NEW BUSINESS a) Motion 25.01.2013 – 01: Motion to endorse the Idle No More movement Moved by: Peter Holdsworth (History) Seconded by: Ron Couchman (Sociology and Anthropology) Whereas the Canadian First Nation communities have begun the Idle No More campaign in response to efforts in the Omnibus bill C-45 to make changes to environmental protections without consulting the First Nations and Inuit communities; and Whereas these changes endanger historic treaty rights agreed to by the Crown and/or Canadian Government including those to supporting the traditional way of life and hunting and fishing rights; and Whereas the First nation leaders at the time of the treaties understood they were made with the Nation of Canada and the Crown and as sharing, not sale of their land; and Whereas the Graduate Students’ Association has shown support in the past to similar campaigns, including but not limited to Shannen’s Dream, Sister’s in Spirit, Jordan’s Principle, and the Attawapiskat Housing Crisis; therefore Be it resolved that that the Graduate Students’ Association endorse the Idle No More movement; and BIFRT GSA departmental societies and councilors be encouraged to disseminate information relating to the Idle No More movement, and GSA COUNCIL – EMinutes Carleton University Graduate Students’ Association, Ottawa, Ontario Robertson Hall, Senate Chambers, 6:00 pm, Friday, 25 January 2013 4 BIFRT the GSA write an open letter to the Prime Minister and the Governor General of Canada in support of Idle No More movement and requesting meetings and action on meetings with First Nation’s and Inuit leaders. Carried b) Motion 25.01.2013 – 02: Motion for funding and support of "Taking Back the University" Event Moved by: Tabatha Armstrong (Canadian Studies) Seconded by: Kelly Black (President) Whereas many students and university community members feel that Carleton University is run in an exclusionary, unaccountable and undemocratic fashion. Whereas it is vitally important that we build democratic alternatives on campus that provide avenues through which all members of the campus community can have a direct role in decision-making. Whereas the "Taking Back the University" event aims to provide a forum for building solidarity between students, faculty and staff on campus, and take steps towards establishing more enduring connections at the grassroots level in discussing the direction of the university. Whereas the aforementioned day-long event will include a workshop on building collective strategies for campus struggles, two panel discussions, one with a speaker from ASSÉ, one with speakers from Carleton, a general assembly meeting, and lunch and refreshments. Be it resolved that the GSA donate $300 for the "Taking Back the University: Students, Faculty and Staff for a Democratic Campus-Community" event to be held on February 1, 2013 to help cover travel costs for a speaker travelling from Montreal and to provide lunch for participants. Carried c) Nominations and elections for two (2) GSA Electoral Board positions Nomination in absenstia: Darren Pacione (Legal Studies). Carried 9. OTHER BUSINESS Motion: Be it resolved that the Graduate Students’ Association oppose the Free Speech Wall. Moved: Phil Beriault (Philosophy) Seconded: Ron Couchman (Sociology and Anthropology) Colin Cordner (Political Science): I’d like to move to postpone discussion or voting until a future meeting. Seconded: William Knisley (Department of Electronics) Defeated Elizabeth Whyte (VP Finance): Motion to amend: to add or include the words after “to oppose the free speech wall”, after “oppose” and before “free speech wall” “oppose the hate speech that was put on the free speech wall and reiterate the GSA’s position on safe(r) spaces.” Chair: “Be it resolved the GSA oppose the use of the free speech wall to promote hate speech and reiterate the GSA’s support for safe space on campus.” Seconded: Alexandre Lafortune (NPSIA) Sebastian Plante (Cognitive Science): Motion to further amend: “as a forum for hate speech.” Seconder: Samuel McCready (History) Carried (19 abstentions) Motion reads: “Be it resolved that the GSA oppose the use of the free speech wall as a forum for hate speech and reiterate the GSA’s support for safe space on campus.” Carried 10.
