N.Z. Federation for Deaf Children Incorporated Minutes of the Executive Committee of the New Zealand Federation for Deaf Children Inc Date Saturday 8 November 2014 Venue Kennedy Park Holiday Park Meeting opened at 3.00pm – Saturday 9.15am – Sunday Present Kate Whale, Jill Taylor, Janet Baillie, Andrea Craig, Kirstin Johnson-Coombs, Catherine Trowbridge, Justin Farquhar Apologies NIL Previous Minutes MOTION: MOVED: President’s Report (See Report) KDEC Kate was invited to speak on the panel at the KDEC staff conference in September talking about parent perspective. It was awesome to be able to give some perspective to the professionals that are involved with our kids. Kate also had a face to face with Leah Paterson and Scott Johnston – Kate stated clearly that NZFDC are here to advocate for all the families. Reason we are getting behind NZSL is we have had requests for families desperately trying to get requests for NZSL. We are still backing families that want oral for their children, or specifically the AVT for the CI kids, it is just that most of the people who have been in contact are looking for sign. Kate spoke to Brian Coffey about getting Lachlan Keating, Scott J, and other Ministry reps together along with parents in order to get them they to work together, so our kids don’t miss out. Kelly Davy, That the minutes of the meeting dated 31 August 2014 be correct. KATE SECONDED: KELLY CARRIED Family Hui Andrea and Kate met with Sarah from Ministry of Education. The Hui date is 10-12 April 2015 in Christchurch, Living Springs. Lots of back and forth re opening accounts, etc. One big issue that has come up is the change in allowing parents to come with their kids. Kate discussed this with Sarah and it is about funding - they can’t afford to house/feed all of the family. If kids do go, it will be the parent’s responsibility to look after their kids. Wasn’t actually discussed at meeting but will be talked about next time. RSVP extended out to 21 November 2014. 15 families have spoken to Sarah with interest in attending. 7 out of the list have confirmed with payment. We are looking at setting up a room i.e. NZFDC, NZ Relay, Parents Group, NFD, Deaf Aotearoa, etc. to put a stand up. Not to be manned, 1 or 2 people floating around. Good chance to promote ourselves. 8 November 2014 Page 1 of 24 The Hui will be videoed and families who can’t attend may have access to view. Kate to phone Canterbury Parents Group to see if they would like to help, contribute to the Parents Hui. Jill to check with Tracy at accountants regarding GST issues on this separate account. Kate to check with Sarah as to when the funding is to be deposited in the Hui bank account. Kate to get a budget sent to Jill. GPOD Great stuff came back regarding the GPOD. A lot of discussion of it being a resource hub – all different groups putting resources in for everybody to access. Everything has gone pear shaped with Deaf Australia. Conversation about acting as a consumer global network regarding projects working around the world – pros and cons. Kate is very glad she went to FCEI conference so they all have a say in the group, and getting a group started who are all on the same page. RTD Contacts Kate sent David Foster an email regarding a list of RTDs and he has come back with a positive response – so information coming through soon. NZ Relay Chris Blum called Kate regarding putting in a flier in the next newsletter regarding what NZ Relay is, how it works, and what is involved. After discussion it was agreed that it would be no extra work for us, would help foster a good relationship with NZ Relay. MOTION: To contact Chris Blum and say the Committee has approved for him to put a flier in the next newsletter. MOVED: KATE SECONDED: CATHERINE CARRIED Canterbury Parents Had a late nomination for Brent Burcher to come onto the Executive. Kate will contact Canterbury Parents and say thank you however it was past the RSVP date, and Committee has maximum number they can cope with, but we will definitely keep him in mind for next AGM. 8 November 2014 Page 2 of 24 Auckland Parents Email from Auckland Parents re their concerns about NZFDC extending the awards to children below high school/NCEA levels. Feedback please: There are limited deaf kids at each school, so Schools don’t take the responsibility. Who judges this – Services have been done in conjunction with the President. If in need, can bring in an external moderator, with approval from the President or the Group. We look at who has achieved personal bests. They haven’t been close enough to have to talk to the Committee about it. Have had contact from parents saying how hard their kids have worked, because they are not considered on par with the rest of their class, they are not acknowledged. Lots of queries asking can we open it up for kids who are younger. The process is exactly the same as the older kids. Purpose is to acknowledge these kids and acts as an introduction to the year 9-13 awards. Nothing to do with Primary School assessments, or where on the mainstream teacher’s lists they are. The nominator can put in whatever information they like that they think is relevant – i.e. 2 years ago compared to their achievements to this year. Most of the time it is conversational type data – teachers report, or the principal has sent a letter. The awards do have an extreme value to younger kids. The award is for the child for their extreme effort. This is a great use of the committee’s time. This is the purpose of what we want to do, so it won’t impact on the primary functions as we are already doing it. No projects will be overlooked. Janet to take back to the Auckland Parents Group as to the criteria to applying for access to NZFDC awards, financial help, other services, etc. MOTION: That Kate sends a letter to the Auckland Parents Group with the above responses. MOVED: KATE SECONDED: KELLY CARRIED Resources Kate would like to get a more comprehensive database of resources up on our website. Unilateral hearing loss – Andrea put this one on our website which is awesome. The more we have on the website, the more information families can pick and choose from depending on the relevance. MOTION: MOVED: 8 November 2014 That the President’s report be received/accepted. KATE SECONDED: KIRSTIN CARRIED Page 3 of 24 Actions from President’s report Family Hui Kate to phone Canterbury Parents Group to see if they would like to help, contribute to the Parents Hui. Jill to check with Tracy at accountants regarding GST issues on this separate account. Kate to check with Sarah as to when the funding is to be deposited in the Hui bank account. Kate to get a budget sent to Jill. Kate will contact Canterbury Parents re Brent Burcher and say thank you it was past the RSVP date, and Committee has maximum number they can cope with, but we will definitely keep him in mind for next AGM. Kate to send a letter to the Auckland Parents Group responding to concerns around Awards criteria. Community Liaison’s Report (See Report) Lots of emails the past three months coming in to the NZFDC inbox. A combination of queries, time of the year with nominations, a lot more interest, enquiring about things, which is great, etc. Seems like our profile is getting a bit of a boost. People are emailing lately compared to using the PO Box. Beacon Still waiting for Alan and Julie to complete paperwork. The correct name for The Beacon Trust is The New Zealand Parent Mentors for Families of Children with Hearing Loss Charitable Trust. Excellence Awards Andrea has asked when we to put up on the website the winners of the awards – it has been decided end of Week 2 in December. Celia King Celia is working at KDEC as an RTD and has offered her services as a counsellor to groups. We don’t normally endorse individuals, we advocate for individuals. Andrea will go back with thanks but declining. MOTION: That we accept the nomination for Josef Bode from Southland for the Excellence Awards on an individual basis. MOVED: ANDREA SECONDED: KATE CARRIED MOTION: When The New Zealand parent mentors for Families of Children with Hearing loss Charitable Trust final balance comes to NZFDC, we place it in a separate account, to be opened, using two to sign from the current signatories, who sign on the 00 025 accounts. MOVED: ANDREA SECONDED: KATE CARRIED MOTION: MOVED: 8 November 2014 That the Secretary's report be received/accepted. ANDREA SECONDED: JANET CARRIED Page 4 of 24 Actions from Community Liaison’s report Put up on website the Excellence Awards in 2 nd week of December. Andrea to go back to Celia King declining her offer for counselling due to not endorsing individuals. Treasurer’s Report (See report) Charities’ Commission evening – they are going to change their accounting system to Accruals. This XRB are the accounting firm running it for the Charities Commission. Ours is more Cash. Check what we need to change – Jill doesn’t think it will be very much being on Banklink. With new system comes in, it is more what your charity does in and for the community. They get over 100 hits a day to see where their donated $$$ goes to. Accountants will be sent information – Jill will double check this. Accountant bill may be up a bit next year. Coming in April 2015. Investment signatories should be right – Jill dropped documents to Westpac. Haven’t moved DEANZ money yet – will do this after Napier weekend ($23,617.06) – travel here to Napier $2k, $2,180 (camp), $18,082.06 balance that will go to the separate account after this weekend. This is what the DEANZ money is for. Relay Meeting on 24 November, Jill be attending. Sprint have contract at the moment for it – there are other players in the game. We have to go back and find out how Sprint carries on. Are we happy for Jill to go back to the meeting to say we don’t use them enough to put across a judgement call? Jill to observe and follow her gut instinct. There is a separate $500 to be held as a bond for Kennedy Top 10 Holiday Park. When this is returned, can this be cancelled? 8 November 2014 MOTION: MOVED: When $500 is returned to us, Jill will cancel the cheque. JILL SECONDED: KATE CARRIED MOTION: MOVED: All accounts paid on bank statements can be ratified. JILL SECONDED: KATE CARRIED MOTION: MOVED: All accounts be paid from this weekend in Napier. JILL SECONDED: CATHERINE MOTION: MOVED: All accounts that come in over the holiday period be ratified and moved at the February 2015 meeting. JILL SECONDED: KIRSTIN CARRIED MOTION: MOVED: The Treasurer’s report is received. JILL SECONDED: KATE CARRIED CARRIED Page 5 of 24 Actions from Treasurer’s report Nil Vice President (See report) ILS Kelly has asked for a guideline/criteria when applying for our funds to ILS and have had no response yet. This is to ensure that we know how to do it for future references. Kelly will email again and hope for a response. Invercargill Invercargill families had a gathering in the school holidays – a few families arrived, still a work in progress. Kelly will call Tenike to see how it is going. She gives Kelly the impression that Judy is still going to sit as President. Judy stated quite clearly at the meeting that she wanted to step aside. AGM Dates set for 2015. Want to get more information out sooner so more Parent Groups can come. If we have AGM in Tauranga next year, Kelly would like to take it back to Christchurch in 2016 as it is their 40th anniversary. Christchurch has been through a rough time, and would be good to have a positive opportunity to look forward to. Kate is talking to Sarah from Christchurch Parents Group, so will bring it up with her and get her interest into hosting AGM in Christchurch in 2016. Kelly Merrill-Jones from Sign a Rainbow She is happy to pop a board book into Auckland kits only and put a flier in it. Hawkes Bay Fantastic weekend organized by Kelly. Thank you so much. Lots of positive feedback from the parents, fingers crossed the Parent Group gets up and running. Portfolio Reports Services (See report) All awards were sent out on Thursday 6 November to recipients. A time consuming process, but next year we need to get awards out earlier, as some senior schools are having their prize giving early November. Andrea to contact Dale Paton regarding who the recipient was for their award. Jill to contact Zis Luragud (NZFDC patron) to advise him who has received his award. Jill to send to Kirstin, ********’s cheques. MOTION: Any Tutor Fees that come in on our break will get paid before our February meeting. KIRSTIN SECONDED: ANDREA CARRIED Actions from Fundraising NIL General Business Manawatu Parents Group Meeting Kelly to contact Advisors and RTDs directly regarding setting up a meeting in Palmerston North. Time is a bit tight with Hui, a full Committee Meeting in February and AGM. Manawatu are really keen to get a parents group up and running, so want to fit them in. Good idea for Kate and Andrea to drive up, and Kelly and Catherine to drive down for a day instead of a whole weekend for the committee during such a busy time. 8 November 2014 Page 9 of 24 Old Hearing Aids One of the members of the Tauranga Parents Group asked the question as to what to do with old hearing aids? Is there an organization they can get sent to for underprivileged families who can’t afford the hearing aids? We give ours back to the hospital so they can be used as loan aids when kids hearing aids are being sent away for repair. Any other suggestions? APODC have to send theirs back to audiologist. Family Kit Dispatch to AODC – Catherine Catherine would like to have a process formulated for her so it is straight forward in regards to AODC wanting to take a kit to the family. The AODC hasn’t filled in a registration – they just want to give them the kit. The kit doesn’t go out unless you have a registration form – either the AODC or the family fills it out. No form, no kit. Andrea will change it so that Kit goes direct to family, details forwarded onto local Parent Group and the Parent Group can get in touch with the family. Email to all Advisors - When a registration form comes in, if filled in by family it goes direct to the family, if it goes direct to the family and they tick they want their information to be shared, details go to local parents group. If the registration is filled out by an advisor or other support person, Andrea will contact them to find out the timeframe for that person visiting the family and whether they wish the kit to be delivered to them in a timely manner or the family direct. Box of Documents from Sabine, Northland Kelly and Kate have been through a 20 year old box of documents containing receipts, etc. They have kept minutes but there seems to be missing a stash of information from the late 80’s early 90’s to 2010. Kelly is scanning all minutes she has and putting it on a USB stick, and Kate will eventually have all minutes on our website. Jill will pick up all of Alan’s documents that he has and give it to Kate for her to go through. Hawkes Bay Gathering – Saturday 8 November We had a great representation from the Hawkes’ Bay parents. 4 families were keen to start a group. Kelly gave them Brad Coombs’ Tip page. Kelly will continue to talk with them and share their contact details. One of the families is going to email Andrea their facebook page to put on our website. Audiologists Getting NZFDC’s information to them. Kate has been talking to a lady at the MOH re getting a list of audiology offices so we can send pamphlets to them with business cards. Kate to send pamphlets to each of the Committee Members when she receives them and we can take pamphlets into Doctors surgery. Take them to your local audiologist, Plunket. 8 November 2014 Page 10 of 24 NFD meeting on 11 October Louise gave a copy of Cabinet Ministers sworn in that might affect our work. I was asked to talk about my perspective as a parent around partnerships within deaf education, along with some previous students and some current students of the units in Auckland. It was lovely hearing the students’ perspectives, and wonderful to be able to give some perspective to the professionals that are involved with our kids. I was also able to have a face to face conversation with Leah Peterson, from Northland, (she wasn’t what I expected at all!) and with Scott Johnson from the Hearing House. This was an interesting conversation around the services provided by the HH and SCIP, and the way that they will integrate with the new First Signs service. I have to admit to coming out of the conversation a little saddened by what I felt to be a complete refusal to accept that the two could work together in any way. I have tried to be the middle ground, and explain that I truly believe his service should be offered to families as one of the options, but that parents should be allowed a choice to find their own place on the spectrum, and the services should be molded to this, rather than the other way around. While he was adamant that there is no middle ground between AVT and NZSL, I held my own family up as a perfect example of this, but he wasn’t open to any discussion. I hope that we can work on this, and as such, have talked at the SAG meeting with Brian Coffey and other ministry reps in order to get the various parties into a meeting where the true purpose of their services can be hashed out. Family Hui 8 November 2014 Andrea and I met with Sarah from the ministry of ed last month to go over the last bits for getting registration up and running for the Hui in April. We have put the registration and information up on our website, and have an account all set up for Hui money to go into and out of. A number of families have been unable to register because of the change around not taking children. I have spoken to Sarah about my worries here, and she has said for us to contact those families and let them know that they should email with their issues, and we will try and sort it out. We still can’t have a whole ton of kids, purely because of costs and liabilities, but there may be space for some if parents understand they are to take full Page 12 of 24 responsibility for their kids. I have started to do this with those I can contact on facebook. GPOD There has been some wonderful stuff back and forth around the Global Parents of Deaf Children network, which is a result of the FCEI conference. Currently the team are working on fining down what we want the role of GPOD to be, and how we would like to ensure that things are done across the world. There have been talks around a resource hub, and also a sort of ‘consumer report’ that goes global, holding up those governments/ states that are doing great things for deaf education/ services, and suggesting improvements/ or a big fat cross for those who aren’t. It looks very sadly like things are going well downhill with Australia at the moment, which is awful. Feeling very positive about the wonderful things that may come from GPOD. RTD Contacts I have been in contact with David, and subsequently with Bernie around getting contacts for the RTD’s. I have contact details for those who get info out to the RTD’s as well, so hopefully we will have a good list of people and this will get all our information out asap. NZ Relay Chris Blum called me yesterday asking if they could put an A4 flier into our newsletter around the relay service in the next lot. I said I would bring it back to the exec and let him know after our meeting. Canterbury Parents We had a late nomination for Brent Burcher to come onto the exec. I will reply to CPODC to let them know that for this year the committee has the maximum number we can cope with, but that we will definitely keep Brent in mind for our next AGM. Auckland Parents We have had an email from Auckland parents questioning our motives behind extending the Excellence Awards to the younger students. Please look over and we will discuss. Resources As I emailed out to you all a while ago, I am trying to get a more comprehensive database of resources up on our website. I have had a number of great responses from other people, and was hoping that some of you would be able to give some great hints and tips, either websites or books etc that have worked well for you in the past. 8 November 2014 Page 13 of 24 N.Z. She asks is it possible to add information to Auckland information kits only leaflets along with items. These could be sent directly to Catherine who is our family kits coordinator and she can add them into our Auckland region only family kits before sending out. She is happy to supply these board books for free including an information leaflet about Sign a Rainbow with them. If there is a NZFDC policy about advertising then she may need to rethink about the contribution.
