Key Issues - Member economies joined in the workshop in Beijing resolved that APEC GCIO Training Model is proven of success in case where groundwork for CIO capacity building is needed and APECTEL should promote further enhancement and leverage to capture the fast moving ICT development into a Web 2.0 era where collaborative approaches and tools are the essential elements for CIOs. - Recommendation for long term joint efforts on further development to harmonize into a unique approach among regions in forming up properly sustainable CIO Training Course as well as Forum and Thematic/Focus Group. Establishment of Asia CIO University Network to expand cooperation with other international fora and network in the area of high level education for CIOs development and capacity building. Establishment of a CIO Education and Training Certification Program aiming for a “Global Standard” on the Model CIO Council and CIO Adaptive Training Program which APECTEL endorsed its own models already. Establishment of an APEC CIO collaboration web blog to promote continued works and networking among APEC member economies’ CIOs, academia, experts and related entities as well as among international fora in the area of ICT and e-Government development within the framework of e-APEC strategy to build up APEC knowledge based Society Establishment of three communities of practice on e-Municipalities, hosted by Thailand; ICT and the Environment, hosted by Philippines; and e-Government and Social Media, hosted by the United States 2. Outputs Outputs of the project that benefit the targeted beneficiaries included: Framework and training programs for deployment of the APEC GCIO training model are as per details in Annex A. Project management This project was managed and executed by the defined framework as followings: 1) Japan, United States of America, Viet Nam, Indonesia, Philippines, Malaysia, China, Korea and Thailand are to participate in the networking of training institutions coordinate for stocktaking and co-organizing Government CIO training programs/workshop set up APEC channels for GCIO networking conduct related activities within APEC member economies -32) To utilize the concept of a joint training institution teamed up among participating member economies. 3) The joint training team or JTT will also include some active government CIOs, as well as related government authority’s officials 4) The project is closely associated by APEC e-Government Research Center and CIO Universities especially in United States of America and Japan. 5) Organize 4 major CIO workshops in USA, Philippines, Indonesia and China, under APEC partial funding and another 3 self funding CIO workshops in Japan, Thailand and Vietnam. 6) Organize a workshop for project evaluation in China. 7) Close consultations with APEC e-Government Research Center and CIO Universities. 8) Close consultations with academic institutions which have knowledge and experiences on CIO Training implementation. 9) All APEC member economies will be encouraged to participate in the joint training activities and in discussion sessions on Framework of Deployment of GCIO Training Model in the planned activities. 5. Budget Budget comprised of US$ 94,970 APEC funding and US$ 204,300 self funding. The project budget is mainly assigned for “per diem” and “travel grant” for limited participants and speakers of the 4 main targeted workshops. Actual expenditure is not applicable since the expenses were allocated to individuals including per diem and airfare. Per diem rate is fixed but airfare is different among APEC economies and each figure is finalized by APEC Sec. Such final figure is normally never been given to PO hence not applicable to conclude the expense. However, the figure is usually lower than the planned budget, 6. Final Report is as below details. -4Final Report APECTEL 03/2007 Foreword Deployment of GCIO Training Model and Networking for e-Government Development or TEL 03/2007, a continuity of the project APECTEL 02/2006, namely, “Development of Model Government CIO Councils” which was succeeded from the successful project of “Establishment of Government CIO Training Model and Network for e-Government Development” in 2005 or APECTEL 05/2005, was endorsed under the former Human Resource Development Steering Group (HRDSG). The project goal is to deploy the GCIO Training Model in APEC region during 2007 which will be continuingly contributing to the development of e-Government and GCIOs, considered the key implementation element of eAPEC strategy. In project implementation, 4 major CIO workshops in USA, Philippines, Indonesia and China have been organized under APEC partial funding and another 3 self funding CIO workshops have been held in Japan, Thailand and Vietnam successfully. Member economies which co-sponsored this project including Indonesia, Japan, Philippines, Viet Nam, Malaysia, Thailand, Korea, China and USA formed up a Joint Training Team or JTT to play an active role in executing the target objectives throughout the whole project agenda. The project succeeded its planned activities as well as its overall objectives. Our sincere gratitude is to contribute to all co-sponsoring economies for hosting the targeted workshops from which helped prove the concept of the APEC training model with the meaningful and valuable development direction for APEC region. The Government CIO Training Model for the APEC region under the project TEL05/2005 was finalized by the Joint Researcher Team (JRT) during the last workshop held in Jakarta, Indonesia in November, 2005. The Government CIO Training Model was concluded with a standard set and tailor made set of GCIO training courses/curricula for APEC region. Member economies who formed the JRT team resolved during the project wrap-up session that the project successfully met its objectives and recommended that APEC GCIO Training Model should be deployed within the region to achieve the so called ‘proof of concept’. Therefore, member economies including Thailand, Indonesia, Japan, Philippines, Viet Nam, Malaysia, China, Korea and USA, do co-sponsor a new project proposal to seek funding approval from APECTEL to deploy the GCIO Training Model in APEC region during 2007 as well as to define framework for CIO networking both inside and outside the region. Key objectives of the project The ultimate objective of this project is following To deploy the APEC GCIO Training Model. To organize APEC GCIO Training Model and Networking institutions among sponsorship economies in Local, Regional and APEC Level and develop CIO collaborative website for sharing and exchanging practices and knowledge. To intentionally promote ‘train the trainers approach’ within APEC and build up CIO networking among APEC member economies. -6Plan of Action Three training workshops based on APEC Training Model were planned, firstly at NECTEC, Bangkok Thailand, in May 2007 to include APEC GCIO Researchers in the range of beginners who would like to build awareness of GCIO roles & responsibilities as well as basic elements of IT management. Secondly at Academic Institution, Indonesia sometime during the month of July, 2007 to invite APEC GCIO to join a training workshop on midlevel courses of IT management and thirdly, at George Mason University, USA for advanced topics in CIOs designed for APEC GCIO researchers during October, 2007. Each training workshop will accommodate some 10-20 GCIOs in training period of 1-3 days with some 6 lecturers: 3 invited and the other 3 from local related entities. Concept of Deployment of APEC GCIO Training Model Concept of APEC GCIO Training Model With reference to TEL 05/2005 project, the GCIO training model comprises of 7 parameters which are GCIO Responsibilities, GCIO Education Background, GCIO Core Competencies, GCIO Institutionalization, Maturity Level of ICT and e-Government Development, Findings from the Survey and Existing Training Courses of each Economy. From these 7 parameters, an appropriate training course can be derived or customized to serve a certain need by each APEC member economy in order to implement its GCIO capacity building. To pilot implementation of this training model under this project, three pilot training courses seeking funding from APEC will be designed from the model ranging from -9 Training courses for beginners who would like to build awareness of CIO roles & responsibilities as well as basic elements of IT management, Middle-level courses on IT management and Advanced topics in CIOs Moreover, member economies which co-sponsor this project will design based on this training model to organize by self funding in their home economies some customized training programs for GCIOs both from the local entities and from other member economies. Considering all well defined seven parameters mentioned above results in a simple standard set of training courses / curriculum which are divided into a norm of 3 schemes/stages of GCIO development and they are : 1) Basic : Begin to develop some basic elements of knowledge for GCIOs, 2) Standard : Develop to suit GCIOs’ whole range of required elements and 3) Advanced: Develop to suit CIOs’ requirement of advance training.
