As you may aware that, GCMMF is an apex body of 13 District Co-operative Milk Unions
engaged in marketing of milk product the brand name of AMUL/SAGAR with an annual
group sales turnover of approx. Rs. 10,000 Crores.
We are in the market for purchase of Bulk Milk Coolers having capacity of 10000 Ltrs, to
be installed at village dairy co-operative societies located within Gujarat state. We invite
your quotation for supply of Bulk Milk Coolers subject to the following:







You are requested to quote the rates for above item at Annexure-III.
Data on firm as per the Annexure-IV.
Supply Details as per the Annexure-V.
Supply shall be executed maximum within 7 days against confirm purchase order/rate
confirmation followed by installation /commissioning of units at site within next 3 days.

TERMS AND CONDITIONS FOR SUPPLY OF BULK MILK COOLERS:
1.0
The details on specifications of your bulk milk coolers shall be provided in our prescribed format
Annexure-II.
2.0
QUANTITY: As per the requirement of member unions/Village dairy co-operative societies of
Gujarat state.
3.0
RATES: The rates you may quote shall be on firm price basis & shall remain unchanged during
contract period .On no other account increase/decrease in the price will be given during the contract period.
You are requested to quote your rates in our prescribed format only. The rates so quoted shall be obviously
inclusive of transit and insurance charges. The rates must be quoted in the format enclosed, at Annexure III. Quotations with counter conditions will not be acceptable.
In case there is any increase/reduction in excise duty or other Government levies on finished products/raw
material during the contract period, they will come into effect as per government notifications with
documentary support.
4.0
EXCISE DUTY AND TAXES: Please specify the percentage of excise duty and/or taxes that will be
applicable on your supplies and amount. In case you have any specific exemption on taxes, please do
specify.
5.0
CAPACITY: While submitting your offer, please complete the enclosed Annexure-IV (DOF) in all
respects and submit the same along with your quotation. Quotation received without Annexure-IV or with
incomplete information may be rejected summarily.
6.0
DELIVERY:
The material are to be supplied directly to various village dairy co-operative
societies of our member unions located within Gujarat State, who will be placing orders on you and as per
their dispatch advice, the dispatches are to be made strictly as per the delivery schedule and specifications.
7.0
INVOICING AND DESPATCH ADVICE
7.1
Invoices are to be prepared in the name of respective member unions and be sent to them directly
for payment. Invoices should carry purchase order numbers without fail, test certificates confirming the
quality/specification of supplied goods and separate delivery challans should accompany each supply to
enable dairy to prepare separate GR. Suppliers have to submit the supporting documents as and when
required by member unions for ISO audit/requirement.
7.2
Please ensure that invoices are prepared as per approved price break up only, specifying rate of
excise and sales tax whenever applicable.
7.3
You shall send us monthly Consolidated Report of orders placed, delivery schedule and supplies
made by you to all dairies to reach us by 5th of next month positively.
8.0
QUALITY
8.1
The material must conform to specifications accompanying test certificate to be submitted with each
supply/invoices. The supplies not conforming to the same will be rejected at your cost and risk.
8.2
In case materials are found substandard at site, on receipt of the same we reserve our right to reject
the material out rightly. Labour charges if any will also be recovered from you. We reserve the right to send
your material for testing at any laboratory and in case the result is found unsatisfactory we reserve the right
to take any action as deemed fit.
8.3
Please note that the quality of your material should remain as per specifications. Any deterioration
in the quality of your material will be attributable to you and will be to your account. Acceptance by our
unions/VCS Quality Control Department and release of payment, as such, shall not absolve supplier of his
responsibility towards the same. In other words your material should retain the desired qualities up to
utilization.
8.4
Kindly note that if any of your supplies are found substandard with respect to any aspects of
specification laid down, such supplies may not be accepted at a discount and shall be liable for rejection
summarily and our member unions may cancel our orders placed and rate approval at any time on this
account, during the contract. In such cases, your security deposit may also be forfeited.
9.0
PAYMENT: 80% payment within 30 days from the date of delivery and for balance payment, the
Performance Bank Guarantee of (valid for 12 months) 20 % of total business value to be submitted to
respective MUs, after the successful installation/commissioning of BMCs at site. Release of payment by
member unions does not absolve you from the responsibility towards supply of substandard material if any
found at a later stage.
10.0
EARNEST MONEY DEPOSIT (EMD):
10.1
You will have to deposit Rs. 25,000/= by demand draft of nationalize bank, drawn in favour of
Gujarat Cooperative Milk Marketing Federation Ltd., Anand towards EMD and the same must accompany
the quotation. In case your quotation is not accepted the deposit will be refunded within a fortnight from the
date of finalization. EMD will carry no interest.
10.2
Quotation received without EMD shall not be considered.
10.3
In case we find that you have given any misleading information with regard to your machinery
infrastructure as mentioned in your data on firm form, we may forfeit your EMD and also delete your name
from our list of approved suppliers.
10.4
Please note that last year's EMD are not transferable against your current year EMD therefore
please send fresh EMD along with your quotation.
11.0
SECURITY DEPOSIT:
11.1
In case your quotation is accepted, you will have to deposit 1% of value of business allotted as
security deposit. This SD will earn no interest. In such case you will be required to send us required SD
amount within 7 days from the date of our contract letter. On receipt of the required SD, the EMD deposited
with your offer shall be refunded within 7 days from the receipt of your SD. In no case the EMD amount
shall be adjusted against SD amount
In case you fail to arrange supplies as per the requirement of member unions and as per terms and
conditions laid down here, the deposit will be forfeited fully. Otherwise on completion of supplies, the
deposit will be refunded within 30 days provided there are no outstanding dues to be recovered from you by
us / member unions.
11.2
In case we find that you have given any misleading/false information as mentioned in your data on
firm, or at any other point of time we may forfeit your SD and also delete your name from our list of approved
suppliers.
12.0
INSPECTION OF GOODS IN PROCESS & YOUR MATERIAL PURCHASE
DOCUMENTS:
12.1
We reserve our right to depute either our representatives or representatives of our member unions
or of any independent body for inspection of materials while the same are under manufacturing if desired.
To facilitate inspections as and when necessary, you will be required to give prior intimation as to when you
are likely to start manufacturing of materials. In case during such inspection the result is found dissatisfactory, we reserve the right to take whatever action is necessary to protect our interests.
12.2
We also reserve our right to inspect the original invoices/Gate pass pertaining to your purchases of
raw materials used in manufacturing of materials by you and other records being maintained by you, which
are relevant to us.
13.0
PENALTY:
In case of your failure to supply the materials as per the contract/dispatch advice of
our member unions/village dairy co-operative societies, you will have to compensate the loss that our
member unions may sustain by way of procuring the material from other sources at higher prices, or by way
of loss of production in addition to forfeiting your security deposit.
14.0
DATA ON LAST SUPPLY: We enclose herewith Annexure V seeking information on supplies
made during last two years. As this form is a part of the enquiry, you are requested to complete the same
and return one copy duly signed along with quotation.
The quotation received without this information as per our format shall be liable for rejection. You are
requested to let us know quantity of material supplied with value to each of the companies during last two
year in the enclosed formats.
15.0
Please note that there may not be any further negotiation for the prices quoted by you. Hence it is
in your interest to offer most competitive rates.
16.0
The quantity we may buy from you will depend on your competitiveness of rates, promptness of
delivery, quality and past performance etc.
17.0
DATA ON FIRM (ANNEXURE-IV): Please send data on firm and information on supply of materials
in the enclosed annexure. The quotations received without above information or with incorrect information
shall not be considered.
18.0
We reserve our right to reject your offer in full or in part without assigning any reason thereof. Your
offer should remain valid up to 60 days from the date of opening of quotation.
19.0
We reserve our right to extend/reduce the contract period by 60 days at approved rates, terms and
conditions depending on the requirement of our member unions/societies.
20.0
Rejection: In case of rejections in supplies made by you, member unions/societies will make no
payment. Further the rejected material shall be handled by the member unions/societies as they deem feet,
and will be returned to you at your cost. If the rejected material is not lifted by you within 15 days from the
date of intimation the dairy is free to charge storage charges or dispose off the material as they may deem
fit.
We reserve the right to get your material tested from any authentic independent laboratory, the result of
which would be binding to both of us. In case of any non specified/non standard material being used in your
material, we reserve the right to suspend business with you, cancel the rate contract, take legal action and
forfeit your security deposit.
21.0
ISO: Since it has become highly necessary to deal with the parties having ISO registration, please
let us know as to whether you are registered with ISO. If so, please enclose a copy of the certificate of ISO
registration along with your offer. If not, please let us know in writing when you will get the ISO registration
to enable us to consider the same while evaluating the offers.
22.0
MAINTENING ETHICAL STANDARDS IN BUSINESS:
Since supply of ordered material shall be directly to the ordering Member Unions, based on the strength of
our Rate Contract, it is highly necessary for the suppliers to ensure that business ethics are maintained at
the highest degree with GCMMF/Member Unions/Societies. In no case we will be able to tolerate any
unethical practice by the supplier by way of offering either cash or in kind or compensation in any form either
to get the rejected material accepted or to get higher volume of the business than the approved quantity in
this contract letter.
By any chance if it comes to our notice that you or any of your employee/representative/agent has tried to
initiate such unfair business practices with any of our employee or any of the employee/decision maker of
our Member Unions/VCS, even with/without any documentary evidences, the same shall be considered as a
breach of contract and we reserve our right to terminate/suspend the contract during any time of the contract
period without assigning any reason thereof.
23.0
COMPUTER / E MAIL FACILITY:
24.1
Since it has become highly necessary to deal with the parties (single point contact) having
Computer/E mail facility for effective and fast communication. Please let us know whether you have the E
mail facility along with your offer/in the DOF form enclosed. If not, please let us know in writing when you
will arrange the E-mail facility to enable us to consider the same while evaluating the offers. In absence of
this facility, it is likely that we may not consider your offer.
24.0
JURISDICTION
In case of any dispute arising out of this contract, jurisdiction will be the head quarter of ordering unions.
Section 05
TECHNICAL SPECIFICATIONS
CAPACITY : 10 K L
1. General Description
Design, supply, installation, testing and commissioning of Direct Expansion type bulk milk cooling systems
including all accessories& items given in the detailed scope of supply, on turnkey basis.
2. Functional Requirement
These systems would be installed in village Dairy Co-operative Society (DCS), which collects the milk
everyday in the morning & evening from milk producers. The milk collected shall be stored in the bulk
milk cooler and cooled from ambient temperature to 4 degree centigrade. The stored milk shall be
dispatched to dairy plant through insulated road milk tanker once in a day.
3. Design Requirement
3.1 Capacity
The net capacity of the bulk milk cooler shall be as mentioned above. However, the gross capacity in all the
sizes shall be at least 10% higher than the rated capacity to avoid agitational or accidental spillage of milk.
3.2 Applicable manufacturing/ design code
3.2.1 Bulk Milk Cooler (BMC)
The BMC shall meet the requirements of ISO 5708 2A II (Latest version) with not more than 3.0
hours cooling time from 35 to 4 Deg. C. for all milking* and not more than 1.5 hours for second
milking* i.e. from 10 to 4 Deg. C. The tank shall be of an established & proven Direct Expansion type
design, in regular production & use and
not a prototype.
(* Note: All milking means quantity of milk received in either morning shift or evening shift. When a Tank
for two milkings is either empty or contains 50% of its' rated volume of milk at 4 0 C, and 50% of the
rated volume of milk at 35 0 C is added in one batch, all of the milk shall be cooled to 4 0 C in not
more than the specified cooling time. If a volume of milk corresponding to the second milking is
added to the tank, the total volume of the milk shall be cooled to 4 0C in not more than specified cooling
time.)
The alternative cooling systems based on indirect - cooling of milk through plate heat exchangers or
bulk milk tanks with the chilled water from Ice Bank Tank are not included by Banas Dairy
because
of their high operational costs and other maintenance difficulties due to peculiar operating
conditions in the villages specifically the quality of water.

3.2.2 Refrigeration System
The refrigeration system shall be designed to comply
milk tanks (ISO 5708, Class 2A II- Latest Version).

3.2.3 Accessories
Accessories like diesel generator set, electric & control cables, control panel, temperature
sensor, electrical switch gears, refrigeration control valves & fittings etc. shall be of approved make only and
shall meet the requirement of the latest relevant ISO/BIS codes.
4. Scope of the bidder
4.1 Scope
The bidder’s scop start from pumpfeeding system with balance Tank it shall be pumped to bulk milk cooler..
The balance tank shall be of AISI 304 construction, for bulk milk cooler (BMC) upto 2000 litres
capacity the minimum capacity of tank shall be 100 litres and for BMC of more than 2000 litres capacity
the tank shall have minimum capacity of 200 litres. From BMC, the milk shall be transferred to
Road Milk Tanker (RMT) through SS Pipe and milk transfer pump either installed on the RMT or
through the pump supplied along with BMC.
4.2 Supply
The bulk milk cooler shall be a complete unit with the refrigeration system, agitator(s),
lockable inlet & outlet valve with strainer. A balance tank with SS 304 filter for pumped system, SS
piping, unions and milk transfer pump shall also be supplied alongwith BMC.
An adequate capacity Diesel Generator Set to take care of entire load of the bulk milk cooler, milk
transfer pump and surge load at the time of starting of compressor shall be supplied. Over and
above, 10% extra load shall be considered while selecting/ deciding the capacity of the DG Set
to take care of any eventuality. The DG set design must consider the ambient conditions such as
temperature, elevation from mean sea level etc. of the local area for which it is intended to be
supplied. Complete cabling (power & control) from mains to BMC ( including DG set) , control wiring from
unit to panel shall be laid through steel wire reinforced heavy duty PVC conduit.

The indicative distances between SS collection tray to balance tank - 2 m, between balance tank to
bulk milk cooler - 5 m, BMC to Mains power point & DG set 20 m may be considered for
calculating cable & SS piping requirement supports etc. However the exact distances shall be as per
site conditions and the complete piping & cabling necessary for installation shall be supplied for installation.
A storage type Solar Water Heater (minimum 250 litres capacity per day and SS Insulated hot
water storage tank 250 lit capacity with interconnecting SS 304 pipes asbestos insulated be
provided for cleaning of BMC tank and other equipment at DCS. Hot water tank shall be
insulated and cladded with SS sheet in welded construction.
4.3 Installation & Commissioning
The total job is on turnkey basis and includes supply, installation, testing, commissioning
training of the field personnel. Minor civil works, providing & grouting supports are included in
scope. Moreover, supplier has to demonstrate performance trial runs after commissioning of the
to the Client. Any other item not mentioned explicitly,but required for proper functioning of
system, has to be provided by the bidder at no additional cost to the client.

5. Constructional Features
5.1 Bulk Milk Cooling Tank
5.1.1 Material of construction
Tank inner, outer, intermediate dimpled jacket & top openable cover shall be fabricated from
Stainless Steel AISI 304 material. All piping, fittings, filter body, lockable cover, agitator shaft &
blade adjustable ball feet, dip stick, outlet & inlet valves & blank flanges shall also be made out of AISI
304. The filter screen shall be from AISI 304 fine wire mesh. All the gaskets shall be of food grade
nitrile or neoprene rubber material. The skid on which tank & refrigeration unit is mounted shall be
of galvanised steel. The bottom evaporation surface in contact with milk shall be passivated by
standard treatment to impart corrosion resistance.
5.1.2 Shape & Orientation
The preferred shape of the tank shall be closed type elliptical with top man hole in case of BMCs
higher than 2000 lit capacity.
5.1.3 Tank Fittings & accessories
The tank shall be provided with no-foam inlet, outlet valve & blank union with locking arrangement,
inspection window/ manhole with locking arrangement, agitator, and top cover with locking
arrangement.

All SS fittings shall be of SMS standard. Top cover lifting handle and approach ladder for manhole
cover shall be an in-built feature of the unit. The tank shall be provided with AISI 304 adjustable
ball feet having provision of 50 mm height adjustment. Number of ball feet shall be minimum 4 for small
capacity tank and 6-8 for bigger tank.
The tank shall be equipped with agitator(s) capable of producing a uniform distribution of fat in
the milk.
The tank shall be provided with SS calibrated dipstick to measure the volume of milk inside the tank.
A union with a blind SS plate should be provided so as to plug the outlet valve of the tank to prevent entry
of unwanted materials.
At the bottom of the outlet cup on the outer surface, a temperature sensor shall be permanently
fixed. It shall sense the temperature of the surface at the outlet and transmit the signal to the
digital indicator. The temperature indicator shall be provided in the control panel.
A bubble type level indicator shall be fitted on the top surface of the bulk milk cooler tank so that at any point
of time the tank can be checked for its proper leveling. The indicator shall be fitted in such a way that
they are easily accessible and does not get damaged due to the top cover movement.
5.1.4 Milk Filter
Each system shall be provided with two AISI-304 filters with SS fine wire mesh suitable to filter
extraneous matter such as dust particles, hay, flies, cow dung pieces / particles etc. One filter shall be on
balance tank and the other at the inlet of the bulk milk cooler. The filter shall be designed and installed
in such a way that it can frequently and easily be cleaned and sell be provided extra SS Strainer on 200
Ltr balance tank.
5.1.5 Stainless Steel Sanitary Milk Pump
A suitable capacity milk pump shall be supplied for pumping of milk from balance tank to BMC.and
unloading of milk from BMC to milk tanker. Pump impeller & casing shall be made out of SS AISI 304
material. All milk contact surface shall be finished to min. 150 grit.The pump should be of sanitary
design. Inlet & outlet of the pump shall ends with SMS union. The pump shall be provided with
approved make motor having E/F class insulation and IP 55 protection. The flanged end motor shall
have stainless steel shaft having hygienic mechanical sealing arrangement to prevent leakage
from pump casing to rotor side of the motor. Pump shall be covered with SS shroud having air
ventilation grill. The pump shall have SS adjustable ball feet. Make of the pump shall be approved by the
DAIRY. The pumps should work on the three phase RPM 15000 LPH/ 10MWC supply in case of
10000 L.

5.1.6 Stainless Steel Process Pipe and Fittings
Stainless Steel AISI 304 process pipe shall be used for milk transfer from balance tank to Bulk Milk
Tank either gravity flow or through SS sanitary milk pump and CIP line. The pipe shall be welded type
having minimum 2,.0 mm thickness. Inside of the tube shall be acid pickled and outer surface mirror
polished. All bends and Tees required to complete milk and CIP lines shall also be manufactured
from the prime quality process tube as described above. All the valve and fittings required shall be
AISI 304 SMS standard made out of entire investment casting or forging. The milk contact surface
shall be ground smooth or lapped, having minimum surface roughness 150 grit. The outer
surface shall be mirror polished. Material of gasket for milk application shall be neoprene / nitrile rubber. The
required number of two way / three way valves should be provided. There should be adequate pipe upto
the Tanker loading of the milk collection center for easy unloading into tankers. At every three meter
pipe a union shall be provided so as to facilitate manual cleaning. 1 feet S.S. plate should be supply for
BMCU leg foundation and the plate thickness should be 6mm in each leg.S.S. pipe should be fitting with
hinge type clamps.
5.1.6 Insulation
The insulation of the tank shall be done by injection, in situ, of high density (minimum 40
kg/m3, CFC free and environmental friendly) polyurethane foam without having any
imperfection and hygroscopicity. The efficiency of insulation should be such that at max 50 degree C.
ambient temperature, the rate of rise of the mean temperature of the milk, initially at about 4 Deg. C
shall not exceed by one Deg. C in four hours when the rated volume is allowed to stand undisturbed as
per the requirement of ISO 5708 2A II ( latest version) when the refrigeration unit is not working.
5.1.7 Cleaning In Place (CIP)
For closed type configuration, facilities for Cleaning- In- Place shall be provided which shall include CIP
spray ball (s) and piping from milk reception/balance tank through milk transfer pump to bulk milk cooler.
For top openable configuration, facilities for manual cleaning shall be provided with AISI-304 tank of
50-lit capacity for preparation of CIP solution.
As mentioned at clause 4.2 above, solar water heater must be provided for supply of hot water for manual
cleaning as well as CIP and auto CIP system should be given for 3000L,5000L and 10,000L.
5.1.8 Welding & Finishing
Inner, outer, intermediate dimpled jacket and nozzle connections shall be welded with TIG process
only. The inner shell and all other product contact surface shall be polished up to minimum 150 grit finish.
The outer surface to be polished with 150 grit dull finish or a circle finish.

5.2 Refrigeration System
The refrigeration system shall be designed to comply with ISO/R1662 and to meet the
requirements of milk tank (ISO 5708, Class 2A II - Latest Version). The refrigeration system
shall be of direct expansion type, with Freon-22 (R-22) or CFC free environmental friendly refrigerant
to cool the raw milk from reception temperature to 4 Deg. C in the prescribed time frame
mentioned at 3.2.1. The evaporator(s) of the refrigeration system shall form a part of the milk tank
body as dimpled jacket in the bottom plate in case of rectangular open tank or atleast up to 1/3 rd
height of the elliptical (closed) tank. Preference shall be given to systems which would be compatible for the
Futuristic Refrigerant(R 407 C).
5.2.1 Compressor
The refrigeration compressor (s) shall be scroll, hermetically sealed type suitable for Indian climatic
conditions. The motor of the compressor should have a thermistor temperature sensor embedded
in windings for protection from excessive heating due to overloading or short-circuiting. Similarly, a
protection against off cycle migration of refrigerant to the compressor be necessary in the
refrigeration unit, preferably a self regulating PTC crank case heater.
Client shall approve Emerson Climate Technologies Make(s) of the compressor & condensing unit. The
compressors selected should be energy efficient and consume least power to meet the cooling load
requirements.
The compressor should be supply model no. ZB-48 KQE for 10 KL
For three phase compressor motors, star /delta starters will be preferable to reduce the starting
current. Separate price must be quoted for star -delta starters.
5.2.2 Condenser
The condenser shall be air cooled finned tube type having sufficient heat transfer area when the
unit is operating at extremely high ambient temperature. The air circulation fan shall be induced
draft type throwing hot air out of the place of installation. There should be a provision for safety
cover for the unit and Copper piping.

5.2.3 Receiver
For refrigeration circuit a suitable size liquid receiver to assist system during pump down cycle as
well as to store refrigerant incase of maintenance should be provided duly mounted on the skid near
compressor(s).
5.2.4 Thermostatic Expansion Valve
Suitable size and capacity Thermostatic valve should be provided in the refrigeration circuit of the bulk milk
cooler. The TX valve should be Maximum Operating Pressure type of reputed make and of adequate
capacity to feed optimum quantity of refrigerant to the evaporator.
5.2.5 Evaporator
In case of rectangular type bulk milk cooler, the evaporator shall be dimpled jacket fixed as the
bottom plate of the inner tank. Whereas in cylindrical/ elliptical tank the jacket shall be atleast upto
1/3 height of the tank. The gap between inner shell and jacket plate shall be such that maximum heat
transfer takes place in direct expansion of the refrigerant in the jacket. The zigzag path for
refrigerant travel shall be designed in such a way so that it reaches upto the extreme corner of
the bottom plate. In case of double compressor, total evaporator area shall be divided and
separated into two sections. Each section shall have separate suction & discharge connecting to
each compressor. The evaporator surface in contact with the milk should be passivated by standard
treatment to impart corrosion resistance. The Evaporator plate should be laser welded.
5.2.6 Refrigerant pipe, fittings & controls
All pipes, valves, fittings & controls shall comply with the latest relevant code applicable.
Isolation valves at suction & discharge sides of the compressors should be provided for compressor
isolation, during maintenance of the system. The make of each item shall be approved by the client.
Copper/ SS tubing shall be routed in such a way that if any leakage occurred during operation can easily
be detected and the defective portion can be repaired/ replaced without dismantling the whole
system. All the pipes shall be clamped properly with fixed support. In case of double compressor system,
pipe, fitting & control should be designed in such a way that both the compressors can run
independently. The tubing shall be insulated wherever necessary.
6. Electrical Control Panel
6.1 Control Panel
Three control panels shall be provided, one for the main power supply tapping, second for the
refrigeration unit and the third for the milk tank. Each panel shall be provided with MCB's of
suitable ratings for switching and protection as per the system requirement. The incoming and
outgoing power supply terminals shall be covered and secured with a lead seal to prevent tampering.
The door of the panels should be provided with lockable handles.

6.1.1 Main Control Panel
This panel should be suitable to tap the incoming State Electricity Board supply and feed the refrigeration
unit, agitator motor and milk unloading pump (from balance tank) and dispatch pump. The DG set
should be hooked up with this panel through a 'change-over-switch' in order to operate the DG set in
place of State Electricity Board supply as & when required. It should be provided with necessary
phase indication lamps (LED type), contactors, MCBs, ammeter, voltmeter, energy-meter,frequencymeter, push buttons, DG set running hour meter etc. A battery charger to
trickle charge the battery when the DG set is in operation (charge indications shall be displayed on the
panel) should be provided. Voltage stabiliser (servo type) and single-phase preventor, wherever
applicable, of suitable ratings should be supplied. The supplier should find out the voltage variation in the
State Electricity supply in the region before supplying the equipment. The voltage variation from
the State Electricity supply may be assumed between 150 & 310 volts in case of single phase and between
350 & 500 volts in case of three phase mains supply approbved make ASABA Electronics V.U.Nagar
Anand.
6.1.2 Refrigeration Control Panel
The refrigeration unit shall be provided with a control panel made out of Stainless Steel suitable for
wall mounting near the unit. The panel shall be provided with motor starters, ON/OFF push buttons &
necessary MCBs, control wiring, line voltage controller to guard the compressor against the
supply voltage fluctuations. In case more than one compressor is provided in the refrigeration
system, the control panel shall be provided with a sequence controller & timer to start one
compressor at a time to avoid surge on power supply. The panel shall also have facility to operate
refrigeration unit on auto/ manual mode. In the auto mode, as soon as the milk temperature
reaches to pre-set value, the compressor should be switched off to avoid freezing of milk.
6.1.3 Milk Tank Control Panel
The milk tank shall be provided with a wall mounted control panel with timer to control
the
intermittent operation of the agitator & a digital temperature indicator (with a battery back-up) to
indicate the milk temperature to one decimal place with least count of 0.1 0 C on continuous
basis. In case of power failure alternate arrangement should be available to know the
temperature (stem thermometer). It shall include MCBs etc as required for switching & protection.
The agitator (s) shall have interlocking arrangement with top cover opening limit switch. The limit
switch shall put off the agitator as soon as the top cover opens up.
6.1.4 Cables & Electrical Switch gears
All electrical switchgears and controls required for the complete system shall be of reputed make and
of suitable rating & use for copper wire.
6.1.5.
Heat Recovery System for Hot water (Optional Items)
The scope includes supply, installation and commisioning of hot water recovering system from condensing
unit.

7.0Diesel Generator Set (Air cooled) ( Optional Items)
7.1 DIESEL GENERATOR SET AND RELATED ACCESSORIES:
A DG set Air/ water- coolant cooled type of capacity considering alternator efficiency as 85%, suitable to
supply power (at minimum pF = 0.80 lag) to any one of the mode of operation as mentioned
below, at a time, shall be provided by the bidder. The DG set shall be either single or three phase as
per the system requirement.

The DG set selected shall be of a reputed make & suitable to provide reliable operation.
However the make & model shall by approved by DAIRY. It shall be in continuous operation for up
to 6.0 hrs. (Uninterrupted) per shift, 2 shifts per day and 365 days in a year. The set shall be suitable
for operating at 10% overload for a period of 2 hrs. without overheating.
The unit would be installed in the milk collection centre, but the exhaust will be taken outside the building.
The exhaust pipe with residential silencer to make sure loss of minimum 25 dB (A) to be
connected to the exhaust manifold preferably with flexible bellows. The exhaust to extend
horizontally out of the building (assumed minimum length of pipe 3 metres), then to rise two meters
and terminate with a weather protection cover). The entire pipe length should have a asbestos rope
insulation. All the necessary supports are to be provided for sturdy installation.
The emission limits for new diesel engines upto 800 Kw for gensets shall be inconformity
with the latest Gazette Of India notification for NO2, HC, CO, PM and smoke limit. A certificate
to this effect from Competent Authority should
be submitted with each set.


The major components of the DG set shall comprise of:

• Electric starter & manual handle for starting. 

 Heavy duty battery (with necessary leads) mounted in wooden case with hinged top for access,
cleaning, and topping-up.
• Solid-state battery charger with auto cut off facility to be integrated in the control panel.
• One fuel tank (oil drum) of 200litre capacity with hand pump for discharge into a Jerry can.
• The DG set shall be mounted, with anti-vibration pads, on a sturdy base frame or base plate with
wheels.
• A separate fuel tank suitable for one day operation (capacity as per BIS), fuel filters (coarse
and micro), fuel
pump, lube oil filter, air intake filter (replacement type), cooling fan (if required), a key for electric
starting and
preferably a lube oil pressure gauge should be provided. The fuel tank should have a graduated scale
suitable to
indicate fuel volume in litres.
• Necessary power cabling and control wiring, exhaust piping, 
• Water coolant recirculation unit, pipe supports etc. 
Separate price should be quoted for Auto Change over Switch (SEB supply to DG set & vice versa)
8 Water
8.1 Water for cleaning
A 1000 litre capacity overhead tank - closed type with manhole for maintenance only Sintex Brand
Name make(doubled walled) - moc-HDPE with necessary GI B class pipe of ½” alongwith single phase
monoblock pump for filling of the overhead tank from the main supply is in the scop,The scop also includes
GI B Class piping from overhead tank to a convenient point near the BMC.
*Gateway Valve used in water Piping.
8.2 Water filtration system & treated water storage tank (Optional items)
An ultra filtration type water treatment system of capacity 500 litres per day suitable to treat water
having initial TDS of < 5000 ppm shall be supplied so as to provide treated water having TDS in
conformity with BIS 10500-1991 for cleaning of the BMC unit & other DCS accessories. Inlet water shall be
taken through the overhead water storage tank so that no power is required for the system. The
membrane should be suitable to work at least for three years. The balance tank shall be used for
storage of the treated water for the CIP of the BMC system. The unit should be suitable for outdoor
mounting. The filtered water shall also be suppliled as input to the solar water heating system.

8.3 Solar water heating system: (Optional items)
The scope includes supply, installation and commissioning of the hot water generating system
from solar energy. Solar water heating system (direct heating) capacity 250 l per day of reputed make
shall be supplied along with all the related accessories like piping, insulation, insulated hot
water storage tank of capacity 250 L. The insulated hot water storage tank shall be of SS. The
system should be maintenance free. All the piping and required materials shall be the part of the
supply. The piping shall be done from the hot water storage tank to the bulk cooler balance tank for
its availability at the consumption point. This piping shall also be insulated with asbestos rope or
with glasswool claded with 22 gauge aluminium sheet. The solar water heating system shall be
installed on the terrace/ roof of the co operative society building. All the material required for the
satisfactory commissioning of the system which shall also include the inter connecting piping and fittings
shall the in the scope of supply.
9 Installation, Commissioning & Training
9.1 Installation
Installation of all equipment, including minor civil
works such as providing galvanised steel
supports, clamps etc. required to secure the equipment to walls and floors, necessary conduit to lay &
connect all electrical and control circuits is included in the scope. Major civil works will be undertaken
by the owner. All tools & tackles required to execute the job shall be made available by the supplier.
9.2Commissioning
Supplier shall arrange commissioning & performance trial runs of the bulk milk cooling system to the
satisfaction of the client. All the consumables required during commissioning of the plant shall be supplied
by the supplier.
9.3 Training
Supplier shall arrange for training of the team of DCS staff for efficient operation and maintenance of the
complete system.
10 Spares
Along with the bulk milk cooler & DG Sets etc, the bidder shall supply spares for two years trouble free
operation of the complete system.
The list of spares to be supplied with the system shall be finalized by client alongwith prices. Separate price
shall be given in the bid for this.
11 Tool Box
A GI sheet toolbox containing one set of all necessary tools required for regular maintenance of the
unit shall be supplied along with the BMC. (1.Set of Spanners (All Required for
maintance),2.Hamer,3.Plier,4.Screw Drive,5, Union Spanners)

12 Manual
Two sets of operation & maintenance manual, one in English & another in local language containing
complete details of starting up , putting off , critical checks and day to day maintenance of the complete
system shall be supplied . The manual should also have the required electrical circuit diagrams.
13 Service Centre and Service Contract (optional)
13.1 Service Centre
Each bidder is required to quote for setting up a service centre in Banaskantha District & for
providing service cover on a continuing basis. The quoted price for service cover will be valid for
three years. This is to be established in a central place, with all facilities to maintain a continuous
service to the village collection centres having milk cooling systems. This includes:
a) Adequate & skilled manpower including a dedicated technician for maintenance & repairs of DG set. It
shall be the responsibility of DG set supplier jointly with BMC supplier to provide necessary support
to maintain smooth operation of the total package at Village.
b) Telephone connections and communications to call the service team round the clock.
c) Transport facilities: The centre is to have transport (owned or hired) available round the clock of
adequate
capacity to;

⇒ Provide rapid replacement of complete milk cooling unit or DG set, if necessary.

⇒ Ensure regular & continuous visits of the service team(s) to the collection 
centers.
d) Maintenance workshop, including essential machine tools and hand tools to tackle any repair that may
be required for
the system and for regular dismantling and overhauling of diesel engines that would be necessary on
a continuous
basis.
e) Stock of spare parts.(the list should be provided by the bidder.)
13.2 Service Contract
The bidder is to quote for the service contract for a period of three years from the date of installation of
the first unit. This is to include the cost of labour, materials, transport and incidentals, and the cost is to
be based on the unit rate per collection centre per year. This would involve the necessary teams
and vehicles to provide continuous cover as follows:


Regular service visits to each collection centre every 12 weeks to clean and adjust all of the
equipment (including necessary topping up lube-oil levels etc.) As

14 Inspection
Client has a right to inspect all the components of the bulk milk cooling system during fabrication /
manufacturing stage. Before starting the fabrication work supplier shall submit QAP & QIP for approval
from client. The milk cooling tank shall be checked with dye penetration test for welding defect,
surface roughness check, water tightness test / hydraulic test.
15 General Requirement
15.1 Technical Details
The bidder shall provide all the technical details, as per the format enclosed as appendix over and
above the general description in each section.
15.2 Makes of Items
The bidder shall provide a comprehensive list of makes of all the bought out items fitted in the
bulk milk cooling system. It is to be ensured that all the makes considered shall be of
internationally / nationally repute and of proven quality.Manufacturing of all these items shall be
in accordance to the relevant international /national code. The bidder should mention at least
one alternative make with complete details. Bidder shall obtain necessary approval from client for
makes of all bought out items.
15.3Drawing
Bidder shall submit a detailed general arrangement drawing for complete system giving complete
details with bill of materials, size, capacity, quantity, material of construction, thickness etc.

15.4Equipment Selection criteria
Bidder shall submit alongwith the offer detailed calculations with proper justification for selection of
compressor (s), evaporator (s), condenser (s), fan (s), thickness of tank, milk pump, insulation material
and thickness, DG Set etc.
16.0 Other optional items:
16.1 Level transmitter / indicator
A diaphragm type level transmitter shall be fitted in the bulk cooler tank which shall send a signal
in the from of 4-20 mA to the computing/indicating unit and shall indicate/display the total quantity of
milk in liters in the bulk cooler tank. The system shall be calibrated during the commissioning of the bulk
milk unit.
16.2 Milk Storage Tanks
The bidder should also include the prices for 1000 l, 2000 l , 3000 l Horizontal insulated milk
storage tanks with / without agitation facilities. These tanks will be used for storage of additional
quanities of milk after chilling, mainly during flush season. The provision for milk transfer to
Storage tank and from tank to milk desptach should also be provided. There shouls also be
provision of milk transfer again to tank.
The inner and outer shell of the tanks should be at least 2 mm thick AISI 304 material. The tanks
should be provided with accessories including no foam inlet and outlet having 51 mm dia. Cup type
two way plug type Stainless steel (AISI 304) flanged valve at 350 mm from the finished floor level.
Sand blasted level marks, suitable adjestable,lockable ball feet should be there. Top cover should be
AISI 304 with lifting type and lockable. The dip stick for measurement of quantity in liters with necessary
caharts etch should also be provided. The dip stick measurement should preferably in the center of
the tank. The tank should should have entire inner stainless steel shell and the conical ends shall be
insulated in at least three layers as follows:
15 mm thick expanded PUF of at least 35 kg/cu.m density
50 mm thick expanded polystyrene compressed to 45mm applied longitudinally with bitumen
50 mm thick eexpanded polystryene compressed to 45 mm applied radially with bitumen.
16.3 Load Cell Based Weighment System
16.3.1 The bidder should also include a Load Cell based Weighment System for Bulk Milk Cooling
tanks of 1000L, upto 5000 L capacities including all accessories on turnkey basis as an optional
items as per the following requirements

16.3.2 Functional Requirement
The Weighment systems should be able to provide the current NET weight (ie. After deducting the
dead weight of the equipment) at a given point of time. The weight will be displayed prominently
via a display indicator and there should be provision of RS 232 connectivity for the same.
The supplier should ensure that the system is calibrated at lest once every quarter with proper
reference weights of at least 25 % of the full capacity.
The system should display the weight in both Kilograms / Liters. There should be provision of converting the
display from one type to another.
16.3.3 Design Requirement






The system should be complete sealed and temper proof and should ensure that the balance of the
unit is not disturbed after installation. There should be provision of checking the balance of the
Tank at the time of taking Weighment.
The systems should be designed to take care of at least 150% Overload of the rated
Gross Capacities of the respective Bulk Milk Cooler.
The system should have one suitably placed 25 mm Letter height 7 segment LED indicator. The
length of the cable may vary from one DCS to another and the same will be in the scope of the supplier.
The system should be provided with a suitable battery backup for at least 24 hours.
The system should enable auto calibration of the unit.
The system should be designed to ensure complete overload and shock protection.
16.3.4 Constructional Features








The load cell should be completely sealed and should be made of SS with having IP 68 protection.
The material of construction of the Digital indicator housing should be SS 304 only.
The Load Cell cables to the housing / Digital indicator should be connected with a good quality
5 Pin Audio cable only.
All the cable should be laid properly in Good Quality PVC reinforced conduits to ensure
complete protection, including protection from rodents.
The system should ensure at least 1.5" clearance from the ground to ensure proper cleaning.
The buttons on the panel / indicator should be tactile type.
Good Quality anti vibration Rubber Pads should be used in foundation to ensure there is no
impact of the vibration on the results.
The base plate of the unit should be spot welded to ensure there is no shifting.
