You should be responsible for the following information:
State government unit:
-Veto- to reject, as a law
-Ratify-to approve
-Federalism-system in which government power is shared between state & federal government
-Powers of state branches: Executive- governor elected by people in state
Legislative-meet once a year & elected by people in their districts;
Must be 18 years of age & live in state for 2 years
Judicial- includes Justice of Peace and parish or city courts; must
have law degree; elected by people in state
-Local government examples: Mandeville (Mayor & City Council)
Lacombe (President Council which is Parish President & council)
-You do NOT have to be a natural born citizen for ANY state held positions.
-Home Rule Authority- Parishes have the right to decide what type of parish government they want
-Two U.S. Senators representing Louisiana in Washington, D.C. are David Vitter & Bill Casidy
-Governor of Louisiana is Bobby Jindal
-Louisiana is only state to have parishes
Louisiana in the New South unit:
-Lynching-illegal executions
-Convict Lease System-system in which prisoners were used by companies to make money
-Literacy test-tested a person’s ability to read & write prior to voting
-Grandfather Clause-act determined if a person could vote based upon family member’s prior voting
status
-Jim Crow laws-segregation laws and customs enforced by the white population esp. in South
-Redeemers-Louisiana’s upper class Democrats who wanted to reclaim Louisiana after Reconstruction &
return to white supremacy and economy based on agriculture
-Plessy vs. Ferguson- Supreme Court case which stated that “separate but equal” was constitutional and
kept segregation in place until 1950s
-Immigration to Louisiana during the New South era(1876-early 1900s) was mostly from Eastern Europe
(Italy & Hungary)
-Steamboats & trains were major transportation advances during this time. Helped economy of
Louisiana out for quick shipping of goods
-Examples of famous cultural arts people in Louisiana during this time period were:
*Ferdinand “Jelly Roll” Morton-jazz musician
*Edgar Degas-impressionist painter
*Kate Chopin-writer
-Major industries during the New South period were:
*Timber, oil, natural gas, sulphur, salt, sugar, manufacturing & shipping
-Educational improvements*Governor Blanchard founded State Board of Education, doubled education budget, built new schools
*T.H. Harris consolidated one room schoolhouses & required teachers to have college degrees
*Katharine Drexel, a Catholic nun worked to establish schools for black students; she founded Xavier
University which is the only black Catholic college in the United States
Huey P. Long unit:
-Huey P. Long- governor of Louisiana from 1928-1932 & elected to U.S. Senate
-Known as a radical populist who believed with his “Share the Wealth” program that companies & rich
citizens should have to share their money with poor citizens. “Every Man a King”
-Nicknamed himself the “Kingfish” because he said he thought of himself as a “small fish in Washington,
D.C. but Kingfish to the folks down in Louisiana”
-Some of his accomplishments included: free public education for all kids, thousands of miles of paved
roads in the state, expansion of charity hospitals, reducing of property taxes, airport in New Orleans
-Assassinated in the Capitol building in Baton Rouge in 1935
