committee unless he has been an Ordinary member for the past one (1) year.

Article 13. MEMBERSHIP OF THE COMMITTEE
a)
Election of Committee – The President, Vice-President and every member of the committee shall be
elected at each Annual General Meeting and shall hold office only until the next Bi-Annual General
Meeting. Names for the above office shall be proposed and seconded and election will be by a simple
majority of members present at the Annual General Meeting.
d)
All persons nominated for election to the committee must be full time permanent employees of the
Member Company.
e)
No member shall be nominated or elected to office, unless with his consent and presence at the
Annual General Meeting. In the event of his absence at the meeting, a valid reason to that effect
must be submitted to the Secretary at least twenty-four (24) hours before the meeting together with
his written consent to stand for election.

APPENDIX 1 – Committee Members’ Reports
2014 PRESIDENT’S REPORT
In the dynamic business of cosmetics, companies are constantly innovating new products to reflect the shifts in
fashion trends, lifestyle and technology. It is therefore critical that both the industry players and regulators are
in constant dialogue to ensure that the governing regulations are progressive and in tandem with these changes.
I am pleased to report that CTFA has remained relevant in this context. In 2013, we have seen an increase in
discussion invitations from various governmental agencies, such as that from the Malaysian Administrative
Modernization and Management Planning Unit (MAMPU) on the Halal Certification Management Focus Group.
This increasing trend proves that we are indeed moving in the right direction, in reinforcing CTFA’s position as a
credible and trustworthy industry representative.
In addition to our continuous collaboration with our key stakeholders, the National Pharmaceutical Control
Bureau (NPCB) and the Department of Islamic Development Malaysia (JAKIM), 2013 also witnessed the
expansion of our stakeholder portfolio as we initiate rapport with the Film Censorship Board (LPF), Advertising
Standards Authority Malaysia (ASA), Malaysian Communications and Multimedia Commission (MCMC), and the
Communications and Multimedia Content Forum (CMCF), in line with our anticipation of increased vigilance on
product claims and advertising.
Beyond regulations and business operations, CTFA also strongly believes in building talents. For 2014, we look
forward to providing more and more opportunities for members to participate and lead the various initiatives
that we have in the pipeline.
On a personal note, I would like to convey my heartfelt gratitude to fellow CTFA Board Members for their drive
and unrivaled passion in pursuing CTFA’s objectives. A special thanks to our Training and Education committee
members : Ms. Revathi Gunasekaran, Mr. Teh Yit Cheng, Ms. Chng Soo Imm and Ms. Janice Cheong, who have
worked relentlessly throughout the year on the association’s training schedule and successfully ending the term
with the Cosmetic Seminar in Feb 2014. I wish to also record our deepest appreciation to En. Abdul Aziz Arshad
who served as CTFA’s President up until his departure from the association in March 2013, for his wisdom and
leadership.
CTFA remains committed to its ambition in advocating an industry that embraces the spirit of self-regulation,
and in providing creative and pragmatic solutions that are mutually beneficial, for the industry, the authorities
and the consumers.
We invite you to continue on this exciting journey with us. Together we can be the catalyst for advancing our

Technical Regulatory Committee Annual Report 2013/14
In 2013, the Technical Regulatory Committee (TRC) continued to play an important role in protecting the
interests of the CTFA members. In order to consistently exceed the expectations of our key stakeholders,
continuous communication as one industry voice remains as key focus for the TRC and it is our commitment to
ensure that timely communication to company members on the regulatory developments or decisions.
TRC also continue to contribute as a strong industry representations by channeling our efforts through the
following key strategic platforms:
1) the Technical Working Group (TWG) with the National Pharmaceutical Control Bureau (NPCB)
2) the meetings of the ASEAN Cosmetic Committee (ACC) and ASEAN Cosmetic Scientific Body (ACSB).
3) Cosmetic Safety Expert Committee (CoSEC)
Through TRC’s participation in the ACSB/ACC meetings, we were able to put forth CTFA’s position in relation to
the various technical issues raised, including the review on the potential consideration on Cosmetic Product
Safety Report Annex 1 (EU Cosmetics Regulation), Mouthwash containing Fluoride labeling requirement and
ASEAN Sunscreen Labeling Guideline review.
During the TWG and association meetings, national issues affecting the industry continue to be addressed in
particular on the National Pharmaceutical Control Bureau (NPCB) continuous implementation of Post Market
Surveillance on product, advertisement and technical documentation. NPCB has been aggressively in placing
through the years the series of audits on Product Information File (PIF), Cosmetics advertisement, Labeling
Compliance and Product Testing. In addition to the above, other matters are Proof of Notification of products in
the trade, the Progress of Pharmacy Bill and Launching of the Medical Device Centralized Online Application,
Discussion on Weights & Measures Regulation with KPDNKK etc.
Besides its involvement in the above meetings, the TRC also actively the activities of other sub-committees of
the CTFA, namely the Government & External Relations Committee and IT & Website Committee which includes
activities such as participation in meetings with JAKIM on broad governance issues in pertinent to Halal
Regulation and NPCB Quest 3 System,
For 2014, the TRC will remain committed to its mission to protect the CTFA members’ interests and keeping the
members updated on relevant regulatory developments.
Lastly, we would like to express our sincere gratitude to fellow Board and TRC Members for their contribution
and continuous support on the TRC activities through the years. On behalf of the TRC, we wish to also thank all
the members who have provided their feedback on TRC-related matters. Here’s to another great year!

2013 Annual Report, IT & Website Committee
Below are main activities for IT and Website Committee for year 2013
1) IT Support Service
Early of the year, due to significant fee increase by MOBITION for their IT service the board has decided to
source for new IT consultant and has agreed to appoint KERIA CODER to replace MOBITION. With the change of
service provider, CTFA website and ACD database has been migrated to new hosting server in April 2013 and
now manage by KERIA CODER. The migration was successful and the website and ACD Database is working well.
In 2013 we have continue to provide information and updates to the members through our website.
Presentation materials, minutes of meeting and other information can be easily retrieved from our website by
members.

Discontinuation of TM e-mail Service
In October 2013 Telekom Malaysia Berhad has announced the discontinuation of their e-mail services by 1 Dec,
2013. Our official e-mail ctfam1@streamyx.com was affected by this activity. In order to avoid any disruption in
our communication we have quickly worked with our IT consultant to setup new e-mail info@ctfamalaysia.org
for the association. There were some problems for new e-mail during the initial stage and later on the problem
has been resolved. We would like to apologize for any inconvenience caused during this e-mail transition period.
3) Development of new CTFA Website
Our existing website was developed back in 2005 and using old website system. It has some limitation and
outdated system. With the board approval the committee has started the project in June 2013 with KERIA
CODER to develop new website for CTFA. This new website is using CMS (Content Management System) which
have many advantages compared to old website system. While giving new look, the new CMS website also will
be easier to manage. The project now is at the final stage and the new website is planned to launch in 2014.
We also would like to take this opportunity to thank all members for their support to the committee throughout
the year and we will do our best to provide better service to all members in coming year.

External Affairs Sub-Committee 2013-2014 Annual Report
Membership
All the Board Members of the CTFA are essentially members of the External Relations Sub-committee as they
continue to participate in most of the External Affairs Sub-Committee activities.
Key Activities for 2013 - 2014
For the past one year, the External Affairs Sub-Committee continues with the initiative to develop new relations
with external government departments / authorities that are key to the Association besides strengthening the
existing good working relationship with the relevant departments in the Ministry of Domestic Trade,
Cooperatives and Consumerism (MDTCC) and Department of Islamic Development of Malaysia (JAKIM). For this
period, we have successfully established good connection with the Film Censorship Board (LPF), the Department
of Standards Malaysia and Malaysian Administrative Modernization and Management Planning Unit (MAMPU),
The Committee also continues its collaboration with other Sub-committees of the CTFA especially the Technical
& Regulatory and the Training Sub-Committee in delivering the fundamentals of the External Relations SubCommittee responsibilities.
i.
Initiatives with JAKIM
The Committee led several discussions with JAKIM’s officers and is pleased to report that the Association has
achieved some headway in the efforts to influence for simplification and improvement of efficiency relating to
JAKIM halal certification procedures and processes. Example of the successes in this area:
a. JAKIM’s agreement to consider granting conditional approvals for “no site audits” for similar products
produced by sites with valid certification.
This means that for products with formulation that are similar to products that are already halal certified by
JAKIM and the certification for the site is still valid, JAKIM is willing to consider conducting only “paper
audit” without the need for site audits provided certain conditions are met. The CTFA has proposed for the
“industry friendly conditions” to JAKIM and at the time of writing this report, the Association is waiting for
JAKIM’s final response.
b. JAKIM’s concurrence to consider granting a longer validity period for cosmetics products halal certification
for companies that meet the set criteria
JAKIM has agreed to the suggestion of the CTFA to set up a Committee with the Association to discuss and
propose for the set criteria to be submitted to JAKIM’s Management for approval. The Committee is

expected to meet from Mar 2014 to deliberate on this and other proposals (not stated in this report) of the
CTFA relating to simplification of the halal certification processes and procedures.
The CTFA continues to receive recognition by the government in representing the cosmetic industry in dialogues
and projects on halal. The latest on this is the invitation from MAMPU for the Association to be a member of one
of the Focus Groups set up by them to review the current Halal Certification process and procedures in Malaysia
and to come up with proposals on this subject to be incorporated in the 11th Malaysia Plan. For this purpose,
the CTFA representatives will be working in a Focus Group led by the Department of Standards Malaysia.
ii. Activities with the MDTCC
The key activity with the MDTCC this year is participating in the Focus Group formed by the Ministry to work on
the proposal for implementation of Global Harmonized System (GHS) in Malaysia. The External Affairs
Committee is participating more at advisory level as well as monitoring the development in meetings of the
Focus Group since the current products being looked at by the Ministry for GHS implementation are household
cleaning agents and paints, not cosmetics.

The Sub-Committee would like to once again record the utmost appreciation to the Board Members of the CTFA
for their contributions and participation in the External Affairs Sub-Committee activities in 2013-2014.
