Road and Traffic Management
The Electrician Team Leader will provide trade skills and support for the
efficient and effective operation of road lighting/traffic signals systems in the
State. This will include undertaking modifications, services/repairs in complex
road lighting and traffic signal installations, assessing faults and attending
accident sites and undertaking repairs to an M7 technical level, with additional
permanent Team Leader duties.
MAIN DUTIES:
Contribute to the efficient and effective maintenance and operation of the Road Lighting and Traffic Signals
Systems throughout the State by:

Undertaking timely modifications, services and repairs to complex Road Lighting and Traffic Signals
Installations including:
 Heysen Tunnel
 South Eastern Freeway
 Expressways
 O’Bahn Busway
 Road lighting and traffic signal infrastructure in metropolitan and country areas

Preparation and maintenance of work procedures in accordance with all OHS&W procedures and
requirements

Implementing quality control techniques and ensuring that all work done complies with relevant standards

Undertaking non-trade tasks incidental to the main trade skill work.

Enabling the efficient and safe operation of the Department’s Road Lighting and Traffic Signals
Installations including:
 assessing complex faults and initiating appropriate action
 installation of traffic signal, road lighting and intelligent transport systems infrastructure
 maintenance and fault repair of traffic signals, road lighting and intelligent transport systems
equipment
 attending accident sites and ensuring appropriate repairs are undertaken (rapid response in some
situations, eg critical lighting and traffic signal installations).

Supporting the achievements of Departmental operational objectives by:
 providing trade guidance and technical assistance as part of a work team
 providing training or assisting with training of apprentices and other EAS staff.

Provision of Team Leader Duties, including:
 assisting the Co-ordinator, Road Lighting/Traffic Signals Installation with the day-to-day and long term
scheduling of work. This may include negotiation with other Team Leaders and/or Project Managers
in situations where the allocation of the groups’ resources is required to be prioritised and/or work is
required to be rescheduled
 assisting the Co-ordinator, Road Lighting/Traffic Signals Installation with administration and finance
functions such as job quoting, checking of timesheets, record keeping including ABMIS, RITS and
EARLS databases, job progress and completion reports, ensuring work requests are viable, safe and
cost effective, etc
 placing equipment, tools and component orders
 providing technical guidance to various work teams within the group
 providing an overall on the job leadership role
 inspecting and ensuring the quality of work undertaken by other employees of the group, where
required
 exercising judgement and advising on matters requiring the application of trade skills and knowledge


advising group members as to the most appropriate procedures and safe work practices required, to
ensure employee and public safety, and to maximise the group’s efficiency. This may include the
preparation and updating of safe work instructions or similar documents on behalf of the workgroup,
or the section.
Contributing to a safe and healthy work environment, free from discrimination and harassment by working
in accordance with legislative requirements, the Code of Ethics and departmental human resource
policies, including the OHS&W requirements.
REPORTING / WORKING RELATIONSHIPS

The Electrician Team Leader reports to the Co-ordinator, Road Lighting/Traffic Signals installation but
works under limited supervision and will:
 generally be responsible for one functional area within the group and will work closely with the other
Team Leaders to ensure the efficient use of staff and resources
 be responsible for other Team Leader functional areas as required
 liaise with work group members, EAS Traffic Signal and Road Lighting Specialists, Project Managers
and external customers.
SPECIAL CONDITIONS

Initial location will be at Electrical Assets Section, Walkley Heights but the incumbent will be required to
work on remote sites.

Must be willing to work flexible hours if required, e.g. currently a 9-day/76 hour fortnight, but a 4-day/38hour working week may be required.

Will be required to be part of an “on call” out of hours weekly roster.

Will be required for emergency response.

Will be required to work at heights.

Out of hours work and intrastate/interstate travel including overnight absences will be required.

Medical and functional assessments will be required to be undertaken prior to appointment.

A current LR Driver’s Licence is essential.

Remuneration at the M6 level is dependent upon the incumbent obtaining and retaining relevant skills,
performing ongoing Team Leader duties and being willing to work in any area of traffic signals and road
lighting within this group. Failure to regularly participate in all areas and keep all skills updated may result
in a reduction of the remuneration level to M7.
ESSENTIAL REQUIREMENTS

Satisfy the requirements of the M7 technical level, Metal Trades Award including attainment of at least 9
modules of a relevant Diploma or Advanced Diploma, or recognised equivalent assessment, noting that:
 where an employee has not obtained sufficient formal qualifications as above, training, support and a
skills assessment will be undertaken within the probationary period to ensure competence at the M7
technical classification level is obtained
 attainment of the skills required for this position within the probationary period is a requirement of
successful completion of the probationary period
 failure to obtain competence in these skills within a reasonable timeframe may result in a reduction of
the remuneration level

Experience in the Electrical Industry including:
 possession of an Unrestricted Electrical Workers Licence
 knowledge of AS3000 Rules and Regulations, including updates
 knowledge of Electrical Certificates of Compliance and responsibility for completion.

Proven ability to work on machinery, equipment or instruments which utilise complex electrical/electronic
circuitry and controls or a combination of electrical electronic, mechanical or fluid power principles,

Proven ability to identify technical and/or operational problems relating to maintenance, repair and
modifications to plant and equipment relevant to trade.

Ability to oversee, provide advice and report on a technical operation and to plan and determine priorities
to achieve results to specified time, cost and quality criteria.

Ability to communicate effectively, both verbally and in writing, and have good interpersonal skills
including ability to work closely with non-trades related personnel.

Ability to work independently and work effectively as a team member and possess a willingness and ability
to learn new technologies.

Must be physically able to perform the duties.

Good computer skills with good working knowledge of PC software eg Microsoft Windows, Word, Excel,
Outlook.


DESIRABLE REQUIREMENTS

Attainment/possession of;
 Explosive Power Tools Licence.
 Certificate of Competency for working in Confined Space.
 Elevated Work Platform Certification.
 ETSA HV Identification Certificate or equivalent.
 Statement of Attainment of the Workzone Traffic Management Course
 White Card – Civil Safe: Construction Industry Common Safety Induction course.
 MR driver’s licence
Note: Training and/or course attendance for the above will be provided for the successful
applicant, if required. Successful completion of required courses/certificates is a requirement of
the position. It is intended that required courses will be undertaken and successfully completed
during the probationary period.

Experience/knowledge in Road Lighting/Traffic Signals Installation (single and three phase).

Possess a current licence to operate a Forklift.
