Description: CEEQUAL is the assessment and awards scheme for publicly-rewarding high
environmental quality and social performance of civil engineering and public realm projects. It provides
the industry and its clients with an incentive to achieve high environmental and social performance,
and a method for assessing that performance on its projects, as part of their contribution to improving
sustainability in civil engineering.
The CEEQUAL Manual is the working document for operation of the scheme.
Part 1, the Scheme Description and Assessment Process Handbook explains the purpose of the
CEEQUAL scheme, why it was developed, what it covers, how it relates to the process and outputs of
environmental impact assessments, how it has been developed and who has been involved, and then
how projects are to be assessed using the Manual.
Part 2, the Assessment Technical Manual for Projects then sets out how a project is to be assessed
under the Scheme, covering
 background to each main issue covered
 the 208 assessment questions (with explanation)
 the range of possible scores
 guidance on how projects are to be assessed against each question, and
 examples of evidence that might be acceptable.
