1 Town of Merton Town Board Meeting Minutes of August 24th, 2015 Call to Order Minutes August 10th, 2015 Town Board Meeting. A motion was made to approve all minutes by Fleming/Herrick. Motion carried. Present: Chairman Lichte, Supervisors Weber, Morris, Fleming, and Herrick. Attorney Chapman, Highway Superintendent Klink, and Clerk Bright. Also Present: Deputy Loberg, Brian Graves, Marty Iverson, Tom and Ann McCormick, Joel Klayfish, Dave Dean, Jim Huber, Grant Chromy, Mike Keller, Dennis Pipkorn Citizen Comments and Concerns: Dave Dean – Arrowhead HS would like to bring in a speaker they had last year. According to a survey, students open up more to a Rosencranz councellor than to staff. With the amount of tickets the town receives from parking at AHS, would they consider making a contribution to the program? Consent Agenda: Consideration of Lake Country Lions Annual Trap Shoot, Sept. 12th at Valley Rod & Gun Club – Action Consideration of Controlled Goose Hunt at Milwaukee Polo Club Grounds, Sept. 1st – 15th 2015 - Action Consideration of 5 Year Replacement Schedule from Brooks Tractor for John Deere Wheel Loader Program – Action A motion to remove the Controlled Goose Hunt was made by Lichte. A motion to approve the remaining consent agenda of the Trap Shoot and Tractor Schedule was made by Fleming/Weber. Motion Carried. Consideration of Controlled Goose Hunt at Milwaukee Polo Club Grounds, Sept. 1st – 15th 2015 – Fleming and Herrick stated they had both gotten calls about BBs in residents’ yards. Lichte stated that not every homeowner in the area was given prior notice. The floor was opened up to the public to make statements. Jim Huber from the Milwaukee Polo Club said last year two hunts took care of the problem. Grant Chromy lives in the area and last year he had an issue with hunters not being aware of boundaries. Mike Keller from Klien Outdoor Adventures will head the hunt. He said that boundaries were misunderstood last year and now he is confident Marty Iverson lives in the area and wants geese controlled to. He wants the hunt to use the boundaries. Dennis Pipkorn stated that 6am gunshots is a rude awakening. Supervisor Morris made a motion to approve the hunt with certain specifications. Fleming seconded. The specifications were a 7am start time, boundaries defined and agreed upon with residents of the area, and notification of the hunt to the residents. Motion carried, Herrick opposed. TB-082415 2 Old Business: Reconsideration Terminology of Ordinance §20.04 relating to rafts - A motion was made to approve terminology as prepared by Attorney Chapman by Herrick/Weber. Motion carried unanimously. New Business: Consideration of Trick or Treat Hours – Suggested is Saturday, Oct. 31st, from 5 – 7:00 p.m. – Clerk Bright notified the board that the Village of Merton is holding theirs on the 31st from 5pm to 8pm. A motion to approve 5pm to 7pm was made by Herrick/Morris. Motion Carried. Consideration of Ordinance 1.21 for Election Officials – Attorney Chapman stated this must be done to allow split-shifts for election officials. Clerk Bright stated that election workers wanted to do split-shifts and this would allow the town flexibility. A motion to approve was made by Herrick/Weber. Motion Carried. Consideration of Resolution to Combine Polling Places & Reporting Units for Sept. 29th Special Election – Clerk Bright stated it was difficult getting workers for these small elections and it would be helpful to have just one site for the upcoming special election. A motion was made to approve by Weber/Herrick. Motion Carried Consideration of Manke Certified Survey Map to Create Land Division – A motion was made by Herrick/Fleming to approve the CSM with the same conditions that the Plan Commission recommended. Motion Carried. Consideration of Kim Certified Survey Map to Combine Lots – A motion to approve the CSM was made by Lichte/Weber subject to approval by the planner. Motion Carried. (Planner had previously approved.) Consideration of Harkins Certified Survey Map to Combine Lots – Supervisor Fleming abstained from this item. A motion was made to approve the CSM by Weber/Herrick. Herrick asked if the Plan Commission approved the CSM. Both Fleming and Kling said it had. Motion Carried. Consideration of Bartolotta Certified Survey Map to Combine Lots – A motion to approve the CSM was made by Fleming/Weber. Motion Carried. Clerk, Board, Highway and Attorney Reports – Highway Superintendent Klink stated the department received their new truck. Sealcoating was to start this week. Clerk Bright stated he just returned from the Clerk’s Conference. One interesting idea involved a company helping to set up credit card payments either online, in person, or both. TB-082415 3 Supervisor Herrick stated that the Town Hall Library is had a budget hearing and they would need about $25,000 from the Town. Supervisor Morris stated that North Lake Management District and Lake Keesus Management District were having their annual meetings this week. Chairman Lichte stated that he went to an E-waste meeting and there may be a day next year where E-waste is collected at the transfer station. Operator’s Licenses – Haefmeyer – A motion to approve was made by Herrick/Weber. Motion Carried. Journal Entries as Presented – None Vouchers as Presented – A motion was made to approve by Herrick/Weber. Motion carried. Future Agenda Items – Lichte would like to discuss ATVs and golf carts on town roads. A motion was made to adjourn by Fleming/Herrick.
