Introduction
UK Trade & Investment - Aid-Funded Business Service
The UK Trade & Investment Aid-Funded Business Service helps UK companies
identify and secure business from the International Aid/Donor Agencies
worldwide.
The role of the Aid-Funded Business Service is to raise awareness of the
opportunities available through doing business with the various International
Aid/Donor Agencies by providing general advice, publishing guides to each
organisation and running a programme of training seminars throughout the
United Kingdom.
The Aid-Funded Business Service also has a network of Commercial Officers in
the British Embassies/Consulates in locations where there is an Aid/Donor
Organisation Headquarters. These Commercial Officers are known as ‘Liaison
Officers’. Liaison Officers offer specialist advice in bidding for donor-funded
projects or UN tenders.

Ben Brierley; Vice Consul and Trade & Investment Officer:
Based at the British Consulate General in New York, Brierley’s focus is the United Nations agencies
procuring through New York. These agencies include UN Procurement Division (supporting
peacekeeping operations and the UN Secretariat), UN Development Programme (supporting
development projects globally) and UN Mine Action Service (through UN OPS). The goods and service
procured by these agencies covers an extremely wide spectrum - though typically exclude health
care, pharmaceuticals and goods and services used in emergency response and disaster recovery /
support.
Brierley’s role for UK Trade & Investment covers both trade and investment, and for part of his time
he works with US firms who have existing UK sites, or are interested in expanding to the UK. Brierley
moved to New York to take up the post in June 2011. Prior to this he served as a principal specialist
at Natural England, an agency of the British Department for the Environment and Rural Affairs, from
2008 to 2011. In this capacity, Brierley managed Natural England's intra-governmental relationships,
strengthening delivery through partnership and stakeholder relations.
Brierley also worked as a senior policy advisor for the Institution of Engineering and Technology from
2005 to 2008 developing domestic policy positions to increase the level of skill and innovation within

the UK economy. Prior to this, his focus was information security policy and public affairs campaigns
for Intellect, a leading British technology trade association from 2002 to 2005.
Brierley holds a bachelor's degree in politics and government from the University of Kent and a
master's degree in international relations from the University of Bristol. A native of southwest
England, he holds dual-citizenship with the UK and the US. In his spare time, he enjoys rowing crew
on the Harlem River and exploring the United States.

Daniel Elliott; UN Liaison Officer Denmark:
Daniel deals with the four major UN agencies with procurement operations based in Copenhagen,
Denmark, including UNICEF, UNOPS, UNFPA and UNDP. The types of products these agencies procure
are varied and extensive. Such product areas include vaccines, education supplies, medical devices &
supplies, water & sanitation, IT and office supplies, infrastructure services, transport, bed nets,
household textiles, printing, vehicles, contraceptives, pharmaceuticals, nutrition, cold chain
equipment, communication equipment, diagnostics, clinical lab, power generation, shelter, vaccines,
signage.

Eleanor Baha; Trade Attaché:
Eleanor Baha joined the trade team of the British Government Offices in Switzerland in 1984 after
having graduated from Queen’s University, Belfast and having worked for 3 years in management
positions in Marks and Spencer PLC. She carried out a variety of roles in the trade team and in 1996
was appointed head of the UK Trade & Investment operation in Geneva. Her role is to advise and
assist UK companies interested in exporting their goods and services to Switzerland and she has a
particular focus on Aid Funded Business. Assisting companies access business opportunities in the
United Nations organisations in Geneva, Budapest and Rome is her most important area of activity.
Eleanor has wide experience of procurement matters and has built a large network of technical and
procurement contacts within all the organisations both at Headquarters and Regional Office level.

Senior Trade Attache resident in Austria for over 18 years. Responsible for all non consumer
products in the Austrian market but able to advice on all sectors. Has particular sector focus on the
financial services sector, ICT, security, chemicals and railways sectors. Also covers UK sales of goods

Thomas Reeve; Senior EU Aid Projects Advisor:
Over the course of my career I have focussed on EU funding going towards developing countries,
from various different angles. I started off in the private sector at a consultancy tendering for
EuropeAid Service Contracts. After that I decided that I wanted to look "behind the curtain" and
completed a very interesting stage at the European Commission, at the Directorate General
responsible for development cooperation - DG AIDCO (now DEVCO). I then moved back to the private
sector sharing my knowledge with governments, companies and NGOs who were seeking EU funding
for their projects. Currently I work at the UK Permanent Representation to the EU where I continue
to analyze EU funding streams for British companies and NGOs, as well as maintaining dialogue with
the European Commission on procurement issues relating to EuropeAid contracts.

Dan Marks; Vice-Consul – Global Development:
Formerly with UKTI at the British Consulate in Chicago, Dan was appointed in April 2013 as the
Liaison Officer to the International Financial Institutions in Washington DC including the World Bank
Group, the Inter-American Development Bank, Millennium Challenge Corporation, as well as various
private philanthropic organisations.
After graduating from the Nottingham Trent University with a BA in International Relations, he
conducted projects in 14 emerging markets across three continents over a seven year period. In 2003
he founded an economic intelligence publishing company which specialized in profiling investment
opportunities for the New York Observer, Fox News, Weekly Telegraph & Gulf News. Dan’s
assignments in sub-Saharan Africa involved working with para-statal entities in the water, education,
agriculture and infrastructure sectors. In the Middle East he managed project teams that worked
closely with the Executive Privatization Commission (Jordan) and the Saudi Arabian General
Investment Authority (Kingdom of Saudi Arabia) covering energy, infrastructure and manufacturing
development. Throughout the course of his career Dan has handled over 2,500 accounts, interviewed
500 CEO’s and published 4 books on economic development. Since moving to the US in 2010 he has
delivered over $630 million to the United Kingdom in Foreign Direct Investment.

Dan holds post-graduate certifications in data journalism, project management and investment
banking. He is a devoted husband, father and Nottingham Forest fanatic.
Vanessa Knecht; Business Development Associate – International
Development:
Vanessa has over three and half years of experience in international development. Before joining
UKTI in April 2013, Vanessa worked as a Senior Business Development Associate for Social Impact
(SI), a global social enterprise dedicated to helping international agencies, civil society, and
governments become more effective agents of positive change through monitoring and evaluation,
training and capacity building and management consulting. At SI, she lead the proposal development
process for a variety of clients including USAID, the Department of State, the Millennium Challenge
Corporation, the UK Department of International Development (DFID), as well as private foundations.
At SI, she managed proposal teams of up to 10 people, generated over $38 million in revenue and
managed winning bids that resulted in the expansion of three field offices.
Previous to working at SI, she worked as a Business Consultant for DGC International, a firm that
provides defense, program management and linguistic services to support US government
programming in Afghanistan. Previous to her work with DGC International, she worked as a Project
Coordinator in London for MEC International, a business development firm that focuses on Middle
East energy security and finance, where she convened Middle East Ambassadors to the United
Kingdom, Members of Parliament, and high level OPEC representatives to discuss energy security
issues in the Middle East and Eurasia.
Vanessa also has experience in international law having interned for the American Bar Association,
World Justice Project (WJP), a multidisciplinary effort to strengthen the rule of law worldwide
through multi stakeholder fora and the WJP Rule of Law Index, a quantitative assessment tool that
offers a detailed and comprehensive picture of the extent to which countries adhere to the rule of
law in practice. Proficient in Arabic and French, Vanessa holds a Master’s degree in International
Peace and Security from King’s College London and a Bachelor’s degree in Political Science and
Middle East Studies from the University of Michigan.

Joyce Tolentino; Senior Trade & Investment Manager:
Joyce assumed the role of liaison to the Asian Development Bank (ADB) HQ in Manila in 2013. Her
role with the ADB involves promoting UK expertise and assisting British companies identify business
opportunities in ADB-funded projects in the Asia and Pacific regions. She is also the lead officer for
trade development activity and market support services in the sectors of Retail, Food and Drink,
Agriculture, and Financial and Professional Services. In this capacity she has been involved in the
organisation of several trade missions, networking events, high level visits and market research
activities to support both new and established UK companies do business in the Philippines.

Hadford Howell:
Mr. Howell, joined the British High Commission in 1982 as a Commercial Assistant, and
worked his way up to the position of Head of the Commercial Section in January 1991.In 1996 he was
appointed Co-ordinator of Trade Promotion for the Eastern Caribbean, in addition to his other
