We have moved away from a directorate-based approach, and in support of that we have also moved away from directorate focussed job descriptions. It is important that the successful candidate is an active supporter of this way of working, and can comfortably and credibly work across the organisation to achieve success. So what you will find accompanying this document is a generic job description for a senior manager within the Gambling Commission. Of course, sometimes, we need people to fulfil specific roles with specific professional expertise, and what we are looking for now is someone to lead our HR function, within the role described. Role purpose and scope Deliver high quality intelligence and analytical products and provide support to the Gambling Commission’s workstreams to ensure our regulatory risk strategy is delivered with a coordinated focus upon the strategic and operational priorities. Lead a group of intelligence specialists, and organising their deployment to workstreams requiring intelligence input. Develop the Commission’s intelligence capabilities, through effective management and development of intelligence staff. Work closely with Commission’s senior management and workstream leads to provide robust advice on Commission risks and potential priorities on the basis of developed intelligence. Developing Commission staff to value information and intelligence and its use in decision making is a continual priority. Deliver effective collaborations with stakeholders and partners. In particular, the post holder will be expected to develop and sustain effective relationships with police, agencies, gambling industry and sports bodies in the UK and abroad, so that others have confidence in the professionalism of the Commission’s intelligence capability and that the information and intelligence gathering and exchange mechanisms are secure and accord with law and best practice. In addition to supporting workstream leaders in delivery of their objectives, the post holder will also have responsibility for leading assigned workstreams. As a senior manager in the Commission, the post holder will contribute to the wider development of the Commission’s goals and its delivery capability through a flexible, teambased approach. The successful post holder will be expected to be effective leading in such an environment and be able to secure the benefits of doing so. Key Responsibilities Using the principles of the National Intelligence Model (or equivalent), develop the Commission’s intelligence team’s professional competencies to enable delivery of timely and accurate strategic, tactical and operational intelligence products upon which the Commission can have confidence and from which the Commission’s priority intelligence requirements are identified. Provide analytical expertise (both own and by deploying others) to support the development of the Commission wide intelligence and knowledge base to enhance understanding of the industry we regulate. Leading the development of an organisational culture across the Commission that values and makes maximum use of the information available, protects its information, understands the intelligence process and contributes to the capability of being evidence led. Ensure that the Commission’s internal and external intelligence and information collection and exchange procedures are professional, lawfully efficient and secure, generating commitment and confidence of our staff, partners and other providers. To act as the Commission’s Information Asset Owner for intelligence systems and all technology interfaces thus ensuring that our information, intelligence systems and tools are effective in collecting, collating, storing, analysing and disseminating intelligence to support workstream delivery. To ensure effective application of the Commission’s Anti Money Laundering (AML) approach, development of our capabilities and engagement with AML partners. In particular ensuring that as Supervisory Authority, the Commission is abreast of all developments and is effective is promoting the effective delivery of operators risk management responsibilities and engaged with industry. Ensure the Commission’s Sports Betting Intelligence Unit operates effectively and efficiently as gateway for the receipt and dissemination of intelligence, supports operational activity by the Commission or others and secures the support and collaboration of stakeholders and partners. To lead (work with the Commissions SRO) for all matters relating to the effective operational use and compliance with the provisions of the Regulation of Investigative Powers Act (RIPA), acting as control for all covert human intelligence sources (CHIS) and contact with IOCCO. As a leader within the Commission, contribute to the development of improved strategies, policies and procedures and embedding these into the culture and ways of working of the organisation.
