Education
Baggett’s educational background detailed in his resume contains material inconsistencies. According to
the resume posted on Baggett’s campaign website (http://sbaggettpusd2011.ning.com/page/resume-1 )
he claims the following:

National University, San Diego, CA. Administrative Credential (Sept. 2002-Sept. 2003)

UCSD, San Diego, CA Masters of Education (Dec. 1998-June 2000)

CSU Stanislaus, Turlock, CA B.A. Social Science (Sept 1991-June 1996)
However, the following was found:
University of California at San Diego – Baggett did not attend or ever receive a Masters of Education
from UCSD. The only record of Baggett in the UCSD system relates to four UCSD Extension courses he
took beginning in June 2000.

An online request for degree verification and verification of enrollment at the University of
California at San Diego (“UCSD”) through the National Student Clearinghouse (“NSC”)
(http://www.studentclearinghouse.org/secure_area/DVEV/dvev_bridge.asp ) was returned with
negative results for Sean Baggett (DOB: 07/27/1971).

The UCSD Registrar’s Office (858- 534-3150) verbally confirmed that there was no record of
Sean Baggett (DOB: 07/27/1971) ever attending or receiving a degree from UCSD and the
undergraduate or graduate level. The Registrar’s Office records did indicate that Baggett did
take UCSD Extension courses.

The UCSD Extension office was contacted and the following was found:
o
The UCSD Extension office customer service representative contacted at (858) 534-3400
indicated Sean Baggett (DOB: 07/27/1991) did not receive a Certificate from the
department, but took four classes:
o

Spring 2000 – 1 class

Summer 2001- 2 classes

Summer 2002 – 1 class
UCSD Extension Manger, Debbie McAuliffe, was contacted at 858-882-8004
(dmcauliffe@ucsd.edu) and provided the following:

UCSD Extension does not confer degrees, just Certificates.

Baggett completed four UCSD extension classes, the first in June 2000.

Baggett appeared to be pursuing certification as a “Resource Specialist” based
on the courses taken. Baggett completed 3 of the 4 courses required to attain
certification; he failed to take the “Field Experience” course; the fourth class he
took was unrelated to the certification.

Baggett took a 3 unit “Resource Specialist” class in June 2000 that met three
days a week from 8:30am to 5:30 pm.
National University, La Jolla – Baggett received a Masters of Education on 7/16/2000. Additional
investigation is required to determine if he received any certification or credential between Sept 2000
and May 2003.
 An online request for degree verification and verification of enrollment at National University
through the National Student Clearinghouse (“NSC”)

the following results for Sean Baggett (DOB: 07/27/1971):

Baggett received a Masters of Education on 7/16/2000. His course of study was in Cross
Cultural Education.

the following results for Sean Baggett (DOB: 07/27/1971):

Bachelor of Arts awarded on 8/21/1998 in Social Sciences.
California State University at Chico – Baggett did not indicate on his resume that he attended the
university.

Baggett attended the university from 01/25/1993 to 12/17/1993; no degree was
conferred.
Public Record
Baggett has a criminal record history that includes charges of Theft, Driving Under the Influence,
Urinating/Defecating in Public and Failure to Appear. His criminal record begins in 1993 and extends
through 2008. His civil record includes he defaulted on a financial obligation in 2008 to Household
Finance for approximately $14,000; the judgment against Baggett appears to be unsatisfied.
Criminal History
 2008 – Driving Under the Influence; Reckless Driving; Case # PAS8PS02271-01
Los Angeles County Criminal Court records indicate Sean Jason Baggett was charged with Driving
Under the Influence 0.08% or more and Reckless Driving (Vehicle Code 23152(a), 23152(b) and
23103(a)) on 5/22/2008. On 10/08/2008 Baggett plead guilty to Reckless Driving; the DUI
charges were dismissed.
The court dockets were the only documents available for this criminal filing. The docket
indicates:

On or about May 6, 2008 Baggett was charged with the following offenses:
231152(A) Vehicle Code – Misdemeanor Driving Under the Influence
231152(B) Vehicle Code – Misdemeanor Driving Under the Influence with BA %0.08 or
higher.
Baggett plead not guilty to both counts.
o
On 10/08/08, both charges were “Dismissed Due to Plea Negotiation” and Baggett was
charged and plead Nolo Contendere to violation of 23103(A) – Reckless Driving. He was
found guilty and the court imposed the following sentence:


Imposition of sentence suspended

Placed on summary probation for 3 years under the following conditions:

Serve 1 day in Los Angeles County Jail (this was satisfied as he was given 1 day
credit for time served – he probably spent 1 day in jail when he was arrested.

Fined total of $1,486, due on 4/8/09

Must successfully complete 3-month counseling program

On 4/8/09 Baggett provided a Proof of Completion for the counseling program and was
granted a 60 day extension to pay his fine; now due on 6/8/09.
o
On 7/16/09 Baggett’s case was called for Fine Payment; neither he nor his lawyer were
present in court. The court added $102 to his fine, ordered bail set at $30,000 and
issued a Bench Warrant of his arrest for failure to pay the fine. The last entry on the
docket is the issuance of the Bench Warrant on 7/16/09.
2006 – Urinating/Defecating in Public; Case # PAS6PS04785-01
Los Angeles County Criminal Court records indicate Sean Jason Baggett was charged with
violation of section 9.26.020 of the Pasadena Municipal Code on 11/17/2006. The case was
dismissed or not prosecuted on 1/4/2007. Section 9.26.020 states, “No person shall urinate or
defecate in or upon any street, sidewalk, alley, plaza, park, public building or publicly maintained
facility, or in any place open to the public or exposed to public view.”
The case docket for the Urination/Defecation in public charge simply reflects the charges were
dropped in the interest of justice.

1994 – Unknown Charge by Highway Patrol; Case #CRMS132010A
Monterey County Superior Court Criminal records indicate Sean Jean Baggett was charged with
an unknown misdemeanor on 11/7/1994. (Copies pending)

1994 – Failure to Appear, Plea to Reckless Driving from DUI; Case# 44-07126
Santa Cruz County Criminal Court records indicate Sean Jean Baggett (DOB: 07/27/1971) was
charged with violation of California Penal Code 1320(a) and Vehicle Code 23105.5 on
10/18/1994. (Copies pending)

1993 – Theft, Petty Theft, Petty Theft under $50; Case #NCR60815
Butte County Superior Court Criminal records indicate Sean Jason Baggett was charged with
Theft, Petty Theft, and Petty Theft under $50 (penal codes 484, 488, 490.1). Baggett was
convicted on plea of guilty on 12/7/93. Baggett paid a fine of $293. (Copies pending)

Baggett also pled guilty to driving while using a wireless phone in Orange County on 1/25/2010.
Civil History
 2008 – Collection matter; Case# 37-2008-0009856-CL-R3-CTL
San Diego County Civil Court records indicate Household Finance Corporation of California filed
a collections suit against Sean J. Baggett on 12/23/2008; Household was seeking $13,000.
Household obtained a judgment against Baggett for approximately $13,700 that appears to be
unsatisfied. (Copies obtained)

2000 - Baggett seeks damages
San Diego County Civil Court records indicate Baggett filed suit against Stephen Hopkins on
12/22/2000 for $5,000 for damages after an auto accident. Baggett obtained a $2,255 judgment
against Hopkins on 1/25/01. (Copies obtained)
Employment
Baggett’s employment record detailed in his resume and representations made during the campaign
contain material inconsistencies. According to the resume posted on Baggett’s campaign website
(http://sbaggettpusd2011.ning.com/page/resume-1 ) he claims the following:

Volunteer Cal Tech Track and Field Strength and Conditioning Coach

Pasadena City College Adjunct faculty. Physical Education Department (June 2004-Present)

CSU Sacramento Adjunct Professor. Currently teaching EDLP 204 (Educational Leaders Role in
Special Education). This graduate-level course is designed to prepare future administrators in all
aspects of funding, compliance and proper implementation of special education services. (Sept.
2004-Present)
Additionally, Baggett claimed he was a PCC and Cal Tech faculty member at a public PUSD Board
meeting on August 24, 2010. (Click on item J on the agenda, at 1:22


Baggett states, "I am a Faculty at PCC and Adjunct Professor at Caltech and career educator."
On March 1, 2011 Baggett claimed in public at the Kiwanis Candidates forum:

"I am the only credentialed teacher and administrator in the race" "I worked for PCC and

Pasadena City College
Lyle Engeldinger, HR Manager at PCC (626-585-7550), was contacted to verify Baggett’s claims he was
employed as a PCC Adjunct Professor.

Mr. Engeldinger stated that Baggett was never an Adjunct Professor at PCC. PCC records
indicate Baggett was an "Unclassified Stipend Employee" from 02/06 to 12/06. Mr. Engeldinger
made it very clear stating, “this is NOT Adjunct Faculty.

Mr. Engeldinger stated that Baggett’s position as a "walk-on Track/Field Coach" who received
$1000 for his efforts for the 10-month period.

Mr. Engeldinger went further to say that “If he is still doing work on PCC it is purely as a
volunteer...and actually shouldn't be working with kids if he is NOT an employee.
Baggett’s name does not appear on any of the PCC WebPages listing PCC staff, track coaches and
support personnel:

CSU Sacramento
Dr. Edmund Lee, professor of education and former chair of the CSU Sacramento Department of
Educational Leadership and Policy Studies was contacted to verify Baggett’s claims he is a current CSUS
Adjunct Professor. (elee@csus.edu; (916-278-4639)

Dr. Lee stated, "I did find him as an instructor in Spring 2005 and Fall 2005. He taught a section
with 17 students those two semesters in a special program we had in LA for a year or two. Then
we discontinued it. I didn't find anything in Fall 2004. I wouldn't consider him current. We did
have a special program in LA for one or two years, but we have no record of him in our records
except those two semesters."

According to Dr. Lee, the person who ran that program then passed away, but CSUS records
indicate Baggett hasn’t taught the course since the Fall 2005 semester. Dr. Lee stated he was
chair of the program from Fall 2006 until 2008 and doesn't recall Baggett’s name. "We haven't
had any part-timers for the last couple of years. I don't recall who he is; that name that doesn't
ring a bell with me. And I was chair 4 years ago. i don't recall anything about him, including
evaluations. And I had all the assignments. I've been teaching that course for the last couple of
years.
Lee said that there's no on-line version of the course. "And it would have to show up in our schedule, if
there was an on-line course anyway.”
CalTech
Over the course of the campaign Baggett has made inconsistent statements about his employment
history with CalTech including the following:
“I am a Faculty at PCC and Adjunct Professor at Caltech” (At School Board meeting 8/24/2010)
“Volunteer Cal Tech Track and Field Strength and Conditioning Coach” (on campaign website)
“Sean…has worked for CalTech.” (campaign mailer)
