Superintendent Shelton said “We want to welcome everyone to the August
meeting of our Board of Education, our first meeting of the 2010-2011
school year.

Our students returned to school last week and I am happy to report an
outstanding “back to school” process this year. Our current “fifth day”
enrollment is at 10,834 students in grades Kindergarten through 12. When
you add our 567 preschoolers, that’s a total of 11,401 students – each one of
whom is our reason for being here.
I have visited all of our school sites, and I am proud to tell you that our staff
took the Opening Day message to heart. The adventure of lifelong learning
has truly begun in classrooms across the district. As our own Bart Darrell
reminded us, every student is a success looking for a place to happen, and I
am so proud to see that we are leaving no leader behind in Daviess County.
As we think about preparing students to succeed for life, I can’t help but
take this opportunity to reference an article published in the MessengerInquirer earlier this week regarding our Board’s consideration of the
compensating tax rate. I hope our community took the time to go beyond
the headline to understand the complete story. I sent out a summary of the
“big picture” surrounding this issue to my email listserv subscribers. If you
haven’t already, I encourage everyone in attendance tonight to read those
messages, or let me know if you did not receive or don’t have access to
them. I won’t belabor the point this evening, but it is important for all of us
to remember that our district has operated, and continues to operate, under
the guiding principles of fiscal responsibility. Our Board of Education has
continued to meet its responsibility in ensuring that our schools have the
support and resources they need to provide the best education possible for
the students entrusted to our care.
Our mission is to prepare students to succeed for life. As I’ve said so many
times before, education is not a cost, it is an investment.
I believe this is an important point: You, as the DCPS Board of Education,
have balanced your responsibility to our students with a sense of
accountability to the residents of Daviess County. Our community should
applaud their commitment; I know I do, and years from now, I am confident
that our students will be able to look back and feel the same way.
As DCPS continues to prepare students to succeed for life, I am pleased to
acknowledge the many areas of recognition that we receive across the state
and nation as leaders in education.
Tonight’s program includes a celebration of our district’s recent honor at
the state level for a Professional Development program designed to focus
our vision on our mission of developing, challenging and preparing students
for success. We are also recognizing our School Nutrition specialists for
their commitment to the health and well-being of our students; and Daviess
County High School , which was recently selected for the third consecutive

year as a High Schools That Work Pacesetter School.
Needless to say, outstanding schools and outstanding staff members work
together to produce outstanding students, and we have some of the “best of
the best” with us this evening. We look forward to recognizing our national
academic team champions and our student-athlete academic all-state
honorees. Thank you again to those students and their families who have
joined us this evening!
Fall activities are already underway across our district, and we invite you to
attend as many of these events as possible to support our students and our
schools. Schedules for high school sports’ fall seasons are available in our
lobby; please feel free to pick those up as you are leaving this evening. The
Independence Bank Border Bowl games begin a week from tomorrow … a
great opportunity to see both of our high schools in action against other
teams from across the area.
We’re looking forward to continuing the adventure of learning throughout
the year with our commitment to quality instruction taking place for every
student in every classroom, every day.
Thank you again to everyone who has joined us tonight as we continue
working together to prepare students to succeed for life!”
VI.B. Recognition of KTCCCA Academic All State – Track and Field
2010
The Kentucky Track and Cross Country Coaches Association recognize
student athletes across the state who has maintained excellent grades while
participating in track and field and cross country.
Superintendent Tom Shelton and Board members recognized the following
students who maintained a cumulative grade point of 3.5 or higher during
their semester of competition during the 09-10 school year, or as an overall
accumulated GPA: Sydney Settle, Madison Mills, Mallory Osborne, Claire
Payne, Brittany Clark, Tiffany Clark, Meghan Sallee, Emily Bouchard and
Ella Shipp.
The Superintendent and Board members presented each student with a
token of congratulations.
VI-C. DCHS JV Academic Team – National Championship
The Daviess County High School junior varsity academic team was
recently invited to compete at the 2010 National Academic Championship
in Chicago. The JV team qualified based on its state championship in the
Knowledge Master Open in April.

The DCHS junior varsity academic team was named National Champions.
Mr. Shelton and the DCBE members presented a token of congratulations
to Ella Shipp, Logan Leathem, Courtney Hamilton and Grant Nation.
VI-D. DCHS – National High Schools That Work “Pacesetter”
DCHS was one of only 30 HSTW schools and Technology Centers That
Work (TCTW) centers to receive the 2010 Pacesetter Award, out of 1,200
eligible sites.
The award was officially presented by the president of the Southern
Regional Education Board at the 24th Annual HSTW Staff Development
Conference in Louisville on July 14.
The Board recognized DCHS for being named a HSTW site.
VI-E. National School Nutrition Association Award – Lisa Sims
The Board and Superintendent recognized the DCPS Food Services
Department and Food Services Director Lisa Sims who were recently
honored with national recognition at the School Nutrition Association
national convention in Dallas, TX, July 11-15.
Lisa Sims was presented the President’s Leadership Award for Exceptional
Accomplishments. The award – the highest honor given to individuals by
the national association is presented annually to three state presidents who
have demonstrated extraordinary leadership.
The Board and Superintendent recognized and extended congratulations to
Ms. Lisa Sims and the entire DCPS Food Services.
VI-F. KASA Tom Vest Award – “Focusing Our Vision”
Ms. Vicki Riley, Ms. Julie Clark and Ms. Jana Beth Francis received the
Tom Vest award for their visionary leadership and commitment to success
for the district’s “Focusing Our Vision” professional development plan that
significantly impacts or improves student achievement.
The Board and Superintendent presented each person with a token of
congratulations.

IX-F. CONSIDER APPROVAL OF THE TRANSPORTATION AGREED
UPON PROCEDURES REPORT
Under the contract with the Daviess County Fiscal Court for DCPS to
provide transportation for parochial school students, certain accounting
procedures must be performed to ensure that the costs of such transportation
are calculated correctly for billing purposes.
Approved the Transportation Agreed Upon Procedures Report for 20092010.

INSTRUCTIONAL/NON INSTRUCTIONAL SCHEDULES – MASTER
BELL SCHEDULES
Students must receive 1,062 instructional hours per school year.
Attendance audit requires approval of each schools master schedule
delineating instructional/non instructional time for each school.
All schools exceed the required minimum of 1,062 hours of instruction.

X-B. CONSIDER APPROVAL OF THE 2010-11 TAX RATES
Within thirty days after the receipt of a certified assessment for the current
fiscal year the Board must levy tax rates and determine revenues and
expenditures to submit to the Kentucky Department of Education.
The following rates were presented for adoption: 56.8 cents per $100
valuation rate for real and personal property, and 49.0 cents per $100 for
motor vehicles. This also included a permissive tax of 3% on utilities and
the taxability of aircraft and watercraft.
Rates are expected to generate $456,287 that will be used to offset the
additional costs of CERS/KTRS employer matching and the step/rank
increase for all appropriate staff. Additionally, the building fund should
expect a revenue increase in local tax revenue of $63,236 which will be
used for debt service.
Mr. Matt Robbins recommended the Board approve the 2010-11 tax rates
for submission to the Kentucky Department of Education.

entertained a motion to enter into closed session for the purpose of
