Introduction
Program Overview
Region 7 Education Service Center Head Start/Early Head Start provides
comprehensive child development services to 2038 eligible children and their
families ages birth – 5 years. The program serves twelve counties located in
Northeast Texas. The counties include rural, semi-rural, and small urban areas.
Some moderate sized metropolitan areas such as Tyler, Longview, and Marshall are
located within counties served by the Head Start program. According to 2010 US
Census population estimates, counties within the Region 7 ESC Head Start service
area range from 10,000 (Marion) to over 120,000 (Gregg).
The mission of Region 7 Education Service Center Head Start is to empower
children and their families to develop knowledge and skills to be more successful,
self-sufficient members of the community by providing high quality, efficient,
comprehensive services that meet and exceed Head Start Standards.
The program operates the full day center-based option, as approved by the
Administration for Children and Families. Head Start services are provided through
collaborative partnerships with 45 local Independent School Districts (ISDs). Early
Head Start services are implemented through partnerships with 2 licensed child
care centers and are provided in Gregg and Harrison counties only, with a total
allocation of 132 participants. A partnership with one of our child care centers, All
My Children, ended in August 2011. Twelve slots were moved to L&M Christian
Daycare and four slots were moved to Longview Child Development Center.
In PY 2010-2011, the Head Start program served approximately 2,266 children and
2,209 families while 177 children and 155 families were served by the Early Head
Start program. Early Head Start services included recent expansion slots funded by
the American Recovery Reinvestment Act (ARRA).
Purpose:
This 2011-2012 Community Assessment update is in fulfillment of the requirements
of Head Start Performance Standard 45CFR 1305.3 which requires Head Start
grantees to assess the needs of their communities every three years, update
annually, and to identify characteristics of their community that will have an impact
on the agency planning and program development activities in the coming years.
This document will provide updated demographic data and relevant community
information to identify the strengths, needs and trends that impact on the design
and implementation of the current Region 7 ESC Head Start program. The report
also identifies and evaluates the resources available in the community for meeting
the needs of the Head Start population and assesses the extent to which these
needs are being met. Ultimately, the purpose of this report is to assist Region 7 ESC
Head Start in delivering high-quality services to meet the changing needs of its lowincome children and families.
The information from this assessment will be used in accordance with the Head
Start performance standards to reconsider, if necessary:
 the program’s philosophy, long- and short-range program objectives
 component services most needed
 program options that will be implemented
 areas for targeted recruitment

selection criteria for types of children and families who will be given priority
for recruitment and selection

Summary and Analysis
The majority of Region 7 ESC Head Start families are composed of single parents.
All Head Start counties, with the exception of two (Anderson and Marion) have
unemployment rates lower than Texas’ overall unemployment rate of 9.1%.
However, there was a considerable 2-3% increase in unemployment across the other
ten counties whose averages did not exceed the state-wide rate. The inability to find
employment can be detrimental to families who are already living in poverty. This
fact exacerbates when families do not have the education or skills to obtain
available employment. As a profile, a household with children headed by a singleparent who does not have a high school education would be relegated to low-wage,
low-quality employment.
Appropriate location of centers and targeted recruitment areas for enrollment slots
remain consistent across the twelve counties with the exception of Murchison Head
Start in Henderson County. Head Start data revealed that eligibility and enrollment
was limited in Murchison and greater needs existed at other sites. These slots were
reassigned to another site.
For Head Start families, education attainment levels are lower than for the general
population. From 2010-2011 to 2011-2012 program years, the percentage of
parents in the Region 7 ESC Head Start program with a GED or less increased in all
counties, except one. In one county, the comparable difference was as much as
29%. It is important to note also that there is a wide gap between those who do have
a high school diploma or GED and those who have some training or education
beyond this. Obtaining some sort of technical skills is an efficient way to improved

employability. Community/technical colleges are accessible to all of the counties in
our service area.
The percent of uninsured children and severe lack of health providers continues to
be a concern. The highest percentage of uninsured children remains in Gregg, Rusk,
Smith and Upshur counties at 20% or greater. Marion and Rusk County showed no
increase in the number of doctors or dentists who accept Medicaid and in Marion
County alone there are no dentists currently accepting Medicaid.
Parenting skills was the greatest need identified by parents. Greater needs were
reported by Head Start families with regard to mental health services, which include
but are not limited to the effects of divorce on children, dealing with grief and loss,
and building and maintaining self-esteem in children. Consistent with the findings
in Region 7 ESC Head Start data, better education, employment and workforce
training, parenting classes and more Medicaid providers were the greatest needs
identified by the community institutions within the counties served by the program.
Measuring and reporting the effects of the recession continues to be a challenge,
although it is obvious the economic woes continue to exact a fierce toll on family
life, and children are suffering – emotionally, psychologically, and otherwise. It is
our hope that the information provided in the Community Assessment Update offers
a greater understanding of our community, its specific needs, and the unique role
the Region 7 ESC Head Start program serves in improving the lives of children and
families.

Section 1: Demographic Profile of Service Area
The purpose of this section is to meet the requirement for “the demographic
make-up of Head Start eligible children and their families, including
estimated number, geographic location, and racial and ethnic composition.”
Geographically, Region 7 Head Start serves 12 counties located generally in the
East/North East part of Texas. The counties include rural, semi-rural, and small
urban areas. As the following data will show, these counties have a high percentage
of children and families living with high risk factors, including poverty and low
education attainment.
Racial and Ethnic Composition and Primary Language
Population change in the Region 7 Head Start service area varies widely as seen in
Table 1, from a predicted growth of 20% in Smith County to a predicted loss of 4%
in Marion County. Likewise, counties differ in the number of children under 5 years
old. Smith County has 16,358 children under the age of 5, while Marion County
has 538. The percentage of children under the age of 5 years does not vary that
much- ranging from 5.1% in Marion County to 8.4% in Gregg County. The 538
children in Marion County is a low number relative to other counties, but is a large
number of children for only 20 available slots, primarily because Marion County has
a considerable number of families with high risk factors.

Table 2 below summarizes the Region 7 ESC Head Start service area population by
race, ethnicity and primary language. The population is comprised of persons
identifying themselves in primarily three ethnic groups- White, Black, and Hispanic.
In all 12 counties, White is the majority ethnic group, ranging by county from 86%
to 61%. Black is the second largest ethnic group, ranging from 22% to 3%. The
third largest ethnic group is Hispanic, ranging from 21% to 3%. Primary language
being non-English, generally tracks slightly below the Hispanic population, ranging
by county from 3% to 15%.

The ethnic population of Head Start families varies significantly from the general
population- with proportionally under-representation of White families and overrepresentation of Hispanic and Black families. This is also reflected in “Primary
Language Not-English” being significantly higher in Head Start for most counties.
Only Marion County has about even population for both general and Head Start. All
other counties for Head Start range from 16% to 38% non-English. Presumably,
these patterns are due to fewer White families who are income-eligible and more
Hispanic and Black families who are income-eligible.

Number of children by age, family and household composition
Demographics by county indicate that average household size does not vary muchfrom 2.09 persons in Marion County to 2.88 in Anderson County. Families living in
their current residence for less than one year range from 11% in Marion County to
29% in Gregg County. This data can indicate the number of people who move often,
which can be related to not paying rent and/or utilities. No correlative data is
available for Head Start Families as a sub-group.

Single-parent households throughout the Region 7 counties range from 15% in
Wood County to 21% in Anderson County. Head Start children living in singleparent households range from 44% in Van Zandt and Wood Counties to 82% in
Marion County. Head Start serves a significantly larger portion of children in
single-parent families than exists in the general population. Households with
grandparents as guardians range from 7% - 9% for county-wide population. Head
Start households with grandparent guardians range from 0% in Panola County to
8% in Rusk County. County-wide data and Head Start data for this subset is fairly
consistent.

Persons living below the poverty line range from 15% in four counties to 24% in
Anderson County. Head Start families living below the poverty line range from
100% in Marion County to 77% in Upshur County. Head Start serves a significantly
higher percentage of families living below the poverty line.
Median
household/family income ranges from $31,210 in Marion County to $46,456 in
Panola County. This data indicates that Region 7 Head Start is serving counties
with a high percent of families living below the poverty line.

According to the Texas Department of Family and Protective Services, there were
nearly 200 organizations licensed to provide child care in the twelve counties served
by Region 7 ESC Head Start, accounting for 14,852 slots.
In addition to the Head Start program, the Texas Education Agency documents that
there are 471 pre-K classrooms in the Region 7 ESC service area that provide some
type of early childhood preschool program to over 7,000 students. The number
served by unregulated child care providers is unknown.

Section 3: Children with Disabilities
The purpose of this section is to meet the requirement for describing “the
estimated number of children with disabilities four years old or younger,
including types of disabilities and relevant services and resources provided
to these children by community agencies.”
In program year 2010-11, Region 7 ESC Head Start served 2,443
children, of whom 235 (10%) had a diagnosed disability. Of the preschool
Head Start children with a diagnosed disability, 185 had speech or
language impairments, 8 had health impairments, 2 were autistic, 2 had
visual impairments, and 9 had non-categorical/developmental delays.
100% of these children received special services and had an IEP/IFSP. Of
the Early Head Start children with a diagnosed disability, 5 had speech
or language impairments, 1 had health impairments, and 14 had noncategorical/developmental delays. None of the children were identified as
autistic or having visual impairments. 100% of the children received
early intervention services and had an IFSP. The following table shows
the distribution of children by school district for 2011-2012.

Speech or language impairment continues to be the largest type of disability,
followed by non-categorical developmental delay and orthopedic impairment.
Seventy three percent of the diagnosed disabilities are speech and language
impairment. Counties with the largest numbers of children with disabilities enrolled
in ECI include Gregg County with 327 and Smith County with 382. Harrison,
Panola, Rusk and Upshur counties had slight increases as well. Gregg County
showed the greatest increase with 140 more students receiving ECI services than in
the previous 2010-2011 school year.
There is continuous need for partnership with Early Childhood Intervention.
Disabilities staff across all ESC systems will collaborate with ECI and provide
recruitment information for children that are aging out of ECI. The disability staff
will also ensure a smooth transition for those exiting ECI and entering into Head
Start.
Currently 7.1% of the Region 7 Early Head Start enrollment consists of children
with disabilities. We will continue to collaborate with LEA Special Education Staff
(Directors, Speech Therapists, Diagnosticians Etc.) and other campus staff to
ensure students receiving special education services have the opportunity to apply
for Head Start. All information when possible will be provided in dual-language
mediums.
DARS funding appropriation for Early Childhood Intervention (ECI) services for
fiscal years 2012 and 2013 was about 14 percent less than funding levels for the
program in 2011. As a result, DARS narrowed eligibility criteria for the ECI
program. Effective September 1, 2011, these new criteria included a delay of at least
25% in one or more areas of development (motor, communication, cognition, socialemotional or self-help) in order for a child to be receive services. This was slightly
more delay than would have been required in the past. The new eligibility criteria
applied to children who enrolled in the program on September 1, 2011 or after.

Due to changes with ECI being so recent, the program hasn’t noticed a definite
impact at this time. However, we anticipate these new criteria will have some
repercussions for children to qualify and receive special education services.

The purpose of this section is to provide “data regarding the education,
health, nutrition, and social service needs of eligible Head Start children and
their families.”

2010-2011 Region 7 Head Start COR data show the most gains in the areas of
Social/Emotional Learning, Creative Arts and Science. For the 2011-2012 year a
new assessment has been implemented to closer match the new Head Start
mandates. Teaching Strategies GOLD measures all areas on the HS Early Learning
Framework. In the Fall 2011 window assessment, early data indicates the areas of
Mathematics, Cognitive and Language are the areas for growth while fine motor
skills and Social/Emotional development are showing early gains.
Average education level of parents
According to the US Department of Education, Texas ranks 47 th out of 50 states in
terms of English literacy levels (Source: US Department of Education). Region 7 Head
Start service area includes counties with persons who have relatively low education
attainment. Persons with less than a high school diploma comprise 20% of adult
residents in Smith County to 36% of Anderson County. Persons with a high school
diploma but no college comprise 28% of adult residents of Anderson County to 36%
of Upshur County. Generally, less than half of adult residents have any college
background. For Head Start families, education attainment levels are lower than for
the general population. The following chart represents the education
attainment levels of adults in the twelve Region 7 ESC Head Start counties.

The percentage of parents in the Region 7 ESC Head Start program with a GED or
less increased in all counties, except Marion. In Rusk County, the comparable
difference from last program year was as much as 29%.
There are more parents with a HS diploma or GED (958) than those with less than a
HS diploma (824). However, there is much more of a considerable difference in the
number of parents with a HS diploma or GED (824) versus those parents with an
associate degree, vocational school, or some college (109).

This data cohort is enrolled students, grades PK-12 for each county. The highest
percentage of uninsured children are in Gregg, Rusk, Smith and Upshur Counties
at 20% or greater, as was evidenced in results from the 2010-2011 Community
Assessment information. The number of children enrolled in Medicaid and CHIP
increased in every county with the exception of Marion County. This increase was
over a 2 year period as evidenced from the Annie E. Casey Foundation Kids Count
Data Center reports from 2007 and 2009.

The above referenced chart refers to the number of doctors and dentists who accept
Medicaid and perform Texas Health Steps Exams. The number of providers who
take Medicaid and CHIP rose in every county with the exception of Marion and Rusk
counties. Medical providers increased in both of these counties, but the number of
dental providers stayed the same with 0 and 7 respectively. This data confirms the
severe lack of dental providers in these counties. The data indicates that these
providers do Texas Health Steps medical and dental exams, but does not single out
specific age groups. Texas Health Steps exams are performed on infants through age
21.

According to the 2011 Nation’s Report Card, the percentage of students eligible for
free lunch continues to increase. This is consistent with Region 7 ESC Head Start
data. This data cohort includes enrolled students, grades PK-12 for each county.
Percentages of students eligible for free, reduced lunch program increased in each
county - from 2.6% to as much as 9.6% in Panola County. Counties with high
percentages of children participating in the Free and Reduced Lunch Program
include Cherokee, Henderson, Marion, and Rusk.
High percentages of families participating in WIC are found in Anderson, Cherokee,
Gregg, Harrison, Henderson, Panola, Rusk, Smith and Wood Counties- all exceeding
40%. The total number of families receiving WIC services for the 2010-2011 program
year were 1134.

The prevalence of obesity among US preschool-aged children is at an all-time high.
More than 20% of the nation’s preschool-aged children are overweight or obese.
Obesity prevention has been designed to improve nutrition, physical activity and
weight outcomes for children enrolled in Head Start.
The table above shows the number of children from the 2010-2011 program year
who were overweight at 85% or above.
Numbers range from 17% to 45% among
the Region 7 Head Start counties.
Childhood obesity is a Head Start priority and the nutrition component is providing
nutrition parent trainings to all twelve counties. In the training childhood obesity is
addressed with a brief oral presentation, along with various written material
distributed to those families in attendance. Individualized parent conferences are
offered to all families.
Of equal importance is the referral for dental concerns. Five of the twelve counties
(Anderson, Harrison, Marion, Panola and Van Zandt) had referrals for dental
concerns at 40% or greater.

The majority of local Head Start families are headed by single parents. Of the Head
Start families served during 2010-11, 39% were two-parent families and 61%were
single-parent families. The majority of Head Start families had one or both parents
who were employed at the time of enrollment. The Head Start program served 179
homeless children, 7.5% of the population.

WIC was the community service most used by Head Start families, with nearly 50%
of families receiving nutritional services through WIC. Other services used most
frequently by Head Start families include parenting education, health education and

Types of Employment
The unemployment rate for the Region 7 Head Start service area is about average for
the state. However, a significant number of Head Start families are receiving social
services, with many of them receiving more than one service. With low educational
attainment and many living below the poverty line, and households that are not
excessively large (on average), low wages are the indicated reason for poverty. Low
wages can result from low/semi-skilled workers. Major occupational areas include
education, health/medical, warehousing, and laborer. Our service area has
adequate post-secondary institutions, including community/technical colleges that
can provide training and skills related to local and regional workforce needs. These
institutions may play a key role in preparing residents in a time efficient and cost
effective manner for improved wages through improved training and skills.

Information listed above indicates data showing the percentage of children that were
referred to outside Mental Health professionals for further assistance for both last
academic school year and the current school year as of October, 2011.
It is evident in the data that Van Zandt County appears to have a high level of
Mental Health needs. Part of this could possibly be due to a lack of Mental Health
resources in the community. It may be helpful to also compare the Disability
referrals and parent needs for Van Zandt County. It is also important to note that
Cherokee County appeared to have a high number of Mental Health needs last year
but none reported for this current year.

In the 2010-2011 program year, 960 fathers/father figures participated in organized
and regularly scheduled activities. Data indicates a significant variation between
counties regarding father/father figure participation. Data ranges from 74% for
Henderson County to as low as 13% in Upshur County. Further study to determine
strategies to increase father involvement in counties with low percentages may be
indicated in this area.

Risk Factors
The following chart reviews eight potential risk factors of county residents in the
Region 7 Head Start service area. They are:
 Education, less than GED/high school diploma
 Primary language is not English
 Persons living below the poverty line
 Single-parent households
 Living a residence for less than one year
 Unemployment rate
 Grandparent as guardian
 No associate degree
At the 25% level, two factors dominate- indicating that 25% of families in these
counties have less than high school diploma and primary language is not English.
Nine of the 12 counties are represented in this range. The data indicates that 20%
of families in the following counties have 4 risk factors: Anderson, Cherokee, and
Gregg. The additional risk factors are single-parent households and people living in
poverty. 20% of families in Harrison County have 3 risk factors. A few counties
have low levels of education and high levels of non-English speakers- but moderate
poverty rates. These include Gregg, Van Zandt and Wood. As a profile, a household
with children, headed by a single parent who does not have a high school education,
would be relegated to low-wage, low-quality employment. This could lead to another
factor- changing residence (moving) often- sometimes due to inability to pay rent
and/or utilities. Unemployment and Grandparent guardians are relatively stable
across our service area. No Associate Degree is included, because obtaining
technical skills is an efficient way to improved employability, and entry into some
programs does not require a high school diploma or GED. Community/Technical
colleges are accessible to all of the counties in our service area.

The purpose of this section is to identify “the education, health, nutrition,
and social service needs of Head Start eligible children and their families as
defined by families of Head Start eligible children. . .”
Region 7 ESC Head Start Parent Surveys, as of September 2011
Data indicates greater needs reported by Head Start families with regard to
mental health services, with the greatest significance occurring in Anderson and
Wood Counties. These mental health services selected by Head Start families
include, but are not limited to: Effects of divorce on children, Dealing with grief
and loss, and Building and maintaining self-esteem in children.
Families within the 12 counties consistently report parenting skills as a need.
Perhaps additional research in this area would identify greater opportunities
within the community to meet this need.
Data reported from Panola County is inconsistent from data reported in all other
12 counties. This may be a result of a much smaller representation of Head

Start enrollment in this county, whereby sample size is not great enough to
compare to other sources.
Adult education appears to be a greater need expressed by families in Anderson
County. Perhaps additional research into determining if this need is consistent
with adult education providers in this county is warranted.

Data for Early Head Start families (Gregg and Harrison Counties) indicated a greater
need for Parenting Skills. These needs identified by Early Head Start parents
include, but are not limited to: Being a single parent, Communicating with children,
and Discipline vs. Punishment.

Region 7 Head Start counties have a high rate of poverty. One of the most requested
goals for help from our families is for increased education. This is also a need identified
by our community institutions. ECI mentions the reoccurring need for more Medicaid
and now dental providers- a need also indicated by Region 7 Health & Nutrition data. In
addition, ECI noted that parenting classes for all types of guardians are needed. Region

7 Head Start data confirmed this need- as this was the highest ranking need expressed
by Head Start parents on the Family Service Agreements.
Section 7: Community Resources
The purpose of this section is to identify “resources in the community that
could be used to address the needs of Head Start eligible children and their
families, including assessments of their availability and accessibility.”
Region 7 ESC Head Start has extensive partnerships with community organizations,
local schools, faith-based organizations, and early childhood agencies and programs
throughout our twelve county service area.
