2 EXECUTIVE SUMMARY
The Project for Capacity Building in the State Authority for Geodetic Works (SAGW) for
Macedonia has been operational since August 2005, approximately nineteen months. Over
the duration of the Project, Swedesurvey, AB, the consultant engaged by the Swedish
Work plan 2007

International Development Agency (Sida) to implement the Project, has focused on
training and technical Capacity Building to prepare the SAGW for the implementation of
the Real Estate Cadastre and Registration Project. The primary training interventions have
been in legal and surveying and mapping (cadastre) related activities. The primary
technical interventions have been in information and communications related activities and
to a lesser degree in the provision of modern surveying and mapping tools. The Project has
also provided technical assistance and training to other projects being implemented in the
SAGW such as the Kumanovo Model Cadastre Office Project.
Approximately 900 administrative and operational staff of the SAGW and PMU and
approximately 60 management and staff of private survey companies have received
training from the Project over the past year. The training programme included such topics
as:

Data collection and processing

Data preparation and presentation between private and public surveyors

Cadastre and registration related legislation including laws, sub-laws, new
amendments to the laws, and fees and tariffs

Operation of modern surveying technology

Computer operating systems and MS Office applications

Geographic Information System applications

Information and communication technology hardware and software

Organizational behaviour and management

Training for trainers

Private business management, marketing, financing, and customer relations
This is a new Draft Work Plan, which is reflected on the SAGW:s and PMU:s new
requirements. It has been deeply discussed by the involved parties
Project Management Unit (PMU) require training from the this project in the frame of
Component 2a as follow:

SAGW, PMU and the Sida project about Capacity Building have come to a conclusion
that the planning for remaining 1,5 years must be in such a way that time and effort
should concentrate on most important segments of their business processes and
responsibilities as well but also on management.
Main objective of this project is to build teams with their own capacity to develop and
maintain the SAGW database in all its segments, especially in currently requested
segments and at the same time guarantee the reliability and quality of data to all
customers; private persons as well as private organizations, state or local administration
authorities.
The Work Plan contains activities adequate to requirements demanded by partner,
SAGW enabling them to provide modern means of service consolidate its strategic
position in society and also support and contribute to further economic development of
the country. The Work and Time plan clearly describes:



A high level work plan, approach and methodology aimed at best
utilizing the Sida funding to satisfy the SAGW:s requirements
for education, training and expert consultation
A detailed project activity, budget and implementation plan for the
year 2007-2008
A description of an efficient and proven project implementation
approach including: management of communication mechanisms
between project entities, risk mitigation, project responsibilities, reporting
and quality control

3 Project Recipients and Beneficiaries
The recipient of the Capacity Building Project in the Republic of Macedonia is the State
Administration for Geodetic Works (SAGW). The main beneficiaries of the Project are the
staff of the SAGW and all those citizens of Macedonia that are users of the cadastre and
registration system including notaries, real estate brokers, bankers, and real estate
developers. The SAGW administration and staff and others who participate in the training
programs will be:

Educated and trained in the management and administration of the national cadastre
and registration system;

Introduced to, and trained in the operations of, modern state-of-the-art surveying and
mapping technology;

Introduced to, and trained in the operations of information technology systems to
create, store, maintain, and distribute cadastre and registration information to clients
throughout the Republic; and

Will be educated and trained to provide fast and cost effective service to all citizens
using the national cadastre and registration system.
The citizens of Macedonia will benefit by receiving faster and improved services and
products from the national cadastre and registration system.
Macedonia is undergoing major developments and changes in the area of land
administration. restitution, denationalisation, systematic cadastral surveying and rights
adjudication, registration system development, data conversion, introduction of modern
survey techniques, privatisation of land survey services are only some of the issues on the
agenda.

4 Project Objectives
The main objective for this project is to provide education and training to the management
and staff of the SAGW to:

improve the capacity to manage and organize its facilities and workflow through
better management of human, technical and financial resources;

improve the management capacity of the PIU to manage the World Bank Real
Estate Cadastre and Registration Project in an effective and efficient manner;

make more effective use of new tools and technology for cadastre systems such as
the Global Positioning System (GPS), digital photogrammetry, and totalstations,
and modern information and communication technology (ICT);

become educated in legal matters associated with the creation, registration
(security), and transfer of real estate rights, and administrative matters;

develop, implement and maintain registration procedures and systems for real
property information management, and land administration; and

to assist private industry to establish and operate private cadastre surveying
practices.
5 Changes of requirements in the inception report
The requirements in the Inception Report of the project “Capacity Building for
Macedonia” has some changes as following:

Valuation and mass appraisal

Oct 16—20 2007
Course description:
The course will give an overview of real property valuation in Europe with
special focus on the information needed for real property valuation, valuation
theory and methodology and also on mass appraisal methods for e.g. taxation
purposes. The course will include basic valuation and economic theory and
describe the role of real property in a market economy. It will demonstrate
different situations when valuation is needed and methods adapted to these
situations. Techniques for collection of market data and the use of GIS for
analysing of information and production of value maps will be demonstrated.
The program will allow time for reflection and discussions and includes practical
demonstrations and exercises.

Course objectives:
The participants have achieved an understanding of how real property valuation
is dealt with in a market economy. They will have a basic knowledge in most
common valuation methods used for single property valuation and mass

International Course: Study tour
Land Administration with the Emphasis on Registration
Venue : Gävle, Sweden
Course description:
The course will give an overview of the land administration system in Sweden
with special focus on land registration. Comparisons will be made with the
system in other countries. The course will include a review of the land
registration systems in Sweden and the EULIS and INSPIRE projects. Land laws
and regulations for land registration as well as procedures and organisation will
be discussed. The use of IT for land registration and internet for communication
with stakeholders and the development of digital archives will be demonstrated.
Visits will be made to local courts who undertake land registration.
The programme will allow time for reflection and discussions and includes
practical demonstrations and exercises.
Course objectives:
The participants have achieved a comprehensive image of how land registration
is performed in Europe and Sweden and be able to compare different aspects in
terms of legal system, procedures, organisation and financing and use of IT.

The participants are ten persons working with the development of the land

Geographic information for Cadastral Systems (GIS)
Venue : Gävle, Sweden
Course description:
The course will give an overview of the land administration system in Sweden
with special focus on the production and use of geographic information for
cadastral purposes and how this information can be disseminated and used in
society. The course will discuss the need for geodetic control for cadastral
information and how this can be organized using modern technology and
adapting standards that are connected to the European standards (EUREF). Other
topics will cover cadastral surveying with GPS, GPS reference stations and
networks, gyro- and total stations etc. The data flow from data collection in the
field to storage in data bases and production of maps on demand will be
demonstrated. The establishment of cadastral map data bases, content,
organization and standards and tools (software) for these kinds of applications
and workflows for updating of the information will also be discussed. The use of
digital cadastral data as a part of a base map system and the dissemination and
use of this information for other purposes (National Spatial Data Infrastructure,
NSDI) than cadastre are other topics included in the course.
The programme will allow time for reflection and discussions and includes
practical demonstrations and exercises.

information is collected, treated, stored, maintained and used in the Swedish
cadastral system and as a part of the geographic Sweden data (NSDI) together

Course Description: ArcGIS 9.2 software introduces cartographic representations, which are used to
create sophisticated feature symbology that is stored in the geodatabase with the associated spatial
data. This course explains what cartographic representations are and how they can be used to solve
cartographic problems that were formerly difficult or impossible to solve in the ArcGIS environment.
Students learn how to create symbology for different map purposes and scales without duplication and
reprocessing of spatial data. The course teaches cartographic representations in the context of a map
project: in the exercises, students convert existing symbology to representations and gain experience

Background:
Gender awareness
The workshop will pay special attention to the gender issues when implementing the
project activities. Gender issues in the context of this programme have mainly two
aspects, one has to do with the development of equal carrier opportunities within the land
administration sector. This will influence the choice of participants to training
programmes and other project activities and the design of the programmes and activities,
all in order to give equal opportunities for men an women to benefit from project
activities. The other aspect has to do with women’s rights to real property. The emphasis
will here be on awareness building, that the issue actually is important and that there are
needs for instance to build information systems in such a way that they can provide
statistics on gender issues. The land administration officials can do a lot to promote
equality and safeguard existing rights, if they are aware of the problems and that weaker
parties often need special attention, e.g. with advice, in order to be able to safeguard their
rights. In this sense, the consortium will promote the FIG (International Federation of
Surveyors) guidelines on Women’s Access to Land, which have been elaborated with the
participation of Swedesurvey.

Course - Public Relation

One important aspect of the land administration reform in Macedonia is public
awareness. The land reform is unfortunately starting from a point, when the general
public as well as many agencies have low confidence in the land registration system
currently running. It is important that improvements of the land registration system go
hand in hand with public relation activities, aiming at improving the image of the land
registration procedures. This is a very common fact in many countries and the members
of this consortium have considerable experiences of working with public relation issues.
The public relation activities started in year two of the project when two local public
relation experts were recruited to the project team. These experts are working with the
development of a mass media outreach plan to work with the general public in different
forms. Other activities are planned geared towards main stakeholders and decisionmakers. The mass media outreach plan will involve:

Appropriate information packages/doses will be designed professionally, to
appeal/fit a mix of target audiences in priority order and influence them such that the
political leadership hierarchy and the grass root community own, or buy into the land
reform programme and market it positively.

Radio programs and timed commercials

Television programs, talk shows and commercials during prime time;

Media relations/lobbying to package accurate and timely information through press
conferences, press releases, news paper articles and advertisements in print
newspapers and inserts to build a strong land administration base;

Production of informational leaflets and brochures for people to read in a format
they understand. Posters and billboards will be displayed in public
places/offices/institutions in order to disseminate information about the land reform.

SAGW will organise special workshops every four months for key stakeholders
to evaluate and refocus on information strategy, in various formats.
