For Technical assistance for the ODOP, OVOP & KUBK Program

Introduction

Agro Enterprise Centre (AEC) is an agricultural technical unit of the Federation of Nepalese Chamber of

Commerce and Industry (FNCCI). Its major objectives are to strengthen the role of private sector in expanding markets for Nepalese farmer's produce and in accelerating the selection and adoption of productivity increasing technologies and value adding services for Nepali farmers and agro enterprises.

Besides, AEC also lobbies with the government for effective and business friendly favorable policy measures required for the Nepalese agro enterprises.

As FNCCI is extending Public Private Partnership (PPP) program throughout the country, One Village

One Product (OVOP) is one of the PPP based program which is currently extended to 32 districts covering 22 different products. The program is on the 9th year of its operation.

OVOP/ODOP

The "One Village One Product" or OVOP is a community centered and demand driven rural economic development program that originated in Japan in 1979, particularly in Oita Prefecture. Credit goes to

Dr. Morihiko Hiramatsu, former governor of Oita Prefecture, who had named and promoted OVOP not simply as a program but as a campaign with a vision of revitalizing the remote villages at a time when there was a problem of depopulation due to migration of village youngsters to the big cities for seeking employment. The effort of Dr. Hiramatsu has proved fairly successful in Japan.

Inspired by the successful result of the OVOP program in Japan, Nepalese private sector-FNCCI has decided to extend such types of programs in all 75 districts of the country. For this, 48 different types of products having local essence were identified. Most of the commodities selected are agricultural products while others are religious and village tourism products. Apart from production, processing and marketing activities, the OVOP/ODOP program has also focused on social activities like development of Special Economic Zone and Medical City in the potential districts.

Overall Goal and methodologies the Offered Services

Incumbents applying for marketing and promotion activities inclusive of branding, labeling and packaging should comprise the following goals and methodologies. One should have in hand experience of developing marketing plan and its execution.

To design and develop the suitable promotional activities for the products under ODOP and

OVOP program

Use of suitable tools and techniques, formulation of marketing strategies, setting up of target market, market segmentation, niche marketing, market penetration and suggest for the suitable branding, labeling and packaging of the products under program

Incumbents applying for Industry operation guideline preparation should comprise the following goals and methodologies. One should have past experience of developing industry operation guidelines.

To prepare the overall industry management plan for the factories under ODOP Program

Ready to visit the program districts as per necessity to implement the prepared management plan

Incumbents applying for Industry website design should comprise the following goals and methodologies. One should be the group/s of IT technicians, able to design and develop the webpage for e-commerce.

Designing and maintenance of the website within mentioned time frame.

Incumbents applying for Feasibility study, IEE, EIA and business plan preparation should comprise the following goals and methodologies. One should be the group/s of researcher(s)/environmental engineer(s)/management expert(s) able to prepare and analyze the business plan.

To prepare feasibility study report for the proposed products within given time frame

To prepare business plans for ODOP, OVOP & KUBK Programs within given time frame

To carry out IEE and EIA for ODOP, OVOP & KUBK Programs within given time frame

Incumbents applying for Training and Development in the areas of office management, financial

literacy, business management, leadership development training should comprise the following goals and methodologies. The group(s) should have the handful of experience of providing training in the business & development organizations.

Providing Office Management training to the companies/partner organizations in the districts

Providing accounting/book keeping training and training for handling accounting software

Providing Leadership development training

Preparation of training manual for carrying out all training related activities

Incumbents applying for antenna shop establishment should comprise the following goals and methodologies.

To design and construct the antenna shop for the distribution of agro products in different places

The applicant for this job should be the group of individual, partnership firm or company, currently carrying out the groceries or departmental stores within Kathmandu Valley

To effectively implement the specific components of the assignment, the consultant will implement the trainings in different phases. The consultant will be responsible for developing a program structure and adopt it to ensure success of the assignment.

The timetable to carry out the assignment will be mentioned on the specific contract for particular training or other activities.
