Permit for City of Sunrise Process

COMMERCIAL ALTERATIONS

1.

Submission to Environmental Protection Department – Broward County (EPD) is required before submittal to the City of Sunrise in all instances. DPEP Plan review is a walk thru, and a fee is paid at the time of review. EPD will stamp the plans with an approval stamp as required for submittal to the City of Sunrise.

NOTE: Restaurants: Must submit to Division of Hotel and Restaurants for approval. Addition of

Grease Trap or removal of Grease Trap will require Health Dept Approval, DPEP, and Engineering and Plumbing approval. (Division of Hotel and Restaurant must be approved prior to

submittal to EPD.)

 Applications required for EPD review will be EPD Development Review Committee (This is a three (3) part form). EPD also requires both an Application of Construction Plans and an

Industrial approval form due to Sawgrass Mall having an Emergency Generator. Additionally an asbestos form is required by EPD if space has been vacant for more than 3 months and if any demolition work is being performed.

Plans needed for submittal to both City of Sunrise and DPEP

 Two (2) sets signed and sealed – Architectural, Structural, Mechanical, Electrical,

Plumbing, Fire Alarm, and Fire Sprinkler.

NOTE: Product Approvals are required for all Additions and Alterations where any product is being replaced or added to projects. Two (2) copies of each Product Approval are required:

Mark or Circle – Do Not Highlight the type of product and specific attachment applicable to product design and type being installed. Windows, Glass Block, Shutters, Roof, Skylights,

Storefronts, Louvers, All Doors – Exterior, Overhead, Metal Specs etc. Any product that has Dade

County Product approval must be submitted and approved.

NOTE: If any Mechanical system alterations are to be made, Two Sets (2) of Energy Calculations & Load and Heating Calculations are required, Signed and Sealed by Engineer and signed by Preparer and owner/Agent.

 New AC units need manufacture specs on unit, model type etc.

Submit Shop Drawings as part of permit package – Storefront, Structural Steel, Fire Alarm,

Fire Sprinkler

ITEMS TYPICALLY NOT INCLUDED IN THE PRIMARY BUILDING PERMIT THAT REQUIRE

ADDITIONAL PERMIT APPLICATIONS AND PLANNING AND DEVELOPMENT APPLICATION

AND REVIEW ARE AS FOLLOWS:

 Signs

 Awnings

 Construction Trailer, Sales Trailers, Owners Trailer,

 Temporary Power, 30 Day Temporary Power,

 Solar Panels,

 All Low Voltage systems,

 Security Cameras,

 Exhaust Systems and Kitchen Hoods

 Gas Lines

 Satellite Dishes, Decks

 Demolition, Foundation systems

The Building Permit is issued as a permit that requires ALL SUBCONTACTORS to submit there permit applications prior to the City Departments signing off on the permit. This is an all inclusive Permit, anything that is shown on the plans submitted to the Building Department must have a permit application submitted to the City to obtain approval and sign off by each department.

APPLICATIONS : Completed Applications with all contractor information and license number on application, description of work, breakdown of work and estimated value of work must be on the application

EPD - As listed above- review fee is normally $35.00. certain exceptions depending on the type or use and the space. A CHECK FOR $35.00 MADE OUT TO BOCC (Board of County Commissioners

114 S. Andrews Ave, FT. Laud FL 33301) IS NEEDED for This Review as long as the space is not a change of use, a restaurant, and has not been vacant for more than 6 months

City of Sunrise:

Building Permit Application, signed and notarized by the owner & Qualifier for the Contractor

Electrical Application, signed and notarized by the Qualifier of the Electrical subcontractor

Additional Electrical Permit Applications required for each Low Voltage system to be

installed ie; phone/data, sound, speakers, Burglar Alarm, pos etc. Electrical Application, signed and notarized by the Qualifier of the Electrical subcontractor

Plumbing Application, signed and notarized by the Qualifier of the Plumbing subcontractor

Mechanical Application, signed and notarized by the Qualifier of the Mechanical subcontractor

Fire Alarm Application, signed and notarized by the Qualifier of the Fire Alarm subcontractor

Fire Sprinkler Application, signed and notarized by the Qualifier of the Fire Sprinkler subcontractor

City of Sunrise Planning & Development Application – If any change to exterior or change of approved use, see additional list of permits that typically require Planning and Development review and approval

Division of Hotel & Restaurants – for any Restaurant

Division of Alcohol License (ABC)- if serving or selling alcohol in Restaurant

Hazards Material License from EPD – If installing generator, Chiller or UPS battery in location

Broward County Health Department – Holding tanks for any trailers or Grease trap(s)

Gas Service Application required by City of Sunrise Gas Department together with application and deposit as required from Utility Department for service.

Water Department Application and deposit required for Water Service.

If Addition, Alteration or repair to Roof:

Roof Application, signed and notarized by the qualifier of the roof subcontractor with the building code roofing form completed and product approval information provided. City of Sunrise Planning and

Development will require sample(s) of materials if change of roofing materials is being done as a part of alteration, addition, or addition.

All Construction Alterations: wherein structural changes are to be made require a Special

Inspector (Special Inspector forms are attached).

Additional Requirements

:

 General Contractors and all Subcontractors must register with the City providing a copy of the

State of Florida License and appropriate County Occupational License (If company is located in a

County that does not require an Occupational License a letter on company letterhead stating such is required)

 A Certificate of Insurance for Workman’s Compensation and Liability Insurance made out to the

City of Sunrise as Additional Insured.

No Permits will be issued until all above information is submitted to the City of

Sunrise Building Department.

When all reviews are completed by the various disciplines, comments will be faxed by Permit Expediter to the Tenant and the Architect as and when obtained from the

Building Department.

A Recorded Notice of Commencement at Broward County is attached and required to be submitted to the Building Department to obtain Structural Department approval.

Corrections:

To Submit Corrections when review process is complete the following is required:

ONLY SEND CORRECTED PAGES OF PLANS. Do not send new complete sets. Permit Xpress will insert corrections into permit sets at the City and stamp corrected pages with amend stamp and stamp void on pages in permit set being replaced.

 A Letter from the Architect and Engineers detail and responding to corrections being submitted:

Example: Comment # 1 – Structural- corrections is (Explain what the correction to the comment is), and state Location of Correction 1 (see page A1.0)

Letter stating corrections for all comments and all disciplines is necessary to expedite the review process.

Revisions:

Revisions that occur after the permit has been issued due to tenant changes or field changes require that two (2) sets of plans and a pink revision form (attached) be submitted to the Building Department. (If extensive change to plans is required, please call Permit Xpress to see if Planning and Development might also need to review revision).

Changes must be indicated

 With a Cloud around the revision and detailed letter, page-by-page, explaining what the revision is being changed from and what it is being change too.

 Each Change on each page should have a delta with a sequential number corresponding to each change listed.

Change of Contractor or Subcontractor:

To do a change you must submit a change of contractor form signed by the new General Contractor or

Subcontractor (copies of both forms included in this package). Qualifier must sign the form in all instances. A new completed application by either the General Contractor or Subcontractor must also be submitted. Please insure either General Contractor or Subcontractor is registered with the City or the above information must be submitted with Applications.

NOTE: Permit Xpress, Inc. customarily works with Architects, Engineers, or subcontractors to discuss and coordinate plans, corrections, revisions and any issue that may arise through the project. We normally start the project at submittal and follow the project through CO or C of C whichever applicable.

Requirements for Trailer Permits:

Three (3) Signed and Seal Surveys – (Completed within 6 Months)

Three (3) Site Plans showing location of trailer and Temporary Power Pole and Electric hook ups.

EPD - As listed above

Building Permit Application - signed and Notarized by the owner & Qualifier for the General Contractor

Electrical Application, signed and Notarized by the Qualifier of the electrical subcontractor

Plumbing Application signed and Notarized by the Qualifier of the Plumbing subcontractor

Mechanical Application signed and Notarized by the Qualifier of the Mechanical subcontractor

Temporary Fence Application from Fence Company if installation of fencing is required. (Typically a

Building Permit Application signed and Notarized by the Owner and Qualifier for the Contractor.

Application information must detailed specs for fence indicating height, total footage, gauge, gate size and location, etc. This information must be accompanied with a site plan/sketch indicating fencing.)

Holding Tank Permit from Broward County Health Department required.

 Must have a signed contract from whoever will service the holding tank to submit to the Health

Department to obtain the permit. The contract must state the size of the holding tank to be serviced; how often tank is to be emptied, (example twice weekly). The Health Department will require indication of also wants to how many people will be working in the trailer.

 EPD approval must also approve the plans prior to submitting to the City of Sunrise.

 Broward County Holding Tank Permit must be obtained prior to DPEP submission.

Submit Trailer plans and permits to City of Sunrise Planning and Development for approval

(approximately – 3 to 4 weeks to obtain approval). Once approved by P&D and review fee of $100.00 is paid, plans will be submitted to the Building Department for review. If any comments issued from review, corrections must be submitted and additional reviews are required from departments that previously rejected plans and approvals must be obtained from these departments prior to issuance of the permit.
