drafting works outlined below will be considered and those successful
offered Period Orders and/or placed on a short listed panel. Period
Orders will be maintained for a period of 24 months, with options to be
able to extend the order for two additional 12 month periods from the
date of issue of the purchase order. The unit rates costs will be
revalidated before the Order is extended. Closing Date : 29 March,
2006 at 9:00 AM. The Contractor will be awarded work in blocks for
specific projects. The work shall be recorded on daily time sheets,
which shall be made available for inspection upon request by the
Principal. Reports shall be furnished on an approved report form to the
Principal at monthly intervals for each project providing a list of
drawings being worked on, and progress on each drawing. For jobs
being paid at hourly rates the time spent by each classification of
employee during the reported period shall be recorded. Time spent on
verification and checking shall be separately recorded. These forms
shall be certified by the Contractor before forwarding to the Principal.
The Principal shall compare these times with established times as a
means of measuring performance.

requested from all Vendors. Information obtained from any other
source is not official and should not be relied upon. Inquiries or
questions may be recorded, answered and distributed only to the
Vendors that have submitted a Receipt Confirmation Form. Response
may or may not be in the form of an addendum. The decision to issue
or not issue an addendum is entirely at the sole discretion of the FHA.
The FHA shall not be obligated to post changes to the RFP on the

Request for proposals for the procurement of consultancy services for
the Environmental Review And Action Plan. Assignment Description:
The Bank intends to provide the Irkutsk Oblast with the loan in RUR,
equivalent up to EUR 30 mln to finance a priority investment
programme in district heating sector (the "Investment Project"). The
primary objective of the proposed assignment is to support the Client
with international expertise to advise on technical and financial
feasibility of the priority investment programme and prepare a
bankable project. Utilising existing studies and reports related to the
subject the consultant's scope of work is anticipated to include: proposed priority investment programme; - proposed institutional
strengthening programme; - proposed procurement and
implementation strategy; - financial/economic analysis; environmental review and action plan; and - the potential for carbon
credits. The Investment Project is envisaged to include: 1. Heat
consumption optimization programme in four municipalities with an
objective to establish an efficient user of heat and increase efficiency
of district heating services by installation and operation of local
heating sub-stations with heat metering and heat regulation devices. 2.
Rehabilitation and upgrading of selected boilers and municipal local
heating systems in further 7 municipalities with an objective to
improve efficiency of services and optimize costs by conversion from
oil to coal and upgrading of distribution networks. 3. Improvement of
regulatory framework and standards for district heating services in
municipalities and introduction of incentive based service contracts 4.
Assistance to newly created operation companies through

management; Preparation of local and strategic environmental impact
assessment studies (EIA studies) needed to address specific local
conditions and mitigation measures for each potential negative

consultant will be selected in accordance with the procedures set out
the World Bank's Guidelines: Selection and Employment of

Jadranski projekt d.o.o. will carry out the selection of the consultants
who will be included in the short list and invited to participate in the
competition. Selection of Consultants for all Packages will be selected
in accordance with Quality and Coast-based Selection Method
(QCBS). The Republic of Croatia intends to apply part of the proceeds
of this grant to eligible payments for which this request for
expressions of interest is issued. These Payments are divided into four
separate packages, each of them to carry out consultant services for

Objective(s) :- The objectives of the project are to enhance the
institutional capacity to manage water and forest resources; reduce the
incidence and severity of water shocks in the Aberdares catchment in
particular; and improve the livelihoods of communities participating in
the co-management of water and forests. Achievements under the
project will be measured by indicators tracking changes in organizations
and their performance, in the health of the natural resource base, and in
welfare of participating communities (including in the latter indicator
frequency and severity of shocks). Description :- The project has four
components: Management of Water Resources, Management of Forest
Resources, Assistance to Communities, and Management and M&E.
The first two components support the legal and institutional reforms
contained in recent legislation, as well as investments in the two

Objectives The proposed GEF Project is consistent with the Country
Partnership Strategy which supports: (a) improved service delivery for
human development (empowering people and building a social
contract; (b) improved environment and services for non oil growths
(promoting private enterprise to foster growths of the non-oil sector);

Fadama Development Project will help stimulate poverty-reducing

Project Description :- FMO invested USD 36 million from the LDC
Fund in gas companies Bengaz (Benin) and Sotogaz (Togo), which
will allow both Togo and Benin to connect to the West Africa Gas
Pipeline (WAGP). This USD 560 million project is aimed at the
construction and operation of a 620-kilometer gas pipeline from
Nigeria to Ghana, offshore via Benin and Togo. The WAGP will
transport gas, that otherwise would have been burned off, from the oil
fields of Nigeria to Benin, Togo and Ghana. With the WAGP, a
sustainable energy source is within reach. In addition, the cost of gas
is economically more beneficial than most other fuel sources and
therefore might lead to lower-cost electricity production. Nigeria burns
off large quantities of gas and therefore contributes considerably to
worldwide CO2 emissions. The WAGP prevents large quantities of
CO2 emission. As a result of gas provision to other power stations and
factories, many business initiatives are expected in the near future.

United Kingdom - UK Gives Dar $542m for Poverty Reduction

Britain will grant the Tanzanian government £310 million ($542.5
million) over the next three years for its poverty reduction programme.
The grant will make Tanzania one of the biggest UK aid recipients in
the world. Unlike in neighbouring East African countries, the money
is direct government- to-government support and is meant to be spent
on water, health and education projects. British aid support has grown
from only £35 million ($61.2 million) in 2001 to £85 million ($148.7
million) this year and will rise to £90 million ($157.5 million), £105
million ($183.7 million) and £115 million ($201.2 million)
respectively over the next three years. The new money follows an
agreement between the Tanzanian government and donors on January
14 when the Partnership Framework Agreement was signed. Under
this agreement, donors are meant to commit to a sum of money three
years in advance to enable government departments to plan ahead. The
UK's Department for International Development (Df) says that its
direct grant to Tanzania "provides long-term reliable funding to use in
reducing poverty." UK Secretary of State for International
Development Hilary Benn said that progress across East Africa
"depends on African governments taking responsibility for their own
countries' development. "Tanzania has taken great strides in
improving the lives of its people and the UK will continue to support
it. "DfID is the largest bilateral contributor of budget support to
Tanzania, having provided £330 million ($577.5 million) over the past
six years. Our confidence in providing budget support comes from
Tanzania's improved performance in poverty reduction, civil service
reform, robust economic growth and expansion of health and

Jordan - Cabinet decides to proceed with Disi Water Project

The Cabinet decided on Tuesday to proceed with the Disi Water
Conveyance Project and invite investors and companies to submit
their bids on a Build, Operate and Transfer basis. Upon completion,
the conveyor system will supply Amman and the southern
governorates with some 100 million cubic metres of water per year,
pumped from the southern Disi aquifer. Moreover, a main pumping
station, three storage wells and a 320-kilometre conveyance line will
be built on the project site. The Disi project is one of six strategic
water projects initiated by the Water Ministry to control the water
deficit. During their weekly session, the Council of Ministers agreed
to distribute revenues of oil derivatives, which amounted at JD55
million, to the Greater Amman Municipality, other municipalities in
the Kingdom and services councils. The Cabinet also agreed on the
restructuring and privatisation of Royal Jordanian, and accepted the
conditions of the bid to construct a railway between Amman and
Zarqa. Meanwhile, Mohammad Shraidah was appointed as secretary
general of the Council of Ministers, a post that was left vacant after
former secretary general Salim Khair was sent to retirement several
weeks ago. In addition, the Cabinet decided to terminate the services
of Ziad Matarneh, the director general of the Vocational Training
Corporation. Matarneh was removed from his post in mid-2005 and
filed a motion against the government at the Higher Court of Justice,
which ruled in his favour resulting in his reinstatement. The Cabinet
also terminated the contract of Mamoun Noureddine, the secretary
general of the Higher Youth Council, and accepted the resignation of
Yousef Nsair, the director general of the National Information Centre.
Also on Tuesday, Prime Minister Marouf Bakhit appointed Ali Ayed
as director of the Prime Ministry's Political Department and Safwan
Bataynah as director of its Economic Department. Both posts were
created when the Prime Ministry departments and divisions were

Saudi Arabia - IDB, ADB invest in Pakistans water sector proj incl big

Saudi Arabia, the Islamic Development Bank (IDB) and the Asian Development
Bank (ADB) have expressed their willingness to invest in Pakistan's major water
sector projects including upcoming big dams. Official sources in Islamabad said
that Pakistan, which needed roughly $30 billion for building mega water sectors
project, was expecting sizable investment from the Saudi Arabia, IDB and ADB
with a view to removing the growing water and power shortages in the country.
The Saudi government and other two banks have not yet made any commitment
how much funding they would provide or how many investors would take part in
the construction of big dams. However, they have agreed to exchange follow up
delegations with Pakistan to crystalize their investments and financing

s advisor Riaz Ahmad Khan held talks with senior officials of Saudi government

sought financial support and investments for big dams like Basha, Kalabagh, and
Akhori. About ADB, sources said that the bank was currently finalizing its
strategy to provide adequate funds to help build dams and other infrastructure
projects. These sources said, the inauguration of Bhasha dam has been delayed
for some time owing to logistic problems in the area. The President had
announced in his last month televised speech to inaugurate the project in

Programme in order to facilitate approximately 200 participants. The

panel of approved experts. It is envisaged that the next run of the

Invitation for tenders for procurement of consulting services for sewer
and stormwater networks extension project. The main objective of the
services is to improve the existing conditions by extension of sewer
network for serving approximately half of the remaining population of
16% in the areas where wastewater is discharged to the septic tanks
