We organized 25 technical meetings and lectures in the Xi’an region of China. Major Events (International, National) In September, 2011, collaborating with the IEEE Hong Kong Section, we hosted “2011 IEEE International Conference on Signal Processing, Communications and Computing” in Xi’an. More than two hundreds of specialists and scholar from America, French, Japan, Australia, India, South Korea, etc. attended this conference. In Jan. 7, 2012, we held the IEEE Xi’an Section annual report & new year celebration. More than 100 members attended. A.2 Financial Report – (Please follow the format given below) Summary In 2011,the total receipts of XI’AN SECTION is about $26799.09(USD). It includes the balance of 2010 about $2497.16, the financial assistance of Northwestern Polytechnical University about $18900.00, the rebate (contains the interest) from IEEE about $5387.10 . The total 2011 expenses of XI’AN SECTION is about $24543.42 . The expenditure mainly refers to the academic activities including conference hall, the conference reception, the conference transportation, the conference material printing, as well as the Xi’an Section website management, etc. The balance of 2011 for IEEE Xi’an Section is about $2255.67(USD) . Any other financial activities Extra financial support mainly comes from the Northwestern Polytechnical University. PART B - ORGANIZATIONAL ACTIVITIES B.1 Membership Development Activities By Jan, 10th, 2012, the total amount of active members of IEEE Xi’an Section is 673, while the number was 553 for the year 2010 and 451 for the year 2009. It increases 22% and 49% than the members in 2010 and 2009 respectively. In 2012, we continue our effort to increase membership, especially the student members. … B.2 Chapter Activities By 2011, there are 7 chapters in Xi’an Section, all of which are active. IEEE Fellow Zhi DING visited the SP chapter and gave technical reports about the future of the wireless communication. IEEE Fellow Rick Blum visited the SP chapter introducing the work of his groups on the sensor network detecting. Sino-Germany Workshop on Image Processing Technology Prof. Alan V. Oppenheim Paid a visit to Xidian University. The main topic is the history, Today and Furture of Digital Signal Processing. Computational Intelligence Society No. 1. Date. 03/03/2011 Topic Prof. Chichung Alex Kot, the Associate Editor of IEEE Trans. on Multimedia, gave a talk on “Can This Photo Be Trusted”. Systems, Man, and Cybernetics Society No. 1. Date. 17/03/2011 Topic Prof. Lawrence O. Hall, the IEEE Fellow, the winner of Outstanding Contribution Award of IEEE SMC Society gave a talk on “Scaling Soft Clustering to Very Large Data Sets” Electronic Devices Society No. 1. Date. 28/04/2011 2. 17/06/2011 3. 20/06/2011 Topic The Distinguished Lecture talk included the progress in 3C-SiC on 150-mm and 200-mm Si wafers, the characteristics of 3C SiC/Si heterojuction, and the applications of 3C-SiC/Si in memories, LED, NEMS/MEMS and Power devices. The most significant contribution focused on the epitaxial growth of 3C-SiC on big diameter silicon wafers of 150 mm and 200 mm with very low interface states and without a buffer layer between 3C-SiC and Silicon. The I-V characteristics of 3C-SiC/Si heterojunction and C-V of MOS capacitor demonstrated the high quality of 3C-SiC/Si. This is an attractive progress. Excellent lecture that introduced the unique property of SiC, the development history of SiC power devices, including the first 4H-SiC BJT, the first SiC normally-off VJFET, and the first SiC power IC reported by SiCLAB of Rutgers University, and the widespread potential applications. Prof. Joseph Y. Hui delivered the development of Solar cell and Energy Systems of Electric Vehicles. Also he introduced the trends and market of renewable energy sources. The emphasis of this talk was put on a new Proton Capacitor which is applied to store energy. This was an excellent talk and received great interests and was highly appreciated. 3 B.3 Professional and Continuing Education Activities Summary of continuing Educational activities including conferences, technical activities, training courses, and distinguished lecture programs with attachment table / information B.4 Students Activities 1. 2. By 2011, there are 3 student branches in IEEE Xi’an Section. No new student branch is formed in 2011. IEEE Xidian University student branch. Oct, 20th~ 24th , 2011, The Academic Activities in the autumn is organized by “Key Laboratorary of Intelligent Perception and Image Understanding of Ministry of Education”aims to strengthen academic exchanges. There were more than 30 scholars Participate in this activities and 50 academic reports in this activities. IEEE CSC2011 was held in Beijing by IEEE GUCAS Student Branch. This conference aim to share their experience in the management and activities for each IEEE Student Branch in China. Firstly, Norman Mariun, the member of IEEE PES, and Song Lingyang of Peiking University were invited to give technique reports. Then Lawrence Wong, the Chairmen of Region 10, and Jamie Moesch, the member and the chief inspector of MGA development strategy introduced the activities of the IEEE Region 10 and IEEE Student Branch, repectively. At last, the students from different IEEE Student Brunch shared their experience about their Brunch work . IEEE Northwestern Polytechnical University student branch. The student members are very active in the ICSPCC 2011 as the conference volunteers. B.5 Affinity Group Activities There is currently no affinity group in IEEE Xi’an Section. IEEE Xi’an Section normally contact with its members directly with Emails, informing them when there is some activities or some important information. Office of International Cooperation , Science and Technology Association supply the aid of human resource and material support. Regular Faculty Development Programmes in different location in the state to benefit good number of faculty members. Funding for the student projects submitted by the student branches of the section to motivate student membership and also to improve the quality of the student Projects at undergraduate level. PART D - GOALS AND PLANS D.1 Continuation of Project/Activity in Progress and Their Implementation Plans The second International Conference on Signal Processing, Communications and Computing will be held in Hong Kong in 2012, Sponsored by IEEE Xi’an Section IEEE Hong Kong Section and Northwestern Polytechnical University. The goal of the conference is to bring together leading engineers, researchers and academics from the world to discuss novel theories, technologies and applications in the areas of signal processing, communications and computing.
