Innovative Approaches for
Preventing or Treating Childhood Obesity
I.
Purpose
The Safeway Foundation is partnering with Children’s Hospital & Research Center Oakland
(CHRCO) to develop interdisciplinary, and collaborative community and/or clinic-based
programs designed to reduce the burden of childhood obesity and that will likely have
important population-level impacts.
The goals of the award are to:
 Empower innovative programs to expand and enhance services, increase capacity,
and/or incorporate new strategies to support healthy body weights among children
and/or adolescents
 Evaluate the impact of existing programs
 Identify promising approaches that can be replicated, adapted, implemented and
sustained in diverse communities nationwide
II.
Topics of interest
This Safeway CHRCO funding partnership is open to a wide variety of research projects
with the potential to prevent and/or treat childhood obesity in communities or medical
centers throughout the US. Strong preference will be given to projects that are innovative,
and that can be implemented and sustained within a community or medical center for little
additional cost. Preference will also be given to organizations working in communities
where Safeway stores are present. Interest areas include targeted collaborative programs that
increase children’s physical activity, improve food choices and/or create better access to
healthy foods. Proposals that include only physical activity, or do not offer an innovative
approach, will not be considered for funding.
III.
Award Information
a. Funds Available
This RFP will support non-profit organizations with innovative applications that address
childhood obesity. For Year II 2013-2014, The Safeway Foundation is committing up to $2
million to support new 1-year awards and continuing 1-year (for a second year for a subset
of 2012-2013 grantees) awards throughout the nation. The amount awarded may range from
a few thousand dollars to a maximum of $100,000 depending on the specific needs of the
project. The majority of the awards will be within the range of $40,000 – $75,000, with only
a few applicants awarded at the full permissible amount. Applicants may apply for only one
new (first year) award. Only awardees from the 2012-2013 may apply for a continuing
(second year) award. Only one application will be accepted per organization or institution.
b. Ineligible Costs
Funds from this award may not be used for capital improvements, equipment, new staff
positions, general donations, loans, student aid, or scholarships. Indirect costs are
permissible up to 15% of the total costs.

Eligibility





Applicants must be a 501(c)3 non-profit organization, or have a fiscal sponsor that is
a 501(c)3 non-profit organization. The applicant does not have to be affiliated with a
health care facility or clinic.
Applicants must be based within 10 miles of a Safeway store (with some flexibility
for regions with low-density stores). Please refer to Safeway.com for store locations.
Applicants must demonstrate that an infrastructure & expertise is already in place to
execute and support a program targeted to reduce childhood obesity.
Proposed programs must use an inter-disciplinary model that has at least one
partnership with a community, clinic, business, and/or academic institution.
Application & Evaluation Process
A Scientific Advisory Board that is composed of nine scientific and medical experts from
Children’s Hospital & Research Center Oakland, the University of California at Berkeley and
the California Department of Public Health and other academic and medical institutions will
evaluate the applications. Five ad hoc (non-voting) members from Safeway, Inc., The
Safeway Foundation, CHRCO and CHRCO Foundation will review the scope of the
applications (see Section IX for a complete list of the Scientific Advisory Board).
Applications will be scored on their innovation and cutting edge approach and strategies,
potential for immediate implementation, feasibility (methods/evaluation), sustainability, and
the degree to which the funding will contribute to the overall capacity of the program and
personnel. Applicants are strongly advised to include specific measurable outcomes in their
project plan. While body mass index (BMI) can be a selected outcome, applicants are
encouraged to consider other outcomes as well, such as blood pressure, fitness, dietary
intake (e.g. 24-hour recall), laboratory measures (e.g. glucose, cholesterol), and/or
psychosocial and behavioral measures.
Recommendations from the Scientific Advisory Board will be forwarded to The Safeway
Foundation Board, which will make the final funding decisions.
VI.
Review Criteria
Proposals for the 2013 -2014 Awards will be evaluated by the following criteria:
a. The proposed program uses innovative strategies to expand and enhance services
and/or increase capacity.
b. The applicant institution has a track record of implementing and sustaining
successful clinic-based or community-based activities designed to improve the
health and/or well-being of children.
c. The applicant institution has a solid infrastructure and relevant core expertise.
d. The proposed program incorporates an inter-disciplinary model that leverages
the expertise and resources of each partner.
e. Proposed activities are well defined, feasible, and offer a sustainable, long-term
impact for participating individuals and/or communities.
f. The proposed program evaluates measurable outcomes, such as height, weight,
blood pressure, and blood indices. Outcomes should be specific, measurable,
achievable, realistic and timely.
g. The program has strong leadership with demonstrated previous relevant
experience.
VII.
Application Procedure
Applicant institutions and program directors must follow these instructions for submitting
an application for the 2013 - 2014 Award. The Safeway Foundation will only accept
complete applications submitted no later than 5:00 PM (PST) on May 15, 2013.
A. Application Instructions
The application form is available online via The Safeway Foundation website at
www.safewayfoundation.org under the section “Get Funded”.
The online application consists of:
Part A: Organization information (follows The Safeway Foundation’s online application)
Part B: 2013-2014 Program proposal. Part B includes a summary of the proposed program,
goals, research strategy and work plan, potential outcomes, description of key personnel,
budget, and budget justification.
The proposal must include the following sections:
1. Executive Summary (1 page)
Describe the vision and goals of the proposed inter-disciplinary program, including a brief
summary of the primary strateg(ies) to reduce the burden of childhood obesity.
2. Program Description (5 pages)
Describe the overall goals and objectives of existing program and how the proposed
program will further reduce childhood obesity. Highlight areas of innovation, discuss
detailed methods and justify the strengths and opportunities of the proposed strateg(ies).
Provide a plan for sustaining the program into the future. A final report will be due 90 days
following completion of the study.
Define how success will be measured, using biometric analyses whenever possible in
addition to any other evaluation, and how these measurable outcomes will be obtained.

a. Key Personnel (2 Pages)
Describe the general qualifications of the program/research team. List all key personnel and
describe their roles in the program. Provide biographies of no more than 2 pages for each
of the key personnel.
b. Budget Form
Provide all budget information requested in the budget section of the 2013-2014 Awards
Program Proposal. Detailed budget justification should be provided

Applications for the 2013 - 2014 Award must be submitted through The Safeway
