Summary
Mr. Sease has over 24 years of experience in virtually every aspect of electric utility operations including
generation, transmission, distribution, and customer service operations, and selection, hiring, and training of
operating personnel. He is a registered professional engineer and a North American Electric Reliability Council
(NERC) Certified System Operator. He has actively participated in development and implementation of
operating policies at the NERC, Southeastern Electric Reliability Council (SERC), regional transmission
organization (GridSouth, The Alliance, SeTrans), and control area levels within the United States. He has
demonstrated the ability to lead and facilitate cultural and organizational change through innovative and results
oriented approaches with a strong orientation toward solving customer problems.

Mr. Sease founded RLSease Associates, LLC. RLSease Associates is a consulting firm specializing in electric
industry strategy, primarily regarding the development and implementation of regional transmission
organizations (RTOs), energy markets and utility regulation at the local, state, and federal levels, electric
operations at the generation, transmission, and distribution levels, and system operator selection, training, and
development. Through RLSease Associates, Mr. Sease has provided RTO and transmission system operations
consulting to international companies, assisted in the development of expert witness testimony and the
implementation and certification of new NERC certified control areas in the U. S. Clients include such notable
companies as The Market Place Company, LECG, Nord Pool Consulting, Siemens, Calpine, and Volunteer
Land Development Company.

2002 - Present
Mr. Sease is cofounder of System Operations Success, International (SOS). SOS specializes in the
organizational development, and selection, training, and development of system operations personnel. SOS and
its affiliates have been engaged by utilities throughout the United States including Southwest Power Pool, TVA,
Entergy, Progress Energy, Alcoa Power Generating Company, and Georgia System Operations Corporation.
GridSouth, Fort Mill, SC
2001 - 2002
In 2000, CP&L, Duke Energy and SCANA agreed to create a single, stand-alone regional transmission
organization (RTO) to comply with the Federal Energy Regulatory Commission Order 2000. This agreement
resulted in the formation of GridSouth, the provisionally Federal Energy Regulatory Commission (FERC)
approved RTO for the Carolinas consisting of 22,000 miles of transmission lines connected to approximately
35,500 megawatts of electric generation serving more than 3.75 million customers.

fundamental mission to maximize the liquidity of the evolving competitive wholesale

Management Committee, the Project Manager Team, and the Governance Committee in the development of
