JOINT LOCALITY PLAN FOR PENDLE – PERFORMANCE REPORTING - PROGRESS SHEETS 2009-10
The Pendle Partnership has a protocol with the Lancashire Local, set out below. The Locality Plan is a public document
setting out the priorities for joint action in Pendle this year to be undertaken by your two councils. These Progress Sheets
set out our performance in this first quarter in delivering local priorities to support the Pendle LAA targets
1. The Lancashire Local will engage in an effective dialogue with the Local Strategic Partnership, and the Partnership will maximise
the potential of the valuable relationship it has with Lancashire Local Pendle - the local County Council problem solving body for
Pendle.
2. To support this dialogue, the Lancashire Local will nominate a member from the committee to sit on key thematic / delivery
groups of the Partnership, and in particular those that depend most heavily on the county council's services for delivery, including
the Children's Trust, the Transport & Highways Delivery Group, and the Culture & Identity Delivery Group.
3. The Lancashire Local will focus its efforts to deliver the agreed local priorities and targets in the Pendle Partnership’s Sustainable
Community Strategy which drives the shape of the Joint County / Borough Locality Plan. These efforts will be focused on
Lancashire County Council services or closer working between the County and Borough services.
4. The Lancashire Local will provide a six monthly update on Lancashire Local's impact on the Partnership's priorities, to the Pendle
Partnership Management Board and its five thematic groups.
5 The Partnership Management Group, and its five thematic groups, will
refer to the Lancashire Local those local County Council service issues where they require the assistance of the Lancashire Local
to overcome local barriers, or to explore local opportunities, in order to deliver the key priorities and targets in the Sustainable
Community Strategy.
6. The Partnership Management Group, and its five thematic groups will also refer to the Lancashire Local those opportunities to
improve service delivery by joining up local government services in Pendle, but which need the additional support of the Local
committee in order to be implemented, in order to deliver the key priorities and targets in the Sustainable Community Strategy.

LCC's Welfare Rights Team in Pendle has seen enquiries increase by around 20% since the
beginning of 2009, which seems to be almost entirely due to the recession.
Corporately LCC is leading on work to determine LCC's and PBC's [and other partners] roles in
relation to supporting businesses affected by the recession and supporting people and families
affected by the recession.
LCC has successfully bid for a DWP [Dept for Work & Pensions] funded initiative aimed at
building Financial Inclusion capacity and awareness. The County will host a DWP funded 2
person Financial Inclusions Team.
The County has been supported in its proposal to DCLG [Department for Communities and
Local Government] to be part of a national exemplar pilot for Timely Provision of Information to
support financial inclusion. LCC is about to recruit a Project Co-ordinator. This is an 18 month
appointment. This project will lead to the development of a one stop shop advice website to
support people through the recession. The Trading Standards Team in LCC will host both these
projects. Trading Standards have already placed the core of this site titled "Money Matters" on

The LCC Customer Services Hub staff have been trained to answer queries on basic Money
Matters issues.
Financial Inclusion event arranged in Nelson town centre and Colne town centre, involving a
range of PBC and LCC services and partners including Job Centre +. Successful events with
many local people visiting the various stalls providing publications to support local people.

PBC have also started to display the Financial Services Authority (FSA) information leaflets at
Number One Market Street (PBC’s contact centre) in order to improve the availability of financial
advice information.
The focus on financial inclusion from PBC is part of a wider review of the advice services in the
Borough which is being led by the Executive Director for Community and Citizen Services.
Alice Barnett has been working with Kathryn Pallant from LCC to feed Pendle information into
the new Lancashire Partnership recession website.
Promote access to affordable credit through
Pendle Community Credit Union and East
Lancashire Moneyline.
Town Centre information events include PCCU and EL Moneyline.
Arrange joint training from the County’s
Trading Standards Service to help us
identify unlicensed money-lenders, monitor
licensed money-lenders and prevent people
from being exploited by loan sharks.
The launch for the Trading Standards North West Illegal Money-lending Unit was held at Police
headquarters, Hutton on 3rd February 2009, with the morning being directed towards
enforcement agencies, and the afternoon for voluntary agencies. Further awareness training is
planned for several Pendle groups including Surestart managers and employees.
Trading Standards attended the "Money Matters" event in Nelson on 1st May and again in Colne.
Pendle customised literature for the illegal money-lending initiative is on order for distribution to
all Pendle partners and across the borough. The Trading Standards Service has agreed the
literature that should be included in the Pendle Community Credit Union packs, to raise
awareness of illegal money-lending. The Trading Standards Service has written an article for a
tenants' newsletter.

information and to promote the opportunity for them to consider joining the credit union.

Provide joint training to help our staff
identify people facing fuel poverty.

The two councils are working closely introducing a pilot to identify and refer appropriate clients
for advice to tackle fuel poverty. The pilot will support those most at risk. Four specially trained
staff (4 Review and Support officers) will be appointed shortly for 12 months, and will undertake
enhanced reviews of existing service users in Pendle.
Relevant staff will be supported by a programme of training and support.
The Parenting Support Team in Children's Integrated Services are also identified as key staff to
be trained to identify households potentially suffering fuel poverty, and refer them to the BC's
Energy Efficiency Officer.

capability’ lessons to children and young
people. Work together to increase people’s
confidence in the economy and overcome
falling aspirations.
A joint approach is underway between the National programme in schools for PSHE and the
'What Money Means' project. 12 schools across the county are involved, one from Pendle - St
Philips Nelson.

Both a primary and secondary framework for a scheme of work have been developed and sent
to all schools in Lancashire to use.
Teachers are implementing the Economic Wellbeing and Financial Capability module in school
and are taking part in My Money week at the end of June.
PSHE network meetings are held and have had an Economic Wellbeing and Financial
Capability focus.
Barbara Farbon Teacher Adviser for PSHE is the point of contact for all schools as PSHE
moves towards becoming statutory.
