The school received a letter of commendation from the American Red Cross for this student council led effort. RIVER RIDGE ACADEMIC TEAM SWEEPS COMPETITION Congratulations to the River Ridge Elementary Academic Team on winning the District Governor’s Cup, Kenton County Academic Challenge, and the Regional Governor’s Cup competition! COUNSELOR ADVOCATE OF THE YEAR Linda Kelley, Director of Psychological and Related Services, has been named the Kentucky School Counselor Association “Counselor Advocate of the Year”. Congratulations Linda on this well-deserved recognition! FOOD SERVICE DIRECTOR OF THE YEAR Ginger Gray, Kenton County School District Food Director, has been named the Outstanding Director of the Year by the Kentucky School Nutrition Association. Ms. Gray supervises over 100 staff members and is responsible for the overall supervision of serving nutritious meals to 12,000 students. Under her leadership and direction the district implemented the use of a biodegradable product replacing Styrofoam plates. The cafeterias have salad bars in all high schools and have added salad bars to two elementary schools and use whole grain breads and pasta. Fresh fruit is a choice everyday at breakfast and lunch and the staff does a lot of scratch cooking. It was under Ms. Gray’s expertise that the Dixie Heights student café was opened. Ginger, congratulations on this well deserved honor! WHAT OUTSTANDING WORK AWARD John “Doc” Fleissner, Simon Kenton High School Building Operations Support Nominated by a colleague I would like to nominate John “Doc” Fleissner for a WOW Award. Doc will retire this year after many years of dedicated service as a bus driver and custodian for the Kenton County School District. Doc greets students and staff each day with a big smile and the latest information about Nascar and his favorite drivers Matt Kenseth and Carl Edwards. Congratulations on your well deserved retirement! Malissa Eaves, Summit View Middle School Teacher Nominated by a parent Mrs. Eaves has been a wonderful addition to my daughter’s education. I feel at ease when sending her off to school when she is not feeling well. Mrs. Eaves smile, tone of voice, and understanding has helped us a great deal. My daughter really needs to learn coping skills as her medical condition is chronic. Mrs. Eaves is trying very hard to help her succeed. I would like for you to know how grateful I am to have someone like Mrs. Eaves advocating for my daughter. Diane Cook, Insurance Benefits Coordinator Nominated by a colleague My husband lost his job last month. Diane was very helpful and supportive as we looked at insurance issues for my family. I felt so relieved after meeting with her as she assured me that we were going to be okay. I know that Diane is very busy, but she took the time out of her day to stop and help me during my difficult time. Thank you very much! Diane is a wonderful asset to the Kenton County School District and exemplifies what it means to be a resource at the district level. When I went on maternity leave and had numerous questions regarding taking unpaid days, maintaining my insurance, and retirement, she was extremely informative and patient in assisting me with understanding my options. Diane was not only professional, but very caring as well. She made a stressful situation much easier to handle, and I am appreciative for everything Diane did! Stephenie Pence, Instructional Assistant, Simon Kenton High School Nominated by a colleague Stephenie just recently rejoined our unit and has already proved herself to be indispensible. She jumped back in and started attending classes with our students, adapting their lessons appropriately and promoting success. She has a very good relationship with all our students while maintaining a fair discipline standard. We are very glad Stephenie is back in our unit and hopes she stays at Simon Kenton for a long time. Our classroom is lucky to have her as part of our team. Jessica Hamilton, Instructional Assistant, Simon Kenton High School Nominated by a colleague Jessica has worked and been a part of our Special Education unit for the past three years. She accompanies students to classes and makes all appropriate modifications to the core content material so that our students will understand and maintain the most important parts of the lessons. She continually prepares in advance for her classes so she is aware of the content and is ready with appropriate assignments. She gives our students compassion and support when they need it and is kind and caring to each and every one of them. Jessica is a huge asset to our unit and we and Simon Kenton are lucky to have her as part of the team Debbie Hurley, Instructional Assistant, Simon Kenton High School Nominated by a colleague Debbie Hurley joined our unit at Simon Kenton High School only this year but has already made a significant impact in our unit and with the students. From working at Twenhofel, she knew some of the students and she easily became to know the newer ones. As part of her job, she was required to go to high school core content classes for the first time. She quickly became familiar with the curriculum and made appropriate modifications and adaptations to the lessons to better serve our students. These accommodations made the work easier and more accessible for them, which also promoted success in their studies. Debbie has also established a good rapport with all our students while maintaining good discipline. I feel very fortunate to have Debbie working in our unit. I hope she stays at Simon Kenton for a long time to come. Lauren White, Woodland Middle School Teacher Nominated by a colleague For several reasons Lauren needs to be recognized. She is such a great team member to work with! When they say, "There is no 'I' in team" Lauren takes that to heart. She has always been the first to take on the responsibilities and needs of the team. Sometimes I wonder how there is enough time in the day to do some of the things she has taken on, but she always pulls through and never acts as if it were a bother. Another reason I would like to recognize Lauren is for her yearly dedication to making Pennies for Patients a great success at Woodland. Taking on a fundraiser by yourself requires a great deal of time and persistence. She does a great job of delivering the life story of real people who have suffered from leukemia, as well as how each student can make such a big difference. This year Woodland raised nearly $3000 with the help of Lauren's motivational speech, competitive incentives and regular announcement updates. She goes the extra mile by allowing classes to set their own goals and counting class totals separate to keep the kids excited. I appreciate Lauren's commitment to Pennies for Patients because I think it is a great way to teach kids how they can give back and make a difference in someone else's life! Katie Graham, James A. Caywood Elementary Teacher Nominated by a colleague Katie is an incredible coworker and academic team coach. When I unexpectedly began my maternity leave early, she was ready and willing to help my long-term sub make preparations for the classroom and to answer any questions. Without a doubt, this benefitted student learning and helped make the transition easier. Furthermore, Katie took over all academic team duties: preparing team members for competition and cheering them on at Governor’s Cup. Her patience and enthusiasm are unsurpassed, as well as, appreciated. I am so lucky to have her as a teaching partner, and she certainly is an asset to the Kenton County School District! Rhonda Ashbrook, Bus Monitor on Bus#76 Nominated by a colleague Rhonda never ceases to amaze me with the work she does with special needs. She always knows what to say or do when a child is having a bad day or needs direction. She is a great person to work with every day. Rhonda goes above and beyond the call of duty. Reconsideration of Instructional Materials River Ridge Elementary received a written request for Reconsideration of Instructional Materials on February 1, 2010. As per board policy 08.2322, the principal submitted Reconsideration of Instructional Materials to the SBDM Council. A Reconsideration Committee was appointed as an ad hoc committee and included a school administrator, a community representative, a high school student, the school media specialist, and the Executive Director of Elementary Education and Federal Programs. The committee was provided the challenged material to review and examine independently prior to the committee meeting to review the written complaint. The Reconsideration Committee met on February 26, 2010 to review the complaint, determine the merit of the complaint, and prepare a recommendation for the disposition of the complaint. The committee determined: The video contained mature content for a student in kindergarten or first grade. The video was 60 minutes in length and the committee felt this was not developmentally appropriate for kindergarten/first grade students. The video contained some loud and abrupt transitions. The committee did not find the content of the video to be offensive or inappropriate for most audiences. The Reconsideration Committee’s recommendation to SBDM Council was that the video would be appropriate to be shown to student in grades 2-5, and it was recommended that teachers preview all videos before showing to students. The recommendation was submitted to SBDM Council on March 11, 2010. The council approved the recommendation and revised the existing Video Policy. The principal of River Ridge Elementary shared this process and the outcome of the complaint procedure with all Kenton County principals at the April 1, 2010 Principals Meeting. D. Energy Usage Report Enc. 5 It was another tough month for gas usage. Our district wide gas usage was up 21% again this month. The good news is our district wide electric consumption was down by 15.7% and our overall energy usage was down by 2%. We used 321,845 kWh less than our baseline which is a reduction of over 482,000 lbs of CO2. This is the equivalent to removing 32 cars from the roads or planting 65 acres of trees. Field Trips 1.Field Trip Request – Turkey Foot Middle School - Concert Band Turkey Foot Middle School requests permission for 60-75 students to participate in the Music in the Parks Concert Band Assessment Festival and a Day at the Park at Kings Island in Mason, Ohio on Saturday, May 15, 2010. The students will be participating in concert band assessment events. Supervision will be provided by Turkey Foot staff at a ratio of 1:4. They will have lunch with their chaperones at the park. Investing in Innovation (i3) Grant Application The Kenton County School District will be working to submit a U.S. DOE Office of Innovation and Improvement Grant. The grant application will be for a Development grant addressing Absolute Priority #1 Innovations that Support Effective Teachers and Principals. The Professional Practices Rubric will be used to measure effective teaching while analyzing assessment data monitoring increased student achievement. Kenton County is partnering with Northern Kentucky University and Pacific Institute for Research and Evaluation will be partnering with Kenton County focusing on professional development, evaluation and analysis of data. Kenton County School District qualifies to apply for $5,000,000 over 3 – 5 years to implement an innovative program to support effective teachers and principals resulting in increased student achievement. The submission deadline for proposals is May 11, 2010. Awards will be made in September 2010. Recommendation: It is recommended that the board approve this grant application. I. SEMP Grant KSBA has presented an RFP to school districts for the School Energy Managers Project (SEMP). This grant provides opportunity for school districts in the Commonwealth to hire and/or share an Energy Manager. The grant reimburses up to 75% or $41,250 of an Energy Manager’s salary and fringe benefits for year one (July 1, 2010 – June 30, 2011) and up to 50% or $22,900 in year two (July 1, 2011 to April 30, 2012). Because Kenton County already employs a full time Energy Systems Coordinator, we are not eligible for funding for an Energy Manager. However, we are eligible to receive the same amount of funding for an Energy Curriculum Coordinator. Kenton County would work with all of the Northern Kentucky School Districts collaboratively to apply for this grant as a region. This will allow us to work together to share best practices and ideas for energy management. Recommendation: It is recommended that Board approve Kenton County’s participation in applying for a collaborative grant with other Northern Kentucky School Districts. V. DISCUSSION AND ACTION 1. District Procedures The district currently has a contract with the Kentucky School Board Association to review policy changes to ensure compliance with legislative mandates. However, we do not currently have a contract regarding district procedures. The Kentucky School Board Association has prepared a draft of proposed administrative procedures for every Kenton County Board policy. During the summer months and into the next school year, Cabinet members will be charged with working with their departments to update or develop procedures. The date of implementation for new or updated procedures would be scheduled for the 2011-2012 school year. To ensure consistency and compliance, district personnel would like to enter into a contract with the Kentucky School Board Association to develop appropriate Administrative Procedures that will support the district policies at the following costs: 2009-2010 $4750 (invoiced on delivery of 1st. draft) 2010-2011 $2500 plus annual update fee of $750 + $25 copy/postage fee per manual 2011-2012 $2500 plus annual update fee of $750 + $25 copy/postage fee per manual Following completion of the procedures, an updating/maintenance charge (currently $1050 plus $25 per manual maintained) shall be invoiced annually, as long as the Board chooses to continue membership in that service. Recommendation: It is recommended that Board approve the request to work with the Kentucky School Board Association to align procedures to support district policy at the cost listed above. 2. Job Description 2010-11 Revision Enc. 11 At the March Board meeting, the Board approved changes to a number of job descriptions. One of the changes did not include the correct title of the evaluator. Recommendation: It is recommended that the board approve the revised job description for the Executive Director of Academic and Student Support Services. 3. Grading Policy Change 08.221 Enc. 12 The attached is a revised board policy on grading. ( 8.221) This policy was revised so that the wording from the primary program law was included. There was also an addition about IEP goals and how they should be reported. Recommendation: It is recommended that the board approve the change to Grading Policy 08.221. 4. Request for monetary Support of Transportation cost – District All Star Middle School Chorus The District All Star Middle School Chorus in comprised of our highest performing district choral students from our four middle schools. Students were selected through an audition process open to all students. The District All Star Middle School Chorus was approved at the March Board Meeting to compete in a high level, well organized, multistate Choral Competition in Pigeon Forge, Tennessee. Through negotiations, the students are receiving a discounted rate on their room and competition events. Each student will be paying $140.00 for their trip expenses. To assist each student, the transportation cost of the Travel America Bus in the amount of 2509.00 is requested of the board. Recommendation: It is recommended that the board approve the transportation costs for the approved field trip. 5. Slam Dunk Sports Marketing Enc. 13 Dixie Heights High School is requesting the approval of a contract with Slam Dunk Sports Marketing(SDSM). SDSM will provide Dixie with 50 padded bench chairs and storage cart, 2’x8’ non backlit signs, a set of football delay of game timers and mounting structure, bleacher enclosures with custom graphics, and 2 illuminated 10’ scoring tables with school graphics, once the minimum amount of sponsorship revenue is obtained by SDSM. SDSM will secure sponsors and advertisers that will be approved by Dixie Heights. Dixie will receive 50% of advertising revenue after the first $30,000 is obtained. The term of this agreement is 3 years and after 3 years may be terminated by either party with a written notice 60 days prior to the end of the 3 year term. Enclosures are provided. Recommendation: It is recommended that the Board approve the contract with Slam Dunk Sports marketing for a 3 year term. 6. Hybrid Buses The Kenton County School District received the Kentucky Department of Education’s Hybrid Bus Grant Award. We have been approved for the purchase of 2 International Corporation Hybrid Buses. The grant will be used to offset the cost of the hybrid portion of the bus. We will be responsible for the purchase price of a non-hybrid bus approximately $81,000 per bus. The Transportation Department is asking for permission to move forward with purchasing the two hybrid buses we have received funding to offset the cost. Recommendation: It is recommended that the board approve the purchase of 2 hybrid buses at a cost of $81,000 per bus. 7. 2009-2010 Audit of Board Financial Statements Enc. 14 Bertke & Sparks, Inc. CPA has submitted a proposal to perform the 2009-10 audit of the Board’s financial statements for the same fee as charged in 2008-09. The quoted fee for the audit is $20,000. Bertke & Sparks has extensive experience performing school board audits. The firm has been very professional, courteous, and instructive during the course of their previous audit work for the Board. In addition, their KCBE audit reports have been clear of any deficiencies after review by the Kentucky Department of Education’s Division of Finance. Recommendation: It is recommended that the Board approve Bertke & Sparks, Inc. CPA as the auditor for the 2009-2010 financial statements. 8. Purchase of Mobile Classroom Units for Ft. Wright Elementary School and R. C. Hinsdale Elementary School In addition to the mobiles to be relocated from Turkey Foot to Ryland Elementary School and the Success Academy by previous Board approval, enrollment projections for the 2010-2011 school year indicate the necessity for mobile classrooms to be located at Ft. Wright Elementary School and R. C. Hinsdale also. Tri-State Buildings, the vendor who has the contract for the relocation of the other two mobiles this summer and the successful bidder on several previous installations, has offered two used mobiles in good condition. The installation of a new mobile verses a used mobile is essentially the same; however, there is a savings of approximately $23,000 each between the used and the new unit. The mobiles are offered totally installed at a cost of $79,575 for the Ft. Wright Mobile and $82,910 for the R. C. Hinsdale Mobile. The difference in the price of the two is due to the installation on a more difficult terrain at Hinsdale. Tri-State Buildings is an approved vendor by the KEDC purchasing cooperative; therefore, the sealed bid process is not required. Recommendation: It is recommended that the Kenton County Board of Education approve the purchase and installation of one mobile unit with two classrooms each at Ft. Wright Elementary School and R. C. Hinsdale Elementary School at a total cost of $162,485.00. 9. Change Order No. 36 – Century Construction Company – New Turkey Foot Middle School – Phase II – BG 08-143 Enc. 15 This change order is the thirty-six of the construction of the new Turkey Foot Middle School – Phase II associated with Century Construction. The original contract with Century Construction was $9,209,033.00. This change order of $5,746.00 with previous change orders totaling $374,883.00 brings the contract total to date to $9,589,662.00. Item No. 1 – Contractor’s Request – Provide labor and materials to install additional embeds and bearing plates in ICF walls as required by the long span deck modular dimension for attachment. ADD $5,746.00 Recommendation: It is recommended that the Kenton County Board of Education approve Change Order No. 36 with Century Construction associated with Turkey Foot Middle School Phase II – BG 08-143 at a cost of $5,746.00, contingent on Kentucky Department of Education. 10. The original contract with Century Construction was $9,209,033.00. This change order of $11,129.00 with previous change orders totaling $388,776.00 brings the contract total to date to $9,608,938.00. Item No. 1 – Architect’s Request – Provide labor and material to install DensGlass sheathing, Tyvek, and metal receptor trim at two walls of the gymnasium. Change Order No. 5 - Simon Kenton High School Phase VI – BG 09-226 Enc. 18 This change order is the fifth of the construction of Simon Kenton High School – Phase VI with Messer Construction Company. The net total of this change order is $48,724.00. The items making up this change order are as follows: Item No. 1 – Receive credit to leave the existing foul poles at both the softball and baseball fields. One foul pole at baseball field will be straightened and foul poles will be brushed and painted. This is a credit of $8,824.00. Item No. 2 – Relocate one half of the existing bleachers from Simon Kenton to Summit View Middle School at a cost of $47,238.00. Item No. 3 – Repair and relocate a water line that was in the way of a caisson for the new grandstands. This is an additional cost of $654.00. Item No. 4 – Add three telecommunications boxes near the Administration Building and the north-east corner of the school in order to separate Cincinnati Bell service from other communications as required by Cincinnati Bell. This is an additional cost of $3,137.00. Item No. 5 – Install a temporary fence at the softball field to allow the field to be used while construction in adjacent area continues. This is at an additional cost of $1,553.00. Item No. 6 – Install concrete at the softball batting cage to make the facility equal to the baseball batting cage. This is an additional charge of $4,966.00. Recommendation: It is recommended that the Kenton County Board of Education approve Change Order No. 5 for Simon Kenton - Phase VI - BG 09-226 with Messer Construction Company at an additional cost of $48,724.00, contingent on Kentucky Department of Education approval.
