LOUIS COUNTY CIVIL SERVICE COMMISSION TUESDAY, JULY 15, 2003 A meeting of the Civil Service Commission was held on Tuesday, July 15, 2003 in the Training Center, 121 South Meramec, 1st Floor, Clayton, Missouri, beginning at 7:36 a.m. Present for the meeting was Ms. Lillie M. APPROVAL OF MINUTES The Commission approved the minutes of the June 17, 2003 regular Commission meeting, and the minutes of the June 25, 2003 hearing for Irish Jenkins. HEARINGS SCHEDULED FOR A FUTURE DATE Phillip Buttice, Department of Justice Services, appeal of dismissal. A hearing has been scheduled for August 19, 2003, at 9:00 a.m. Ms. Thomas will serve as hearing officer NEED TO RESCHEDULE HEARING DATES None as of the date of this meeting. REQUESTS FOR HEARINGS None as of the date of this meeting. DISCUSSION OF APPEALS HEARD Jeffrey C. Hayes, Department of Highways and Traffic, appeal of dismissal, April 15, 2003. Ms. Gibala served as the Hearing Officer. A decision on this matter will be postponed until the next meeting. Aaron Mitchell, Corrections Officer, Department of Justice Services, appeal of dismissal. Ms. Thomas served as the Hearing Officer. David Arthur, Asst. County Counselor stated that a settlement regarding back pay is still in the negotiation stage and that a decision regarding that issue is forthcoming. HEAR VISITORS None REQUEST FROM MEDICAL EXAMINER TO ADJUST PAY RANGE ASSIGNMENT FOR FORENSIC MEDICAL ADMINISTRATIOR JOB CLASS (no agenda materials) At its June 17th meeting, Dr. Mary Case, Medical Examiner, addressed the Commission regarding the pay grade assignment of the position of Forensic Office Administrator in the Medical Examiner’s Office. Under the present circumstances, she said, it would be very difficult to recruit for the position should the incumbent retire. Dr. Case requested that the matter be reconsidered and job class moved to a higher pay range. Faye Betts, Division of Personnel, stated that she met with Dr. Meeks, Director, Department of Health, and Dr. Case and that a recommendation has been finalized. Ms. Betts also indicated that the recommendation for reclassification and pay range adjustment will appear on next month’s agenda. REQUEST FROM DIRECTION OF ADMINISTRATION FOR CHANGE OF SUPPLEMENTARY COMPENSATION POLICY FOR ON-CALL SNOW REMOVAL DUTY Mr. Jim Baker, Director of Administration, addressed the Commission at its meeting in June to discuss a change in supplementary compensation for on-call snow removal for employees who currently are required to perform snow removal duties. Mr. McCarley stated that upon review, the request does not violate current County ordinances and requested approval for the change in policy. After a review of the information, the Commission moved to approve the supplementary compensation policy. TAP APPROVAL FOR PAMELA HOWARD, DEPARTMENT OF HEALTH (FOR CONFIRMATION) The Commission received information concerning Temporary Assignment Pay (TAP) for Pamela Howard, Department of Health. Mr. McCarley informed the Commission that this information was for confirmation purposes. The Commission confirmed this TAP request. REQUEST FOR APPROVAL FOR TAP EXTENSION FOR THE FOLLOWING EMPLOYEES IN THE DEPARTMENT OF REVENUE: A. B. C. ROBERT PETERSON, ACTING DIRECTOR OF REVENUE PHIL MUEHLHEAUSLER, ACTING TAX ASSESSOR SANDRA YOUTZY, ACTING APPRAISAL SUPERVISOR The Commission received a request from the Department of Revenue to approve Temporary Assignment Pay (TAP) extension for Robert Peterson, Phil Muehlheausler, and Sandra Youtzy, subject to confirmation by the Commission. Mr. McCarley stated that this extension is necessary due to increased workloads and the need for continuity of personnel in a reassessment year. Mr. McCarley indicated that the department intends to fill these positions permanently. Upon review, the Commission confirmed the temporary assignment pay extension. REQUEST FOR APPROVAL OF SEASONAL PAY PLAN REVISIONS Mr. McCarley requested approval of the 2004 seasonal pay plan and explained the plan is updated on an annual basis. Upon review, the Commission approved the revision, to be effective in March, 2004. REQUEST TO ESTABLISH JOB CLASS P559 – CORRECTIONS CASE MANAGER TRAINEE – AT PAY RANGE 109 Faye Betts, Division of Personnel, presented information regarding a request form the Department of Justice Services to establish the job class of Corrections Case Manager Trainee. Ms. Betts stated that the purpose of this position is to train Corrections Officers who desire to move into case management positions. Ms. Betts also stated that the Department has procedures in place to provide this training once the request is approved. After a review of the information, the Commission approved the request to establish Job Class P559 – Corrections Case Manager Trainee at Pay Range 109. REQUEST FOR APPROVAL OF JOB CLASS TITLE CHANGES OF SOCIAL WORKERS The Commission received information from Faye Betts regarding Missouri state legislation that restricts the title of ‘Social Worker’ to those who possess a degree in social work. Ms. Betts stated that since all the employees in the job class do not possess the degree, a request has been made to change the job title of ‘Social Worker’ to ‘Case Manager’. Upon review, Ms. Thomas moved, Ms. Gibala seconded, and Commission approved the request. REQUEST FOR APPROVAL TO ESTABLISH AND REVISE JOB CLASSIFICATIONS FROM THE OFFICE ADMINISTRATION STUDY The Commission received a request from the Division of Personnel to approve the establishment and revisions of certain job classes as a result of the Office Administration Market Study. Kirk McCarley explained that these requests were separate from the appeals that resulted from the implementation of the Study. After review, the Commission approved the job class establishment of job class T171 – Retirement Specialist at Pay Range 28 and the job class code and title change of PA63 – Accounting Assistant, Pay Range 107 to OA71 – Accounting Service Representative, Pay Range 107. REQUEST TO ABOLISH JOB CLASSES NO LONGER NECESSARY DUE TO THE IMPLEMENTATION OF THE OFFICE ADMINISTRATION STUDY The Commission heard information from Mr. McCarley regarding a request to approve the abolishment of 49 job classes that are no longer needed as a result of implementation of the Office Administration Market Study. Upon review, Ms. Thomas moved, Ms. Gibala seconded, and the Commission approved the request. REQUEST FOR APPROVAL OF THE 2003 PAY PLAN The Commission received a request from the Division of Personnel to approve the 2003 Pay Plan. Mr. McCarley explained to the Commissioners that per Civil Service Rules, approval is needed for modifications of classifications. Mr. McCarley also stated that the request for approval is on an annual basis. Ms. Thomas moved, Ms. Gibala seconded, and the Commission approved the 2003 Pay Plan. REQUEST FROM DEPARTMENT OF HEALTH FOR A TEMPORARY SALARY INCREASE FOR LAURA PUZNIAK The Commission received a request from the Department of Health for a temporary salary increase for Laura Puzniak. Mr. McCarley stated that Ms. Puzniak’s responsibilities increased to include the coordination of the department’s Health Information System. In was noted that this was a request for a temporary salary increase only for the period of time that Ms. Puzniak performed the additional duties. Upon review, Ms. Thomas moved, Ms. Gibala seconded, and the Commission approved the request. REPORT FROM PERSONNEL DIRECTOR Kirk McCarley provided information to the Commission regarding a letter received from three employees in the Department of Highways and Traffic. Mr. McCarley said that the employees were concerned about a proposal to discontinue dispatch operations. Mr. McCarley said that although the proposal is under discussion by the department, no decision has been made at this time. Mr. McCarley stated that the letter was for information only. RICHARD WHITE MATTER (Closed Session) At this time, the Civil Service meeting was temporary adjourned at 7:50 a.m. to enter into closed session regarding Richard White, Justice Services. The meeting was reconvened at 7:57 a.m. EMPLOYEE CLASSIFICATION APPEALS FROM THE OFFICE ADMINISTRATION STUDY Information was heard from several employees regarding the results of the Office Administration Study. Employees who appealed their job classifications were allowed an opportunity to speak before the Commission to state why they disagreed with the Study recommendations. The following employees were heard: Brian Boeckelmann, Stephanie Kennedy, Karen Leahy, Pat Sheahan, Karen Miller, Sharon McBain, Debbie DeMatteis, Dori Covault, Connie Frazier, Sue Dickey, Kathy Anderson, Marsha Craten, Dee Kassenbaum, and Zelda Henderson. In addition, the Commission also heard from Phil Muelheausler, William Wolff, Tom Kendrick and Glenn Powers. The Commission advised the appellants that a decision regarding their appeals would be rendered at a future date.
