MINISTRY OF HEALTH PREVENTIVE MEDICINE AND ENVIRONMENT DEPARTMENT ------No: 172/QD-DPMT SOCIALIST REPUBLIC OF VIET NAM Independence - Freedom – Happiness --------Hanoi, October 14, 2009 DECISION ON THE ESTABLISHMENT OF RURAL SANITATION WORKING GROUP THE DIRECTOR OF PREVENTIVE MEDICINE AND ENVIRONMENT DEPARTMENT Pursuant to the Decision 104/2000/QĐ-TTg dated 25 August 2000 of the Prime Minister regarding approval of the National RWSS Strategy up to year 2020; Pursuant to the Decision 277/2006/QĐ-TTg dated 11 December 2006 of the Prime Minister regarding approval of the RWSS NTP, phase 2006-2010; Pursuant to the Decision 54/2008/QD-BYT dated 30 December 2008 of the Minister of Health regulating the functions, mandates, and organisational structure of Preventive Medicine and Environment Department, Ministry of Health (MoH); Consider the request of the Head of Environmental Health Division, DECIDED: Article 1. Establish the Rural Sanitation Working Group (RSWG) and Secretariat, the Leader of the RSWG is Dr. Tran Dac Phu, Deputy Director of Preventive Medicine and Environment Department, MoH and the membership of the RSWG is composed of representatives of relevant ministries, agencies and international organisations (list of members is enclosed). Article 2. The RSWG is obligated to recommend prioritised activities and technical options to raise awareness and change sanitary and hygiene behaviours in order to accelerate the increase in coverage of household and public latrines in rural areas throughout the country. Article 3. The RSWG operation will be directed by Preventive Medicine and Environment Department, MoH. The tasks of RSWG members and the operation guidelines will be regulated and designated by the RSWG Leader. Article 4. Funds for RSWG operation will be mobilised from donors by the Rural Water Supply and Sanitation Partnership Coordination Unit (RWSSP CU) – Ministry of Agriculture and Rural Development and will be managed and used in accordance with the Operation and Management Regulation of the RWSSP CU as well as other current regulations. Article 5. This decision will be effective from the date of issuance. The RSWG and the Secretariat will be terminated automatically after the tasks are completed. Article 6. The Head of Environmental Health Division, Preventive Medicine and Environment Department, MoH; relevant agencies and members of the RSWG as per Article 1 are obligated to implement this decision./.
