In February, Bernan was acquired by the Rowman & Littlefield Publishing Group (RLPG). By
coincidence, Bernan and RLPG are both located in Lanham, Maryland—in the same office park!—and
Bernan was moved into the RLPG offices in late April. Bernan’s books are stored and shipped from a
large state-of-the-art warehouse located in Hagerstown, MD. Bernan also has print-on-demand facilities
in RLPG’s location in Blue Ridge Summit, PA. Both of these locations are about a 90-minute drive from
the Lanham office.
RLPG owns and operates a dozen publishing imprints, many of which are focused on the academic
market. Government Institutes and Scarecrow Press, which have served the library community for 35
and 58 years, respectively, are the imprints most closely aligned with Bernan, which has been serving
libraries since 1952.
The publishing program at Bernan is now being overseen by Edward Kurdyla, who is also the Publisher
for Scarecrow Press and Government Institutes. The publishing resources and expertise of RLPG will be
an asset to Bernan Press, which will continue its tradition of providing print versions of essential
references that are migrating to Web-only availability, such as from the U.S. government. Bernan
welcomes your suggestions and ideas.
The distribution side of Bernan’s business—publications from the U.S. government, IGO’s, and selected
private publishers—will expand. Bernan is looking for additional agencies and publishers for whom it
can become a distributor, and again, welcomes ideas and suggestions.

Depository Services Program
Gay Lepkey, Manager, Canadian Depository Services Program reports:
With the change the Depository Services Program (DSP) is making to its web presentation with
“bookmarkable” bibliographic records, they are not updating the DSP E-Collection pages. The two
sites will eventually be integrated. “The new site will include dynamically generated reports of all

"master records" by departments so that, in effect, instead of having index pages for only Statistics
Canada, CMHC and Library of Parliament serials, they will be available for all serials. For those
who may (rightly) be concerned about links to DSP e-publications in their own catalogues, we plan
to provide URL "concordances" that will map old links to static index pages to the new PURLs for
serial title records ("master records") on the assumption that this will enable automated global
updates to bibliographic databases. This is one element of these changes which has the potential to
cause some pain and suffering to depository libraries. If so, it cannot be avoided, but we hope
reduce it to a minimum. Note that existing URLs to PDFs will not be broken, only those to DSP site
HTML pages.
Google Search Engine for Canadian Materials
How can we manage and provide access to Canadian materials? David Sharp of Carleton University has
created a Google custom search engine at: http://www.library.carleton.ca/madgic/docs/index.html that
now searches over 325 core domains of federal, provincial, and municipal Canadian government pages.
The 221 queries of May 2007 jumped to 960 in April 2008.
Canadian Book Exchange Centre
As a result of budget cutting, increased digital access, decline in materials received, and a “green”
solution, the Canadian Book Exchange Centre (CBEC) is closing after 35 years. It stopped accepting
journals in March 2008 and will close June 30, 2008. The CBEC is a resource-sharing service that
accepted not just government documents but all types of library materials from libraries to pass along to
other libraries wanting the materials.
Historical Canadian Materials
A historical digital Canadian collection has been created from 100 years of the annual Canada Yearbook.
The collection contains more than 100 photos, almost 50 maps from 1868 onward, multimedia including
video clips, a Teachers’ Toolbox with lesson plans, and much more.

Biotechnology Portal

This Biotechnology Portal is an example of the increased and important role Canada is playing in the
biotechnology field. The clearinghouse has a wide and rich variety of information both about
biotechnology in general and the various Canadian governmental strategies to encourage development in
this area. For instance, the BioGateway leads to a subject listing of the Canadian government agencies
involved with biotechnology and their projects while links in BioTech Tools offer descriptions and
definitions. Other highlights include regulations pertaining to biotechnology at:

of the five Regional Commissions of the United Nations. Its publications include reports and analysis of
key economic developments in the region, and are always freely available on the web. . Publications

Human Development Reports
Human Development Reports, on the web at: http://hdr.undp.org/reports/ are arguable the most
unrecognized and under utilized of international documents. Since their inception in 1990, both a
worldwide, termed “global” report, and a burgeoning number of national, regional, and even sub-national
reports have been issued. The Global report is issued annually, free on the web with searchable tables, and
also available for purchase through Oxford University Press. While a stated project and a publication
series of the United Nations Development Program, many – perhaps most other parts of the world body
contribute to this series.
The global Human Development Report for 2007 – 2008, Fighting Climate Change: Human Solidarity
in a Divided World, provides tools which allow comparison of national carbon footprints with countries
and regions around the world. It also points out that “Small island developing states are on the front line
of climate change and are already highly vulnerable to climate disasters.” The evening news merges
with international documents to provide ways better to understand our world.
Up to date, broad-based, and reliable information on both global and local levels, this series is highly
recommended for all types and sizes of libraries, academic, school, public or research, whether large or
small, where there is an interest in international affairs. The price of print publications is low, and with
Internet access, all are free. A great resource.

Inter-American Development Bank – IADB / IDB
The Inter-American Development Bank has changed its web site little since June 2007. However, the
Bank continues to add to its collection of databases noted in earlier reports.
Two good resources are the Dictionary of Trade Terms which is available in English, Spanish and
Portugese and the Databank on Indigenous Legislation. The Databank is searchable by country and
theme and includes a list of international legislation. You will find these resources by clicking on
“Knowledge” at the top of the homepage and then on “Knowledge Base” and scrolling down below the
database list.
A very useful document is the report “Outsiders?” which is the 2008 Economic and Social Progress
Report. It addresses the concerns of social exclusion as an economic threat and a threat to democracy.
There is a thorough discussion of inclusion and public policy. The entire document in pdf format is
available online at http://www.iadb.org/res/ipes/2008/index.cfm In a new expansion of techniques, the
IADB had a micro-documentary competition on this topic and the winners are also available at this
address.

The ILO serves a global gateway for information, standards, and technical guides on work and workers,
with a special focus on developing, transition, and industrialized economies. An overall goal is “decent

and government that is the core identity of ILO, as worker safety issues have been identified and
resolved in several developing countries, including Belize, Benin, Cambodia, Ghana, Guyana,
India and Togo. The message here is that safety is profitable, as well as humane.

electronic books, journals and other content from a wide range of publishers. Of particular interest to
the International Documents Community is their service in providing electronic access to the

Organizaton for Economic Cooperation and

This spring, OECD announced a new improved beta version of its new statistical portal, OECD.stat.
With the new platform, users can build tables from data across databases or browse themes of search to
find statistical information. Metadata is available at all levels. The data in tables can be exported to
Excel or a CSV file, as well as converted into charts and graphs.
New publications, including books, reports, working papers, and surveys are listed in the newsletter
What’s new@OECD. This newsletter comes out 11 times a year. The website for the newsletter is

Wikigender is a project initiated by the OECD Development Centre to facilitate the exchange and
improve the knowledge on gender-related issues around the world. In particular, Wikigender tries to
gather empirical evidence and identify adequate statistics to measure gender equality. A sample of
topics on the wiki includes life expectancy, missing women, and affirmative action. Other information
is organized by country, data and statistics, organizations, and policies.

The United Nations Human Settlements Programme, UN-HABITAT (UNCHS)

UN General Assembly to promote socially and environmentally sustainable towns and cities with the
goal of providing adequate shelter for all. As towns and cities grow at unprecedented rates setting the

social, political, cultural and environmental trends of the world, sustainable urbanization is one of the
most pressing challenges facing the global community in the 21st century.
The United Nations Millennium Declaration recognizes the dire circumstances of the world’s urban poor.
It articulates the commitment of Member States to improve the lives of at least 100 million slum
dwellers by the year 2020 – Target 11 of Goal No.7 – a task mandated to UN-HABITAT.
The main documents outlining the mandate of the organization are the Vancouver Declaration on
Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on
Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.
UN-HABITAT runs two major worldwide campaigns – the Global Campaign on Urban Governance,
and the Global Campaign for Secure Tenure. Through these campaigns and by other means, the agency
focuses on a range of issues and special projects which it helps implement. This includes the Cities
Alliance program with the World Bank and the Safer Cities Programme, also major projects in post-war
societies such as Afghanistan, Kosovo, etc.
The UNCHS website includes a very well-organized publications section that can be browsed by the
topics below. Publications offer both reports and statistics and are also by books, videos, and periodicals

2008 Developing new land policies can be a long and difficult process. It is even more so if the
policies are to be pro-poor – if they are to help correct the disadvantages that poor people

This guide suggests a way forward. Based on experience in various countries in Asia and Africa,
it is not a recipe-book, but outlines a process that can be adapted as appropriate to the situation in
each country and the specific aspect of land policy that needs to be addressed.

Three improvements to the UN Publications (UNP) web site are forthcoming. French and Spanish
language versions of the site are on the way, and UNP will enhance the site’s search capability in the
UN’s six official languages. UNP will also launch an online publishing platform that will allow
customers to access content via a wide selection of options. UNP’s financial health is good: sales via
the web site are growing at 10 to 15 percent annually.

World Trade Indicators 2008 ~ NEW ANNUAL PUBLICATION (Book w/ CD-ROM) The
new WTI 2008 provides more than 300 performance indicators measuring at-the-border and
behind-the-border country trade policy, institutions, and outcomes from 1995 to 2007. The
database allows each country to be ranked along any policy or performance dimension relative to
others. Trade-at-a-Glance tables for the 210 countries in the database facilitate comparisons

between countries in key areas. Complementing the rich database are Trade Briefs for 142

To mark the World Development Report’s 30th anniversary, the World Bank will publish The
Complete World Development Report, a reader-friendly and highly searchable DVD containing
every page of every issue of the WDR, from 1978-2008. This collection of all 30 reports will be
fully searchable—both within and across volumes—and users will be able to easily browse all of
the reports by topic. Published annually, it will replace the WDR Indexed CD-ROM Omnibus

e-Library Print Archive
Libraries subscribing to the World Bank e-Library have the option of adding the e-Library Print
Archive to their subscription. This print option costs $2500 per year, including shipping and
handling, and represents an estimated 65-70% discount off of list price. This plan allows
libraries to offer both print and electronic copies of World Bank titles and to maintain both their
print and electronic collections at an affordable price. As a single-invoice subscription, it also
allows libraries to budget more effectively and to reduce the time and costs associated with
multiple invoices and blanket standing orders. Subscribing institutions will receive one copy of
each of the 150-200 books published by the World Bank during the subscription year.
Blanket Standing Order Program
The World Bank offers a flat 20% on all purchases for subscribers to the WBP blanket standing

NEW! Africa Development Indicators Online (ADI Online) is the premier data source on the
African economy and an invaluable reference tool for those who want a better understanding of
the social and economic developments occurring in Africa. It contains data for over 1,000
statistical indicators, and time series from 1965 for 53 countries. Data include social, economic,
financial, natural resources, infrastructure, governance, partnership, and environmental indicators.
As the database uses the same platform as WDI and GDF Online, it looks and works exactly the
same way and is thus really easy to use for those who know WDI and/or GDF Online. For more,

Global Economic Monitor (GEM) is a one-stop portal for analysis of current economic trends,
and economic and financial indicators. It features up-to-date analysis on global economic
conditions, including a daily brief and event-driven focus reports, direct access to high-frequency

World Development Indicators Online (WDI Online) In late April 2008 we updated the WDI
database to include over 100 additional indicators, the latest data from 2006 and a couple of
indicators from 2007. There are now 854 series for 209 economies and 18 groups from 1960,

 Global Development Finance Online (GDF Online) offers external debt and financial flow
data for the 134 countries that report public and publicly guaranteed debt to the World Bank.
Time series data include currently 215 indicators from 1970, the latest updates are from April

World Tourism Organization
The World Tourism Day is commemorated on September 27 of each year, and for 2008 the WTO is
promoting the 7th UN Millennium Development Goal (to ensure environmental sustainability) by
focusing on the theme of climate change and tourism. Climate Change and Tourism: Responding to
Global Challenges is one of its most recent publications. The Organization has also formed a ST-EP
programme and has published four items since 2002 oriented toward the additional theme of Sustainable
Tourism—Eliminating Poverty. These publications are listed on the Organization’s site at
www.unwto.org.
Its publications programme has not changed significantly since last reporting on it. Two major sections
exist, i.e. the UNWTO Infoshop leads the user to its printed versions of publications, and to the
UNWTO Online Library for those interested in subscribing. The Infoshop site allows the downloading
or printing of WTO’s 2008 Publications & Electronic Products catalog but a link to the List of
Depository Libraries of WTO Publications failed to produce results in a recent examination of the site.
The Online Library (e-unwto), with academic pricing based on an FTE basis, contains more than 1,000
books, statistical reports and working documents and appears to be the only way to obtain access to the
World Tourism Factbook, which gives up-to-date statistics on inbound and outbound tourism to more
than 200 countries and territories.
WTO’s front page continues to lead to excerpts of basic facts and figures, to an excerpt from the latest
World Tourism Barometer, to the most recent issue of UNWTO News, to a calendar of international
tourism events, and to Infodoctour which provides factual data on national and international tourism
information holders and brokers. The WTO Documentation Centre utilizes a Multilingual Thesaurus on
Tourism and Leisure Activities, and also offers LEXTOUR, a tourism legislation database that provides
bibliographic and textual data on laws and regulations. Searching in LEXTOUR can lead to some
interesting free-access sites for various areas of the world.
