It is with esteemed pleasure that I greet the Brothers of the great State of Mississippi, in the
strong name of Omega! I would like to commend the Nu Xi Chapter for their commitment to
making this a successful State Meeting. When I was elected as your State Representative, I
promised you the brothers of our great state that you would have a voice and it would be heard.
Today I am still committed to my job responsibilities for the betterment of our state organization.
I stand ready for whatever challenges that might await me, you have called upon me and I am
ready to be your servant. I have been tested and we have made great strides as an organization
and for those brothers of the “Great State of Mississippi,” I humbly say thank you. If it would
have not been for your continued work, I would not be able to effectively do my job to the best
of my abilities. I feel certain that we are taking the necessary steps for the betterment of the
brotherhood, it is our goal and mission that we provide you the State Organization with the
support and assistance you so desire.
As the State of Mississippi continues to flourish in numbers we are still committed to our unrelentless campaign of Reclamation and Retention. The members of our state organization have
set the bar for others to observe and take notice of what great things we are doing inside and out
of our state. As we continue to be men of Christian beliefs, fathers to our children, leaders within
our communities, we must continue to hold Omega nearest our hearts. The State of Mississippi
has been heard, called upon to carry the torch and most of all recognized for our outstanding
achievements.
In today's society were times have grown economically challenging, the world is in constant
conflict, and we have to continue to support the ideals and principles in which our great
fraternity was founded upon. We as an organization will remain steadfast and committed as it
relates to conducting programs that uplift our communities.

displeasing others. He must believe that the group wants from him a sense of approval. If this
feeling prevails, production, discipline, morale will be high, and in return, you can demand the

Officer’s Purpose/Duties: The first- vice State Representative is vested with the responsibility
of coordinating the activites of the state committee chairs and to conduct other duties as may be
assigned by the State Representative for the betterment of the organization
Year End Summary:
1. Attended all meetings of the Executive Council, as called by the State Representative
(Undergraduate Summitt; State Counsel Meeting; Executive Counsel Meeting;Etc.).
2. Maintained direct communication with State Chapter Basileus/KRS and State Committee
Chairs to ensure a direct flow of information between the Chapters Committee Chairs and
the Executive Officiers..
3. Coordinated under the Direction Of The State Representative.
4. The Charter Of Kappa Mu Mu Chapter In Greenville, Mississippi.
5. Coordinated with the assistance of the State Retention And Reclamation Chairs, the
activities of the state 1st State-Wide Reclamation And Retention Picnic.
Best Practices FY 2009-2010:
1. Communicate Directly With Chapters Basileus/KRS

Officer’s Purpose/Duties: The Second Vice State Representative shall have general
supervision over the Undergraduate Chapters and shall help direct their activities and shall from
time to time make a report to the State Council on the condition and activities of said chapters.
He shall also perform such other duties as are assigned to him by the State Representative and/or
the State Council.

KEEPER OF RECORDS & SEAL REPORT 2008-2009

Officer’s Purpose/Duties: To have general supervision of the administrative office of the State
of MS Organization, Omega Psi Phi Fraternity, Inc. Keep strict records of the proceedings of the
State, State Council and any other meetings pertaining to the State Organization. To give a brief
report (FYI) during the State Council Meeting this expressly states all matters referred by the
preceding State meeting. The position of KRS will coordinate correspondence at the direction of
the State Representative, and also to disseminate correspondence from the 7th District Executive
Council as instructed.
Year End Summary:
1. Performed duties consistent with that of the Constitution & Bylaws.
2. Developed format for Committee Chair reporting.
3. Assisted with the Coordination of 1st Annual State Undergraduate Advisor Meeting.
4. Developed chapter contact data sheet for committee distribution.
5. Assisted with MSP Programs in both Central and Northwest MS area chapters.
6. Provided on-site technical assistance to chapters within the state.
7. Provided information as requested by the 7th District and State Organization as deemed
important.
8. Assisted with the coordination of the State of MS 1st Annual Reclamation & Retention
Family Picnic.
9. Revised the dues submission format form for the State of MS Organization.
10. Attended all mandated meetings (i.e. Conclave, District and State).
Best Practices FY 2009-2010:
1. Continue to keep strict records of all meetings or proceedings pertaining to the state
organization.
2. Continue to inform chapters in a timely manner of all correspondence deemed necessary.
3. To insure chapters are reporting accurate and consistent information in a timely manner.
4. Assist the State Council members and chapters when called upon.
5. Perform best practices workshop for Chapter KRS(s).
6. Continue to work closely with the District KRS to insure that the State of Mississippi
chapter’s submission of information is properly reflected for IHQ usage.
7. Continue to work closely with the Keeper of Finance, to establish a better check and
balance system.

8. Submit reports and distribute them to the respective chapters and officers in a timely and
efficient manner.
9. Implement a Chapter KRS workshop prior to the beginning of fraternity’s fiscal year.

Officer’s Purpose/Duties: It shall be the duties of the State Director of Public Relations to
exercise coordination supervision over the activities of the State Public Relations Committees,
shall see that this committee is functioning and provide the State Council with a periodic report
of the progress and work being performed by the State Public Relations Committee.

STATE CHAPLAIN REPORT 2008-2009

Officer’s Purpose/Duties: The office of the State Chaplain shall lead all spiritual activities of
the State Organization, and report on all brothers who are incapacitated due to illness. Also to
report the names of all brothers of the State of Mississippi Organization who have entered into
Omega Chapter. This office shall forward this information to the office of the District Chaplain.
Year End Summary:
Currently of the seventeen (17) graduate chapters in the state; thirteen (13) have reported, two (2)
are inactive, and two (2) have not reported. To this end we have two (2) seriously ill brothers
reported and nine (9) brothers that have entered Omega Chapter since the last State meeting. We
have no report of any of the nine (9) undergraduate chapters with brothers who are sick or have
entered into Omega Chapter during the reporting period.
Request
All chapters are asked to please notify the State Chaplain of any brothers in the state that are
seriously ill or those that enter Omega chapter as soon as possible so that the State Organization
can make the proper response.

NORTHWEST MS MSP REPORT 2008-2009

Northwest MSP Chairman: (Robert F. Fitzpatrick, Sr.)
Committee’s Purpose/Duties: The Membership Selection Process and soon to be Lampados
Program of the Omega Psi Phi Fraternity, Inc. is not merely a means of entering into the
membership of our Great Fraternity. It is to be viewed as an “Educational Process” designed to
provide an individual with the skills, experiences, and philosophies to succeed in life and “to
blaze the trail for a common attack upon the discriminations and injustices that are barriers to
human progress.” We must seek out men of action who possess dynamic leadership potential,
unite them in the ideals of our beloved Fraternity, and align ourselves together like the
Founders. During this process, we must make clear that this is a lifetime commitment to Omega
Psi Phi Fraternity, regardless of the chapter through which their Membership is processed. This
commitment requires an ongoing Financial and Active Participation Obligation. Nothing less
will be viewed acceptable!
Year End Summary:
On Friday April 24, 2009 at 9:00 PM The Mighty 7th District and the State of Mississippi added
17 more Brothers to the folds of Omega!
Best Practices FY 2009-2010:
1. Follow all Mandates by District Representative
2. On site Supervision of MSP Process, Documentation, Informational Sessions and Initiations,
New Lampados Program, Interviews, Meet and Greet, Lampados Initiation, Omega Initiation,
and Post Initiation Seminars.
3. Upon approval by the District Representative, for a MSP/ New Lampados Program it is the
MSP Chair/DR Designee’s, responsibility to insure that all Brothers involved in any way with
the Membership Process have a current MSP Certification and have a signed 9A-21
Indemnification Forms on file with the Chapter KRS and at IHQ or the process should be put on
hold until requirement have been met.
4. Omega Psi Phi Fraternity, Inc. prohibits mental and/or physical harassment, hazing or brutality
in connection with the MSP Process or New Lampados Program. Violators are subject to
criminal prosecution, and suspension or expulsion by the fraternity. If any of the above occurs
notify DR, stop the process, follow DR directive, investigate/consult with or bring in State
Counsel, Prepare Document/Affidavits!

ACHIEVEMENT WEEK REPORT 2008-2009

Committee’s Purpose/Duties: ACHEIVEMENT WEEK - Originally designed to promote the
study of Negro life and history. Achievement Week is observed in November of each year and is
designed to seek out and give due recognition to those individuals at the local levels who have
made a noteworthy contribution toward improving the quality of life for black Americans. A
High School Essay Contest is to be held in conjunction with Achievement Week. This contest is
open to all college-bound high school seniors. College scholarships are awarded to the winners,
each of whom must submit an essay on a theme/topic chosen by the fraternity. ----Information

chapter, Mississippi State conducted Achievement Week during the week of 19 January 2009
through 23 January 2009. Brother Horace Chase was the guest speaker during the essay contest.
David Jones of Mississippi State was awarded a $150.00 scholarship prize for the submission of
his essay.

NU XI Chapter had no individuals to give special recognition during achievement week,
however, the chapter did celebrate Founders Day by going to church and the church we attended
allowed the chapter time during the service to make special comments, recognize all members
present, and give tribute to our founders of Omega Psi Phi Fraternity. The brothers along with
their wives/sweethearts had a dinner at a local restaurant after church service.

Committee’s Purpose/Duties: The African American Life Committee is pleased to report
newsworthy stories highlighting African American achievement and culture. The committee
seeks to report stories related to Black Love, Black Religion, Black Education, and Black

Committee’s Purpose/Duties: COMMUNITY AND CIVIC AFFAIRS - The Community and
Civic Affairs Committee shall elect an Omega Man of the Year and a Citizen of the Year,
prepare a high school achievement activity, and set up a National Achievement Week Program in
which all Chapters should participate during a specifically designated period. Suggested
guidelines shall be provided by this Committee for local Chapters. Also, it shall select the
Undergraduate and Graduate Chapters of the Year to be recognized at the State Meeting
Quarterly/Year End Summary:
This committee will work hand in hand with local town and city government to improve its
relationship with the general public.
Best Practices FY 2009-2010:
1. This committee will correspond with all chapter threw out the state to insure that they
understand our mission.
2. This committee will encourage all state chapters to be involved with the election process
and the uplift of the people in their local town or city.
3. This committee will encourage all state chapters to evaluate and document what its
community is in need of and compile those needs to a do list for that community.
4. Execute a plan to improve community and civil relationships.
Chapter Reporting/Recognition:
Iota Omicron Chapter
 They assisted we the democratic election committee in hosting a debate coming up to a
special election that was held in Coahoma County. This event was held on November 8,
2008 chaired by Bro. Gregory Neely Jr.
 They Gave away several turkeys to the community care station on November 25, 2009
 They hosted a achievement Week program where Mr. Darren Griffin was give the
citizens of the year reward by the chapter
Upsilon Epsilon Chapter
 The brothers of the Upsilon Epsilon chapter established their first annual Founder’s Day
Program that was hosted in the Historic Woodworth Chapel on Tougaloo College
Campus on Monday November 17, 2008.

Psi Rho Chapter
 They held in high esteem among the community. The chapter is active in a local Boy
Scout troop. Chapter members hold positions on several
boards and organizations
including college boards of trustees, as well as the local school board and hospital board.
Xi Kappa Kappa Chapter

On March 7, 2009 the members of Xi Kappa Kappa and some volunteers from the Yazoo
City and Yazoo County communities helped pick up 24 bags of trash. This is a process
to keep the 2 mile stretch of highway, which is designated to Xi Kappa Kappa, beautiful
and litter free held.
Nu Xi Chapter
 As on site voter registration project was conducted at Natchez High School: juniors and
seniors eighteen years of age who were not registered voters were given voter
registrations packets which we obtained from the circuit clerk’s office. There were
numerous students who did register and project was very fruitful; we will conduct this
project again. We assisted the Natchez Democratic Party in a fund raising project for
voter registration: We helped to cook eight (8) cases of chicken which was sold to the
public in the Natchez and surrounding area. The money raised from the sale of chicken
dinners was used for voter registration drives for election on the local, state, and national
elections.
Mu Lambda Lambda Chapter
 On November 8, 2008, Mu Lambda Lambda Chapter held our Achievement Week
program in which outstanding Omega men and community advocates received awards
commending their dedication to the citizens of Tunica County. Dr. Richard Palmer,
former chapter Basileus, received the Omega Man of the Year for his service to the
fraternity and the community. Henry Hargrow was awarded the Citizen of the Year for
his hard work in the community
Rho Alpha Alpha Chapter
 The brothers of Rho Alpha Alpha conducted an ACT workshop at East Side High School
in Cleveland, MS. Bro. Goins participated in a GEAR UP MS program in Indianola, MS
as speaker to encourage high school aged students to attend college after high school.
Mu Lambda Lambda
 Participated in the Boys and Girls Club of the Mississippi Delta Back to School Rally
held in Tunica, MS on August 8, 2009.
Nu Eta
 Their annual achievement week banquet was held December 7, 2008 at the Thad Cochran
Building on the campus of the University of Southern Mississippi. This year’s speaker

and Friends
Beta Alpha
 On Saturday August 8th 2009 at the Jackson Medical Mall, from 9am-2pm, the Beta
Alpha Chapter, Upsilon Epsilon Chapter, along with the NAACP and Wal-Mart provided
book bags filled with school supplies and lunch to approximately 1,000 students.
Rho Epsilon Chapter
 In August of 2008 the chapter assisted the Student Government Association in the annual
Freshmen Move in.

They started an African- American male Empowerment series of forums, the first was
titled was geared toward self- awareness in the African-American male. This yearly
Empowerment series is designed to uplift the spirit and psyche of the small male
population on our campus. Throughout the year the Brother’s also raised money for the
Ronald McDonald house Charities. The Chapter also donated supplies to them as well.

FOOD BANK REPORT 2008-2009

Committee’s Purpose/Duties: The purpose of the Food Bank Committee is the collection and
distribution of essential food items in the various communities that a local Omega chapter
resides. The Food Bank when called upon by Omega's local, state and national office will
provide any necessary assistance available during a period of need. The Food Bank has the
responsibility of collecting data from the state chapters, compiling the data and reporting that
information into the state's representative.

Chapter Reporting:
1. Psi Rho chapter requires all members to bring a case of can goods to each scheduled chapter
meeting nine (9). The can goods are delivered to the Holly Springs/ Marshall county food bank.
2. Beta Rho Chapter has donated $100.00 to the Interfaith Ministry (Food Kitchen) in
Greenwood, MS and volunteer once a month to serve the homeless at the kitchen for about two
hours per month.
3. Kappa Mu Mu chapter did not have a food drive this year but we will bring can goods to the
state meeting.
4. Beta Alpha and Upsilon Epsilon donated 500 lbs of canned goods to the Stewpot Center in
Jackson. Beta Alpha also donated an additional 75 lbs of items to the 7th District Meeting
collection in Orlando.
5.Nu Xi conducted our annual fruit distribution/give away: a variety of fruit: five (5) cases were
purchased and distributed to the local children’s home, stewpot, and the nursing home facilities
in Natchez and Jonesville, LA.

Committee’s Purpose/Duties: The History and Archives Committee shall call upon, inquire of,
offer assistance to, and encourage Brothers and their survivors to donate to the Fraternity, for
preservation and display, such artifacts and memorabilia as they, in their generosity, may wish
the Fraternity to have and keep. The Committee shall convey, at every possible opportunity, the
love, thanks and respect of the Grand Basileus, the Supreme Council, and Brothers to these loyal
distinguished Brothers and their families whenever contacted. Where feasible, artifacts and
memorabilia, when collected, shall be carefully preserved, and, if necessary, restored and they
shall be displayed as the Committee so directs. The Committee shall research and make known
the identity, life, practices, accomplishments and worldly contributions of persons of African
descent. They shall recommend such action as they shall recommend such action as to give
proper recognition to such individuals.

HEALTH INIATIVES REPORT 2008-2009

Committee’s Purpose/Duties:
All levels of the fraternity are expected to facilitate, participate and/or coordinate activities that
will uplift their communities by promoting good health practices. An international committee
will coordinate and facilitate multifaceted programs of the various chapters, districts, etc. It is
anticipated that all local chapters will execute the health directives at the local level. Some of the
programs under the umbrella of Health Initiatives are the Charles Drew Blood Drive (normally
held in June), AIDS/HIV Awareness, and the American Diabetes Association Partnership
Below are the Health Initiative Chapter Reports covering activities since last State Meeting (Sep.
07). Of the possible 25 active Chapters within the State, reports were received from Beta Alpha,
Epsilon Kappa Kappa, Eta Tau, Iota Upsilon, Nu Eta, Phi Rho, and Rho Alpha Alpha (seven).
Year End Summary:
Eta Tau Chapter
Brothers of the Eta Tau chapter of Omega Psi Phi participated in and sponsored numerous health
initiatives for the 2nd and 3rd quarters. In the month of January our chapter hosted a booth for the
Warrenton Elementary 1st Annual health fair. The event was open to the public and many
vendors from various state and local agencies were present. Eta Tau disseminated information
regarding the dangers of nicotine and alcohol abuse.
The chapter also conducted a Blood Drive on 5-16-09, in the parking lot of Wal-Mart Super
Center in Vicksburg MS. The event was successful as many local residents and chapter members
donated blood for MS Blood Services. Upcoming projects for the 4th quarter will include
participation in the Drug Free Schools campaign and a Diabetes walk in November.
Iota Upsilon Chapter
The men of the Iota Upsilon Chapter of Omega Psi Phi Fraternity, Incorporated pledged to raise
money to support the March of Dimes and their efforts to research factors that may trigger
preterm labor, educate pregnant women to recognize the warning signs of preterm labor and
provide tools to help health care providers find better ways to detect women who may be at risk
for preterm labor. To that end the men of Iota Upsilon pledged to raise $550 and also participate

in the actual walk. Both the walk and the fundraising efforts were a success. The men of Iota
Upsilon exceeded their fundraising goal and collected a total of $735. There were also several
members of the chapter, and their families, who participated in the march. Those members were
Averie Bush & family, Kelly Woods & family, Hubert “Burt” Jackson & family, Greg Holmes &
family, Badrae Hannah, Oliver Young and Sam Smith. This event also served as a reclamation
opportunity as Xavier Thornton (Nu Eta ’91) attended the event and will be soon rejoining the
fold of Omega.
Event: Brothers 2 Brothers Summit
Location: Coast Coliseum; Biloxi, MS

The men of Iota Upsilon Chapter in partnership with WJZD (FM Radio 94.5), Kappa
Alpha Phi, Alpha Phi Alpha, and Phi Beta Sigma Fraternities and the Men of the 16th
District Masonic Family/Mt Olive #83 held a Males Only Summit called “Brother 2
Brother”. The objective of the summit was to DISCOURAGE everything from teen
pregnancies to crime in the community, and ENCOURAGE males of all ages to make
better decisions – “IT”S TIME TO MAN UP”.
1 out of 3 African American Men ages 18-27 are in Jail, Prison, or on Probation and
85% of inmates return.
60% of inmates are drug related and only 50% of African American males graduate from
high school.
The Summit was held Saturday December 13, 2008 at the Mississippi Coast Coliseum
Convention Center in Biloxi, MS from 8 am -4 pm. It brought teen boys, fathers,
grandfathers, and other men in the community together for a day of inspiration, teaching,
motivation, and uninhibited conversations on many topics to empower them and their
families.
The Summit was a huge success in that over 700 teens and fathers came out to
participate. Topics covered during the Summit ranged from HIV/AIDS and teen
pregnancies to Black-on-Black Crime. Numerous vendor and social support agencies

were on hand to pass out pamphlets, set-up appointments for future assistance, and
promote responsible living.

Biloxi, MS - The men of the Iota Upsilon Chapter of Omega Psi Phi Fraternity, Inc. held its
annual blood drive on February 14, 2008 at the Edgewater Mall in Biloxi. This annual event has
been well support by the brothers and community. IY exceeded our goal for the Blood Drive –
this is our 3rd year in a row! Our goal was 49 units and we collected 54!!! Thanks to the
Brothers who gave and who worked the event.
Iota Upsilon is appreciative of everyone who visited the blood donor center and dedicated their
time and blood in support a project that is never ending. We extend a special thanks to the
wonderful staff that represented the American Red Cross for their tireless effort and kindness.
Phi Rho Chapter
On April 11, 2009, the Phi Rho chapter volunteered with Camp Blue Bird. Camp Blue Bird is a
retreat for people with cancer and cancer survivors. Bro. Willie Foster is the chairman of this
project.
On May 23, 2009, the chapter held the annual Dr. Charles Drew Blood Drive at the Turtle Creek
Mall in Hattiesburg. A total of 16 donors visited our drive that day. Bro Leslie Williams and
Bro Corean Pleas chaired this committee.

The Event will consist of a Youth Summit targeting city youth. The day begins with a general
kickoff and a group forum. The afternoon will consist of a panel discussion and several breakout
workshops on the following topics: Dress to Impress, Anger Management, Goal Setting, SelfDiscipline, Healthy Living, College/Career Preparation, Financial Strategies, and Internet Safety.

The Event will consist of a Community Health/Fun Festival. The fair will host several booths
and vendors that would provide information on healthy living and diet. There will also be
education information and workshops on the following topics: Adolescent Obesity/Prevention,
HIV/AIDS, sex education/prevention, diabetes, HTN, Cholesterol, pain management, breast
cancer education, prostate cancer education, and the importance of dental care. There will also be
a 3 on 3 basketball tournament, sack racing, face painting, flag football, horseshoes, and Airwalk
and much more.

On August 14, 2009 EKK helped set-up a Relay for Life in support of American Cancer Society

Beta Alpha/NAACP Annual Back To School Supply Give-A-Way
On Saturday August 8th 2009 at the Jackson Medical Mall, from 9am-2pm, the Beta Alpha
Chapter, Upsilon Epsilon Chapter, along with the NAACP and Wal-Mart provided book bags
filled with school supplies and lunch to approximately 1,000 students. The program included a
live DJ, a variety of entertainment, as well as free eye exams and state health benefit (CHIPS)
registration. The program was well attended by the Brothers of Beta Alpha and Upsilon Epsilon
and local news provided coverage for this positive undertaking.

Committee’ Purpose/Duties: This is an Internationally Mandated Program and all levels of the
fraternity are expected to meet this mandate. The following is a summary of what the chapters
reported to me for the year:
Year End Summary:
This is a summary of the reports that I received from the chapters in regards to the Voter
Registration and Mobilization Mandate. All chapters need to be reminded that this is an
Internationally Mandated Program and all chapters are expected to meet this mandate by
coordinating and participating in programs that will uplift our communities through the power of
the vote.
Chapter Reporting/Recognition:
Eta Xi and Theta Delta Delta Chapters, held a voter registration drive in Tupelo, Ms.
Phi Rho Chapter GET OUT TO VOTE:
The chapter took part in getting the community out to vote during the November 4, 2008
election. The frat house served as the transportation base where voters who needed a ride to the
polls called to the frat house and chapter members went and took them to the polls to vote.
Members from other Greek organizations joined in to make this event a success. This was the
second year in a row that the frat house was used as the transportation hub.
Bro Varnado was the chairman for this event.
Voter Registration: Phi Rho chapter has held one voter registration drives this past year. On
September 27, 2008, Phi Rho set up a voter registration booth at Vernon Dahmer Park.
Nu Eta Nu Eta Chapter held a Voter Registration Drive in conjunction with the USM Chapter of
NAACP on the campus of the University Southern Mississippi. This event was held on
September 30, 2008.
Iota Omicron Iota Omicron Chapter conducted a voter registration drive at the Clarksdale WalMart Parking Lot on November 8, 2008.

of the NAACP. Psi Rho chapter organized televised debates in conjunction with the N.A.A.C.P.

Committee’s Purpose: The Life Membership Committee shall be responsible for drafting,
monitoring and providing such recommendations as are appropriate to ensure that the process
and guidelines for obtaining life membership in the State of Mississippi are efficient, effective
and adhered to by all members and Chapters.
Committee’s Duties:
The Life Membership Committee shall be charged with the responsibility of doing the following:
1. Maintaining and processing funds
a. Funds shall be placed in a separate fund/account.
b. Oversee that state dues in the amount of $15.00 are paid annually for each state life
member.
c. Funds must be invested in an appropriate interest bearing institution as well as make
other investments (i.e. stocks, bonds, certificate of deposit).
2. Maintaining and updating the Life Membership Roster (i.e. database)
3. Planning Program and Acknowledgement for Life Members
a. Presenting membership certificate and/or a life membership lapel pin to each state life
member.
Additional Comments/Information:
Implementing a life membership program would generate additional revenue for the State which
can be used to fund existing State programs and/or allow for new ones to be created.
The proposed one lump sum payment for State Life Membership is three-hundred dollars ($300).

Committee’s Purpose/Duties: The Retention Committee purpose is to concert effort at the
international, district and local levels to retain active brothers to full participatory status so that
they may enjoy the full benefits of Omega.
Quarterly/Year End Summary:
This is the year end summary of active brothers in their perspective chapters. As of September
01, 2009, The State of Mississippi Organization of Omega Psi Phi Fraternity, Incorporated has
retained a grand total of 418 members. This total includes 373 graduate members and 45
undergraduate members. See attached memo that gives a breakdown of chapter’s retention.
Best Practices FY 2009-2010:
1. Continuation of State-wide picnic on an annual basis: See report attached at bottom
2. Fellowship with brothers at large (discuss with brothers any concerns or opinions.
3. Due wavier at the chapter level (inform brothers in order to receive wavier, they must
participate in fund raisers to help pay International, District, and State dues. This could be
done at the chapter discretion or whatever the chapter deems negotiable.
4. Inclusion/invite at large brothers in your area to social events and mandated programs.
Chapter Reporting/Recognition:
There were a total of 15 graduate chapters and 7 undergraduate chapters that submitted their
report. All chapters submitted their retention report and the brothers retained did increase. This
was a successful year for the State of Mississippi. Data attached
The First Annual Mississippi Statewide Omega Psi Phi picnic was held in Greenville,
Mississippi on June 19, 2009, at the Washington County Convention center. Kappa Mu Mu
chapter of Omega Psi Phi Fraternity, Inc. was the host chapter. Due to conflicts with other
activities approximately 75 brothers were in attendance. The day was filled with the excitement
of brothers and their family fellowshipping with each other. Fourteen of the twenty-four chapters
in the state had representation. A larger number is expected next year, where it is expected to be
held in Gulfport, Mississippi.

RULES/RECOMMENDATIONS/BYLAWS COMMITTEE REPORT 2008-2009

Rules/Recommendations/Bylaws Chairman: (Alfred Rhodes)
Committee’s Purpose/Duties: The Rules Committee shall submit recommendations to the State
Meeting for consideration. During the interim of State Meetings, the Committee shall keep the
records up to date on these recommendations based as mandates, and shall advise the State
Representative and the State Executive Council of their status. It shall receive from the chapters,
review and recommend to the State Meeting, all proposed amendments to the Constitution and
Bylaws of the Fraternity that are submitted in accordance with the Constitution and Bylaws and
that it determines are in the best interest of the Fraternity.
In addition, the Committee shall, in consultation with the State Representative or and/or such
staff as the State Representative may assign, identify and upon such determination, certify
members of the Fraternity who are eligible for voting at the State Meetings.
Article IX- Amendments
Section 1-Amendments:
These amendments to these Bylaws may be proposed by Chapters, Brothers, the State
Meeting, State Council, or by the Rules, Recommendations & Bylaws Committee of the
State Meeting.
The State Representative shall circularize the proposed amendments to all chapters in
existence at the time of such proposal at least forty (40) days before the State meeting.
The Chairman of this committee submits three recommendations for considerations:

PROPOSED STANDING RULES FOR STATE MEETING
Rule #1, Chapters must provide proof of payment of district and state dues in order to vote.
Rule #2, The dress code for the state meeting is business attire.
Rule #3, During debate, each brother is allowed a total of two minutes, which includes one
follow-up question. You can only speak one time on the pending question until everyone has
had an opportunity to speak.
Rule #4, All speakers should line up at the microphones to speak on the pending question when
directed by the chair. It is for the chair to recognize you after brothers are lined up and ready to
speak.
Rule #5, During officer nominations there will be one nominating speech (2 minute) and up to
two seconding speeches (2 minutes each) a two minute time limit for each separate speaker per
candidate.
Rule #6, The use of profanity or inflammatory remarks will not be allowed when addressing the
chair or another brother.
Rule #7, All questions should be directed to the chair and be recognized by the chair before
speaking.
Rule #8, During the meetings, cell phones are to be turned off or on vibrate, violators must leave
the room.
Rule #9, Any brother who is late for the start of any plenary session shall only be admitted in
groups.
Rule #10, No brother may be admitted once memorial services has begun.
Rule #11, These rules shall enforced by the state keeper of peace who shall be appointed by the
state representative.

SENIOR BROTHERS COMMITTEE
There shall be a three member committee appointed by the Chapter Basileus with no term limits,
but shall serve until replaced.
The purpose of this committee is to maintain chapter contact with its elderly Brothers. To
maintain their continued active financial participation in the Fraternity. To sponsor a yearly

event to support the committee activities which are to raise funds, maintain funds and disburse
funds to pay senior brothers dues National, District and State. To provide senior brother birthday
cards or get well recognitions as needed. Chapter dues may be suspended by the Chapter or
Chapter Executive Committee.
ELIGIBILITY:
1.
Participation is set by the Senior Brothers Committee. A Brother may apply for
participation or the Committee may select the participants. There shall be no automatic
participation.
2.
The Committee may set policy such as severe illness for participation other than age
requirements. Also, the committee may exclude senior brothers that are employed and
financially able to pay dues.
3.
Brother must be senior, for example, above sixty five (65) years of age.
4.
Brother must be have been active, fully paid member of the Fraternity for 10 years prior
to reaching the age set for participation, example, before 65 years of age.
5.
Life members are covered by dues not included in their life membership.
6.
All funds must be reported to the Chapter KRS, but are maintained by the committee.
Note:
The National Office forbids memorial programs for non-financial members of
Omega Psi Phi Fraternity, Inc. This program will keep the faithful senior
brothers active. There are many elderly brothers that will not qualify. Each
Chapter is urged to discuss clearly who will be covered.
Brothers:
This is a suggestion, not a mandatory activity. It is submitted for information
only. You should change this program to meet your chapter need for senior
brothers. Keep in mind this project will lose some chapter regular dues from
some chapter brothers depending on how you structure the project.

PROPOSED LIFE MEMBERSHIP
ARTICLE V.
STATE DUES
SECTION 1 - State dues, as National and District dues, shall be on a per capital basis, and shall
be paid to the State Keeper of Records and Seal. The amount of dues shall be fifteen ($15)
dollars graduate and ten ($10) dollars undergraduate effective November 1, 2002. That after
January 31, of each year, a penalty of three ($3) dollars shall be assessed.
SECTI0N 2 - State of Mississippi Omega Psi Phi Fraternity Life Membership dues shall be
$300.00 payable in one lump sum payment
(a)
There shall be a Life Membership Committee charge with the responsibility of
maintaining the funds, maintaining and updating the Life Membership Roster,
Planning Program and Acknowledgment for Life Members.
(b)
The Life Membership Committee must invest the Life Membership funds in an
appropriate interest baring financial institutions.
(c)
The Life Membership Committee will oversee the payment of individual life
member dues to the State of Mississippi, Omega Psi Phi Fraternity annual to the
general fund.
(d)
Life membership dues may be increased by majority vote in a duly constructed
State Meeting, after having been first submitted to the Recommendation
Committee and circulated to the Membership of the organization.
PURPOSE:
(a)
To receive and initiate proposed recommendations and amendments to the constitution
and Bylaws of the organization.
(b)
To maintain a continuing study of the constitution and Bylaws of the Organization and
the application of the provisions thereof.
(c)
To receive and study resolutions submitted to the organization and refer them to the
proper committees for consideration.
(d)
To initiate appropriate resolutions at the request of the Council.
(e)
Funds will be utilized for loans purposes to smaller chapter who may have financial
burdens within the calendar year (i.e. Insurance and CEF payments etc.). Note these
funds will be required to be re-paid to the State Organization either installments or lump
sum of the amount borrowed.

ASSAULT ON IILITERACY REPORT 2008-2009

Committee Chairman: (Lance K. Reed)
Committee’s Purpose/Duties: ASSAULT ON ILLITERACY – The Assault on Illiteracy
committee will join with other national organizations with the purpose of attacking, ultimately
reducing, and eradicating illiteracy among Blacks through reading tutorial programs within the
community. This committee will unite all of the chapters in the state with this common purpose.
Ideas and results from local programs will be encouraged.
Year End Summary:
This first quarter highlighted limited activity in respects to the designed purpose of our
committee. There were programs in place that functioned on the proper level. Reports were
given from across the state also which outlined their accomplishments. Many chapters have not
achieved the committee’s mission so there will be much more communication and dialogue to
follow in order to make the much needed improvements.
Best Practices FY 2009-2010:
1. Each Chapter must have an Assault on Illiteracy Committee.
2. Each Chapter’s Committee Chair should communicate with other chairs across the state.
3. Each Chapter should come up with a program that emphasizes reading and writing in a
creative manner. There should be a method of measuring the participant’s improvement in place.
4. Each Chapter should report results from the programs.
Chapter Reporting/Recognition:
Epsilon Kappa Kappa, Eta Xi, Iota Upsilon, Nu Xi, Psi Rho and Xi Kappa Kappa were the
chapters who reported this year. Epsilon Kappa Kappa read to students 30 minutes a week in the
month of January. Nu Xi began a summer reading club at Mclaurin Elementary targeting 3rd and
4th graders. There was little participation, but there is large interest in increasing the numbers for
next summer. Psi Rho volunteered 20 hours a month tutoring students in reading at area schools.
Xi Kappa Kappa donated books to Evans Daycare. Eta Xi and Iota Upsilon reported no activity
this year. No other chapters reported.

NAACP/CEF REPORT 2008-2009

Committee’s Purpose/Duties: NAACP/CEF - The NAACP/CEF Committee will work to
assist all Chapters within the State to meet their Fraternity requirements. A simplified version of
the guidelines will be sent to all Chapter Chairs. The Fraternity encourages all members to
become active members of the NAACP.
Year End Summary:
NAACP This year we celebrated the 100th Birthday of the NAACP. This organization has been
on the frontline for shaping our Nation into what it is today. So many have benefitted from the
fruits of it labor. Can you imagine going into the 21st century without the NAACP? That’s why
Omega Psi Phi Inc. has made the commitment for continued support of this noble organization.
All Brothers of Omega are asked to become active members of the NAACP. All Chapters of
Omega Psi Phi Inc. are mandated to be a member of the NAACP.
CEF Our Country is struggling through one of its worst financial crisis in history. College
enrollment is at an all time high, as people look to education for increased job opportunities.
The demand for funding has increase as enrollment has increased. Thanks to all Chapters that
meet its mandated CEF obligations for this year.
The 7th District has a new format for reporting NAACP and CEF this year.
ACCOMPLISHMENTS the number of Chapters reporting increased. However there is a
significant number of Chapters not reporting. We need to know the number of active NAACP
members in each Chapter to gauge our success.
Chapter Reporting/Recognition:
Beta Alpha - Contributed $250.00 above all members donation to the Jackson NAACP Chapter/
Life Membership NAACP. Signed up 12 additional Brothers for NAACP. Beta Alpha, Upsilon
Epsilon, NAACP and Wal-Mart provided book bags and lunches for approximately 1000
students. Paid $500 CEF assessment.
Psi Rho - Paid $200.00 CEF / Life Membership NAACP. Organized a comprehensive voter
registration drive with local NAACP branch. Organized televised debates with NAACP for local
races.

Committee’s Purpose/Duties: SOCIAL ACTION - The Social Action Committee, before
entering upon its duties, shall prepare and submit to the State Council for approval a program
embracing social issues, including those of local and international scope, and the manner
proposed in dealing with said issues. The State Council, in acting upon said program, shall set
forth the Policy of the State Organization with respect to said local and or international issues for
the guidance of the Committee, and a proper budget shall be provided for the operation of the
program.
Year End Summary:
Currently making contact with each chapter in the State of Mississippi to establish dialog
concerning social action program activity submissions.

Committee’s Purpose/Duties: The purpose of the Scholarship Committee is several folds.
Firstly, it reports which chapters have presented scholarship monies and how much monies have
been presented over a fiscal year. Secondly, this committee awards a scholarship to a high school
senior who participates in the International Headquarters National Essay Contest and their
information is forwarded from the chapter level. Lastly, this committee awards an undergraduate
and graduate brother in good standings a scholarship based on specific criteria and meeting
specified deadlines.

Committee’s Purpose/Duties: To provide to the State, District and National Officers of the
Fraternity, the time, date and contact person for the next three years Mississippi State Meetings.
Year End Summary:
First Quarter 2008-2009 report reflecting the next three state meeting attained from chapters in
the state interested in hosting state meeting for 2009 -2011. The committee has achieved this
information by contact of Brothers in the state giving this information to the Committee Chair at
State Council, State and District Meeting of the fraternity. The 2008 State meeting was held in
Jackson, Mississippi, hosted by Epsilon Kappa Kappa Chapter, Canton, Mississippi who did a
wonderful job with the meeting. This chapter should be commended for its hard work and
wonderful meeting and meeting facilities. The State would like to thank Tougaloo College for
hosting us and Brother Frank Drayton for an outstanding job as the State Marshall for this
meeting.
Best Practices FY 2009-2010:
1. Personal Contact of Chair and Chapter Members of the State.
2. E-mail contact.
3. Telephone contact.
4. Yearly reaffirmation from committed chapter for contact person the year before the State
Meeting for correspondence purposes and scheduling for State, District and National officer’s

The 2009 Mississippi State Meeting will be held in Natchez, Mississippi hosted by Nu Xi

WAYS AND MEANS COMMITTEE REPORT 2008-2009

Committee’s Purpose/Duties: In consultation with the State Keeper of Finance, the Ways and
Means Committee shall be responsible for constructing the proposed budgets for the State
Organization as specified in these Bylaws, and after giving due consideration to the financial
needs of each committee, said financial needs being necessary to implement the charges and
duties of the several committees, shall make budgetary allocations and collaborate with the State
Keeper of Finance. The committee shall investigate and recommend such business opportunities
and practices as would improve the fiscal and financial status of the Fraternity and its members.

UNDERGRADUATE RELATIONS COMMITTEE REPORT 2008-2009

Committee’s Purpose/Duties: To provide to the State, District and National Officers of the
Fraternity a regular report on the status of our undergraduate membership and their activities.
The committee also shall maintain regular dialogue with undergraduate chapter advisors and the
host university regarding any matter pertinent to the overall success of our chapters.
Year End Summary:
Since the 2008 state meeting, the majority of our undergraduate brothers have been
successful in meeting all mandated programs and events. Thanks to the support of Bro
Fernandeis Frazier, the undergraduates have been able to attend the National Undergraduate
Summit, 7th district meeting, and the 2009 Leadership Conference.
With the upcoming implementation of a new Lampados program nationally, the Undergraduate
Relations committee has been working with undergrad and graduate leadership to ensure all
parties involved with intake are aware of the necessary changes that our new intake program
mandates. To maintain current information, Brothers Dominic Riley and Will Jemison have each
attended the National Undergraduate Summit, 7th District Meeting, and Leadership Conference.
Beginning in late 2008, Brother Will Jemison was tasked with initiating contact with both
Mississippi University for Women (MUW) and Millsaps College regarding the charter of new
undergraduate chapters in the state. These two schools were singled out because of their position
as leaders in education within the state and region; particularly, MUW was chosen because of its
growing Black male population and need for additional historically Black fraternities.
Millsaps College
In Spring of 2009, Brothers Fernandeis Frazier, Alvin Jackson, Kevin Mayes, and Will Jemison
met with the administration of Millsaps College to discuss the creation of an Omega Psi Phi
chapter. At this time a prospectus including pertinent information about Omega and her policies
was submitted to the college. I am happy to report that as of May 2009, we have received
permission by Millsaps to begin the chartering process at the college. On September 3, 2009, the
Omega Psi Phi Fraternity participated in the university-wide organizational fair on the campus
and was well received by the student body and other NPHC organizations on the campus. On
September 7, 2009, a membership information session was conducted by Brothers Alvin
Jackson, Kevin Mayes, and Will Jemison on the campus to seek potential candidates for
membership/charter members. Brother Kevin Mayes has been appointed the chartering chapter

advisor for the new Millsaps Chapter and Epsilon Kappa Kappa the advising chapter. As of this
report, the intended chartering of the new chapter is late Fall 2009.
Mississippi University for Women
Beginning in Spring 2009, Bro Jemison contacted the administration of Mississippi University
for Women (MUW) regarding the possibility of chartering a new chapter on that campus. Since
that initial conversation, Brother Jemison has submitted a new chapter prospectus to the
university and is awaiting final confirmation from the university before moving forward with any
new activities. The tentative advising chapter for MUW is Eta Xi chapter of Starkville, MS.
Contact has been made with Omega Psi Phi members in Columbus, MS regarding the
reactivation of Psi Gamma Gamma chapter.
Best Practices FY 2009-2010:
1. Creation of a New Chapter Prospectus for colleges and universities.
2. Revised guidelines for chapter advisors within the state of Mississippi
3. Dissemination of 7th District Commitment to Excellence Program to all undergraduate
chapters
4. Developed database of all chapter advisors and partner university student affairs
administrators.
5. Developed electronic presentation on membership/leadership selection for use by
undergraduate NPHC’s. Program was first shown to students at the 2009 Mississippi
State University – Greek Leaders Conference.

Throughout FY 2009, undergraduate chapters throughout the state participated in most of our
annual nationally mandated programs either independently or in conjunction with their advising
chapter.
